Tacloban City, being a highly urbanized city, is one of the cities whopioneered the use of the Community-Based Monitoring System (CBMS).
The CBMS aims to assist communities develop, refine, andinstitutionalize community-based monitoring system and empower localcommunities by promoting evidence-based policy-making, program design,and implementation of programs.
In light of the devastation of Typhoon Yolanda in the City of Tacloban,the CBMS plays a major role in our city�s rehabilitation. Despite the depletionof our already limited resources, the CBMS continues to enable us to createand implement programs and projects aimed at addressing the basic needsof our constituents.
Further, as a local poverty monitoring system, it enables our policy makers and program implementers totrack the impact of the reforms being implemented.
As we begin to rebuild better and stronger, we thank this program for making it possible for our city to pickup the pieces of what Yolanda left behind and move toward creating a more resilient and progressive Tacloban.

The city recorded a totalpopulation of 164,749 in 34,574 households covering 133 of its 138 barangays. Average household size wasfive. Among the covered barangays, Barangay 88 had the largest population of 7,251 persons in 1,407 households.

Barangay 98 (Camansinay) had the highest magnitude and proportion of deaths among childrenunder 5 years old at 3.9 percent. This means that about 4 in every 100 of children in this age group died during thereference period.

One death was recorded in each of the seven barangays. Thehighest estimate of women deaths due to pregnancy-related causes was reported in Barangay 70 at 3.6 percent.

This translates to atleast 1 in every 11 household living in makeshift housing.
Barangay 88 had the highest magnitude of households living in makeshift housing (248 households or 17.6%).Barangay 90 (San Jose) topped the list in terms of proportion at 32.6 percent. This means that about one in everythree households was living in makeshift housing.
In terms of tenure status, CBMS data indicated that about 11.7 percent or 4,042 of the households were consideredinformal settlers. This means that at least one in every nine households were informal settlers. The most numberof households that are informal settlers was recorded in Barangay 88 with 525 households or 37.3 percent. Interms of proportion, the highest was reported in Barangay 6 where more than 80 percent of the households wereclassified as informal settlers.

Thismeans that at least 7 in every 100 households had no access to potable water. The highest estimate wasrecorded in Barangay 101 (New Kawayan) at 76.6 percent with a total of 98 households. Barangay 99 (Diit) hadthe most number of households having no access to safe water supply (354 or 37.9%). Only 3 of the 133 coveredbarangays in the city were considered �waterless�.1
About 12.6 percent (or 4,362) of the households in the city lacked access to sanitary toilet facilities. This meansthat one in every eight households in the city had no access to sanitary toilet facility. Barangay-level data exhibitedeven higher estimates. Barangay 103-A (San Paglaum) topped the list with a high proportion of households havingno access to sanitary toilet facilities (85.4% or 105 households). The highest number of households recorded tohave no access to sanitary toilet facilities was 316 (48.2%) in Barangay 37.

About 16percent or 3,717 in the 6�11 age group were not attending elementary school while about 44.2 percent of childrenin the 12�15 age range were not attending high school. Data revealed that the proportion of out-of-school childrenaged 6�15 was highest in Barangay 17 at 28.6 percent. Barangay 99 (Diit), with 291 at 24.8 percent, had themost number of children considered to be out of school.

This corresponds to anincome poverty rate of 35.1 percent or 12,151 households. The highest income poverty rate was estimated inBarangay 102 (Old Kawayan) where 86.4 percent were income-poor households. Barangay 88 had the mostnumber of income-poor households where more than half (765) households had incomes below the poverty threshold.

This means that at least one in every five households did not have enough income to satisfy their basicfood requirements.
Across the barangays in the city, Barangay 102 (Old Kawayan) had the highest subsistence poverty where three inevery four households were food poor. Barangay 88, with 530 households (37.7%), had the highest magnitude ofhouseholds considered food poor.

Barangay 104 (Salvacion) had the highest proportion with more than one-thirdof the households experiencing hunger. In terms of magnitude, Barangay 103 (Palanog) had the most number ofhouseholds (171 or 28.8%) reported to experience hunger due to food shortage.

This means that 1 in every 20 members of the labor force in the city was not employed during the referenceperiod. Among the barangays, Barangay 13 had the highest unemployment rate at 25 percent but recorded onlyfour unemployed persons. Barangay 99 (Diit), on the other hand, had 111 members of the labor force (7.1%) whowere not working.

22222 This refers to household basic needs as reflected in the 13 CBMS core indicators that cover the following: (1) children 0-4 years old who died; (2)women who died due to pregnancy-related causes; (3) malnourished children 0-5 years old; (4) households living in makeshift housing; (5) households whoare informal settlers; (6) households without access to safe water supply; (7) households without access to sanitar y toilet facilities; (8) children 6�15 yearsold not in school; (9) households with income below the pover ty threshold; (10) households with income below the food threshold; (11) households thatexperienced hunger due to food shor tage; (12) unemployment; and (13) victims of crime. A higher index would mean more unmet needs and hence, worsecondition for the households.
33333 A household is considered to experience multiple deprivations if it is poor in at least two of the following dimensions: health, nutrition, tenure,housing, water, sanitation, education, income, job, and security.

This means that on the average, householdsin the city were able to meet the 12 out of the 13 basic needs during the period. However, at the barangay level,Barangay 37-A recorded a higher composite index at 2.8. This means that households in this barangay, on theaverage, were not able to meet at least two of the basic needs.

Majority of the households (50.9%) were not at all deprived in any dimension. About 28.3 percent of the householdswere deprived in one dimension, but a considerable proportion of households (20.7%) experienced simultaneousdeprivations in at least two dimensions. In particular, about 13.9 percent were deprived in two dimensions and 6.9percent in at least three dimensions. In addition, seven households experienced deprivations in seven dimensionsat the same time.
Looking at the specific types of deprivations, data showed that 5.4 percent of the households were deprived inincome and access to toilet facilities at the same time. Several households (1,290) were also reported to experiencedeprivations in income and education. At the same time, 465 households were deprived in three dimensions�income, water, and sanitation. Also, 121 households had experienced simultaneous deprivations in income,education, water, and sanitation.
