ORANJESTAD -- Wednes-day morning, the Aruba Cen-tral Parliament Commissiondecided to add the Uriramawindmill park matter on theiragenda. Not too long ago areport was prepared byKEMA having to do with thepotential effects of the wind-mills. This reputable organi-zation prepared an in-depthreport in which they de-scribed the effects that thewindmill project would haveon the vicinity. The report re-vealed that there would be noadverse effect from the wind-mills on the health of peoplein the area of the windmills.

Notwithstanding, becauseof the questions coming fromthe community and the pre-occupation that exists aboutthe adverse health aspects itwill cause, this report hasbeen brought under seriousquestion as to its partiality orimpartiality. Hence, the AVPfraction decided on Wednes-day to request a new inde-pendent evaluation, withspecial focus on the potentialhealth impact for citizens inthe area.

Impartial EvaluationTo ensure that the MER

evaluation and the evaluation

of the potential health risk isconsidered impartially, theyhave proposed charging anindependent, impartial, pro-fessional organization to dothe report. They chose tohave renowned Dutch Com-missie Mer do the work. InHolland they instituted acommission by law to evalu-ate MER reports and to pro-vide impartial information onthese reports. It is for this rea-son that Dutch courts rely onand put great value on the re-sults of this commission. Thecommission, for example, re-quires that the financing forsuch an evaluation should be

paid by an im-partial organiza-tion and not bythe developers. This means thatpayment forpreparing such areport mustcome from any-one other thanthe parties whohave an interestin the project. Inour case, theAruba Parlia-ment has de-cided to foot thebill for this newreport and notthe developer ofthe project.

For informa-tion on the Com-missie Mer,visit: www.com-miss iemer.n l .The Central Commission ofParliament has approved theproposal to use CommissieMer, and have agreed to payfor the report. They intend tobegin working on this reportas soon as possible.

This is good news forthose interested in getting anobjective and impartial eval-uation of the potential healthrisks involved in this wind-mill project to be stationed atUrirama.

Funds needed to halt Sierra Leone cholera spread: Red CrossGENEVA (AFP) - The Red Cross on Thursday said there was an urgent need for morefunds to help contain the biggest cholera epidemic in Sierra Leone in decades, whichso far has killed at least 273 people. Whereas the disease usually appears at the start ofthe rainy season in June or July, this year cases were reported at the beginning of theyear and have spread rapidly in the densely-populated capital Freetown. Poor hygieneand living conditions have contributed to the spread, leaving thousands stricken withvomiting, diarrhoea and stomach cramps and overwhelming Sierra Leone's health sys-tem. The IFRC said the funds requested Thursday would be enough to help more than3.5 million people directly or indirectly affected by the outbreak over the next six months. The Red Cross said it had deployed more than 700 volunteers "to work with communitiesat risk and provide cholera awareness and hygiene promotion activities."

At the same time, the surveyreported company costs rising-- mainly through energy prices-- despite weak global demandbringing output prices down.

Some good news camefrom an easing in the rate ofcontraction in Germany, though the rate of decline ac-celerated markedly in France.

Germany's composite PMIcame in 49.7, up markedlyfrom 47.0 in August, with im-provement in both the servicesand manufacturing sectors.

However, the halt to the pri-vate sector downturn seems tohave a fragile veneer, given thereliance on pipeline projectsover new business to stabiliseoutput.

The French compositeindex plunged to 44.1 points inSeptember, its lowest readingin over three years, from 48.0in August.

Markit said surveys inFrance revealed acceleratedfalls in output in both servicesand manufacturing, with themanufacturing subindex alsoat a 41-month low of 42.6points.

BRUSSELS (AFP) - Eurozoneprivate sector business activitydeclined for an eighth straightmonth in September, hitting itsgloomiest patch in three yearsas French activity plunged, asurvey showed yesterday.

The closely-watched Pur-chasing Managers Index(PMI), a survey of 5,000 euro-zone businesses compiled byMarkit research firm and a keyforward-looking indicator,came in at 45.9 points, downfrom 46.3 in July.

Any reading below 50 indi-cates contraction in activity.

Taken together with pre -vious months the data sug-gested "the worst quarter forthree years," Chris William -son, Markit chief economistsaid in a statement.

He tipped a 0.6 percent con-traction in gross domesticproduct for the quarter, whichwould confirm a return to re-cession.

"We had hoped that thenews regarding the ECB's inter-vention to alleviate the debt cri-sis would have lifted businessconfidence, but instead senti-ment appears to have taken aturn for the worse," Williamsonsaid, referring to plans by theEuropean Central Bank to buybonds issued by struggling eu-rozone governments.

He said the business out-

by, respectively, 890 or 1.9percent to 45,625 and 462 or7.2 percent to 5,994. In theLatin American market thepattern of growth was mainlysustained by an expansion of1,503 or 29.3 percent to 6,630visitors from Venezuela. In ad-dition, a notable surge was reg-istered in tourist arrivals fromCuraçao and other DutchCaribbean islands, where anupturn of 1,107 or 63 percentto 2,865 visitors was recordedduring May 2012, compared tothe same month of 2011. Thisgrowth could be in part as-cribed to the Soul Beach Festi-val event. Cruise tourism noteda sharp drop, as 7,251 (-47 per-cent) fewer cruise visitors dis-embarked on Aruba’s port, duemainly to a change in ship itin-eraries in that month, com-pared to May 2011. Thenumber of ship calls fell to 3 inMay 2012 compared to 14 ayear earlier.

In May 2012 tax revenueregistered a decline of Afl.10.1 million or 12 percent toAfl. 76.7 million, compared tothe same month of the previ-ous year, due mainly to de-creases in income from profittax and excises on gasoline of,respectively, Afl. 9.6 million (-55.8 percent) and Afl. 5.1 mil-lion (-52.6 percent). Revenuefrom turnover tax (BBO) re-mained unchanged, while thatfrom foreign exchange tax fellslightly by Afl. 0.3 million toAfl. 3.4 million. In contrast,non-tax revenue went up byAfl. 2.8 million in May 2012compared to the same monthof last year.

consumer credit rose by, re-spectively, Afl. 2.1 million(+0.2 percent), and Afl. 1.6million (+0.3 percent) .

The consumer price index(CPI) for May 2012 registereda 1.4 percent increase, com-pared to the same month of2011. The main contributors tothis rise were housing, fooditems, and transport. Excludingthe effect of food and energy(which partly affects the hous-ing and transport components),the core CPI showed a 0.1 per-cent decrease compared toMay 2011, brought about bydeclines in the index categoriesof clothing, household opera-tion (i.e., glassware, textiles, and furniture), and recreationand culture (i.e., personal com-puters and television costs). The 12-month average infla-tion rate reached 5.2 percent inMay 2012.

The number of stay-overvisitors totaled 66,057 in May2012, 1.2 percent higher thanin May 2011. This rise wascaused by an increase of 1,024or 10.2 percent in the numberof visitors from Latin Ameri-can. In contrast, the number ofvisitors from the North Ameri-can and European markets fell

ORANJESTAD -- The Cen-trale Bank van Aruba (CBA)concluded in its Monthly Bul-letin of May 2012 that broadmoney expanded by Afl. 63.6million to Afl. 3,216.0 million, resulting from an Afl. 76.3 mil-lion rise in net domestic assets.Net foreign assets (excludingrevaluation differences of goldand foreign exchange hold-ings), on the other hand, fell byAfl. 12.6 million to Afl.1,194.7 million. The rise in thedomestic component of themoney supply reflected in-creases in both domestic creditand non-credit related balancesheet items of, respectively,Afl. 68.4 million and Afl. 7.9million. The surge in domesticcredit was caused by an Afl.70.0 million rise in the net lia-bility of the public sector to thebanking sector, resulting froman Afl. 45.0 million issue oftreasury bills, and the drawingdown of government’s bankbalances by Afl 24.9 million. In contrast, claims of the bank-ing sector on the private sectordropped by Afl. 1.6 million (-0.1 percent), following a Afl.4.8 million (-0.4 percent) de-crease in commercial loans, while housing mortgages and
