City of Portland Prime Contractors Development ProgramThe Prime Contractors Development Program has conducted a 3-year strategic plan and needs assessment to identify challenges, resources and partnerships, for both the Certified firms in the program and the Bureau construction teams.

The program provides contractors opportunities to bid on City projects from five thousand to

one million dollars. All Contractors have access to assistance in the following: Technical, Project Management, Financial and Operational, Back Office Support, and more. We also provide financial assistance to support training opportunities with third party organizations.

The Prime Contractors Development Program is accepting new applications until December 14, 2018. In January 2019, selected Applicants will go through a site visit and financial assessment and applications will be reviewed by the City of Portland’s Prequalification board. Applicants accepted into the program will be notified in late January, with an orientation in February 2019. The dates may change depending on the number of applications.

We are excited to move forward the recommendations to create greater opportunities and support a greater diverse group of contractors.

PBDG Supports Maintaining the Existing Dollar Threshold for Hiring, Training and Utilization of Workforce Apprentices • Decreasing the number of construction career opportunities for minorities and women in the

community to develop skill in the trades.• Decreasing the overall supply of the skilled workforce in the construction trades, some will reduce

to almost 0.• Could cause unexpected delays in project delivery if awarded contractor cannot meet his

commitment at the scheduled start time and a new contractor needs to be selected. • Could cause price escalation: contractors are paying their workforce bonuses to stay on their jobs

so they can finish those jobs on their backlog. That cost has come back to Agencies as the owners. • It decreases the future number of Minority and Women Businesses as most are developed from

their Apprentice and Journey experience. • Passes on our shared obligation to provide standards for labor retention and future development

and is inconsistent with Agency objectives for increasing overall workforce training. • You cannot create a supply of skilled and licensed construction workers without first investing in

apprenticeship.

PROJECT OVERVIEW The purpose of the Oregon Department of Transportation’s (ODOT) I-5 Rose Quarter Improvement Project is to improve the safety and operations of I-5 between I-405 and I-84, the Broadway/Weidler interchange, and adjacent surface streets in the vicinity of the Broadway/Weidler interchange and to enhance multimodal facilities in the Project Area. In achieving the purpose, the Project also will support improved local connectivity and multimodal access in the vicinity of the Broadway/Weidler interchange and improve multimodal connections between neighborhoods located east and west of I-5. The Project addresses the following needs: I-5 safety, I-5 operations, Broadway/Weidler interchange operations, and travel reliability on the transportation network.

Professional Services Opportunities Industry Forum & Certification WorkshopFriday, December 14 9:15 a.m. to 12:00 p.m. OAME Large Conference Room

LOIS D. COHEN ASSOCIATES (LCA) is working on behalf of the Oregon Department of Transportation (ODOT) to conduct outreach to DBE firms regarding the professional services opportunities available as part of the I-5 Rose Quarter Improvement Project.

The industry forum will be held on Friday, December 14, at OAME. ODOT staff will present the latest project information and facilitate a networking session for A&E prime consultants and potential A&E DBE sub consultants. Following this part of the program, ODOT will talk with A&E DBE subs in greater detail about the ODOT procurement process and what to expect and will work with subs who are not yet certified regarding this process.
