Family & Children Services is a private, nonprofit, nonsectarian, human service organization begun in 1903. Its mission has
remained constant “...To support, strengthen and preserve the safety, well being and dignity of children, individuals and families”.
The Agency receives funding through contracts with Community Mental Health programs and the Michigan Department of Health and Human Services, insurance reimbursements, fees for service
and contributions. We are accredited by the Council on Accreditation of Services for Families and Children. The Agency is licensed by the State of Michigan as a Child Placing Agency, Child
Caring Institution (Children’s Therapeutic Group Home), and Substance Abuse Program.

Shelter Care Services include:
• Assessment of needs and an assessment-based plan
• Positive Behavioral Support (PBS) structured lessons
• TARGET: Trauma Affect Regulation activities
• Crisis Counseling
• Educational activities aimed at keeping the student current with each home school district’s educational assignments /expectations or enrollment in the local school
• Case Management coordination of care
• Inclusion and involvement of parents, other family members or caregivers
• Structured activities such as art projects, team building, and games
• Structured physical activities
• Discharge planning
Gail’s House Shelter Care
Shelter care provides a structured, safe
environment for children in foster care as they
await a placement match that will best meet their
ongoing needs. Placement in shelter care allows
time to ensure the best possible placement.
Placements are accepted 24-hours, 365 days
a year in a licensed six bedroom home-like
residential setting.
During a youth’s stay, emphasis is placed on
creating an environment designed to support
youth in trauma recovery. Each youth will
have a comfortable, private room. Residents will
be encouraged to participate in structured
activities that are scheduled throughout the day.
Balanced nutritional meals are provided in a
family-like setting.
In order for Gail’s House to provide the best care
for children, we will need the cooperation of
the primary caseworker (DHHS or private agency
foster care worker) with the following:
• Provide the Medicaid recipient ID# and the child’s physical and behavioral history at the time of referral
• Attend a Family Team Meeting to develop the child’s discharge plan within 7 days of admission
• Provide a minimum of a 14-day supply of prescribed medications and a prescription for all current medications
• Meet weekly face-to-face with the child until discharge
• Make weekly contact with Gail’s House to provide status updates regarding discharge plan
• Make discharge arrangements or secure an approved extension prior to 30 days.
