GENERAL ARRANGEMENTS
HEALTH AND SAFETY OVERVIEW
Under the Health and Safety at Work Act 1974 the Secretary of State is empowered to make
regulations for a number of purposes, which are listed in a Schedule to the Act. The Health
and Safety Commission may approve and issue Approved Codes of Practice (ACOP) and
although failure to observe such a code would not in itself be illegal, it may be referred to in
criminal proceedings to show that the failure to comply with the code or any provision of it,
constitutes a contravention of any particular requirement or prohibition of the Act. All acts,
orders and regulations and ACOP’s remain in force until they are modified or repealed.
ENFORCEMENT This is the responsibility of the Health and Safety Executive appointed by the commission,
with the proviso that responsibility may be transferred in certain cases to local authorities.
Enforcement Officers operate along the lines of the old Factory Inspectors but have
considerably more power. If an inspector is of the opinion that a person is contravening a
statutory provision or is likely to repeat a contravention, he may serve on that person an
Improvement Notice requiring specified remedial action to be taken within a specified time.
If the inspector considers that the contravention involves a risk of serious injury, they may
serve a Prohibition Notice having immediate effect if considered necessary, directing that the
specified activities must not be carried on until the specific matters have been remedied. If
an Improvement Notice or Prohibition Notice is not complied with, persons responsible are
liable to imprisonment for up to six months. Either of these notices may (but need not)
include directions as to the measures to be taken, except where a Notice has immediate effect
it may be withdrawn by the inspector before the date specified, or on the other hand, the
period specified may be extended. An inspector may seize any plant, article or substance he
finds on any premises, if they consider it to be a cause of imminent danger
An inspector may give to persons employed (or their representatives), factual information
obtained by them relating to the premises and anything undertaken there and inform them of
any action they are taking in connection with the premises.
A person found guilty of an offence under the act is liable to a fine, and on conviction or
indictment for certain offences, up to two years imprisonment, or a fine, or both.
Continuation of an offence for which a person has been convicted constitutes a further
offence and that person is liable to a fine for each day on which the contravention continues.

Galpro (Dry Linings) Limited will undertake risk assessment and ensure that there are
sufficient competent trained first aiders available to meet the risks of first aid requirements
and also that there are well maintained First Aid facilities in accordance with The Health and
Safety (First Aid) Regulations.
Risk assessments in accordance with The Health and Safety (First Aid) Regulations will
examine:
• The number of employees,
• The nature of the work in which they are involved,
• The likelihood and severity of any potential incident,
• The risks presented to non-employees and others who may be affected by the
operations of the company,
• The size of the operation,
• How widely employees are distributed across the site,
• Details of any other first aid provisions made at the site by for example the principal
contractor or client,
• The location of the site and its proximity to medical treatment.
The first aid kit and its location shall be known by all personnel and its contents replaced as
they are used or when an expiry date is exceeded. A regular check is to be made of the
contents to ensure this. One person holding a current First Aid certificate or an “Appointed

from the areas of work and may be subjected to appropriate disciplinary measures, which
could include dismissal for serious offences. Anyone found smoking in a designated 'No
Smoking' area will be instructed to extinguish the cigarette immediately and will be subjected
to disciplinary measures.
ASBESTOS - DEALING WITH UNIDENTIFIED ASBESTOS
The owners of buildings have a duty to investigate and make safe any areas where the
presence of Asbestos is known or suspected. From May 2004, a register will be required to be
kept by companies having control of non-domestic premises, stating the exact location of
known asbestos together with its type, state, and last inspection date. A management plan will
also be required to be produced to reduce the risk to any person who may be exposed to the
substance while working in the premise, encompassing maintenance work and including
contractors.
The presence of Asbestos is not always obvious. The HSE have advised that it is sensible to
assume that any building constructed or refurbished before the 1990s is very likely to contain
asbestos materials. i.e. insulation boards, corrugated roof sheets, cement guttering and boilers
and associated pipe work and lagging. No work should be carried out which is likely to
expose employees to asbestos unless an adequate assessment of exposure has been made.
If asbestos, or what is suspected to be asbestos, which was not identified during the initial
assessment of the building is discovered, STOP WORK, employees of Galpro (Dry Linings)
Limited are not permitted to handle asbestos products. The Client must be informed and they
must protect the area from any further damage and release of fibres. Then they must give an
order or call in a competent person / specialist analyst to assess the material to confirm if it is
asbestos.
If asbestos is confirmed then a Licensed Contractor will be employed to protect and remove
the asbestos to a specified tip that is licensed by the local waste disposal authority. Once the
asbestos has been made safe or removed other contractors will be advised and clearance
certificates will be available and work can continue with caution, in case any further un-
identified asbestos is found.
In accordance with the requirements of the Control of Asbestos Regulations 2012, we will
provide accredited asbestos awareness training for all of our employees that work in
environments where asbestos may potentially be present and become disturbed as a result of
their activities.
Before starting work on any site, the asbestos management plan/asbestos register must

Safety Executive must be notified by telephone immediately by the Contracts Manager.
Form 2508 should then be completed and sent to the Health and Safety Executive within 15
days.
An accident book will be available and maintained at each site office to ensure any injured
employee can record details of his/her accident. It is important that all accidents, no matter
how minor are reported and recorded within the accident book.
All fatalities, major injuries, dangerous occurrences and other notifiable accidents will be
recorded in a Register. These records will be kept permanently by the company in a safe
place. All reportable accidents will be investigated and a copy of the Investigation Report,
together with any photographs, statements or other relevant material forwarded to the
company insurers or legal advisers. This Investigation Report is privileged information and
will not be issued to any other person without permission of the company insurers or legal
advisers.
All accidents and incidents including near missies and incidents that result in damage to
premises or plant and machinery on site will be thoroughly investigated by the Contracts
Manager. The purpose of the investigation will be to establish the root cause of the incident
with a view to amending or developing procedures to help prevent a recurrence in the future.
All accidents are to be reported to management and entered into the accident book, where
applicable, the statutory requirement to report under RIDDOR must be complied with.

followed in the event of serious and imminent danger to persons working for them. The prime
objective will be to ensure that no employee, sub-contractor or visitor can access any area
where an emergency or possible danger may or has occurred without first receiving adequate
Health and Safety instruction.
The company will inform workers about the potential dangers, the controls and the
emergency procedures. The Emergency Procedures will then provide adequate safeguards to
avoid a return to the work area until the risk of danger has been cleared. Where procedures
have been implemented by the Principal Contractor these will be adopted by Galpro (Dry
Linings) Limited

TYPES AND SUITABILITY OF FIRE EXTINGUISHERS
The most widely used and available fire extinguisher. Used for SOLIDS such as paper, wood, plastic etc. NOT suitable for use on electrical or flammable liquids.
More versatile than water extinguishers. Used for SOLIDS such as paper, wood, plastic and FLAMMABLE LIQUIDS such as paraffin, petrol, oil etc
Multi-purpose extinguisher, can be used on: SOLIDS; Paper, wood, plastic, fires. FLAMMABLE LIQUIDS: Paraffin, petrol, oil. FLAMMABLE GASES; Propane, butane, methane.
Carbon Dioxide Extinguishers are ideal for fires involving ELECTRICAL APPARATUS. Carbon Dioxide will also extinguish FLAMMABLE LIQUIDS such as paraffin, petrol and oil.
FIRE FIGHTING
Operatives are expected to tackle a fire themselves only if it would pose no threat to their
personal safety to do so. If the situation is dangerous or potentially dangerous the employee
should raise the alarm and evacuate the building immediately. In this situation operatives are
to meet at the pre-determined assembly point.
FIRE SAFETY
All operatives have a duty to ensure their safety and the safety of others that may be affected
by their acts or omissions and a duty to report immediately any fire, smoke or potential fire
hazard to the fire service (dial 999).
Operations within the premises must be undertaken in such a way so as to restrict and
minimise the risk of fire i.e. this involves taking care when smoking, during “hotworks”,

keeping combustible materials separate from sources of ignition and avoiding the
unnecessary storage of large volumes of combustibles.
Galpro (Dry Linings) Limited will as part of their day-to-day arrangements ensure that all
equipment is maintained.
FIRE EXITS
Fire exits must never be blocked or used as storage space. All fire exits and escape routes will
be suitably and sufficiently signed and eliminated.
Fire Exits will only be locked during out of hours when there are no operatives left inside the
building. Fire exits will open in the direction of escape.
HEALTH SURVEILLANCE
Galpro (Dry Linings) Limited will ensure that all employees are provided with health
surveillance if deemed appropriate, due to hazards identified by detailed risk assessments.
The primary benefit of, and therefore the objective, of Health Surveillance will be to detect
adverse health effects at an early stage, enabling further harm to be prevented. Once it has
been decided that health surveillance is appropriate, it will be maintained during the
employee’s employment unless the risk to which the worker is exposed and associated health
effects are short term. Health surveillance will be recorded on individual records.
Surveillance will include:
• Inspections of readily detectable conditions by a competent person
• Enquires about symptoms, inspection and examination by a qualified person
• Medical surveillance, which may include clinical examination
• Biological effect monitoring
The frequency of the use of such methods will be determined either on the basis of suitable
general guidance or on the advice of a qualified practitioner.
HOUSEKEEPING AND SITE TIDINESS.
Site tidiness will be considered at all stages of the work and good co-operation is expected
between Galpro (Dry Linings) Limited and other contractors. Waste material, especially
combustible material or material that presents a health and safety hazard i.e. through trips and
falls, will be controlled and either deposited in an agreed area, or removed from site.
Provision will be made by the Principal Contractor for the safe and defined stacking of
materials and equipment. Debris and materials will not be thrown or dropped from scaffolds
or buildings but will be removed by mechanical means or chute. Pallets of plaster will not be
stacked more that 2 pallets high on a level base and should scaffolds become soiled with
excess materials, time will be allocated in clearing the work area to reduce the hazard of slips,
trips and falls.

INSURANCE
In recognition of its statutory and common law duties the Company has taken out insurance
with an approved insurer, with such certificate of insurance being prominently displayed so
as to be available for inspection at all reasonable times by employees and regulatory
authorities i.e. Health and Safety Inspectors.
JOINT CONSULTATION
There will be joint consultation with others who may be affected by undertakings and also
with respect to, emergency procedures, first aid and fire fighting provisions already in place
and any additional requirements that may be needed.
MANUAL HANDLING OPERATIONS
Manual handling operations will be avoided as far as is reasonably practicable i.e. by
delivering work equipment as close to the area of intended works as is reasonable practicable
and by the use of lifting devices, but where a risk of injury still exists it will be reduced to the
lowest level possible.
Where an avoidance of a manual handling task is not possible an assessment of the operation
will be made taking into account the task, the load, the working environment and the
capability of the individual to perform the task in hand. An assessment will be reviewed if
there is any reason to suspect that it is no longer valid. In the first instance all possible steps
will be taken to reduce the risk of injury to the lowest level possible.
The following regulations apply to the manual handling or lifting of materials:
The Manual Handling Operations Regulations 1992
The Lifting Operations and Lifting Equipment Regulations 1998
The current regulations require the following three steps:
1. Avoid hazardous manual handling operations where reasonably practicable. Consider
whether the load should be moved at all and, if it must, whether it can be moved
mechanically for example by forklift truck or with some form of cranage.
2. Assess adequately any hazardous operations that cannot be avoided. You should
consider the shape and size of the load in addition to its weight. You should also
consider the way a task is carried out, for example the handler’s posture, the working
environment, eg is it cramped or hot, and the individual’s capability, eg is unusual
strength required. Unless the assessment is very simple a written record is required.
3. The general guidance will include some guidelines to help with the assessment and
reduce the risk of injury as far as reasonably practicable.

A good assessment will not only show whether there is a problem, but will also point to
where the problem lies.
The Works Supervisor will ensure that all operatives have been instructed in the correct
handling and lifting of loads, as require, he will also ensure that a supply of suitable gloves or
equipment is available for use, as required, for the handling of materials which could cause
injuries.
The company will ensure that all persons on site wear safety footwear and the Works
Supervisor will caution any sub-contractor employee’s wearing unsuitable footwear.
The company does not require any operative, particularly a young person, to lift without
assistance, a load that is likely to cause injury.
The main injuries associated with manual handling and lifting are:
• Back strain, slipped disc
• Hernias
• Lacerations, crushing of hands or fingers
• Tenosynovitis, beat conditions
• Bruised or broken toes or feet
• Various sprains, strains, etc
The selection of persons to carry out manual handling or lifting tasks must be based on the
training given, age, physical build etc. Where loads have to be manually handled, the need to
ensure that accesses are safe is especially important.
The training provided should be based on the physical structure of the body and the effect of
attempting to handle loads in various positions.
The company shall assess the risks posed by assessing relevant risk factors. Elements
affecting the risk of injury include:
I. Load factors such as size, weight, rigidity, movement, centre of gravity, shape and
surface factors.
II. Task factors such as: duration, repetition and the requirement to make awkward
bending or twisting movements.
III. Environmental factors such as route length, lighting, obstruction, weather effects,
floor surfaces and distractions.
IV. Individual factors such as health, level of training, mobility and pre-existing injuries.

• Designate ear protection zones and post signage accordingly.
PLANNING PROCEDURES.
The Foreman/supervisor will ensure that information on the noise level of any equipment,
which it is intended for hire or purchase is obtained and taken into account before hiring or
purchase takes place.
The Company will assess noise levels for operations and where guidelines are given by
manufacturers these will be adhered to.
GUIDELINE:
Can the person using the equipment talk to someone 2 metres away without having to shout
to be understood. If they have to shout, the noise from the equipment or operation is probably
loud enough to damage their hearing, so action must be taken, ear protection should be
offered.
If there is any doubt, employ competent people and equipment to assess the noise levels.
ACTION LEVELS:
First Level. 80 decibels - inform employees of risks and offer ear protection on request.
Second Level. 85 decibels - set up protection zones and enforce wearing of hearing
protection
Where personnel will be required to work in situations where high levels of noise are likely to
be encountered the Forman/supervisor will ensure that full information is obtained before
work commences on the levels and frequencies of noise.
Any measures to reduce noise levels to below levels considered to be safe must be planned
or, if this is not practicable, suitable hearing protection equipment must be selected for use by
personnel.
Regular monitoring of noise levels and frequencies will be planned as required.
Instruction and training will be provided to supervisors and operatives required to work in
premises or with plant which is likely to result in exposure to high noise levels.
SUPERVISION.
The line Management of Galpro (Dry Linings) Limited will ensure that supplies of ear
defenders or other hearing protection will be made available on the site or for any operations
where it is not practicable to reduce the noise level to a safe limit. These will be issued to
operatives as required and must be worn at all times when operative is exposed to noise.

Training and improvement in the understanding and application of Health, Safety and
Welfare matters is seen as a continuous process. There is no defined training agenda but
rather a flexible approach whereby training is provided and updated in whatever areas are
required by individual employees.
Training is provided in both a formal and informal manner and all employees are encouraged
to positively identify to the Foreman / Supervisor or Director any areas where they feel they
require training or retraining in up to date methods of work/Health and Safety matters.
On site training may be provided in the form of induction courses and toolbox talks given by
Principle Contractor representatives. Time will be made available for this instruction and
will, where necessary, include familiarisation with the place of work, provision and
explanation of any information contained in risk assessments or method statements; it will
also deal with the use of any personal protective equipment together with instructions on
maintenance of the equipment.
VIBRATION
It is the buying policy of Galpro (Dry Linings) Limited to ensure that the noise and vibration
produced by work equipment is considered together with the price when new purchases are
made with a view to lowering the risk when equipment is used. Galpro (Dry Linings) Limited
will endeavour to purchase equipment that is advanced in technology and equipped with
vibration absorbing features.
It is recognised that a common cause of hand-arm vibration is the prolonged use of rotating
hand tools for cutting and grinding together with percussive hand tools used for riveting,
chipping hammering and drilling. In the first instance mechanical methods will be used not
requiring the exposure of the operative, but should the operative be exposed the task will be
allocated to a number of individuals to ensure job rotation and a reduction in the exposure
time.
To ensure that operatives are aware of the effects of hand arm vibration they will be provided
with adequate information on the hazard and controls and given information in order to
reduce the risk.
Below are examples of maximum usage for tools in order to prevent injury and ill health.

Any area from which this may occur will have the following controls applied:
• Edge protection for all working platforms or leading edges from where a fall is
possible,
• Fixed ladders of sound construction properly maintained and securely fixed.
Galpro (Dry Linings) Limited undertake to use scaffolding in line with Approved Codes of
Practice and will ensure that the register is completed every 7 days and that visual checks are
carried out regularly by a competent person. In the event of the scaffold being altered or after
inclement weather a thorough check to the whole structure should be made and the result of
this check entered in the register.
Ladders, step-ladders, trestles and stagings are only to be used for short duration works where
there is no other practical safer alternative. Ladders are only to be used where the operative
can maintain 3 points of contact with the ladder at all times. The use of podium steps, tower
scaffolds, access scaffolds and mobile elevated working platforms should all be considered
are suitable alternatives to ladders/step ladders.
Galpro (Dry Linings) Limited will comply with its duties under the Work at Height
Regulations 2005 (WAHR), as part of its risk assessment procedures. All work at height will
be thoroughly assessed by a competent person and alternatives to working at height will
always be considered. The use of ladders for any work at height will only be approved where
other more suitable work equipment is not considered to be appropriate.
The hierarchy of control measures listed in the Work at Height Regulations are:
• Avoid work at height
• Prevent any person from falling
• Use an existing place of work which complies with Schedule 1 of the Regulations
• Use work Equipment
• Mitigate falls by using work equipment to minimize the distance and consequences
of a fall
• Where work equipment does none of the above, provide additional training and
instruction or other suitable measures
The above hierarchy will be considered during the preparation of risk assessments and
method statements to ensure that safe systems of work which comply with the WAHR are
established and implemented. Other factors such as the location and duration of the work; the
weather conditions; the task to be carried out and the experience and competence of the
individual should also be taken into consideration.
What are the main rules to follow when working at height?
First, as a part of the planning of the work, carry out a Risk Assessment

Do not work at height unless it is absolutely unavoidable
Provide a secure platform which will:
- be securely footed on stable ground
- support the weight of the personnel and equipment to be used
- provide a stable access and will not overturn
- be secured to an existing structure, where necessary and wherever possible
Take account of the gradient of the ground, especially where mobile platforms are
used
Provide guard rails to any platform
Provide barriers on open edges, holes and openings in the platform floor, the
edges of roofs and working areas
What can be done to help prevent falls?
Plan all instances of working at height
Think about where and how the work is to be done
Where possible use an existing structure, which will allow safe access and provide a
safe working platform. Where this is not possible, a safe working platform will need
to be provided.
Consider any lifting and handling requirements needed to carry out the work
Be aware and prevent possible electric shock dangers that may initiate accidents
STEP-LADDERS AND STAGING
All step-ladders and stagings will be provided and used in accordance with the Construction
(Design and Management) Regulations 2007 and the Work at Height Regulations 2005. Only
British/European Standard approved and equipment design for the required usage will be
used.
The information and recommendations in Health and Safety Executive Guidance Notes GS
31 “Safe Use of Ladders, Step-ladders and Trestles” will be applied to the work on site.
All step-ladders and stagings are classed as 'work equipment' for the purposes of the
Provision and Use of Work Equipment Regulations 1998. Where necessary a risk assessment
should be carried out in accordance with the requirements of the Management of Health and
Safety at Work Regulations 1999.
All work will be planned to take the above standards into account.
Training provided to the Works Supervisor and operatives will include the hazards and
precautions relating to this equipment, its use and working at height in general.
All equipment will be checked by a competent person before use to ensure that there are no
defects and will then be checked, at least weekly, while on site.

Where a defect is noted, or the equipment is damaged, it will be taken out of use immediately
and replaced or where possible repaired by a competent person.
The Works Supervisor will check that the equipment is being used correctly and is not being
used where a safer or more practical method should instead be provided.
The Works Supervisor will ensure that proper storage is provided for step-ladders, trestles or
stages, undercover where possible.
The main hazards associated with step-ladders and stagings are:
• Unsuitable base, eg unlevelled, packing pieces, loose material etc
• Unsafe use of equipment (ie: placed onto on scaffold platforms, roofs etc, where
special precautions are not taken)
• Overloading
• Use of equipment where safer method should be provided
• Overhanging of boards or staging at support (“Trap Ends”)
• Using defective equipment
• Excessive span of scaffold boards when used with trestles (must not exceed 1.5m
where 38mm board used)
• The minimum width of all working platforms should be 600mm
LADDERS
All ladders must be provided and used in accordance with the Construction (Design and
Management) Regulations 2007 and the Work at Height Regulations 2005.
Only ladders constructed in accordance with current British/European Standards and have
been designed specifically for the intended use will be used.
All ladders are classed as 'work equipment' for the purposes of the Provision and Use of
Work Equipment Regulations 1998. Where necessary a risk assessment should be carried out
in accordance with the requirements of the Management of Health and Safety at Work
Regulations 1999.
The information and recommendations in Health and Safety Executive Guidance Notes GS
31 “Safe use of Ladders, Step-ladders and Trestles” will be applied to the work on site.
All work will be planned to take the above standards into account.
The Project Manager will arrange for the required number and type of ladders to be provided,
taking into account the above standards and the work to be carried out.
The means of securing ladders will be planned as far as possible and sufficient materials
made available.
Training provided to Works Supervisor and operatives will include the hazards and
precautions relating to ladders and their use, as well as the hazards of working at height in
general.

Ladders must be checked by the Works Supervisor before use. This needs to be undertaken
to ensure that there are no defects, and will be checked at least weekly while in use on the
site. Where a defect is noted, or a ladder damaged, it will be taken out of use immediately.
The Works Supervisor will ensure that proper storage is provided for ladders, under cover
where possible, and with the ladder properly supported throughout its length.
The Works Supervisor will check that ladders in use are secured, have a solid, level base and
are being used correctly. Ladders will not be used to provide access, or a working position, if
the type of work cannot be carried out safely from a ladder, (eg carrying large items, work
requiring both hands etc).
Methods of use, which will result in damage to the ladder, will not be permitted, eg securing
ladder with scaffold clip, placing board on rungs to form working platform, or ramp etc.
The main hazards associated with ladders are:
• Not securing the ladder properly
• Unsafe use of ladder (over-reaching, sliding down, etc)
• Using a ladder where alternative working method should have been adopted
• Using a ladder with defects
• Unsuitable base to ladder
• Insufficient handhold at top of ladder, or at stepping off position
• Insufficient foothold at each rung
• Using ladder near overhead electrical cables, crane contacts etc
• Ladder at unsuitable angle, swaying, springing etc (recommended angle one in four or
70°)
• Insufficient overlap of extension ladders
Ladders will be removed to storage, or made inaccessible by some means, at the end of each
working day, to ensure that unauthorised access to scaffolds etc by others, particularly
children, is prevented.
WORK EQUIPMENT
The following regulation specifically covers the use of work equipment, the Provision of
Work Equipment Regulations 1998. These regulations cover the use of all kinds of work
equipment from a hand tool, such as a screwdriver or pliers, to a complete manufacturing
plant. The use will include starting, stopping, repairing, modifying, installing, dismantling,
programming, setting, transporting, maintaining, servicing and cleaning.
Further information is contained in the appropriate Approved Code of Practice.
The specific requirements of this legislation cover the following:
The guarding of dangerous parts of machinery. Protection against specific hazards, ie

falling or ejected articles and substances, rupture or disintegration of work equipment
parts, equipment catching fire or overheating, unintended or premature discharge of
articles and substances and protection against explosion.
These requirements also cover work equipment parts and substances at high or very low
temperatures. Control systems and control devices, isolation of equipment from sources of
energy, stability of equipment, lighting, maintenance operations and warnings and markings.
The company will make sure that all equipment is suitable for its intended use whilst taking
into account the local environment, working conditions and hazards in the workplace.
The company will provide adequate information, instruction and training for the use of all
work equipment and will ensure that all equipment conforms with the EC product safety
directive.
The company will ensure that equipment is used only for operations for which, and under
conditions for which, it is suitable, and that the equipment is maintained in an efficient state,
in efficient working order and in a good state of repair.
Selection
All work equipment must be selected and maintained so that it is suitable for the purpose (fit
for purpose) for which it is to be used. It must be designed for the task required and used
within any operating constrictions defined by the manufacturer or competent person. It must
be;
• sourced from a reputable supplier and where required obtained from a Galpro (Dry
Linings) Limited vetted supplier,
• supplied with clear and understandable operating instructions,
• provided with physical evidence of conformity to EC Directives on machinery safety.
All significant risks associated with its use must be assessed and adequately controlled. This
should take account of who is to use the equipment and the environment in which it will be
used.
There must be assessment and control of the risks from specific hazards such as hazardous
substances, ejected articles/substances, fire, and electrical safety.
All equipment should be visually checked before use. Where a defect is identified, for
example; broken blade, missing guard, loose plug, frayed cable, the machinery should be
taken out of service and reported to ensure that nobody else uses it and the problem is
rectified.
Hired Equipment Hired equipment should always be acquired from hire companies who supply properly
maintained equipment that is safe to use and suitable for the job. The company should
provide information on the safe use and operation of the equipment. Upon receipt the
equipment must be checked to see that it has not been damaged in transit.

Testing plant and equipment
• Current tests and thorough examinations (aka statutory inspections) have been carried
out which show that they are safe to use, before being put into service for the first
time and after major alteration or repair.
Responsibility for ensuring that all equipment is maintained and tested rests with the
Contracts Manager.
Inspection and Examination
Arrangements need to be in place for the inspection and examination of plant and work
equipment. This applies to plant and work equipment which Galpro (Dry Linings) Limited
owns and/or uses, including hired equipment.
• A visual inspection should be conducted by the operator prior to use.
• In most instances the inspection should be recorded, for example, the weekly /
monthly / annual inspections. Examples of this include Equipment Inspection
Registers, PAT labels on electrical equipment and ladder tags on ladders.
• Any hired equipment must come with evidence of current thorough examinations (aka
statutory inspections), and routine inspections where appropriate.
• For routine inspections, the competent persons do not have to be external, but they
must have the knowledge, experience, independence and authority to carry out their
function effectively. Experienced, in-house employees that know what needs to be
inspected, such as the Works Supervisor or Contracts Manager may be able to fulfil
this role.
• Competent persons for thorough examinations (aka statutory inspections) must have
appropriate practical and theoretical knowledge and experience of the equipment such
that they can detect defects or weaknesses and assess their importance in relation to
the safety and continued use of the equipment.
• Competent persons must be sufficiently independent and impartial to allow objective
decisions to be made. They do not necessarily have to come from an external
company. However, if 'in-house' examiners are used, they must ensure that the
examiners have genuine authority and independence to ensure that examinations are
properly carried out and that the necessary recommendations arising from them are
made without fear or favour. In most cases though the competent person for thorough
examinations (aka statutory inspections) would be supplied by an engineering
insurance company.
Responsibility for ensuring that all inspections and examinations are completed rests with the
Contracts Manager.
