Counties Participating The following counties shall be eligible to participate in the Championship in 2020.

Provincial Championships The two Provincial championships shall be played on a ‘round-robin’ basis. Each county shall have two home games and two away games. The counties finishing in the top two places in each Provincial group shall qualify for their respective Provincial final. Relegation The bottom placed team in the Leinster Championship ‘round-robin’ shall be relegated to the Joe McDonagh Cup.

Exception: If Ciarraí (or another Munster County) wins the Joe McDonagh Cup, it shall play off against the bottom team in the Munster Championship ‘round-robin’ at a neutral Munster venue determined by the CCCC. The winners of the play-off game shall play in the Munster Championship and the loser shall be relegated to the Joe McDonagh Cup. In that circumstance, the bottom team in the Leinster Championship ‘round-robin’ shall not be relegated.

• Games to be played on a ‘round-robin’ basis.

• The teams finishing in the top two places shall play in the Joe McDonagh Cup Final.

• The two finalists shall qualify for the Liam MacCarthy Cup All-Ireland Senior Hurling Championship Preliminary Quarter-Final against the third placed teams in the Leinster & Munster Senior Hurling Championship with the Joe McDonagh Cup teams having home advantage.

• The winner, if a non-Munster Team, shall be promoted to the Leinster Championship and Liam MacCarthy Cup. If the winner is a Munster team, it must win the Play-Off with the bottom team in the Munster Championship Group to gain promotion to the Munster Championship and Liam MacCarthy Cup.

• Bottom Placed team shall be relegated to the Christy Ring Cup.

• The final of the Joe Mc Donagh Cup will be Winner on the day.

• Two groups of four teams.

• Group games to be played on a ‘round-robin’ basis.

• The top two teams in each group shall quality for the Semi-Finals, in which the winners of each group shall play the runners-up of the other group.

• The winner of the Christy Ring Cup shall be promoted to the Joe McDonagh Cup.

Format The All-Ireland Series shall be organised as follows;

• The Munster & Leinster winners shall automatically qualify for separate Semi-Finals and may not meet the defeated finalists of their own province at this stage.

• A ‘round-robin’ All-Ireland Series shall be organised to produce two more All-Ireland Semi-Finalists. The three participating teams shall be Gaillimh and the defeated Munster & Leinster finalists.

• Fixtures shall be arranged so that the winner of the first game of the three games shall play in the second game. If the first game is drawn, the team in the second game shall be decided on the toss of a coin.

• The top two teams in the ‘round-robin’ group shall qualify for the semi-finals. In the event of teams finishing on equal points at the end of the ‘round-robin’ series, their placing shall be determined by the following tie-break means and, in the order, specified.

i. Score difference – subtracting the total Scores against from the total Scores for;

ii. Highest Total Scores For; iii. Highest Total Goals Scored;

• Where all three teams finish level on points and cannot be separated by the tie-break means outlined above, one team shall go forward on the basis of a draw and a ‘Play-Off’ shall be staged involving the two remaining teams to determine the second team qualifying for the Semi-Finals.

All-Ireland Senior Football Qualifier Eligible Counties The following Counties shall be eligible to participate in the All- Ireland Championship Qualifiers:

a) The National League Divisions 1 and 2 Counties excluding the four Provincial Championship Winners in the Competition Year.

b) Any League Division 3 or 4 County that has qualified for its Provincial Championship Final in the Competition Year. Note The compositions of the Divisions of the National League will be on the basis of the outcomes, including those of Promotion and Relegation, determined in the National League in the current Competition Year. Thus, the two counties promoted from Division Three in the competition year will be eligible for Tier 1, and the two counties relegated from Division Two in the competition year will be eligible for Tier 2, unless otherwise provided for above.

3. The players’ clubs shall be included. 4. The names of players and details of the game (names of counties, venue, name of

referee etc.) shall be printed in Irish in the programme. 5. Additional provisions & penalties in relation to the Match Programme are as per

Regulations 1.8 – 1.10, “Regulations governing the Organisation and Presentation of inter-club championships, inter-county championships and Allianz League games”, as approved by Ard Chomhairle and require;

a. The Travelling County to forward their team selection for receipt by the Home County not later than noon on the Wednesday prior to a weekend game, to enable the Home County to produce a match programme

b. Players to be numbered in accordance with the Official Programme, from 1 to not more than 26

c. The use of A.N. Other is not permitted. Penalty: Minimum fine of €500 for each individual breach.

Teamsheets

1. A prescribed Team List (as issued by the Committee-in Charge from time to time), confirming the 15 starting players and maximum 11 additional panel members, shall be submitted to the Referee not later than 20 minutes before the official starting time of the Game.

2. Players shall be numbered in accordance with Official Programme and from 1 to not more than 26.

Penalty: Minimum fine of €500 for each individual breach and/or withdrawal of Sideline Privileges from Bainisteoir for one game.

Games Officials:

1. Coiste Náisiunta Roghnaithe na Réiteoirí are responsible for the appointment of all Games Officials.

2. It is the responsibility of the Home County to provide the Referee Radio Equipment (Where available), Substitution Board and Linesmen flags.

Playing Equipment: It is the responsibility of the Home County to provide GAA Approved sliotars/footballs for each home fixture.

Playing Pitch:

1. The playing pitch shall be properly marked and flagged. 2. The grass shall be cut appropriately for hurling/football. 3. The Home County shall provide adequate stewarding to ensure that spectators do not

encroach on the playing pitch. Penalty: Minimum fine of €500/County may lose Home Venue for future games as determined by the Central Competitions Control Committee.

Scoreboard: 1. A scoreboard, giving the names of the counties in Irish, shall be used.

Penalty: Minimum fine of €500 2. Where scoreboard clocks are in place, they should continue to display the time played

until the referee sounds the half-time or full-time whistle Public Address System: A proper Public-Address System should be available at all Grounds. The announcements shall be made in English and Irish where practical. Penalty: Minimum fine of €500. Venues: The Central Competitions Control Committee is responsible for all arrangements (excluding the appointment of Referees) for and Control of Games under the jurisdiction of the Central Council in accordance with Riail 3.47 (b) T.O. 2019 and has authority on behalf of Ard Chomhairle, to decide the venues for all Allianz League games.

1. The Central Competitions Control Committee shall request Counties to nominate home (and alternative) venues for Allianz League games. Counties who do not nominate venues within the specified time may have their venues decided by the CCCC.

2. All grounds must meet the criteria set down by the National Facilities/Health and Safety Committee and must comply with Health and Safety Legislation and relevant best practice guidance.

3. An Event Controller and Safety Officer to be appointed by the Provincial Secretary at the grounds hosting National League games in accordance with Health and Safety Regulations. An adequate number of trained stewards must also be arranged.

4. All grounds to operate a ground specific Event Safety Management Plan including an emergency plan agreed with the relevant statutory agencies. A match specific Event Management Document must also be produced for the day.

5. A Defibrillator must also be available to trained personnel. 6. The Medical Room should conform to the recommendations issued by the Medical

Scientific and Welfare Committee. 7. Priority must be given to providing the highest quality Team and Match Officials

Dressing Rooms and covered accommodation for spectators. 8. Where a Home County has a choice of venue, consideration to be given to the

location and suitability of the nominated venue for the visiting County. 9. Grounds used to stage games in non-daylight hours should have adequate lighting

and auxiliary lighting throughout all parts of the grounds which the public have access to including turnstiles and car parking areas.

10. The Rúnaí Contae of the Home County shall determine and notify both Teams in advance of the game of their designated Sideline area, designated seated area for substitutes and other officials, area of the pitch to be used for the Warm Up, and the colour of bibs to be worn by the Maor Fóirne and Water Carriers.

Procedures: When the Event Controller makes a request to a Referee arising from a safety consideration, the Referee shall assent to such a request.

1. In a case where the venue is in doubt during the week prior to the game, the Rúnaí Contae must alert the Central Competitions Control Committee immediately. The County shall make arrangements for the game to be hosted at their nominated alternative venue.

2. In the event of inclement weather and when there is a possibility of a pitch or

pitches being unplayable the Central Competitions Control Committee will nominate an Official who shall be called upon to carry out a pitch inspection, on the evening before or the morning of a fixture and shall have the authority to declare a pitch unplayable. The Central Competitions Control Committee shall then make the necessary arrangements to notify the Teams and Officials immediately.

3. Where a venue may be unplayable, due to adverse weather/ground conditions, and

the game has to be transferred at short notice to the nominated alternative venue, the Rúnaí Contae, having received the approval of the relevant Provincial Secretary, shall be responsible for notifying the Central Competitions Control Committee and the local media. The Central Competitions Control Committee shall notify the opposing county, the Games Officials and the National Media. Penalty for breach of 1 to 3 above: Minimum fine of €500 County may lose Home Venue for future games as determined by the Central Competitions Control Committee.

Forced Postponements:

• Any forced postponements will be re-fixed by the Central Competitions Control Committee for the next available date. In the case of Saturday night games, the ‘next available date’ should be taken to mean the following day, if deemed appropriate and practical by the Provincial Secretary of the home county so involved. In exceptional circumstances, the Central Competitions Control Committee may re-fix the postponed game in a venue outside of the home County.

• Where postponements in the Allianz Leagues are due to an unplayable surface and when the Home County is unable to provide a suitable alternative venue, the Home County may be liable for reasonable travelling and overnight expenses of the away team (to be deducted from league pay-out as appropriate). In instances where there is a dispute over what constitutes ‘reasonable’ costs, CCCC will act as arbitrator. This policy applies only to counties within Ireland.

Failure to fulfil Fixtures: The penalties for a Unit failing to fulfil an Allianz League game shall be as outlined in Riail 6.38 T.O. 2019.

Check List for Live TV Games: • The National Flag to be displayed in the most suitable and presentable location. The

National Flag can be displayed at floodlight games as long as it is properly illuminated at all times, preferably by spotlight.

• All flags (Sideline included) to be clean and crisp.

• Playing area, grounds generally to be presented to the highest standards.

• Ground markings i.e. lines to be clear for players, spectators and viewers.

• Clean sliotars/footballs to be in use at all times.

• Prevent unapproved advertising. Where Counties finish with Equal Points – extract from (Riail 6.21 T.O. 2019): “...........the tie shall be decided by the following means and in the order specified:

(i) Where two Teams only are involved - the outcome of the meeting of the two Teams in the previous game in the Competition;

(ii) Scoring Difference (subtracting the total Scores Against from total Scores For); (iii) Highest Total Score For; (iv) A Play-Off. Exceptions: In relation to means (ii) and (iii) above, if the accumulated scores of a team, so involved, are affected by a disqualification, loss of game on a proven objection, retirement or walk over, the tie shall be decided by a Play-Off.”

Winner on the Day Knock out games in the Allianz League will be winner on the day.

Relegation Games As per rule 7.5 (c) T.O. 2019, Relegation Play-off games in the Allianz League, shall not be deemed to be the ‘same Competition’ as that of the current year’s Allianz League, and shall not entail a ‘next game suspension’ in the combination of the Allianz League/Inter-County Senior Championship.

Extra Time Extra time shall be obligatory in the event of a draw in the following Competitions: (A) Inter-County All-Ireland and Provincial Senior Championship Games with the exceptions of –

(i) All-Ireland Finals (Sam Maguire and Liam MacCarthy Cups only) and the Provincial Finals, in which Replays shall apply, and (ii) ‘Round Robin’ Group Games, in which the provision as in Rule 6.21(4)(a) shall apply (i.e. one ‘table point’ credited to each team).

(B) Other Competitions:

• Inter-County Under 20 Championships;

• Inter-County Minor Championships (Including Finals);

• Inter-County Intermediate Championship;

• Inter-County Junior Championship;

• Knock-out Stages of the National Leagues;

• Inter-Provincial Competitions;

• Inter-County Tournaments;

• Inter-Club Provincial and All-Ireland Championships;

Regulations approved Ard Chomhairle on the 19th January 2019 and in accordance with Rules of Specification 3.4. & 3.6 T.O. Part 2 2019, that relevant games that finish level after normal playing times should be completed as follows: Phase 1

• Proceed to Extra time as provided for in T.O Cuid II (two periods of ten minutes each way)

Phase 2 (Penalty Kicks/Pucks) If still level, a “penalty competition” to decide the outcome:

• The relevant rules in T.O. Cuid II shall apply in relation to Penalty Kicks/Pucks, unless otherwise stated.

• Penalties will be taken for goals only.

• The Referee shall choose the end at which the penalty kicks/pucks will be taken. The end may be changed by the referee if it becomes unplayable during the course of the penalties.

• The Referee will ensure two goal umpires are in place at the end in which the penalty kicks/pucks are to be taken;

o Both umpires shall position themselves on the end line at opposite side of the goals facing inwards

o If a penalty is scored, the goal umpire, will wave the green flag once the referee has signalled

o If the penalty is saved or missed the point umpire will signal a wide once the referee has signalled

• Each team shall register five penalty takers, a goalkeeper & a substitute goalkeeper with the referee and indicate in which order the penalty takers will take their penalties. (A penalty taker can also be a goalkeeper or a substitute goalkeeper.)

• The Referee shall toss a coin in the presence of the two captains to see which team will have the option of going first.

• Only players who are on the field of play at the end of Phase 1 (i.e. end of Extra Time), shall be allowed to be registered as a penalty taker or goalkeeper. Exception: The substitute goalkeeper can come from the team panel.

• A goalkeeper who is injured while the penalty kicks/pucks are being taken and is unable to continue as a goalkeeper may be replaced* by the substitute goalkeeper who has been nominated in advance, provided the referee is notified. If in the event the substitute goalkeeper also gets injured, one of the registered penalty takers may replace* the substitute goalkeeper, provided the referee is notified. (*Once replaced, the goalkeeper/ substitute goalkeeper cannot be reintroduced as a goalkeeper at a later stage)

• Subject to the conditions below both teams will take five penalty kicks/pucks which are taken alternately by the teams. The game is awarded to whichever team scores more of their five penalty kicks/pucks

o If, before both teams have taken five penalty kicks/pucks, one team has scored more goals that the other team could score, even if they were to complete their five penalty kicks/pucks, no more penalty kicks/pucks shall be taken

o If, after both teams have taken five penalty kicks/pucks and both teams have scored the same number of goals, the penalty competition will continue but in sudden death format using the same five registered players until one team has scored a goal more than the other from the same number of kicks/pucks.

o In sudden death, the same sequence of penalty takers does not have to be followed as in the first round of penalty kicks/pucks.

• Each penalty kick/puck is taken by a different player. All registered players must take a penalty kick/puck before any player can take an additional penalty kick/puck.

• The referee shall signal for the penalty to be taken. The penalty kick/puck is completed when the ball stops moving, goes out of play (including over the crossbar) or a goal is scored.

• Only the players involved in the penalty taking competition, as well as the Referee, Linesmen and Umpires are permitted on the pitch. With the registered penalty takers located between the 45m & 65m lines closest to the end selected by the referee. Goalkeepers to be located 20m from the goals.

• All other players (including substitute goalkeepers), managers, officials, backroom personnel etc. should be at their designated sideline area, and off the field of play when the penalty-taking competition is taking place.

Note: If a replay of a Provincial Senior Championship game ends in a draw after extra-time, two additional periods of extra-time of five minutes each shall be played, and if teams still remain level, it shall be decided by ‘Winner on the Day’. The two additional periods of extra-time of five minutes shall be considered an extension of the initial “Extra Time” provision rather than as a new period of Extra Time (e.g. a team reduced to 14 players because of a sending off during the playing of the first phase of Extra Time must start second phase with only 14 players etc.)

The Central Competitions Control Committee (CCCC) is mindful of the GAA Give Respect Get Respect campaign and has drawn up these Regulations for the benefit of all stakeholders – players, referees, team management, officials, media, members and spectators.

__________________________________ Categories of Games: For the purposes of imposition of penalty under these Regulations three Categories of games have been created,as follows: Category A:- All GAA Senior Inter-County Championship & Allianz League games & all National Finals, GAA All Ireland Senior Club Semi-finals, GAA Inter-Provincial Hurling and Football Championships; Category B:- All other Inter-County games; Category C:- All other Inter-Club games.

__________________________________ Sideline Official/Match Monitor - A Sideline Official will be appointed by the Committee-in-Charge and it shall be his duty to report any breaches of these Regulations. The Committee-in-Charge may also appoint a Match Monitor who shall be responsible for any duties assigned. The Sideline Official shall include in his report any relevant observations or breaches reported to him by the Match Monitor. These will then form part of the Referee’s Report in accordance with Rule 1.6, Rules of Control, T.O. 2019 Cuid II but any errors or omissions in respect of this shall not invalidate the Report as a whole. The Committee-in-Charge may also impose penalties for breaches of the Regulations brought to its attention by members of the Committee-in-Charge or the Management Committee. Failure to respect the regulations and follow laid down procedures therein may lead to penalties as defined in General Rule & Section 3 of this document being imposed on individuals, teams, County Committees, or Clubs by the Committees-in-Charge.

1. Ground/Pitch Regulations 1.1 Ground Regulations shall apply to all venues considered suitable for Inter-County competitions and Inter-Club All-Ireland championships. They shall include procedures for entry to each ground, designated areas for substitutes and Team Officials and shall be communicated to Teams along with the official Clár an Lae (sample in Appendix A). 1.2 The Clár an Lae shall also notify teams in advance of each game as to pre-match & half time protocols, the assignation of dressing rooms, bib colours to be worn, etc. 1.3 Only those players named on the Official Team list (26 for senior Inter-County games, 24 in Non-Senior Inter-County games & 30 in Inter-Club games) shall be allowed external entry to venue and pitch Enclosure. 1.4 A maximum of 17 Team Officials shall be allowed entry to a venue. All Team Officials and substitutes must sit in the designated areas identified & must leave the field of play 3 minutes prior to the throw-in to go to the appropriate designated areas. 1.5 There shall be two designated areas for team personnel and officials:

I. Bainisteoir’s zone in which seats for the Bainisteoir, Maor Fóirne and a Medic should be provided (see pitch lay out on page 3);

II. A seated area for substitutes and all other permitted team officials. * * Exception: Where this designated area for substitutes & Team Officials is considerably removed from the sideline area and provides a practical difficulty for Team Managers in terms of consultation with backroom personnel (i.e. selectors or medics only), seats in an appropriate area recessed from the pitch enclosure (e.g. in the front row of the stand/viewing area or in a dug out) may be provided for a maximum of 4 additional personnel who must remain seated in this area at all times.

Seating for medics must ensure uninhibited access to the playing area at all times. Medics may sit together in the designated area for substitutes or one medic may be positioned in the Bainisteoir’s zone.

Where facilities in particular grounds do not permit for the specific arrangements outlined above, alternative arrangements may be made in advance with the approval of the Committee-in-Charge and communicated to the relevant units. 1.6 Where the National Anthem precedes a game, Teams shall stand to attention facing the flag in a respectful manner; helmets must not be worn for Amhrán na bhFiann, for the parade or in team photographs. 1.7 The team captain shall lead the parade and only the 15 players commencing the game as per official team list may march in the parade, in team jerseys & in numerical order. 1.8(a) For Senior Inter-County Championship Games Teams must be registered with the Committee-in-Charge not later than 9am on the Thursday before a weekend game. (Riail 6.36 T.O. 2019). 18(b) For Allianz League games, the Travelling County shall forward their team selection for receipt by the Home County not later than noon on the Wednesday prior to a weekend game, to enable the Home County to produce a match programme.

1.8(c) For Non-Senior Inter-County Championship games, Teams shall be provided to the Committee-in-Charge for the official programme, and to the media, four days before the game i.e. no later than Wednesday Noon prior to a weekend game. 1.9 Players shall be numbered in accordance with the Official Programme and from 1 to not more than 24 (26 in the case of Senior Inter-County games) and from 1 to not more than 30 in Inter-Club games. (Riail 6.32 T.O. 2019). 1.10 In the case of a valid withdrawal for For Non-Senior Inter-County Championship games the jersey number of the player being replaced shall be used by the replacing player. Such withdrawal shall be notified in advance of the commencement of the game to the Committee-in-Charge/Match Monitor at least 15 minutes prior to throw-in. The inclusion of A.N.Other is not permitted. 1.11 Ball Boys are not permitted.

2. Game Regulations 2.1 The Referee is in overall charge of Game Regulations and shall delegate authority to his Linesmen & Sideline Official; he shall include the Sideline Official/Match Monitor’s report(s) with his match report as appropriate. The Referee has the authority during the game to send any person in repeated breach of these Regulations to the stand/outside the pitch enclosure and such person cannot be replaced. 2.2 All Team Officials in the designated areas must be named on the Official list given to the Referee and should include: Bainisteoir, Maor Fóirne, Selectors, Medics, Water/Hurley Carriers, Cathaoirleach, Rúnaí & any other relevant backroom personnel. 2.3 Cathaoirleach - Games and Ground regulations apply to all players and officials and adherence to the regulations is the responsibility of the County Chairman. In his absence his responsibilities will pass to the Rúnaí/Nominated Person. The Bainisteoir also shares the responsibility of ensuring the Games Regulations are respected by players and members of team management. 2.4 Rúnaí - The Rúnaí or Nominated Person shall relay details of substitutions to the Sideline Official. 2.5 Bainisteoir - The Bainisteoir shall wear a designated distinctive top and is not permitted to enter field of play. He may move along the sideline from the 65m line to the 45m line as per the “Pitch Layout” on Page 3 of these Regulations. The Bainisteoir may not act in any other capacity (e.g. as Maor Fóirne, etc.). 2.6 Maor Fóirne - The Maor Fóirne (who must be a Selector/Coach) must the wear official approved bib (Yellow or Orange) and may enter the field of play only through the area in front of the teams designated area, and only when the ball has gone out of play following a score, wide or during a stoppage called by the Referee. He shall exit the field at the nearest point and return to his designated area without interfering with play or opposition personnel. The Maor Fóirne must not be a listed member of the Team panel and may not act as a designated Water Carrier/Hurley Carrier. 2.7 Selectors - Selectors must sit in their designated area and may not act as Water/Hurley Carriers. 2.8 Medics - Two (2) Medical personnel shall be identified on the Official Team list and shall sit in the areas designated in Ground Regulations; they shall wear clear identification and may only enter field of play to attend to injured player(s). Selectors/Coaches cannot act as a medic person, without advance approval from the Committee in Charge.

2.9 Maoir Uisce - Two Maoir Uisce (Football) /Three Maoir Uisce (hurling) who must be over 18 years of age, are permitted per team; they may not enter the field of play. Each must wear an official bib (Football: Purple or Green | Hurling: Brown or Lilac) and will be situated as per the “Pitch Layout” on Page 3 of these Regulations, and at least two metres from the sideline. Official team personnel (Selectors/Coaches), substitutes, injured players or members of the extended panel may not act as Maoir Uisce. In the event that any, injured player or a member of the extended panel act as a Maoir Uisce, any breach of rule, shall be considered as a Misconduct at Games by Team Officials infraction. Maoir Uisce are not permitted to have/use Communications devices i.e. walkie talkies. In Hurling the Maoir Uisce will also act as Hurley Carriers & may enter the field of play with a replacement hurley when necessary. 2.10 Substitutes - Substitutes are not allowed a kick/puck around at half-time. A maximum of three substitutes wearing designated distinctive tops may warm up on sidelines at any one time on their designated half of the field. 2.11 Media Interviews - Any Provincial/County/Club Committee Official or Players who make derogatory comments in relation to Games Officials before, during or after a game in interviews may be dealt with in accordance with Riail 7.2(e) T.O. 2019. Team Official(s) or Designated Person(s) (as per the list supplied to the Match Referee prior to the game) may be subject to the withdrawal of side-line privileges for future games 2.12 Sliotars - Umpires have the responsibility to control the supply of sliotars approved by CLG to the goalkeeper. Any sliotars not officially approved and displaying the official GAA stamp shall not be used. Breaches shall be brought to the attention of the Referee. Goalkeepers are not permitted a private supply of sliotars in the goal area. 2.13 Late Fielding - A team taking the field late before a game shall be subject to the penalties outlined in Rule 6.44(d)(i), T.O. 2019; a team responsible for a half time interval being exceeded shall be subject to penalties outlined in Rule 6.44(d)(ii)(a), T.O. 2019 and a team responsible for an interval period allowed being exceeded by more than 10 minutes shall be subject to penalties outlined in Rule 6.44(d)(ii)(b), T.O. 2019. 2.14 Distinctive Tops – If not wearing the official bib, the distinctive tops as listed above in relation to the Bainisteoir shall not clash with the main colour of either team. 2.15 Matters not provided for – Matters not specifically provided for in these regulations shall be dealt with by the referee and his team of officials on the day, and then by An Lár Choiste Cheannais na gComortaisí when reported via either the Referee, Sideline Official or Match Monitor. 2.16 Extra – Time - Regulations governing the playing of Extra Time are outlined in Rule 2.6, 3.4, 3.5, 3.6 & 3.7, Rules of Specification, T.O. 2019 Cuid II.

3. Penalties 3.1 Penalties for breaches of Ground/Pitch/Game Regulations shall be at the discretion of the Committee-in-Charge. These may include warnings, fines, the withdrawal of sideline privileges for individuals as outlined in Part 2 of these regulations or suspension of individuals as considered appropriate. 3.2 The Referee has the authority during the game to send any person in repeated breach of these Regulations to the stand/outside the pitch enclosure and such person cannot be replaced. 3.3 Maximum fines for breaches of Ground/Pitch/Game Regulations and Clár an Lae: Category A €700; Category B €500; Category C €300 (for each reported breach). 3.4 Where Maor Uisce sideline privileges have been withdrawn the Committee-in-Charge will appoint Maoir Uisce on a team’s behalf. 3.5 Where Maor Fóirne privileges have been withdrawn, a replacement may not be permitted; where an individual Maor Fóirne is suspended however, a replacement is permitted to perform this role. 3.6 Where Bainisteoir sideline privileges have been withdrawn the Bainisteoir will be confined to a designated area as decided on by the Committee-in-Charge. 3.7 The frequency and gravity of reported breaches in each game shall be taken into account by the Committee-in-Charge and may lead to next match penalties. 3.8 The provisions of Riail 7.2(c) T.O. 2019 with regard to Misconduct at Games by Team Officials shall apply. 3.9 Individuals reported for unauthorised entry on to the field of play may be dealt with under rule 6.44 (e) T.O. 2019.

Special Provisions for Registration of Teams and supply of Team List to Referee for all Inter-County Senior Championship Games Notwithstanding the provisions of any other Rules, the following requirements shall specifically apply to all Inter-County Senior Championship Games:

(a) For all Senior Inter-County Championship Games, the Team line-out (Fifteen Players and maximum Eleven Panel Members - total twenty-six) shall be registered with the Committee-in-Charge not later than 9 am on the Thursday before a week-end game. Penalty: Withdrawal of Sideline Privileges from Bainisteoir for one game and/or maximum €1,000 fine on the County Committee, depending on the circumstances (b) No Players may be added to the registered Team or Panel after it has been submitted to the Committee-in-Charge. Exception - A Goalkeeper or Sub-Goalkeeper may be replaced by another Goalkeeper and such replacement shall only be allowed to play as a Goalkeeper. Penalty for playing, or including on the Team list submitted to the Referee, a player who has not been registered with the Committee-in-Charge: Forfeiture of Game.

(c) A prescribed Team List (as issued by the Committee-in-Charge from time to time), confirming the 15 starting players and maximum 11 additional panel members, shall be submitted to the Referee not later than forty minutes before the official starting times of the Game and shall only contain the names of Registered Players specified in paragraphs (a) or (b), together with the Team Officials. Penalty: Fine on the County Committee - up to a maximum of €1,000 for each minute over the prescribed time.
