    GENERAL PROVISIONS OF A SERVICE-WIDE CALL FOR APPLICATIONS FOR POSTS INACCORDANCE WITH THE CLASSIFICATION AGREEMENT

    1 Applicable benefits, conditions and rules/regulations

    1.1 The appointee will be entitled to such other benefits and subject to such other conditions and

    obligations as may be stipulated in any pertinent agreement between the Government and thecompetent Union.

    1.2 The appointment which, unless otherwise specified in the call for applications is subject to aprobationary period of one year and is on a full-time basis, is subject to the rules and regulationsgoverning from time to time the Malta Public Service in general and theDivision/Department/Directorate in particular where the vacancy exists and involves liability to transferaccording to the exigencies of the Malta Public Service.

    1.3 For eligibility purposes, breaks of service may be taken into account in the computation ofservice in the grade or experience, if and as applicable, as provided in paragraphs 1.3.16.4 and1.3.17.2 respectively of the PSMC (http://www.pahro.gov.mt/chapter-1-3)

    2 Reasonable accommodation for registered persons with disability

    2.1 Persons registered with the National Commission for Persons with a Disability (NCPD) maybe given reasonable accommodation in terms of Section 7 of the Equal Opportunities (Persons withDisability) Act, CAP 413, even if they do not satisfy in full the eligibility requirements for the postprovided they can carry out, in essence, the duties related to the post and subject to the concurrenceof the Public Administration HR Office and approval of the Public Service Commission.

    2.2 Representations in terms of this clause should be attached to the application forms andsupported with relevant documents which must also include documentary evidence of registration withthe NCPD. Reasoned justifications should be given to substantiate the lack of full eligibilityrequirements and why reasoned considerations are merited. All correspondence is to be addressed tothe receiving Department and copied to the NCPD.

    3 Submission of recognition statements in respect of qualifications

    3.1 With the exception of those qualifications referred to in paragraphs 3.2.1 and 3.2.2 hereunder,applicants are required to produce a recognition statement issued by the Malta QualificationsRecognition Information Centre (MQRIC) within the National Commission for Further and HigherEducation (NCFHE), or by any designated authority, as applicable. Such statement should beattached to the application and the original presented at the interview.

    3.2.1 However prior to requesting recognition statements as per paragraph 3.1 above in respect oftheir qualifications, candidates should first consult the database of regulated qualifications of theNational Commission for Further and Higher Education (NCFHE) which can be accessed onwww.ncfhe.org.mt/qualifications/ . Applicants are exempt from submitting a recognition statement asmentioned in paragraph 3.1 if they are presenting qualifications listed on the said database.

    3.2.2 The presentation of a recognition statement by MQRIC is also not required in respect of localqualifications issued by the University of Malta (including those awarded by the MATSEC Board), theMalta College of Arts, Science and Technology (MCAST), the Institute of Tourism Studies (ITS) andawards, certificates and diplomas from Ministries governed by a protocol with the NCFHE.

    3.2.3 In cases of doubt, however, the Selection Board may set aside these exemptions and directan applicant to procure a recognition statement from MQRIC. In such a case the applicant shall begiven one month to procure, the statement, subject to the possibility of extension as provided for inparagraph 3.3.

    3.3 In the case of qualifications not covered by 3.2.1 and 3.2.2, applicants are to submit therecognition statement as described in paragraph 3.1. Applicants who are not in possession of such astatement may still apply, provided that they submit a copy of the statement to the receiving
