Will the Election Debate on Taxes and the Economy Mean a Pre-Election Vote on the PTC?
Taxes are taking center stage in the political debate because everyone’s taxes go up unless Congress acts by year’s
end. Obama announced Monday support for a one-year extension of tax cuts for taxpayers earning more than $250,000;
those making more would see their rates return to 1990s levels. Romney supports extending the tax cuts for all income
earners (Washingtonpost.com/). Meanwhile, both criticize each other for the weak economy and continued high
unemployment rate.
On the hill, politicians, reporters, and the industries affected all wonder whether the debate between Obama and Romney
over the Bush tax cuts and the economy may trigger a vote on tax legislation before the election. If it does, then it's
possible for there to be a pre-November vote on renewable energy PTCs (the wind credit expires at the end of this year;
geothermal, at the end of next year). But, while both House and Senate members are talking about a possible vote, many
think it would only be for "show" with any final action still waiting till the lame duck session.
In a speech from the President in the East Room this week, the President did not specifically mention the renewable energy
production tax credits PTC, but some analysts saw room for hope for a pre-election vote, such as those at ClearView Energy
Partners in DC. The analysts wrote: "For our purposes, today's speech represents a meaningful, if minute, change to our
expectations: it suggests that it may now be possible for Congress to pass a pre-election tax-cut extension bill that could
include 'energy extenders' language under the broader aegis of job creation," the firm wrote (EEnews.net). The analysts
gave two possibilities: a continuing resolution, by Sept. 30; and a "sequester stopper" bill to undo mandatory spending cuts
generated by the 2011 Budget Control Act and upheld by the failure of the Joint Select Committee on Deficit
Reduction. Additionally, it could fit into a broader jobs package.

Senate Democratic Leadership embraced Obama's call for a one-year extension, and Senator Harry Reid said he wants a
vote on the proposal as soon as possible. Senate Finance Committee Max Baucus said he agreed with the President's
proposal. Also, Treasury Secretary Geithner briefed Senate Democrats on the Obama tax proposal. In the House, Leaders
were reportedly working out their plans for tax extenders, but Rep. Patrick Tiberi (R-Ohio), a key House Ways and Means
Committee Member Subcommittee, told reporters he did not expect legislation before November.
Federal Agencies to Revisit Plan for Energy Corridors Across West
A coalition of conservation organizations and a western Colorado county reached a settlement agreement this week with
federal agencies that could spark creation of a new plan for energy corridors in the West. The Bush-era “West-wide Energy
Corridors” plan, announced in 2008, connects coal and other fossil-fuel power plants to the West’s electric grid. The plan
often overlooks areas with solar, wind, and geothermal potential, and in some places threatened wildlife habitat,
wilderness areas, and national parks, according to a press release from the Wilderness Society.
The agreement now awaits court approval. An interagency workgroup (including the Bureau of Land Management, the U.S.
Forest Service, and the Department of Energy) would oversee the new corridor analysis, taking into consideration studies
by the Western Electricity Coordinating Council and Western Governors’ Association, expertise provided by the Energy
Department, and public feedback. “This landmark agreement could make a world of difference to renewable energy
development — and at the same time, minimize messy energy corridors on our public lands to avoid harm to wildlife, parks
and wilderness,” said Amy Atwood, senior attorney at the Center for Biological Diversity, via the press release. “We are
delighted with this win-win outcome,” said Elizabeth Merritt of the National Trust for Historic Preservation.

House GOP Floats 'No More Solyndras Act'
Via Sustainable Energy Coalition and The Hill -- House Energy and Commerce Committee Chairman Fred Upton (R-MI) and
Rep. Cliff Stearns (R-FL) are floating legislation that would sunset the Energy Department’s controversial loan guarantee
program for green energy projects. The draft bill, which Republicans call the “No More Solyndras Act,” would bar the
Energy Department from granting loan guarantees for any applications received after the end of 2011. For existing
applications, the bill sets new parameters for reviewing the requests. The department currently has authority to issue $34
billion worth of loan guarantees, according to the draft bill. Stearns said that he’s hoping for a floor vote before the
congressional August recess.

University of Nevada, Reno: NGA Adds Field Trips to Various Geothermal Sites
The second annual National Geothermal Academy, underway at the University of Nevada, Reno aims to educate and train
future scientists, engineers and researchers. A recent press release notes that this year a series of field trips was added to
the curriculum, with visits to: Long Valley Caldera near Mammoth Lakes; direct-use power production in Klamath Falls, Ore.;
northern Nevada geothermal sites Humboldt House and Rye Patch; and The Geysers in northern California. The Academy
is supported by a consortium of top geothermal schools and the Department of Energy, and UNR was chosen to host due in
part to the abundance of geothermal activity in the state. Visiting instructors include personnel from Cornell University,
University of Calgary, Southern Methodist University, Oregon Institute of Technology, Stanford University, University of
Utah, and West Virginia University, as well as leaders and consultants from the geothermal industry.
U.S. Geothermal: Neal Hot Springs Starting Up, Second Power Module Complete

IEA Releases First Medium-Term Report on Renewable Energy Growth
The International Energy Agency (IEA)’s medium-term report on renewable power sources – the first of its kind on
renewable energy from the agency – says global power generation from renewable sources, including hydro, is expected to
increase by over 40% in the next five years. The “Medium-Term Renewable Energy Market Report 2012” says non-OECD
countries will account for two-thirds of this growth, supporting indications of an increasing shift from the OECD to new
markets, according to Iea.org/. The report concentrates on eight technologies; regarding geothermal energy, it notes
geothermal is projected to continue to develop in areas with good resources. The other highlighted technologies are
hydropower, bioenergy for power, onshore wind, offshore wind, solar photovoltaic, concentrating solar power, and ocean
power.

California: Bill Clarifies Exemptions for Byproducts of Geothermal Brine
Assembly Bill 2205, now moving through the state legislature would clarify that byproducts of geothermal power
production receive the same regulations and exemptions that apply to the plants. Geothermal brine is currently being
used to mine lithium by the company Simbol Materials in southern California. Chief executive Luka Erceg says the
extraction technology and process could revive the U.S.’s once-booming lithium industry, now dominated by South
American multinationals, as reported by Forbes.com/. The law would apply to “new processes that extract materials from
geothermal waste in connection with that plant in a closed-loop system,” according to state Senate analysis. “The
proposed amendment is intended to provide certainty to both geothermal developers and extraction companies, ensuring
that neither party’s geothermal exemption will be imperiled due to the extraction of beneficial commercial substances.”

Colorado: Potential of Geothermal Resources Considered
Findings from a recent scientific research on the Denver area’s geothermal resources were considered in two recent events
-- a state conference in Denver, where area residents discussed geothermal issues; and at a Geothermal Greenhouse
Partnership (GGP) fund-raiser and information presentation on building geothermal greenhouses in the downtown area.
The study suggested extensive resources in the area, more than previously known.
The Colorado School of Mines study consisted of two weeks at the Pagosa Country geothermal aquifer. Dr. Terry Young, Dr.
Michael Batzle, and Dr. Andrew Revil led the study, and between 85 and 90 CSM-affiliated individuals contributed. The
study had two primary focuses: deep seismic profiles and passive geoelectrical methods (Pagosasun.com). Another round
of study could continue next year. The school’s geophysics department concluded last October that that area was fit for
training and field experience for students, and that, in return, the data from the comprehensive study would be invaluable
to the area. In late May, graduate students and faculty members provided preliminary presentations on the findings.
Findings included three previously unknown faults. It also showed faults in the area can penetrate several layers of strified
rock atop the water, called the basement material, providing a conduit for water resources.
Hawai’i: HVO Scientists Comment on Undersea Power Cable
An undersea power cable to transfer electricity from geothermal and other sources may have issues in its path, according to
Hawaiian Volcano Observatory scientists. An undersea cable would have to pass along the northeast flank of Mauna Loa,
where there is a “significant likelihood” of lava inundation. “The possibility of an eruption in the geothermal resource or
state-wide cable path within any 50-year period is between 60 and 90 percent,” HVO was quoted. Regulatory framework
was signed into law at the end of June by Gov. Neil Abercrombie, meaning such a cable would be regulated by the state,
though there is no current project proposal.

Oregon: USDA Funding for Rural Development to Aid Paisley Ranch Geothermal Study
Reported by Sustainablebusinessoregon.com/, Colahan Enterprises Inc. has been selected to receive $26,234 for feasibility
testing for a 2-MW geothermal electric power facility at their Paisley ranch. The project was one of 17 in Oregon selected
by the U.S. Department of Agriculture's Rural Development program to share $172,000 in funding as part of the Rural
Energy for America Program, authorized by the 2008 Farm Bill. Nationwide, 430 projects shared $6.9 million in funding.
"The Obama Administration and USDA are helping agricultural producers and rural small business owners reduce their
energy costs and consumption – and by doing so is helping to create jobs, preserve our natural resources, protect the
environment, and strengthen the bottom line for businesses," said Agriculture Secretary Tom Vilsack in a statement. The
Paisley ranch studies will cost ~$105,000.
New Mexico: PNM Includes Geothermal Energy in RE Plan
PNM, New Mexico's largest electricity provider awaits approval from the PRC to include 10 MW of geothermal energy in its
2013 renewable energy procurement plan. If approved, PNM expects to sign on a 20-year power purchase agreement with
Cyrq Energy Inc. for geothermal energy from the Lightning Dock plant. Cyrq is investing $100 million in the plant, which is
expected to come on line in January 2014. Lightning Dock is expected to be the first utility-scale geothermal project in New
Mexico.
South Dakota: ‘CO2 Plume Geothermal’ to be Used in Carbon Capture & Storage Project
Heat Mining Company LLC, a South Dakota startup, has announced new technology called CO2 Plume Geothermal (CPG) to
be licensed through a large global company. Heat Mining had not yet announced the name of the client. A $600,000 grant
from the University of Minnesota, and a subsequent $1.5 million grant from the Department of Energy, supported the
technology’s development. How it works: the technology captures CO2 from power plants and transfers it to saline aquifers
underground, between 1.4 and 3 miles deep (Finance-commerce.com/). CO2 temperatures reach 140°F-300°F, and it rises
to a turbine to produce electricity. The CO2 then cools in towers and returns to the aquifer for reuse. Saline aquifers are
isolated by layers of impermeable seals and caprock, preventing environmental impacts.

Canada: Borealis Obtains Geothermal Land Use Permit and Water License
Borealis GeoPower, in partnership with the Acho Dene Koe First Nations, last month announced it had been granted the
first-ever geothermal land use permit and water license from the MVLWB in the Northwest Territories for a geothermal
power project. The plant could be the first operating geothermal power plant in Canada, and is designed to supply the
remote northern community with 600kW of electricity. Tim Thompson, Borealis’s Chief Executive Officer said in a press
release, “This represents a watershed moment for our partners and ourselves and demonstrates that geothermal power
generation is a real and viable option for the Northwest Territories.” Power is expected to come online by late 2013 or
early 2014.
Canada: Alterra Power Receives Offer for Icelandic Holdings
Alterra Power Corp. (TSX: AXY) late last month announced it had received an unsolicited offer from a private Icelandic entity
for the purchase of Alterra's 66.6% interest in HS Orka hf of Iceland. Alterra's VP Corporate Relations Anders Kruus, stated
in a company release: "Exploring this transaction does not change Alterra's focus on expanding and optimizing its clean
energy operations in Iceland. However, we felt we should consider this unsolicited proposal if it maximizes value for Alterra
shareholders and is supported by Icelandic stakeholders." Alterra signed a non-binding term sheet to pursue the
transaction.

Costa Rica: IDB Approves $250M for Electricity Sector
The Inter-American Development Bank (IDB) announced it had approved $250 million in financing for Costa Rica’s electricity
sector. Nearly $98 million will go to the Reventazón Hydroelectric Project, and the remainder will go toward investments in
improving state power company ICE’s electricity generation, transmission, and distribution capacities. IDB aims to improve
the quality of energy and improve coverage in rural areas, according to press.
In May, ICE said it plans to invest $9 billion over the next 12 years in the nation’s power sector, with the majority to go
toward generation in hydro, thermal, and geothermal. And IDB is further involved in the region, announcing earlier this
year joint investments with the Japan International Cooperation Agency targeted up to $600 million in green energy
renewable and energy efficiency projects in Central America and the Caribbean.
Costa Rica derives 12 percent (163 MW) of its electricity production from geothermal energy, the GEA noted in its recent
“Geothermal: International Market Overview Report.” In fact, it was one of 39 countries identified in 1999 by GEA as
having the potential to meet 100% of their electricity needs through domestic geothermal resources.
The majority of countries in Central America have developed a portion of their geothermal resources for utility scale power
production. In Central America rapid economic growth, increasing dependence on imported fossil fuels, and a push to
overcome regional fragmentation through the SIEPAC (Sistema de Interconexion Electrica para America Central)
transmission interconnection have created the need for the development of the region’s renewable resources, the
international overview report noted.

Dominica: Positive Results for Geothermal in Roseau Valley
A geothermal project in Dominica’s Roseau Valley is seeing “excellent results” from testing at its third well. Officials will
now compile the results of all three wells and plan to build a small power plant. In May, Dominica’s Ministry of Public
Works, Energy & Ports sent GEA an update on the geothermal project in the Roseau Valley, noting the project is intended to
meet local demand and to sell the surplus to neighboring islands Guadeloupe and Martinique via submarine cables. Results
at that time were also favorable, with temperatures of 300°C; a 5-10 MW production plant would fill local consumption,
and 100 to 120 MW would allow for profitable supply to the neighboring islands.

Chechnya: Plan for Geothermal Station Approved
The Ministry of Industry and Energy of Chechnya’s electricity development program goes through 2020 and includes plans
for a geothermal energy station and a solar energy station, both approved by the Ministry of Energy of Russia, according to
the deputy minister of industry and energy of the Chechnya republic Tamerlan Matayev. The deputy minister recently told
press the republic is ready to present the project to any investor (Vestnikkavkaza.net/ ). “At the moment we are
conducting negotiations with one of German companies which construct geothermal energy stations. They have found our
projects interesting,” he was quoted.
“Chechnya takes the third place among federal districts and constituents of Russia on geothermal water resources,” he said.
“We also begin to consider using of our geothermal resources on the basis of exhausted oil deposits.” According to the
source, the republic has dozens of developed mines that are not being used. “In some deposits oil had been produced for
more than a century. So you can imagine how much water is accumulated there,” he said. “We can use it for geothermal
energy station with the geo-circulatory system.” Chechnya, a republic of Russia, is still one of the main debtors of the state
for consumed energy.

UK: North Sea Offshore Geothermal Potential Discussed at Recent Conference
North Sea oil platforms could be used to produce geothermal energy and once they are no longer economic for oil and gas
extraction, as presented international consultant George at a recent conference in Aberdeen, Scotland. The energy could
be sent to the national grid via subsea cables, extending the life of North Sea rigs and platforms by a further 30 years. The
Earth’s crust under these platforms are estimated at about 10 km thick compared to 40–70 km thick on land, and have the
advantage of being surrounded by cold sea water.
There are five power plant designs under consideration, reported ThinkGeoEnergy.com: the PureCycle Power system (Pratt
& Whtiney Power Systems) based on ORC, Single screw turbine by Turboden, twin screw turbine design from Lagson
Energy, Hydraulic thermal engine from Deluge and Kalina Cycle of Global Geothermal.

Australia: Funding Granted for Green Rock’s Geothermal Power Project
Green Rock, the largest geothermal energy landholder in WA, received word of the success of its application for Low
Emissions Energy Development for the Mid West Geothermal Power Project. Green Rock holds permits on areas that have
the benefit of data in the public domain, including several 3D seismic surveys indicating good geothermal prospectivity.
Green Rock is planning to drill the first well in 2013.
The funding applied for was $5.38 million, and the company hopes to have the majority of at least the first well costs
covered by LEED and Emerging Renewables Program funds, said Green Rock Executive Chairman Richard Beresford, with
the announcement. “This would address the lack of private investor appetite in Australia for the drilling necessary to
demonstrate commercial production of geothermal energy,” Beresford was quoted (Power-eng.com/). “However, once
demonstrated in the Mid West, we are confident that industry and utility investors will recognize the value of the very large
geothermal resource and its proximity to existing power infrastructure,” he said noting a rapidly growing energy market in
the Mid West Region.

In Estonia, Old Shale Mines Provide Geothermal Heat
The Institute of Geology at Tallinn University of Technology in Estonia is studying ten closed oil shale mines for geothermal
potential in Ida-Viru County in the northeast. The Sompa mine facility is seen as a pilot project for the region, and has been
using heat pumps to heat homes in Kiikla village for the past year. “This boiler plant has been in operation for well over a
year and works quite well, as we see it," Jana Pavlenkova, development adviser to the Mäetaguse municipality, was quoted.
Heating costs decreased from 109 to 58 Euros per MWh.
UK Plans Five Deep-Geothermal Heat and Distribution Systems
GT Energy and E.ON have recently announced a memorandum of understanding for the joint development of five new deep
geothermal heat and distribution systems. The first of the five projects is located in North-West England and is set to start
before the end of the year. "Schemes like these help us reduce our carbon emissions and can help cut customer bills. This
scheme is just one of a number that we are delivering across the UK and is part of our commitment to change the way
energy is created and used in the UK" Michael Woodhead, managing director of E.ON's Sustainable Energy business was
quoted (Businessgreen.com/ ). The company recently identified district heat systems as a major growth area.
New Hampshire Opts for Full Thermal Incentive for RPS
New Hampshire Governor John Lynch and the state’s Senate and House of Representatives have signed a bill (NH S.B. 218)
adding thermal renewable energy to the state’s renewable portfolio standard (RPS). Geothermal heating and cooling
systems are examples of projects that will qualify for renewable energy certificates, worth up to $29 per MWh, once
thermal projects qualify for the new incentives (after January 1, 2013). This makes New Hampshire the first state to fully
incorporate renewable thermal energy into its RPS program, according to a release from the Biomass Thermal Energy
July 11, 2012
16
Council. "This is an important step forward in efforts to gain equal consideration for thermal energy," said BTEC Executive
Director Joseph Seymour. "With little happening on energy policy in Washington, efforts must focus on state policy to
achieve a more fuel and technology neutral incentive structure for renewable energy. New Hampshire has led the way in
showing the nation that it is possible to enhance state RPS programs by adding thermal energy."

GEA, USAID Connecting East Africa Business Opportunities
The Geothermal Energy Association’s Board of Directors last month passed a resolution of support for the newly-
established US-East Africa Geothermal Energy Partnership (AGEP), which is being funded by USAID and implemented
through an existing framework within the US Energy Association (USEA). AGEP seeks to highlight the development of
geothermal energy resources in East Africa in 2012 and 2013 and to encourage and facilitate the involvement of US
companies and experts in the region. USAID plans to commit an initial $2.7 million to the program through next August,
and that number could increase in subsequent years. GEA and a wide range of member companies have already been
heavily involved in shaping a draft scope of work for the program, and expect to be involved in facilitating the program and
garnering industry engagement. The primary objective of the AGEP is to assist East African countries with capacity building
and expanding geothermal markets, while also creating opportunities for US companies to develop or build on
relationships, increase exposure and initiate new business in the region. Both GEA members and non-members alike are
encouraged to take an active role in the partnership. For more information on AGEP and to be added to an email list to
receive updates as this program develops, contact: Alison Holm, GEA, [email protected].
