The activity hosted by the Office of the Vice Chancellor for Research and Extension in coordination with the Intellectual Property Unit (IPU) – Innovation and Technology Support Office ( IPU –ITSO), and the Commission on Higher Education – Philippines Higher Education Research Network (CHED- PHERnet) Center was co- sponsored by MSU-IIT’s industry partners. USAID STRIDE, Mabuhay Vinyl Corporation, Holcim Cement, PILMICO, Nutra Tech Biopharma and PhilDev provided the prizes, trophies and other support during the activity. Technnovation 2014 showcased science, technology and engineering R & D results, developed technologies, innovations and inventions of Institute graduate and undergraduate students with their faculty advisers. It is an initiative directed towards creating a vibrant technology marketplace for the creative undertakings of the academe. Fernandez. The award recognizes the significant contributions of Filipino writers to Philippine Literature in all languages. The award was presented to Fernandez by National Artist for Literature Virgilio Almario, UMPIL President Karina Bolasco, and sculptor Manuel Baldemor who created the trophies. Earlier, the MSU-IIT’s first proposal to have an August 2014 opening of classes that will end in May was deferred by the Board of Regents (BOR) because it required additional supporting documents. Its second MSU-IIT proposal with supporting documents for a January 2015 opening was opposed by the MSU university academic council on September 3, 2014, At long last, the ban on the use of plastic on the MSU-IIT campus on Tuesdays and Thursdays took effect on October 15, 2014. This is an implementation of the Comprehensive Solid Waste Management (CSWM) Program of MSU-IIT, which was approved by the MSU Board of Regents through Resolution No. 59, series of 2014. On October 1, 2014, the Office of the Chancellor (OC) issued a Memorandum Order banning the use of plastic, cellophane and styrofoam containers on campus. The Memo prohibits the use of plastic on Tuesdays and Thursdays, beginning October 15, 2014 to be followed by a complete ban on its use on January 4, 2015. The Memo is directed to all constituents, all canteens within the campus and all food providers/ caterers of the Institute. Research & Extension (OVCRE), referring to a total of 28 undergraduate, 19 graduate papers and 8 posters presented onAugust 19-20, 2014 in this year’s 12th Bi-Annual In-House Review of R&D Projects.

The papers and posterssubmitted in the In-House of R&DProjects were classified underGender Studies, Business, Culture,and History; National Sciences andHealth Sciences.

Both the paper and poster

presentations tackle diverse issuesand new finds in this two-day eventto be held in parallel sessions at theMini-theatre, the Boardroom, andat the OVCRE Conference Room.

The In-House Review forR&D Projects started as a once-a-

year event in 2002, but in 2013,because of the bulk of the paperssubmitted to the OVCRE, itsDepartment for Research decided tohold two In-House Reviews withinthe same year hence, its name hasbeen changed to Bi-Annual In-

House Review of R&D projects.This year ’s first review of

R&D projects had 13 evaluatorsfrom different colleges anduniversities of the Visayas andMindanao — Undergraduate Level(Gender and Business Cluster ) –

Leonila Cajarte of NEDA’s RegionX Office; Dr. Luvizminda C. de laCruz, Iligan City; ( Culture andHistory Cluster) Dr. Faina AbayaUlindang and Dr. Eugene Torres ofMSU Main Campus; GraduateLevel - Dr. amuel Anonas, MSUmain campus and Dr. EnriqueOracion, Silliman University. Forthe Natural Sciences Category, theevaluators were Dr. FlorencioRecoleto, Jr. and Dr. Erlinda Yapeof the MSU main campus. The MSU-Iligan Institute ofTechnology (MSU-IIT) is preparingfor its 50th year on July 12, 2018.

Among its planned activitiesis a publication of a timeline ofMSU-IIT’s significant historicalevents and/or milestones from itsinception and growth to the present.

Vice Chancellor for AcademicAffairs Dr. Edgar W. Ignacio, chairof the Steering Committee of fivemembers, is issuing an appeal to allalumni, faculty and staff and formeradministrative officials and staff toshare and/or donate their photos,letters, and other documents to theMSU-IIT in order to publish the

timeline.The OVCAA will take charge

of copying or digitizing the photos,letters and other documents andmementoes about the history of theMSU-IIT.

Other members of thecommittee are: Marilyn J. Nario ofthe Office of the Institute Secretary,Dr. Ma. Cecilia B. Tangian, Chairof the Department of History, CASS;Dr. Nimfa Bracamonte, Director,OVCRE Department of Extension;Dominico Jumawid, Jr., and Dr.Christine Godinez Ortega, Director,Office of Publication andInformation. - CFGO

MSU-IIT Chancellor Sukarno D. Tanggol delivered twokeynote lectures at the Borneo International IslamicConference VII (KAIB VII) in Sabah, Malaysia on September10, 2014 and during the ICER 2014 conference in Khon KaenUniversity in Thailand on September 13-14, 2014.

In the invitation to theChancellor from Datuk Dr. HajiAbdul Kadir Bin Haji Rosline,Rector of the Universiti TeknologiMARA Cawangan Sabah, the KAIBVII is an annual program for thediscussion of ideas and issues aboutIslam. It aims to provide “ameaningful coverage on currenttrends in the dynamic Islamicteaching in Borneo” and within theregion. The theme of the conferenceis “The Islamic Sustainability inBorneo” which seeks to highlightBorneo’s potential for growth in thedevelopment of Islam and in futurechallenges.

The invitation was extendedto the Chancellor for his “invaluableexperience and insights” as a formerPhilippine Ambassador to Kuwait,as a prominent Muslim scholar inthe region and as Chancellor of theMSU-IIT. His insights, according tothe Rector could help enlighten andstrengthen relationships betweenthe Philippines, Indonesia, Bruneiand Malaysia.

Chancellor Tanggol proceededto Thailand to deliver the keynoteaddress for the ICER 2014Conference to be held at the KhonKaen University with the theme“Challenging Education for FutureChange”.

The two keynote addresses bythe Chancellor focused on thechallenges confronting the Ummahtoday such as poverty, disease,homelessness, political disunitiesand extremism as well as ineducation, and how Malaysia andThailand are able to cooperate witheach other in order to strengthenthe BIMP-EAGA network and theASEAN region through respect andtolerance.

In his keynote address forMalaysia entitled “Borneo, EAGA,and the Crisis in the Muslim World:Challenge to Islamic Education”Tanggol said in part “ Borneo hasgreat potentials to grow with itsvast and diverse natural andhuman resources. With its growth,it can further improve to addressthe needs of its people and increaseits ability to strengthen the BIMP-EAGA network and the greaterASEAN region.

To harness its vast potentials,an effective mechanism ofcollaboration among its membercountries – Malaysia, Indonesia,and Brunei – is necessary, both onthe level of policy-making andimplementation. ...

The Islamic developmentprocess in Borneo can only be made

sustainable if vital institutions arein place. Here, educationalinstitutions can be most crucial.Basic and secondary educationalsystems must be in place that willnurture the innate talents of everyindividual, preparing himholistically as a person – spiritually,behaviourally, and technically.Higher and advanced educationalinstitutions need to be at par withthe best in the world. Madaris orIslamic schools need to be enrichedto purge Muslim societies of twopotential extremes: religiousbigotry and extreme radicalism onthe one hand; and materialism andblind secularism on the other hand.For his ICER 2014 address in

The MF cumulative indexincludes titles of papers andarticles, names of authors and co-authors, keywords or subjectthemes and other details publishedin the MF since 1982 to 2013.

It is a handy reference toscholars, researchers, and anyoneinterested in research andpublication.

The cumulative index is anaddition to Gozo’s other projects andpublications such as a Bibliographyof MSU-IIT works and publicationspublished in 1994; a Compilation ofFunding Agencies; MF Abstractsand Bibliography of MF papers andarticles; a Directory of the IliganNational Writers Workshop(INWW) since 1994; an INWWCompilation of its Tracer Study; abibliography of publications on the

The awarding at the U.P.College of Mass CommunicationAuditorium culminated the 2014UMPIL PambansangKumperensiya held August 30.

Fernandez is a multi-awarded artist who, besideswinning First Prize in the Palancaand receiving other literary awardsfrom the CCP, and the U.P. Likhaanwas also awarded the CCP Pilak,the Francisco Demetrio Award, andthe SM Global Pinoy.

Commission on HigherEducation (CHED) ChairpersonPatricia B. Licuanan denied claimsby ACT party list Rep. Antonio L.Tinio of the Commission’sinvolvement with the Aquinogovernment on the use of PDAFfunds despite the Supreme Court’sruling on its unconstitutionality.

In a press statement releasedby CHED, Licuanan explainedthat the Commission, being one ofthe agencies of the ExecutiveDepartment, has been tasked toadminister the P4.1 Bsupplemental funds forscholarships and grants fordeserving students this year.

“When the Supreme Courtissued its decision on the formerPriority Development AssistanceFund (PDAF) last November 2013,the function of implementinggovernment programs and projectsfor which funds have been dulyallocated and approved by theLegislature were specificallyassigned to agencies of theExecutive Department, amongthem CHED.”

The controversial P4.1 Bsupplemental funds were given toCHED for its “Tulong Dunong”grants-in-aid program under theSpecial Provision No. 3 of theGeneral Appropriations Act (GAA).

Contrary to the persistentclaims of Tinio that CHED hasconnived with Administrationofficials on the use of PDAF funds,

Licuanan insisted that thelegislated fund does not qualify ascongressional pork barrel.

In compliance with the SCruling on PDAF and the 2014 GAAprovisions, CHED issuedGuidelines for the use of thesefunds while adhering with itsmandate “to ensure that educationshall be accessible to all” and “todevelop criteria for allocatingadditional resources such asresearch and programdevelopment grants, scholarshipsand other similar programs” asstipulated in RA 7722.

Though lawmakers wereallowed to recommend theirbeneficiaries to CHED, Licuananhas stressed that existingbeneficiaries will continue toreceive assistance provided theymeet the requirements specified inthe Guidelines.

Licuanan also clarifiedissues on the supposed meetinginitiated by the CHED in theHouse of Representatives asasserted by Tinio. She said thatCHED officials were summoned toa hearing on August 4 through aNotice issued by the OversightCommittee of the Committee onAppropriations on July 30 as partof its function to ensure that theStudent Financial AssistanceProgram has been properlyimplemented with thesupplemental funds.

The Kataas-taasangSanggunianng mga Mag-aaral(KASAMA), the supreme studentgovernment of this institute, hostedthe 47th General Assembly andExecutive Summit of theFederation of Mindanao StateUniversity Supreme StudentCouncils (FEMSUSSCO) on August9-12, 2014. It is an annual event inwhich the supreme studentgovernment officers of all theMindanao State Universitycampuses get together and developcamaraderie to build stronger tiesamong the campuses.

For this year, there wereninety-two delegates from tencampuses—twenty-five for MSU-IIT, twenty-one for MSU-GeneralSantos, twelve for MSU-Marawi,nine for MSU-LNAC, seven forMSU-Maguindanao, six for MSU-Sulu, six for MSU-Naawan, threefor MSU-Maigo, two for MSU-Buugand one for MSU-Tawi-tawi.

A welcoming ceremony washeld on the first day at theCASSalidaTheater. After which, thedelegates, along with the KASAMAofficers, watched Steven Fernandez’“Suhi” at the Institute MiniTheater.

at Bayug Island in the morning ofthe second day. Then all thepresidents and secretaries of eachcampus had a conference at theboardroom, where they talkedabout the problems and otherconcerns of the students for eachcampus, while the rest of thedelegates had team buildingactivities at the CASS grounds.

On the last day, thedelegates were toured around thecity; they went to the City Hall, theMaria Cristina Falls and theMacapagal-Macaraeg AncestralHouse. Palakasan is the annualintramurals of the students ofMindanao State University-IliganInstitute of Technology. It is the timeof the year when classes are suspendedfor a few days so that the students couldparticipate in the events that they areinterested in or are good at, representtheir respective college, forget theacademic world for a while, and justhave lots of fun. It gathers the studentsin an avenue for entertainment andlearning through different contests.

This year’s Palakasan, held onAugust 27-31, kicked off with the floatparade competition where the Collegeof Engineering won. Then the openingceremony commencedwith the lightingof the torch by the KASAMA president,DatuEsmaMikee P. Maruhom, and thegovernors of the different colleges andthe declaration of the official start ofthe week-long event by Dr. Feliciano D.Alagao. The contests then started withthe College Icon and the MassDemonstration.The College of Nursingand theCollege of Education-IntegratedDevelopmental School won,

respectively.The second day, August 28,

was the Night of Songs. The College ofEngineering won in both theBandstorm and Vocal Trio competitionwhile the College of BusinessAdministration and Accountancy wonin the chorale singing competition.

Then, the Night of Danceswhich featured three events—Wannabe, Dancesport and Pop Dance—was held on August 29. All these werewon by the School of EngineeringTechnology.

One of the highlights ofPalakasan, the search for Mr. and Ms.IIT, happened on the 30th. At the endof the Great Gatsby-themed night,Nathaniel Patdu of College of Scienceand Mathematicswas crowned as Mr.IIT while Erika del Castillo of Collegeof Nursing, was crowned as Ms. IIT.

Chancellor Sukarno D. Tanggolemphasized the significance of IIT’sCommunications Group by callingit the “circulatory system” of theInstitute, and hailed as a“significant event” its holding of theSeminar-Workshop on “AvoidingLanguage Errors in OfficialIssuances and Review on ProcessFlow and Institute Policies andMatrix” held on August 12-13, 2014at the Boardroom and at the HRMLaboratory.

The Chancellor not onlywelcomed participants to theseminar-workshop, but hepresented his own proposedfunctional and flow chart ofadministrative and academicpersonnel within the MSU-IIT.

He urged the participants ofthe seminar-workshop—composedof mostly staves from the Institute’smajor offices—to do competent andcomplete staff work in theprocessing of official documentsbefore submitting these to the Officeof the Chancellor (OC). Tanggol alsoencouraged the group to identifyproblems encountered in the flow ofdocuments, especially since MSU-IIT “has grown”.

“There is room forimprovement” he said in referenceto the process flow, particularly howand where to send officialcommunications. Tanggol saidproblems should be threshed out inrelation to the Institute’sresponsiveness on whether or notmanagement has delivered thegoods to its clients and whether or

not the clients were “happy” withthese.

At the same time, and apartfrom responsiveness, theChancellor talked about thesignificance of the staff in the“organic line of functions”, even ashe emphasized the values ofefficiency and effectiveness inserving clients in relation to theInstitute’s rules and its goals. Hesaid that “regional competitivenesshastens global competitiveness.”

During the seminar, brieflectures were delivered by thefaculty of the Department ofEnglish, College of Arts & SocialSciences (CASS): ProfessorsHoneylet E. Dumoran, SittieNoffaisah B. Pasandalan, andLynnie Ann P. Deocampo; and, on“Institute Policies and Matrix” byDominico Jumawid of the OVCAAand a “Review on Financial Mattersand their Control” by Armilyn K.Abragan of the OC.

Dumoran talked on “LanguageConventions and the CommonLanguage Errors contained inSpecial Orders (SOs) issued fromJanuary to March 2014” and on“Avoiding Discourse Errors inParallelism, Clausal Modification,Diction and the Use ofPrepositions”.

Dumoran, who studied severalmonths’ worth of SOs, revealed thatan average of four errors attendedeach of the SOs issued fromJanuary to March 2014. Theseerrors include unusual use ofsyntax; unusual use of lexicon informal documents; non-use and

wrong use of punctuation; non-useof articles; and the non-use andwrong use of prepositions. She saidthe syntactic errors were minimal.

From March to June 2014, acomparative study of the SOs andtheir drafts were made. Dumoranfound that the number of errorsdropped “significantly”.

According to Dumoran, thedramatic drop in the number oferrors was indicative of anintervening factor, i.e., presence ofan editor.

Pasandalan, for her part,lectured on “Avoiding WritingConvention Errors in Punctuation,Capitalization, and Abbreviations,while Deocampo gave tips on“Avoiding Congruence Errors onPronoun-Antecedent Agreement,Subject-Verb Agreement, Number-Agreement and on Article Use.

Ortega,Executive Assistant to theChancellor, gave a review of thecommunications flow of documentsfrom various key offices to the OCand, he gave a brief presentation onproblems in communications alongwith statistics on the wastage ofpaper and ink and effort whenflawed documents move from oneoffice to another.

The enthusiastic response ofthe participants to follow thesuggested templates especially forthe SOs was agreed upon during thelast day of the seminar-workshop.

Ortega said that a major outputof the seminar-workshop is thepublication of a Stylebook of Usageand Standard Format that will aidin the production of error-freeSpecial Orders and other officialissuances in the future.

Chancellor Sukarno D.Tanggol who defended theposition of MSU-IIT at the MSUSuniversity council meeting saidthe council prefers to have theimplementation of the calendarshift to be “system wide” sinceother MSU campuses “were notready”. The Institute, he said, willrenew its bid for a calendar shiftin the next university councilmeeting.

The Commission on HigherEducation (CHED) had earlier

stated that the calendar shift forHEIs is allowed within June andAugust of the school year inconsonance with Republic Act7722 to allow HEIs flexibility orinnovation, and in order toexercise academic freedom amongthe HEIs, and, for them toespecially meet the requirednumber of academic hours withinan academic year.

MSU-IIT’s proposal for acalendar shift is in keeping withits aim at internationalization, tobe in sync with its ASEANneighbors especially with theopening of ASEAN’s borders inDecember 2015.

For more than two weeks onSeptember 24 to October 12,through the collaboration of theCultural Development Office, theDepartment of Philosophy andHumanities, and the College of Artsand Social Sciences (CASS), theCASSalida Theater became home to“Badong: Salvador Bernal Designsthe Stage,” an exhibit featuring thetimeline and samples of majorworks of Salvador F. Bernal - thefirst and lone National Artist forStage and Production Design.

His life and works as an artistare capsuled in this exhibit that iscurrently being toured around thePhilippines from February toNovember in selected localities aspart of the Lakbay Sining (ArtsTour) Program of the CulturalCenter of the Philippines CulturalExchange.

“We have had National Artistsfor drama, music, dance and others,but we never had a National Artistcoming from those who work behindthe scenes, until Bernal,” explainedCASS Assistant Dean SittieNoffaisah B. Pasandalan toIntroduction to Literature studentswho visited the exhibit.

Born in 1945 to a family thatran a terno shop, Bernal wasexposed to the rudiments of fabric,cut and silhouette early in life. Hefinished his BS degree in 1966 atthe Ateneo de Manila where hehoned his talent as a poet andphilosopher, acquiring the ability toread a text and imagine its themeas a visual concept. In 1972 at theNorthwestern University inEvanston, Illinois where he took hisMaster of Fine Arts, he studied,practiced and handled art coursesand craft of theatre design.

Briefly in 1973, as theacknowledged guru ofcontemporary Filipino theaterdesign, Bernal had taught,translated and shared his skillswith younger designers at theAteneo de Manila University andthe University of the Philippines,but soon plunged full-time into alife of design through the programshe created for the CCP ProductionDesign Center that he himselfconceptualized and organized,which until then was largelyunchartered territory.

As a theater designer, Bernalhas designed more than 300productions distinguished for theiroriginality since 1969. He alsodabbled in the movies, designingthe period costumes for such filmsas Oro, Plata, Mata and GumisingKa, Maruja, and also helped designTV commercials and calendars.

These words are keys tounderstanding Bernal’s process ofdesign as presented in his exhibit.Humanities Professor Boylie A.Sarcina expounds Bernal’s five S’sof design in an interview. “He wassensitive to the budget limitationsof local productions,” Sarcina said.

Sarcina also said that Bernalwas known for using indigenousand locally available materials forstage like bamboo, raw abaca, andabaca fiber, hemp twine raw, rattanchain link, gauze cacha andsytrofoams in productions such asRajah Sulayman, Abaniko, LaTraviata, Tomaneg at Aniway andPagkahaba-haba man ng Prusisyonsa Simbahan din ang Tuloy(Filipino adaptation ofShakespeare’s Much Ado AboutNothing).

The exhibit aimed to introduceand explain the art of theaterdesign through some of the mostexpressive and impressive works ofBernal. It brought together three ofBernal’s closest friends andcollaborators namely Dr. NicanorTiongson and former students GinoGonzales and Ricardo Cruz, whoare notable production and stagedesign experts themselves. Theexhibition included a display ofscale models, dioramas, costumesand video excerpts from actualproductions.

A workshop on set designing fortheater was held on October 3 and4 at the Institute Mini-Theatre andwas facilitated by Gonzales andCruz to complement the exhibition.

“The exhibit and workshophoped to inspire and encourage anew generation to take on thechallenges of production design andtechnical theatre and aim to reachthe same level of artistry Bernal hasachieved,” explained Gonzales inhis lecture.

The workshop was participatedby 25 individuals who are membersof theater groups in Iligan City.

Aside from the exhibition,lectures on innovation andtechnopreneurship, workshop oninnovation and technology pitchingand panel discussions on the roleof the academe in fosteringinnovation were tackled during thetwo-day event.

The event was also anopportunity to heighten awarenesson innovation. The talk of Dr. GaryWnek, a professor of the School ofEngineering at Case WesternReserve University in Cleveland,Ohio who delivered his lecture viaSkype, summarized the presentinnovation climate in the academe.According to him, “we (academe) arenot doing a very good job atinnovation”… . He added that weshould train students to beinnovators and prepare them forsuccess outside the academe. Thiscontention was substantiated by theCreative Productivity Index reportof the Asian Development Bank andEconomic Intelligence Unitpublished by the Philippine DailyInquirer on September 12, 2014.The article reported that thePhilippines placed 18th among the22 Asian Economies including USAand Finland for comparative

purposes. The index shows theefficiency of countries to converttheir creative inputs intoinnovations.

Participants also listened tosome success stories of researcherswho, through perseverance andcontinued innovation, were able tomarket their products.

Dr. Henry Ramos of UP Dilimantalked on his TiN Coat technology.Two MSU-IIT alumni were alsoamong those who shared theirsuccess stories, Engr. Rolly MichaelR. Racsa of Nutra Tech Biopharmafor his pharmaceutical products andEngr. Gil Michael Regalado whodabbled on IT innovations. WilfredoDimamay, the Immediate PastDirector of the MSU-IIT ComputerCenter shared how they were ableto innovate and create the e-SMS (School Management System) at thecenter.

The panel discussion on the roleof the academe in fosteringinnovation discussed theadvantageous requisites forincreasing innovation output in theacademe such as incentives toinnovate, bigger budgetaryallocation for R & D, fosteringteamwork and multi-disciplinarycollaborations among others. Thepanelists were Dr. Alita T. Roxas,the Dean of School of GraduateStudies as Lead Discussant andpanel members composed of Dr.H.Ramos, Engr. Racsa, Dir.Dimamay, Engr. Regalado and theDirector of Research, Dr. Franco G.Teves.

Security at the Institute is beingramped up at the wake of the recentbomb scare that saw the campus shutdown and classes suspended.

Vehicles entering and exiting thecampus are subjected to inspections,and the no ID no entry policy is strictlyimplemented by security guards.

Security guards armed with Ak-47s and other high-powered firearmscan also be seen posted prominently atthe entrance and exit areas of theInstitute as part of the measures todeter would-be terrorists.

Institute guards, members of thePhilippine Army, the police bomb squadwith their K9 units combed almostevery square inch of the seven-hectareMSU-IIT campus late in the afternoonof September 22, 2014.

They were in search of a bomb thatwas allegedly planted on campus, andset to explode at 3 p.m.

The information was passed onthrough a text message.

Fear gripped constituents of theInstitute at around 2 p.m. of September22 as the announcement to vacate thecampus was made due to the securitythreat.

Despite the threat, students,teachers, and campus personnel stillmanaged to calmly exit school buildingsand form orderly lines at the Institute’sflag pole area.

Authorities declared the campusclear of security threats by 4:20 p.m. of

the same day.The MSU-IIT Administration, in a

statement released to the mediathrough its Office of Publication andInformation (OPI), acknowledged thequick response of the PhilippineNational Police Bomb Squad and PoliceSupt Gerardo M. Rosales, the CityMayor ’s Office and the City MayorCelsoRegencia, and the PhilippineMilitary Bomb Squad for theirassistance to MSU-IIT’s SecurityPersonnel.

All buildings and classrooms werevacated in 20 minutes by all studentsand MSU-IIT personnel as soon as theannouncement of the alleged threatwas made.

The investigation and clearingoperations of the campus were underthe supervision of the Vice Chancellorfor Finance and Administration Dr.David N. Almarez, and the MSU-IITActing Security Chief Musanip A.Sarangani.

Classes were likewise suspendedin the late afternoon and evening basedon a Memo issued by the Office of theChancellor (OC) Office of Publication& Information and noted by the Officer-in-Charge, Dr.Jinky B. Bomales, ViceChancellor for Research & Extension(OVCRE).

There were no injuries or damageto property reported.

Classes resumed and all officeswere operational the next day.

To mark the end of the week-long celebration, on the 31st of August,the students danced the night away inthe wet and wild colored mud partyduring the awarding ceremony.

Meanwhile, the Information,Education and Communication(IEC) Team of the same program isresponsible for disseminating thisinformation. To help the IncomeGenerating Program (IGP) underthe Office of the Vice Chancellor forAdministration and Finance(OVCAF) has begun disseminatingthe CSWM Program to allconcessionaires under itssupervision and the NationalService Training Program (NSTP)of MSU-IIT has published theCSWM Program in its 2014-2015training module.

The crafting of the CSWMProgram was initiated two yearsago by the Office of the ViceChancellor for Planning andDevelopment (OVCPD). It didresearch on how selected LGUshave managed their solid wastes.Two planning sessions and a seriesof consultations, including that withthe DENR were conducted to draft

the program before its submissionto the MSU Board of Regents forapproval. The Implementing Rulesand Regulations (IRR) of theprogram were crafted by graduatestudents of MSU-IIT’s SustainableDevelopment Program.

The development of theInstitute’s Solid WasteManagement program is promptedby the growing problem of solidwaste in MSU-IIT and the need tocomply with the Ecological SolidWaste Management Act (R.A/ 9003)of 2000. It is also a contribution tothe global effort of reducing theemission of greenhouse gases in theatmosphere.

The “No Plastic Policy” of MSU-IIT implements Section 1(Reduction of Waste at Source) ofArt. VI (Solid Waste ManagementSystem) of the CSWM Programwhich section states that to reducewaste, the use of non-biodegradabledisposable (i.e. plastic-based,styrofoam based) receptacles shouldbe minimized while the use of

biodegradable food liners, wrappersand containers is maximized.

It also states that three monthsafter the implementation of theprogram, the use of plastic,styrofoam and cellophane forwrapping, food containers and fortransporting goods will beprohibited except in the collectionand storage of solid wastes is theuse of plastic containers and plasticbags allowed.

The CSWM Program, however,does not cover chemical wastesgenerated mainly by laboratories.These wastes need a specializedmanagement system, thus it iscovered by a different programspearheaded by the OVCPD and theDepartment of Chemistry. Like theCSWM Program, the program formanaging chemical wastes isalready approved by the MSUBoard of Regents. The Departmentof Chemistry takes charge of itsimplementation
