Louisiana Chemical Manufacturing Initiative Continues to Evolve

In July 2015, a portion of south Louisiana was designated by the Department of Commerce as an Investing in Manufacturing Communities Partnership (IMCP). The community represents the chemical manufacturing industry from New Orleans to Baton Rouge to Lake Charles. The region is uniquely positioned as the only manufacturing community among 24 IMCPs across the nation. To best represent the initiative's strategic focus areas and partners, the community has been deemed the Louisiana Chemical Manufacturing Initiative (LCMI).

“LCMI was created to build strong, strategic partnerships within a manufacturing community. We are unique in that we have powerful support from partners in public, private, and non-profit entities,” says Rebecca Harris, the recently hired program manager. “This united force is critical to obtaining federal dollars.” Harris will be working with Dr. Jonathan Shi, Program Director, and Aprill Springfield, the federal point of contact, to identify funding opportunities, as well as matching partners to lead these opportunities.

In October, six representatives from the LCMI attended the 2015 IMCP Summit in Washington, D.C. Top federal government officials from the President’s office, DOC, DOE, EPA, and Louisiana Congressman Garrett Graves met with EDA partner agencies to discuss best practices to address regional challenges in American manufacturing. The schedule included meetings in the White House about workforce development, innovation, and funding and a reception at Capitol Hill sponsored by Performance Contractors.

THE NEXT STEP

In December, LCMI partners assembled for a day of meetings centered on engaging partners in taskforce groups. A total of 51 people attended one or more of the five sessions. The taskforce groups were focused on the initiative’s five core strategies: workforce development, supply network, research innovation and operational improvement, infrastructure, and international trade. In the meetings, the taskforce members helped develop action plans for funding opportunities in their respective areas.

“The goal of the taskforce meetings was to learn about the needs of each taskforce and to help match future federal funding opportunities,” says Shi. “Now that we have identified these needs, we are working with our federal liaison, Aprill Springfield, and new program manager, Rebecca Harris, to move forward.”

“In the taskforce meetings, we discussed several issues, but one of the major issues we focused on was workforce. In order to recruit manufacturing companies to Louisiana and to retain the companies already housed here, we need to start addressing the lack of skilled workers in our community,” says Harris.

While discussing the future of LCMI, Shi says, “Working with this kind of big consortium involves three phases: Phase 1—Excitement; Phase 2—Action by engaging partners; and Phase 3—Success. We are entering the second phase of this adventure.”

Additionally, LCMI has made strides in its branding efforts developing a logo and website. The initiative's website will be dedicated to funding opportunities, partner resources, and endorsement requests. Partners can request an endorsement from the community for federal grant proposals. If a partner is granted the endorsement from LCMI, the proposal will receive preferential consideration during evaluation. To date, the LCMI has endorsed six grant proposals for partners within the initiative.

“The resounding message delivered throughout the summit was strong manufacturing is essential for the U.S. economy, its competitive advantages and even its national security,” says Dr. Jonathan Shi.

The federal government is highly motivated to make IMCP a successful initiative that will produce tangible results. Multiple federal agencies are combining their expertise and funding resources to support the initiative. The current administration is fully committed to lay a solid foundation for the IMCP program so the new administration can continue to build upon its success.

Those involved in the CIAC deserve a huge pat on the back! I am speaking to the members, the board of directors, the LSU CM faculty and staff, the committee chairs and committee members. You all deserve a tremendous amount of credit. Without all of you, the CIAC would not exist. Imagine trying to hire a CM graduate who was not prepared to use the latest and greatest technologies, who has not received the most up-to-date industry-reviewed curriculum, and who has never had any interaction with the industry or the real working world. I can promise without the CIAC the CM graduates would not be the caliber they are today! The goal of every contractor is to hire the best construction management graduate, and it is our continued mission to strive for yearly improvements to make this happen.

According to a letter from LSU’s President Alexander, the LSU System will most likely have a shortfall of approximately $65M. These overall budget cuts will obviously affect the Bert S. Turner Department of Construction Management’s budget; however, most or all of these funds can be restored with help from the CIAC. Your involvement is more important now than ever before, especially given the increasing size of the department. If you are a perspective member, please visit our website at www.ciac-lsu.org for more information on the CIAC and read about how we support the CM Department. Also, check out the CIAC committee articles spread throughout this publication for more details on the progress made by the CIAC this year. On a positive note, I am pleased to announce this year’s donation will set a new record by a staggering 92.3%. On January 26, 2016, the CIAC gave the CM Department a check in the amount of $400,000 (see article on page 7). Thanks to the CIAC member dues and the Louisiana Licensing Board for Contractors for making this donation. The majority of these funds will be used to purchase laboratory equipment, for maintenance of this equipment, and to purchase supplies used for research, instruction, and outreach. The CIAC is working with the CM Department and the LSU Foundation to maximize the use of funds on a newly constructed lab in the Patrick F. Taylor Hall. The committee is also being proactive and plans to prepare and analyze future funds we expect to receive from membership dues. Again, without the efforts of the CIAC, the CM Department would not be as successful as it is today. Thank you for your support in helping to make the CIAC one of the most prominent advisory councils in the nation, and most importantly, your role in making LSU’s Construction Management Department the finest in the country. Please join me in promoting leadership and cultivating relationships with the CM students. We must continue to give back to the program as this is vital for our industry survival. Student Enhancement The Student Enhancement Committee is currently working

alongside the CSA and LSU faculty to plan a great spring semester.

Our mentor program sub-committee is preparing for the spring

Kickoff Social on February 11, 2016. This social is a great event to

rekindle the mentor/mentee relationships, as well as an

opportunity to pair mentors whose mentee graduated in the fall.

Our interview skills panel discussion sub-committee has begun

securing commitments for new guest panelists and choosing new

topics of discussion best suited for sharpening students’ interview

skills. The panel discussion will be held on March 15, 2016 in the

Business Educational Complex (BEC). Our student field trips sub-

committee has almost finished planning for another great

semester of exciting and informative field trips. We are again on

track to reach our goal of three trips per semester. The first trip was a February site visit to the Arkel Construction

Shaffer Building Project, sponsored by Arkel Constructors. The second trip will be a March revisit to the heavy

commercial construction jobsite at the Patrick F. Taylor Building, sponsored by The Lemoine Co. Our third field trip will

be an April revisit to the heavy industrial new construction jobsite at Dow Chemical in Plaquemine, LA, sponsored by

ISC Constructors. The Student Enhancement Committee is looking forward to continuing our commitment to providing

students with educational opportunities and industry support throughout the spring 2016 semester.

The Curriculum and Accreditation Committee has been helping the CM

Department develop and fill lecture spots for the Guest Lecture Series for

the spring 2016 semester. Each semester, there is plenty of interest

from the industry as spots normally fill up the minute the sign-up sheet is

released. If you or someone you know is interested in being a guest

lecture for a course, please contact Ryan Day at [email protected].

In February, CIAC participated in the ACCE Industry Advisory Board event

in Mobile, AL where members gathered new information on how to

support the department. The committee is always looking to improve the

curriculum and standards, as well as our knowledge, to make the LSU

Construction Management Department the best in the country.

Department Enhancement

The Department Enhancement Committee continues to complete new

lab material projects and look for new materials. A committee meeting was

held on December 2, 2015. At the meeting, committee members discussed

adding quality control reference materials and a road construction

mockup. New portable items for the new lab space and accompanying

drawings and reference documents to aid in instruction have also been

requested. This semester, a commercial exterior wall and roof mockup

(provided by Regal Construction) and an electrical cable example exhibit

(provided by Triad Electrical) will be added to the lab.

Membership and Fundraising

The Membership and Fundraising Committee continues to reach out to

all potential members. We are excited to have new members and proud

of our loyal members who have been with us over the years. Detailed

information and a save the date reminder regarding the CIAC Golf Tourna-

ment will be sent out soon. If you are interested in joining CIAC or be-

coming involved in our committee, please contact the committee chair,

Publicity and Promotion

On Thursday, October 22, 2015, the Construction Industry Advisory

Council hosted its annual New Orleans Area Member Mixer at Walk-On’s

in the Central Business District. With about 50 CIAC members and guests

in attendance, we heard reports on the council’s accomplishments over

the last year as well as a department update from Dr. Charles Berryman.

Founder and former Chairman of Stirling Properties, Jimmy Maurin,

spoke about the significance of the New Orleans market as it relates to

the state-wide real estate development market. Stirling Senior Vice

President, Townsend Underhill, also gave his perspective of the New

Orleans area market as a young professional. CIAC members can be on

the lookout for an invitation to this year’s New Orleans Area Member

Mixer in early fall.

Advisory Council Donates a

Staggering $400,000 to LSU CM

The Bert S. Turner Department of Construction Management at LSU has received a $400,000 gift from the department’s

Construction Industry Advisory Council (CIAC). The gift is the largest made in the 19 year history of the advisory council

and will be used by the department to support its programs.

“CIAC is an integral part of the CM Department. Without them, we would not be where we are today. Their personal

interest in our students, faculty, and staff goes unmatched compared to other construction management programs in the

nation,” said Dr. Charles Berryman, Department Chair. “Donations like this are huge to all within the department as it

provides funding to help the student activities, faculty/staff development, and laboratory needs. Many thanks go out to

the CIAC and its members.”

CIAC consists of construction industry leaders and former construction management students who advise department

administrators and faculty on current construction industry needs and best practices to influence the department’s

strategic direction.

Josh Rounds, CIAC President and a 2000 graduate of LSU’s construction management program, signed the donation check

following CIAC approval of the gift during its January 2016 meeting in Baton Rouge. “The CIAC is grateful to all of our

members for their continued support. It is our membership dues, the Louisiana Licensing Board for Contractors, and the

results of the Ponti Bill passed through legislation that enabled us to donate $400,000 to the CM Department. This

donation is the largest gift by far to date.” said Rounds. “As an organization, we are committed to providing guidance and

support to the CM Department and to ensuring these funds are used wisely to benefit today’s, as well as, future CM

students.”

who are ready to enter the workforce. Tax-deductible

annual membership dues of $1,000 are passed onto

the department for its use. In return, CIAC members

provide guidance in determining how these dollars

are spent and how the department grows and

evolves. LSU’s CM Department currently has one of

the largest student enrollments in the country among

Alumni Spotlight: In Memory of Charles “Rusty” Rounds

Charles “Rusty” E. Rounds, father of the CIAC President Josh Rounds and a 1975

LSU graduate in Construction Technology, passed away on January 5, 2016. He

was only 63. After graduation from LSU, Rusty began working for Pala Interstate,

then eventually partnered with Dick Talbot and Willard Easley to create his own

industrial construction company called Trade Construction. After 16 years with

Trade, he made the decision to move on and decided to work for Art Favre with

Performance Contractors. He worked for Performance for 20 years and planned

to retire in December 2016.

Rusty, a Baton Rouge native, was an avid LSU fan his entire life. His grandfather,

Dr. Charles I. Bray, was a professor at LSU from 1927 – 1950. His mother was also

raised around LSU scholars and professors. She instilled in him the importance of

education, and Rusty began LSU with architecture in mind. About a year into the

program, he met a construction technology professor who sparked his interest and encouraged him to focus on

construction. Rusty was the first in his immediate family to graduate college. While enrolled, he also worked full-time to

pay for his own tuition.

Josh became a little emotional when remembering his father and his love for construction. “Construction and his

business was all I knew. I still remember going to his office at a very young age and asking questions about what he was

doing coloring all of those drawings,” Josh said. “It was only later that I realized he was estimating. His passion was in

estimating and he thoroughly enjoyed the work. More importantly, he loved the family he had within Performance’s

Estimating Department.”

Josh followed in his father’s footsteps and graduated from the LSU Construction Management Department in 2000.

Prior to graduation, he worked for Performance as an intern starting in 1998. Immediately after graduation, Josh began

working full-time with his father at Performance.

“I have been working for Performance for eighteen years now. The first few years of working with my dad was a little

awkward for me because he treated me like a son instead of a coworker. He was much tougher on me than anyone else,”

he said. “Later I came to understand his tactics. Although he was hard on me at times, it helped instill a drive toward

perfection and a strong work ethic.”

After about a year of working in the same estimating department as his father, Josh’s duties changed. Although no

longer working side by side, he did have the pleasure of running into his father in the halls.

“Our time was spent catching up over a lunch or a five-minute coffee break in his office. We talked about what was

going on during the upcoming weekend with my kids or we caught up on stories about their sporting activities,” he said.

“Even though it is hard on me, I’m thankful for the time I was able to spend with him at work.”

Although construction was a very important part of Rusty’s life, family was the most important. His greatest

accomplishment as described by his wife of 41 years, Patty, was “his two boys.” He loved boating and tubing with his

grandchildren on False River and never missed any of their sporting events.

The 17th annual LSU Construction Management Alumni Chapter

Golf Tournament was held on October 23, 2015 at Carter Plantation

in Springfield, Louisiana. More than 36 four-person teams played.

The golfers enjoyed perfect weather and a fun-filled afternoon which

included lunch, a shotgun start, awards, and dinner.

This year’s first place went to the Workbox team. The team members

were Martin Padial, Kurt Legendre, Toby Wagguespak, and Scott

Wagguespak.

We would like to thank the Alumni Tournament Committee for

coordinating such a great event. $10,000 was raised for the

Associated Schools of Construction Region V Student Competition

(see article on page 18). It is the goal of the Alumni Chapter to better

support the LSU Construction Management Department.

We look forward to seeing everyone next year!

Josh’s dad knew he was passionate about the efforts of the CIAC and encouraged him

to remain involved. Josh’s interest in the CIAC started when he read about the

Curriculum and Accreditation Committee. He was excited to help improve the LSU CM

Department’s curriculum. Now, in his role as the CIAC President, he helps with all

aspects of the CIAC.

“My dad is the one who helped me see the value and importance of education. He

loved the fact that I shared his vision of educating the next generation within

construction,” said Josh.

“Even though I lost my father too soon, I realize how lucky I am to have had the time I

did with him,” Josh said. “And I am very proud of the man he was and the people

whose lives he touched in a positive way.” Rusty and Josh on Josh’s

have been working to develop an industrial case

study that can be used within the department’s

curriculum, as well as other disciplines within the

college. Fluor Corporation has partnered with the

department to provide information relevant to an

industrial plant facility, which is being used by LSU

to create a 3D CAD model. These materials will be

systematically integrated throughout the

industrial IEA and into the introductory plan

reading course. Additionally, Fluor Corporation

has contributed $10,000 to the project. The CIAC

Curriculum and Accreditation Committee will

provide feedback regarding the case study execution

plans and assessment of graduate performance.

Dr. Carol Friedland, Dr. Yimin Zhu, Dr. Charles Berryman, and Chanachok Chokwitthaya toured Fluor Corporation’s facilities in January.

It has been a whirlwind of activity within the department. Student competitions,

curriculum changes, program accreditation, new hires, expansion of the CM

laboratories, online programs, and a healthy growth in overall student population has

kept everyone busy, in a good way. There are very few construction programs in the

U.S. that can attribute their fast success to the synergistic activities of the faculty, staff,

and industry. As I have said on many occasions, I don’t believe there is a single peer

construction program anywhere in the nation that can accomplish the things we have

done in a such a short time frame. National recognition that was once non-existent for

LSU CM is becoming a thing of the past. In my travels and other faculty travels to

conferences, it seems that CM has gained recognition and a national reputation for

research and teaching. Many out there ask me what is our secret? My response is “it is

the direct involvement of our construction industry with all of our CM programs.” It can

be easily seen through the active committee work of the CIAC, the Construction

Education Trust Fund (CETF), and the dedication of industry to provide educational

funds to our program through the Louisiana Licensing Board and CIAC membership. The

department is blessed. Thank you all.

New Hires Rebecca Harris, LCMI Program Manager

Rebecca will be responsible for managing and reporting staff budget, working with the

director and federal point of contact to match partners with federal opportunities, managing

funding opportunities, administering proposal reviews, and recommending endorsements.

Sunny Mott, Operations Manager

Sunny will be responsible for overseeing the day-to-day operations of the department,

facilitating communication for all stakeholders related to student operations, advising first

year and transfer students, recruiting new students into the program, and counseling the

department’s student association and honor society.

Carol J. Friedland, Assistant Professor

Dr. Friedland was awarded the ASCE Outstanding Civil Engineer award by the American

Society of Civil Engineers Baton Rouge chapter for her service to the community, contribution

to the advancement of civil engineering, technical accomplishments, and evidence of merit

within the field of civil engineering.

Letter from the CSA President

It is an exciting time in the LSU Construction Management Department as

student enrollment continues to grow every semester. As more students enter

into the program, the Construction Student Association's role increases.

Through the CSA, students are provided with opportunities to interact with

industry members and LSU CM alumni. Involvement with CSA is also great for

students to connect with other students outside of the classroom. One of the

unique aspects about the construction industry and the LSU CM program is that

the students who you graduate with are the same people you develop working

relationships with in the future. It is vital that students become involved early

in their college careers. Becoming involved early will allow students to develop

better communication skills and enhance their knowledge of the industry that

they are about to enter into. As the president of CSA, I strive each and every

day to encourage my fellow students to stay involved!

This spring, the CSA has some great events planned. The CSA annual banquet

will be held at Boudreaux's on April 14 from 6:00 - 10:00 p.m. We will also host

three monthly meetings, two bowling nights, and our annual crawfish boil at the end of the semester.

The CIAC is always heavily involved with CSA, and this semester will be no different. We will have three different field

trips for the students. The field trips will consist of tours of the Arkel-Schaffer Building Renovation, Patrick F. Taylor

Engineering College Renovation, and Dow LA Operations in Plaquemine. These field trips have been a huge success as

they allow students to actually view

job sites up close and personal. Also,

Construction Interviewing Day will be

held on March 18. The CIAC is a huge

help with providing students

assistance with their interviewing

skills through the CID Panel

Discussion, which will be on March 15.

As the spring of 2016 is upon us, I

know that it will be an exciting and

Student Competitions ABC’s Construction Management Competition

November 8-11, 2015 San Diego, CA

The Associated Builders and Contractors' (ABC) Construction Management Competition challenges students’ construction knowledge including the teams’ project management, estimating, safety, and quality control skills. The proceeds from the ABC Pelican Chapter Baton Rouge Annual Clay Shoot were used to pay for five LSU CM students to compete at this year’s competition. The team placed third in the quality control division.

NRCA’s Roofing Industry Alliance for Progress Construction Management Competition

February 18, 2016 Orlando, FL

The National Roofing Contractors Association’s (NRCA) Construction Man-agement Competition challenges student teams to bid on installing a roof sys-tem. Five LSU CM students were asked to research a project, review plans, and propose a bid package at the competition.

NAHB Residential Construction Management Competition

January 17-21, 2016 Las Vegas, NV

The National Association of Home Builders’ (NAHB) Student Chapters Residential Management Competition allows student teams the chance to submit a construction project to a real construction company. During the challenge, LSU CM students applied the skills learned in their construction management classes to complete the project. The team was sponsored by Capital Region Builders Association, IBS Travel Scholarship, CSA, and NAHB.

ASC Region V Student Competition February 13-15, 2016

Dallas, TX

At the Associated Schools of Construction (ASC) Region V Student Competition, six LSU CM students prepared a bid and presentation and presented their proposals to industry professionals. The team was sponsored by the LSU CM Alumni Chapter through their annual golf tournament.

On October 16, a group of CSA members toured Turner Industries modular construction yard in Port Allen, LA.

The students viewed the construction of pre-fabricated units intended for shipping to the construction site where it

will be incorporated into a project. The students were also able to walk through the laydown yard where they saw

small diameter pipes, pipe fittings, and

other items that are incorporated into

modular units. The students participated

in open discussions about local labor

versus foreign labor, international

projects, and the safety of tasks such as

tagging, confined space, and harmful

gases. They also discussed the purpose of

using certain protective coating colors

and how the items in the small yards are

managed for inventory and gathering.
