Welcome to the new quarterly magazine for the Frindsbury Extra Parish Council (FEPC) area.We hope that you find the articles of interest in this, and future editions of the magazine. This is the first of what is intended to be a regular section of our new magazine. We will aim to review the Parish Council’s activities over the last three months and inform you on our aims for the months to come.As you will see elsewhere in this magazine, the main event has been the construction and installation of new play facilities within the parish, culminating in their opening on 2nd August by Mark Reckless, MP for Rochester and Strood and by Cllr Josie Isles, Mayor of Medway. These facilities comprise new equipment designed for use by the under 5s in the playpark at Wainscott Recreation Ground, situated behind the Frindsbury Extra Memorial Hall in Holly Road; together with play equipment suitable for all ages and a multi use games area situated just off Hoo Road on Wainscott Fields. Whichever site the equipment is on, everything is intended for use by all residents of the parish, their families and friends and indeed anyone who finds it attractive. I know that a family from Hoo has discovered the Wainscott Fields playpark and they love it. Nothing is for the exclusive use of any section or area of the community and was not provided as such.Wainscott Fields? Where is that? The plans for the Crest Nicholson “Liberty Park” development, which

encompasses the former MoD land on one side of Hoo Road and the former Church Commissioners land on the other side, included an area of public open space. The intention had been for this to be handed over to Medway Council in due course. However, when the Parish Council asked if they could site a multi use games area on this land, the developer offered the land to the Parish Council. Medway Council agreed to this and the open space has now been transferred into the Parish Council’s ownership. After some debate and much head scratching, it was decided to give this land the name of Wainscott Fields. The name “says what it does on the tin” and there won’t be any confusion with the developer’s marketing name for its housing development.In the future the Parish Council wants to develop Wainscott Fields as an asset and as an amenity for parishioners and would welcome any suggestions or ideas. Obviously any plans will be long term and may not be implemented until Crest Nicholson have completed their building and have vacated the site.The Parish Council is now occupying its new meeting room at the rear of the hall. This is bigger than the former upstairs meeting room, accommodating more members of the public and is now compliant with the Disability Discrimination Act. The

fact that there are no longer stairs to climb has been much appreciated by a councillor with new knees and another with a foot injury – apart from the members of the public who might previously have been unable to sit in on parish council meetings. I would like to thank Crest Nicholson for donating new tables and chairs.Otherwise the Parish Council has continued with its usual work, commenting as a statutory consultee on planning matters to the local planning authority (Medway Council); maintaining its land and other property; letting its allotments (one plot is currently vacant) and generally conducting normal business.During the winter there are plans to enhance the garden areas at the hall by re-turfing and planting a “tapestry hedge” round the fence at the back and by tidying up and doing some planting at the front. There will be additional planting on the village green at Lower Upnor. We will have to assess the new requirements for managing the land at Wainscott Fields and the plan is to amalgamate all the greenspaces jobs we have and to go out to tender for the first time for a single annual maintenance contract.Parishioners in Upnor may remember we have plans (and outline planning permission) for the environmental enhancement of the riverside at Lower Upnor. Apart from some landscaping of the village green, so far nothing has happened. This is because the MoD depot site became available

for development and the scheme was put on hold until development plans had been approved. Any plans might impinge on our own plans and we need to see whether we could proceed with our original ideas or whether we will have to do a radical rethink. What would you like the Parish Council to do? Please let us know and it will be considered. All meetings are open to members of the public, who may observe proceedings. However, the Chairman will usually allow a suspension of the meeting for a member of the public to speak, for instance to explain a planning application that is under consideration and at the end of the meeting ask anyone in attendance if there is anything they wish to raise. Parish councils are the lowest tier of government and were set up in 1894. They are civic bodies and have nothing to do with church parishes. Originally most civic parish councils were based on the local church parish boundary, but over the 100 plus years since their formation, boundaries have sometimes changed. With hindsight it is a pity that the Victorians who came up with the name “parish council” did not think of another name for the body, as confusion reigns and many people think a parish council is a religious organisation. The name for the church body is “Parochial Church Council” or PCC. In some (civic) parishes, the parish council contributes to the local church parish magazine. This adds to any confusion!In shire counties, the parish council is the third tier of local government, coming behind the county council and borough or district council. However, since Medway is a unitary authority outside a metropolitan area, uniting the functions of county and district council, the eleven parishes, of which Frindsbury Extra is one, form the second tier of local government.In the recent Localism Act there is mention of “neighbourhoods”. The assumption is that where a parish council exists, it would be the local “neighbourhood”.

Under the Local Government Act of 1972 and its subsequent amendments, parish councils may only act within prescribed powers. They do not have the power, for instance, to sweep the streets. However, they may have an arrangement with their senior council to do this under a “devolved function”. Some of Medway’s parish councils do in fact do this. Compare this with France, where the local commune (their form of parish council) can do anything, as long as it’s legal!Parish councils are funded largely from council tax through the annual precept. The required amount is advanced by the senior council and recovered by them through the council tax. Parish councils no longer receive any business rates. Frindsbury Extra Parish Council consists of 12 elected members, 3 of each representing each of 4 wards – north, south, east and west. It covers an area from the junction of Stonehorse Lane and Brompton Farm Road in the west to Lower Upnor in the east; from Four Elms Hill in the north to the junction of Parsonage Lane and Frindsbury Hill in the south; along the B2000 from Lee Green Road to the junction of Cooling Road and Bill Street. It encompasses the rural areas of Dillywood Lane and Islingham; the villages of Wainscott

and Upnor and the industrial area of the Medway City Estate. In all there are over 2,600 dwellings and a population of over 6,500 (2011 census) with an electorate in November 2012 of 5167. The parish grew by more than 20% in the 10 years between 2001 and 2011 and is set to rise further with the dwellings currently under construction.The Parish Council has put up two village signs, one in Wainscott and the other on Frog Island, between the two parts of Upnor. These were specially designed and we had to coax the designer of the Upnor sign out of retirement to create the Wainscott sign for us. We tried to reflect the history of the parish in these signs. We have the mediaeval Frindsbury tithe barn with a cart to represent the “wain” of “Wainscott”, apples, pears and strawberries reflecting the fruit farms and a representation of bricks at the top of the post to commemorate the brickfields. For Upnor there is the castle with a sailing boat for the yacht clubs, the Arethusa training ship figurehead, an actual RSME badge kindly donated by them and frogs playing in reeds to symbolise Frog Island and its pond.

Development NewsLower Upnor Depot SiteFollowing the recent public consultation an application has been made for a mixed use development at the former Lower Upnor Depot Site. This application is currently subject to consultation and will be determined in due course.Lodge HillFollowing the decision by Natural England to declare the Lodge Hill area and SSI and the subsequent rejection of the Local Development Framework by the Planning Inspector, the development of Lodge Hill by Land Securities will not now be proceeding in the immediate future. However, the declaration by Natural England is subject to a pending Appeal and the outcome will be notified in due course. Clearly this does not prevent parts of the former brownfield site being brought forward for development on a piecemeal basis and each application for development will be considered by Medway Council on its own merits. This therefore means that some development could take place without the necessary improvements to infrastructure and community facilities as envisaged in the Lodge Hill masterplan, being brought forward. It may be some time, therefore, before a final outcome is available.

The new play facilities in Wainscott were opened on 2nd August by Mark Reckless MP and the Mayor of Medway. Sited on two recreation areas in the parish, proceedings started with Cllr Josie Isles, Mayor of Medway, cutting the ribbon on the new play equipment for toddlers on the Wainscott Recreation Ground at the rear of the Memorial Hall in Holly Road. Also taking part in the ceremony were Cllr David Coomber, Chairman of the Parish Council,Ms Christine Evans of National Grid and Mr James Moody, MD of Crest Nicholson. Guests were then shuttled by The Villager community minibus to Wainscott Fields, the area of open space by the “Liberty park” development. A multi-use games area

has been installed, together with a play area comprising equipment for children of all ages. Here the ribbon was cut by Mark Reckless, attended by the Mayor, Parish Council Chairman and the MD of Crest Nicholson, who all said a few words. Park Leisure Ltd, the manufacturer, had engaged Francis Vu to entertain guests and members of the public. He is a freestyle footballer and gave a demonstration and workshop with some of the local children who had congregated to see what was going on. For some time the PC wanted to provide a ball court in the parish. Unfortunately there wasn’t enough space on the Recreation Ground and the cost was considerable. A specific reserve could have been built up, but this would have taken some years. We were made aware of a grant being made available by Sport England that was to promote the Olympic Legacy and 70% of the total fund was to be made available to parish councils. The Adizone Buzz multi use games area, or “MUGA”, was one of the items that could be bid for. Maximum bids for any project were £50,000. If we were successful, this meant the cost would be more attainable. Having decided to try to go for it, the next thing that had to be resolved was the site. We knew that the Crest Nicholson development included a large public open space, which seemed

the ideal location. We therefore approached Crest Nicholson for permission to site the MUGA on this space. On meeting them, we discovered that the provision of a

ball court was part of the planning conditions, along with a play area. The parish was then offered the entire public open space and this has now been transferred into the PC’s ownership. We have now named it “Wainscott Fields”. An application was made to Sport England for £45,000 with Crest Nicholson contributing £25,000 and the PC £5,000. At the same time the developer worked with the PC over the other play equipment, provided by Crest as part of their planning conditions.Separately the PC was also looking to install specialised play equipment for the under 5s in its play park on the Recreation Ground behind the Memorial Hall in Holly Road. National Grid had a community fund and we were delighted when they awarded us the maximum of £2,000

towards it. Crest Nicholson has kindly given £6,000 and the remainder of the cost has come from Medway Council’s Rural Liaison Grant and the Parish Council.Using developer contribution money for community facilities the PC has been able to build a new parish room at the rear of the hall, which is compliant with the Disability discrimination Act, unlike their

former room upstairs. Crest Nicholson has again helped us by funding new tables and chairs for the room.

The Parish Council has enjoyed the partnership

working with the developer and others and hopes that the new facilities, which have enhanced the provision for recreation in the parish, will be much enjoyed in the future. We have noticed young people playing on the new equipment already and have received good reports. We would now like to put some outdoor gym equipment on the Wainscott Fields site, but will have to start saving up. Any sponsorship would be most welcome.

The word cherish is explained in the dictionary as to treat with affection. To hold one close to comfort love and support them. To always treat them with tenderness and to treasure them. Keeping them fondly in mind almost like carrying a small locket of love close to your heart wherever and however you go. Cherish even means to nurse them foster and care for them. In other words to always be there to catch them if they should fall helping them to stand up straight and walk the line once again. Always relishing their company and making your love unshakable for them and knowing when to be that bridge over troubled waters if and when needed. Sacrifice is always the proof of your love you have for that person that reveals what they really mean to you. Often this quiet feeling comes from the shadows of darkness unexpectedly and often surprising many whenever trouble arises. Frequently this means revolting against others or causing rebellion even using great upheaval in the defence of that loved one you cherish. Really turning the tide for your cherished one come what may overturning anything and anyone who gets in your way like a raging bull in flames which suddenly explodes into a fire ball from the gloom that comes rushing in without a moment’s thought for one’s own safety. But like a burning flame that never extinguishes which always flickers with a warm orangey amber glow called love that will last forever always there always ready to guard and protect. This is what Cherish means.

The Wainscott Watch covers more than 1000 households in the Wainscott Area.The earliest record that I can find of its existence is that of April 1986 when Superintendent David Hatcher was the local police chief. The watch was split in to three areas - North, East and South, each having an Area Coordinator and several Street Coordinators. In overall charge was the Watch Coordinator.Over the years the South and the East areas ceased to function. I became a Street Coordinator some time in the mid 90s, covering a few houses either side of mine and The Close.The whole thing collapsed when the Watch Coordinator suffered from ill health. I was appointed Watch Coordinator in early January 1998 and managed to resurrect all areas.Messages from the police were by telephone, written down by me in an incident book and then printed out as

a news sheet, delivered to Area and Street Coordinators.

The plan was that the newsletter was passed from house to house within a designated batch. This didn’t always work.

Communications improved with a computerised system

COLIN and later it was all updated to its present form using email.Again, over the years, changes happened and the newsletters became less frequent and distribution less organised. My thanks to all of you Street Coordinators who kept the system running for all those years and my apologies for failing to deliver in recent times.THE WATCH NEEDS A NEW WATCH COORDINATOR.Meanwhile keep looking at the web site for latest messages, although I am pleased to state that they have been few and far between as local crime continues to be reduced.

Frindsbury Bus ChangesAt the end of July there were changes made to by service affecting the Frindsbury area services 172, 173, 174 and 175.172/174 will generally run from Chatham/Strood via A2 to Salters Cross then to Rede Court Road, and Brompton Farm Road. There are some new additional bus stops along this route. “Easy access” buses will now be used on most journeys.173/175 will generally run from Chatham/Strood to Frindsbury, Brompton Farm Road and Rede Court Road but most off-peak/ Saturday Journeys at Frindsbury will be provided by service 192. Please note that these services will no longer continue beyond Salters Cross via Watling Street/Old Watling Street to Earl Estate.172/173 Between Chatham/Rochester, buses 172/173 will operate via Medway Street, High Street, and Rochester Station and will no longer serve Chatham station, A2 New Road, and Star Hill.192 On Mondays to Fridays, a new timetable will operate, with more daytime buses for Lodge Hill. Bus 192 will now operate on Saturdays between Chatham, Frindsbury and Wainscott. Between Strood/Wainscott bus 192 will operate via Bill Street Road, Frindsbury The Ship, Cooling Road, and provide a new service along Hollywood Lane, where new

bus stops are being installed. It will no longer serve Frindsbury Road and Sans Pareil. Between Chatham and Rochester, bus 192 will operate via Medway Street, High Street and Rochester station and will no longer serve Chatham Station, New Road, and Star Hill.197 Chatham-Upnor (Lodge Hill) Instead of operating at different times on different days of the week, a standard timetable with an increased frequency and improved service to Upnor will be introduced. This will have six journeys each way, Monday to Friday, and four on Saturday. However, the one journey each way between Chatham and Medway Maritime Hospital will not operate. The one journey (Tuesdays and Fridays) each way to Lower Stoke is to be withdrawn due to poor usage. Lower Stoke will continue to be served by the hourly Service 191These services are supported by Medway Council, and there has also been extra investment into new bus stops, and timetable cases along these routes.

Until 1350, the English Crown held the right to fish the rivers of England and charged duties on those people it licenced to fish. In 1197 King Richard I, in need of money to finance his involvement in the Third Crusade, sold the rights over the lower reaches of the River Thames to the City of London. Marker stones were erected to indicate the limit of the City’s rights.The older, smaller stone is dated 1204 and carries on its rear the inscription “God preserve the City of London”. Apart from that, the inscriptions of both stones are merely the names of various Lord Mayors and years.
