Introduction 

On the job training is a technique by which students is given a chance to relate the

 philosophies and computations that they have learned from the school. It also helps the students

to acquire appropriate knowledge and skills by performing in actual work setting. Colleges and

universities require their students to  undergo such  training

within a specific number  of  hours as  part of  the curriculum. For the students, an internship program

offers opportunities to go through the actual methodologies of  a specific  job using the real tools,

equipment’s and documents. In effect, the workplace becomes a development venue for a student

trainee to learn more about his chosen field and practice what he has learn from academy. Most of 

them are all eager to learn. Since the trainer or the supervisor can follow the trainees’ progress, he

can test based on performance, behaviour and attitude if the trainee will make a good recruit after 

the completion of his internship. 

OJT’s can bring new ideas into the organization. Given the chance to give ideas they may

 be  able  to  contribute significantly in brainstorming sessions or research and eventually help

 progress the organizations output. While training the interns, employers are in fact also teaching

their employees to process of guiding the trainees stretches their   patience, develops teaching skills

and makes them more sensitive to the needs and mind set of the younger generation.

Hence, the internship also  becomes an opportunity in training for  future managers of  the

company. Accepting on-the-job trainees can truly be beneficial not only to the trainees but also to

the companies that provide chances for this type of  learning. Such training can be an investment

that will be valuable to the company later on. This is also why trainees should take their internship

seriously as it can become a powerful tool and possibly even a source of recommendation when

they take that big encouragement from being students to career professionals.

PART I: Description of the Cooperating Agency 

I.  History 

On January 26, 1948, Pres. Manuel A. Roxas proposed a bill seeking to establish a social

security system for wage earners and low-salaried employees. This was recommended to Congress in

his State of the Nation Address. After the death of President Roxas, Pres. Elpidio Quirino created the

Social Security Study Commission on July 7, 1948. The creation of the Commission was his first

official act upon his assumption to office. Based on the report of the Study Commission, a draft of the

Social Security Act was submitted to Congress. In 1954, Rep. Floro Crisologo, Senators Cipriano

Primicias and Manuel Briones introduced bills based on the report of the Social Security Study

Commission in the House of Representatives and in the Senate. These bills were consolidated and

enacted into Republic Act (RA) 1161, better known as the Social Security Act of 1954. However,

 business and labor groups objected to the Social Security Act resulting in a deferment of its

implementation. In 1957, amendatory bills were presented in Congress. These bills were the bases of 

RA 1792, which amended the original Social Security Act. On September 1, 1957, the Social Security

Act of 1954 or the Social Security Law (SS Law) was finally implemented, marking a significant

milestone in the social security program.

Thus, with the implementation of the SS law, the government also adopted the social insurance

approach to social security, covering the employed segment of the labor force in the private sector. In

1993, household helpers earning at least P1,000 were included in the compulsory coverage of 

employees. In 1980, some groups of self-employed persons were also required to contribute to the

social security fund from which benefits are paid upon the occurrence of a contingency provided by

law. Self-employed farmers and fisher folks were included in the program in 1992, while workers in

the informal sector earning at least P1,000 a month such as ambulant vendors and watch-your-car 

 boys, were covered in 1995. The Social Security System (SSS) administers social security protection

to workers in the private sector. On the other hand, the Government Service Insurance System (GSIS)

takes care of workers in the public sector.

The SSS administers two programs namely:

1. The Social Security Program; and

2. The Employees’ Compensation Program (EC)

P a g e | 5 Social Security provides replacement income for workers in times of death, disability,

sickness, maternity and old age. On May 1, 1997, Pres. Fidel V. Ramos signed RA 8282, further 

strengthening the SSS. Also known as the Social Security Act of 1997, it amended RA 1161, providing

for better benefit packages, expansion of coverage, flexibility of investments, stiffer penalties for 

violators of the law, condonation of penalties of delinquent employers and the establishment of a

voluntary provident fund for members. The EC program, started in 1975, provides double

compensation effective June 1984 to the worker when the illness, death, or accident occurs during

work-related activities. EC benefits are granted only to members with employers. SSS used to

administer the Medicare program for hospitalization and other medical needs of the private sector 

workers; and the Government Service Insurance System (GSIS), for the public sector workers.

However, with the passage of Republic Act 7875 or the National Health Insurance Act of 1995, the

SSS and GSIS transferred the administration of the Medicare program to the Philippine Health

Insurance Corporation (PhilHealth) for an integrated and comprehensive approach to health

development effective July 1999. SSS retirement, death, and total disability pensioners prior to the

effectively of RA 7875 on March 4, 1995 are entitled to hospitalization benefits under Phil-Health.

Pensioners upon the effectively of RA 7875 on March 4, 1995 and thereafter are no longer covered

except when they meet the qualification requirements set by PhilHealth.

II.  Mission & Vision 

In adherence to its mandate, the SSS has upheld the following institutional philosophy, which

embodies its vision, policy/mission, as well as its corporate culture:

Statement of Vision

“The SSS aims to develop and promote a Viable, Universal and Equitable social protection

scheme through World-class service.” 

  Viable. Social security protection shall be provided through generations.

  Universal. Social security protection shall be provided to all Filipino citizens, regardless of 

race, creed, gender, age, geographic location and economic status, especially the

disadvantaged, so that no one will be a burden to society.

   Equitable. Coverage shall be fair, uniform and unbiased. Benefits shall be meaningful and able

to put body and soul together.

  World-Class Service. Members shall be provided with the highest standards of service,

ensuring total satisfaction, i.e., service that is prompt, accurate and courteous. Such service

shall be provided by multi-skilled and forward-looking generalists.

 Mission/Declaration of Policy

“It is the policy of the state to establish, develop, promote and perfect a sound and viable tax-

exempt Social Security System suitable to the needs of the people throughout the Philippines which

shall promote social justice and provide meaningful protection to members and their beneficiaries

against the hazards of disability, sickness, maternity, old age, death and other contingencies resulting

in loss of income or financial burden. Toward this end, the state shall endeavour to extend social

security protection to workers and their beneficiaries.” (Sec 2 of RA 1161, as amended by RA 8282)

III.  Rules & Regulations 

All SSS officials and employees shall have the duty to comply with all the laws and regulations

applicable to public servants including but not limited to the 1987 Constitution, Republic Act No.

6713 (Code of Conduct and Ethical Standards for Public Officials and Employees), Republic Act No.

3019 (Anti-Graft and Corrupt Practices Act), Civil Service rules and regulations, SSS Manual on

Personnel Policies, Rules and Regulations and all other internal office policies, issuances and

 procedures.

IV.  Administration & Staff 

The Social Security System is being directed and controlled by a Social Security Commission

composed of the Secretary of Labor and Employment or his duly designated undersecretary, the SSS

President and seven (7) appointive members, three (3) of whom shall represent the workers’ group, at

least one (1) of whom shall be a woman; three (3), the employers’ group, at least one (1) of whom

shall be a woman; and one (1), the general public whose representative shall have adequate knowledge

and experience regarding social security, to be appointed by the President of the Philippines. Officials

currently occupying the different seats in the Social Security Commission.

PART II: Narration 

This part describes the activities that the student trainees had gone through during the training.

This also includes the observation, participation, interaction and challenges during their training. This

discusses its place as a development tool and how it was delivered effectively by the company. On

the job training is an important way in which students acquire relevant knowledge and skills at work.  

I.  Reflection on Fieldwork Experiences 

On the job training is one method by which students is given a chance to apply the

Intern Experience 

June 3, 2013 Monday afternoon, 3:30 pm my first step for my internship application at

Social Security System Valenzuela. I’m nervous because I tried to apply many internship

application online, subscribe to different website to notify me and I even try to apply many IT

company at Quezon City. Some called me but their office is so far to from our home ranging 2-

3hours of travel. Some said we will call you after we read your resume that means try to find other 

company. I also experience to have a phone interview, gosh it’s so scary and frighten me because

I’m not ready to answer people interviewing me on a phone and I know if my answer are not

appropriable it is my last conversation to the company I’m applying for. Luckily for me because I

get hired as an intern at Social Security System Valenzuela. I submitted my endorsement letter to

Mrs. Agnes Abad the Officer-in-charge for Branch Administration of SSS Valenzuela. She

interview me with my background, my school and specially my address so that they will know the

distance of the travelled time of going to their office. 

June 10, 2013 Monday, it was the date I stared working as a trainee at Social Security

System Valenzuela at Rich Tower building 288 McArthur Hi-way, Karuhatan, Valenzuela City.

Every Monday, all of the government offices here in the Philippines have a flag raising, then

 panunumpa sa watawat, singing Social Security System anthem and specially a morning prayer. I

assigned at my first day at the membership department doing arrangement of forms, sorting and

transmitting of data entry of Sickness Reimbursement and Maternity application of the branch.

This department handles the new member of SSS, accept different kind of application like

correction of data profile, loans, UMID ID processing and verifications.

On my OJT experience I met new people, friends and try to face different kind of claimant

some of them are crazy, funny and make me angry but I need to be strong and learn to face every

day with a smile. Every day we have 3 breaks: a morning break at 10:00am to 10:15am, lunch

 break at 12pm to 1:00pm and an afternoon break 3:00pm to 3:15pm. It is also a bonding time with

the office staff of SSS to get to know each other. Sometime we have a small gathering at the office,

have free lunch, many jokes and a lot of talks. 

Sometime my supervisor assign me at the Counter D for the distribution of forms and for 

the general information and inquiries about SSS. It was fun but at my first day I assigned at the

counter D, I was so stressed because it is hard to memorized the different type of forms: there is

the famous E1 for the new member, E4 for correction of data entry of a person, E6 for having

UMID ID, microfilmed for a copy of personal forms, maternity application, sickness notifications,

retirement forms, funeral and death forms, verification slip for the viewing of the number of 

contributions and many other forms. As a general information personnel I’m responsible for 

guiding the claimant for their inquiries, for the requirements of different type of forms, and many

other inquires too many to mention. 

If I have a free time I become an assistant and a helper. I assist them by getting the things

they command me. After a month I assigned at the admin section doing different fun stuff like

 being a detective and distribution of SSS ID for the claimant. It’s funny but true, I become a

detective because I verify SSS number and verifying of SSS membership forms. I have the

experience to analyze a 40-60 years old form, verifying their name, address and signature. I do

verifying of forms for the retirement claim, funeral and death benefits of a member. The SSS much

verify the member’s records for the qualification of their submitted applications. For the

verification of the SSS numbers because some member lose the copy of the SSS number they

much request a copy. It is not easy just to give SSS number because it must verify all the record

 because many records have the same attributes.

Someday cause me to be stress because of the volume of people going to the SSS Branch.

Especially in every 10th, 15th, 20th, 25th and the last day of the month because this is the deadline

of paying the contribution at SSS. At this day it’s double the volume of the people going to the

SSS office. Monthly Contribution of the Social Security System range from 312 to 1560 it is

depend to the monthly salary of an individual. 

On September 6, 2013 we celebrate its 56th anniversary of Social Security System. It is a

fun experience because bonding time with the staff and a festive food. Such a great experience

 bonding with the staff because they taught us lessons in life after graduating colleges. They also

give us advice, techniques and wisdom for applying a job. 

For four months of being an intern I finally completed my five hundred hours at SSS

Valenzuela last September 24 this present year. It is a sad and a happy feeling. Happy because I

completed my required hours and sad because I’m will miss my daily routine at the office. My

tasks, breaks and specially bounding with the staff. At my last day at the office I help our CEO for 

the paper works because her job really need 5 more person to accomplished her tasks daily. Me

and with my fellow intern enjoy helping our CEO because it is a great help to her. In that day there

was a lot of talk, fun and foods. My experience as an intern at the Social Security System

Valenzuela is a great experience. I met nice people taught me to be strong and to control my

emotions. This experience with guide me after I graduate. On the job is a program useful for 

student to prepare them in the future. It can help to prepare them for the challenges, to learn and

to apply the things they learn in school.

Students learn discipline, organization, and people skills while they train out in the

workforce. Since on-the-job training is supervised by real employees in real-life work situations,

anything can happen, and students must learn "on their feet". Sometimes, this sink or swim method

of learning can be quite beneficial. Students will adjust to working, and they will gain invaluable

experience that they can take with them as they move forward with future careers and education.

On-the-job training is significant because it takes skills training into the real world, and teaches

students to produce in a different, more adult, environment. Students may well pick up new skills

they can use for a variety of purposes. Many students may continue on with an employer after on-

the-job training ends, leading to a successful new stream of income 

Observation 

I was a trainee who was training at Social Security System Valenzuela for almost four 

months, witnessed the daily activities and practices that the workers inside the company

 performed, as well as rules and regulation that all workers and employees must obey with.

I easily observed that all workers inside the working zone must wear a proper uniform

inside the office every Monday to Thursday, and every Friday washday during working hours. 

I also observed the rules and regulations of the company. Before staring my task I must log

in my daily time record to track my number of hours working in the office. Another was the NO

smoking, sleeping and by standing rule. Gadgets like mobile phones and portable mp3 players are

not allowed during working hours. During break time all of the employee and intern must follow

the time allotted. If the next day you will not able to go to work we must notify our supervisor 

 because they must know it for the scheduled task they will gave. 

I also witnessed the experience working at a government office, it is tiring and if you don’t

have a long patient you will came you resigning. Because working at a government have many

claimant some of them are hard to handle with because their complain most of the time without

understanding the real problem of what they complaining about. 

Participation 

I must participated in the normal operation of the company by updating their records, doing

transmittal because every record of the branch must have a transmittal so that they must submit is

for the main office of SSS at Quezon city. I must took care the facility I’m using and maintaining

the equipment used in the office in their good condition. Errors must be predict and must be solved

 before it happened. Any trouble occurred to the equipment throughout the development will cause

an interruption on the daily task of an individual.

I also participated as general information personnel guiding claimant for their inquiries. I

also participated for the distribution of forms and SSS UMID card. I also take part for verifying

of forms and SSS numbers. 

Interaction 

During the training at Social Security System, I learned to interact with other people. I

know that people have different characteristics and attitudes; however, making friends with the

trainee’s co-workers doesn’t make difficult. Even though I was only a trainee, they don’t treat me

like others. And as a trainee, I don’t feel uncomfortable as I worked with them. From the

interaction with them, the later learned to work with patience. Although thoroughly working on

something was time consuming, the quality of the output product is the most important. I also

learned from my co-worker’s experiences and mistakes and apply them whenever he needed it.

They also encouraged me to go on with my studies until I become a professional

Although I worked and interact with them for a short period of time, I learned a lot to them;

the skills and techniques that they shared with me that cannot be find on the books. 

Challenges 

Challenge is test of one's abilities or resources in a demanding. And challenges are always

 present. During my on-the-job training, I met some challenges that push me to work much better.

First is when one of my co-workers challenged me to be greedy in learning new things and skills.

That is also the time when my supervisor said than if the later want high grade, I must work like

a real employee. That was a big challenge for me. I was only a trainee, so the supervisor must

supervise me and not to let me handle a situation than I didn’t know. And because of that, I learned

to put a dedication to my work. Another challenge that I met, halfway of my training, when there

was a typhoon causing for me not to work a week.

Problems Met and Solutions Offered 

Problems that the trainee encountered during his training were all related to being at the SSS

Counter D personnel. Lack of materials to be needed must be resolved using alternative one. Like

Forms. Because of the volume of people we have a difficulty in providing forms because we have

a lack of supply. And the alternative for that is to print or photocopy the needed forms. But in the

 busy hour at SSS many employee use the photocopy machine and I can interrupt them to print

many forms. To solve this problem I go to our office early so that I can use the photocopy machine

without disturbing other employee.

Another problem that I encounter is time management because the SSS Valenzuela has lack 

employee, many of the staff command me to do jobs to help them lesser their work. It is hard

 because everyday a huge of volume of paper works to transmit, and it is difficult to accomplish

 being a general information personnel, and to do paper works at the same time. To resolve this I

have to do my task one at a time and if I’m not busy I do paper works so that I can finished in my

deadline. 

Company 

Social Security System (Paseguruhan ng Kapanatagang Panlipunan) is a social insurance

 program for workers in the Philippines. It began in 1957. It is a government agency that provides

retirement and health benefits to all enrolled employees in the Philippines. Members of the SSS

can also make 'salary' or 'calamity' loans. Salary loans depend on the monthly salary of the

employee. Calamity loans are for such times when there is a calamity that has been so declared

 by the government, in the area where the SSS member lives, such as flooding, earthquake and

natural disasters. The main branch of Social Security System is located at Members Assistance

Center (MAC), SSS Compound, East Ave., Diliman, Quezon City. The SSS Valenzuela is located

at the Rich Tower Bldg., 288 McArthur Highway, Karuhatan, Valenzuela City.  

Facilities 

In my opinion the facilities of the Social Security System need an improvement. Because

there was a lack of personnel it leads to poor services and a slow production of the branch. In a

day there is an estimate more than one thousand people enter at the branch for different

transactions and the employee of the branch is twenty four. But the Social Security System

management tried their best to accommodate every person to satisfy their needs and gave

suggestions to the SSS claimant to save time and energy. 

Equipment 

For the fast changing time of technology, there will be always a great opportunity to

appreciate. The Social Security System ebb tide to this movement. They have some of the latest

equipment in the computer having an i5 processor, twenty inch monitor, mainframe and CCTV.

The equipment at the SSS Valenzuela branch is good because every employee has its own pc unit

to help them to accomplish there every tasks.

People 

Being an intern at the SSS Valenzuela is such a great opportunity because I met new very

nice people. They taught me things that I can’t learn for the book. Give me advise to development

myself how to interact with other people.

II.  Working With My Cooperating Officer/Immediate Superior 

In my Intern experience, working with the SSS staff is great, were treat each other like a

family. I also feel that my Cooperating Office like my parents, because they guide me to be good

and teach me things to apply in my life. In every work you need to be honest with it, and take time

to finished if before a deadline. In every daily task they gave I must communicate with them and

ask some guide to have a positive output. 

There was when I not able to work because of school activities, I must tell it fist to my

supervisor to notify her for my absent. My Supervisor teaches me a lot of stuff about Social

Security System from data entry to processing a transmittal. I learn to budget my time to finish all

the task I’m assigned. Sometimes it was hard because I have many stuff to do at the office because

many office staff need a little help, I’m so stress because I don’t know how to handle the situation,

 but I need to do if one step at a time. 

At the end of the trainee’s I was able to do different types of office tasks and able to help

in solving different kinds problems. The training served as the stepping stone of the trainees to the

real-life of an Information Technology student. It served as the beginning the real life of being an

employee. I had realized that learning is a lifetime commitment that is continues even you already

have a job. The training gave the students more initiative to their chosen career. The students were

more encouraged to pursue the Information Technology course.

I’m inspired the trainees to enhance their skills and knowledge in the field, were given

some ideas what could be the feeling or situation being an employee. The training enriched my

individuality as a beginner and created the foundation of being a good worker. The best thing that

I have gained inside the company was the good orientation of the person having the higher 

 positions. The OJT made me realize the importance of the course that I am taking and I must also

 possess good communication and leadership skill.

PART III: Conclusion & Recommendation 

I.  Conclusion 

At the end of the on-the-job training period, I experienced many things and she

learned from it. I gained knowledge about the work of an Intern a Social Security System.

During those time, I experienced how to deal with the people around me, with my co-workers.

It is important that one team should have camaraderie so that they can work well and attain

their goal. I observed that it was different when you were in school and when you were in real

world. Because most of the time, you just learned the erotically in school while in the real

world, you actually experienced the things that your trainers taught you 

II.  Recommendation 

Every trainee must focus to his or her work. They should listen carefully with the

instructions of their boss. If they do not understand something, they should ask for help. You

should be aggressive in order to learn. You should be the one who take the initiative that you

want to learn. Deal with your problem with calmness, so that everything will turn all right.

Trainees should always observe the proper attitude while working because your attitude will

also affect the work of your co-employees. You should work with promptness and be confident

with your job. The company created a good service to their clients and gave the best training

for the students. The students must have a good company that would give them a good training

ground and would enhance their knowledge and abilities. The school must have the good

coordination for some companies that offer an annual On the Job Training inside their 

company. The school should provide more budgets given to the OJT coordinators to have the

 best monitoring of the training the students are taking. One of the best ways of training is the

 provincial trainings that would give different experiences to the trainees. An out of town

training would give more self-esteem to the students.
