CEN/CENELEC

• Each country has one member in each standards body (usually the national standardization organization)

• All organs, such as the general assembly, political and technical management committees, and standards committees, are open to all members

• Affiliated standardization bodies and associated organizations have observer status

Objectives of European Standardisation

Objective: Harmonization of national standards in all member states through uniform

adoption of European Standards

Mission: Lower trade barriers and create identical competititive conditions throughout the

European Single Market

New Approach

• European Directives set out basic requirements for specific sectors

• European Standards give substance to these basic requirements and provide technical solutions

• Implementation of European Standards implies conformity with European Directives

• New Approach Directives regulate products in major sectors of industry

• Applicable Directives for the Railway sector are:

• High-speed rail (96/48/EC) • Railways (2008/57/EC)

Standardisation and Innovation

• Research projects can request a „Project Liaisons“ with the corresponding Technical Committee

– This allows Project Representatives to participate in Plenary Meetings of a TC

– Contributes to the work of the Working Group by direct involvement

• Initiation of new standardisation activities– Identification of Standardisation needs by a Research project

could be further developed in a TC or through Workshop Agreement (CWA)

• Examples are:– TRANSFEU– TrioTRAIN– AcuTRAIN

MoU between CEN/CLC and ROS Standard

• A common workshop took place in Brussels on 2012-06-28 involving representatives of the railway sector

• A MoU shall be signed until end of 2012

• This would allow Russian Railway Experts to participate in European Rail Standardisation activities as Observer

• Standards applicable to the strategic development of the railways:

• Standards that enable new project undertakers to adopt an optimum type of railway system

• Standards that enable existing railway undertakers to confirm suitability of their system for International Standards

• Standards that enable manufacturers to determine the essence of the requirement

• Standards that enable passengers & residents along the railway to understand the social benefits of railway

• Calculation methods for determining the size of rail vehicles and their clearance to the infrastructure (gauges)

dynamic stability on a network • Longitudinal Dynamics compatibility with the infrastructure

– Track geometry quality (Characterisation, Measuring devices and systems,…)

• Proposed first work items are in the areas of:– Concrete sleepers

– Switches and crossings

– Track geometry quality

– Vehicle structural requirements– Generic design requirements applicable to all Freight Wagons– Specific design requirements applicable to Tank Wagons– Automatic couplers– Gangways– Environmental conditions and environmental protection– Energy efficiency for Heating, Ventilation and Air Conditioning

systems– Wheelsets (design, assembly,…)

• Proposed first work items are in the areas of:– Vehicle structural requirements– HVAC (The purpose of this proposed standard is to

specify performance requirements and tests for HVAC units for rolling stock, including energy consumption and energy efficiency.)
