Apex Marine Consultants Limited was established to fulfil the needs of the cargo transportation sector / storage installations, to assist in reducing their commercial risks and or losses. We achieve this by pro-actively controlling custody transfer of dry bulk, petrochemical products, crude oil, L.P.G. and L.N.G. cargoes and our methods have proved to be an effective strategy for increasing our clients’ profit margins and their reduction to negative commercial exposure in the domestic and international markets. In 2004 AMC was awarded a contract from SHELL International Trading, (STASCO) London to become one of their preferred expeditors for cargo deliveries / loadings worldwide. A.M.C. also conduct OCIMF terminal audit surveys for Shell, we also carry out cargo assurance assignments for Texaco Chevron trading, London. A.M.C. are also contracted to Cotecna International Inspection Services (U.K.) as independent surveyors. Apex were field audit accredited in 2012 by British Petroleum and represented their interests during the supply contract to Guinea for the period 2013 to 2014. Over 67 deliveries we were able to reduce the outturn losses from a previous high of -0.7% to -0.065%. Apex were credited with the ISO 9001 (2008) Standard in January 2015.

1991 – 2002 Oil Bulk and Quality Services Ltd. UK

As the Operations Director based in the U.K. and working worldwide I have been engaged in Loss Control for major oil traders covering all aspects of shipping and terminal practices. Working mainly in West Africa I had a 2 year involvement with crude oil delivery to Madagascar from tankage in South Africa which also involved the supply and acquisition of oil transfer equipment I have recently been concentrating on charter recommendation surveys for various oil trading houses in London as well as on site vetting of proposed storage facilities in Eastern bloc countries. My work included assessments of various terminals requiring full reports on commodity handling, delivery procedures and product specification prior to contract signing and closure. I have also been involved with specialist fraud investigations within the oil transportation/storage sector. During the past three years I have been principally involved in the delivery of Mogas and Diesel oil products to Nigeria for various London trading houses. Terminal Manager of the ECO-TEC (Zanzibar) Strategic Storage Facility. Appointed Terminal Manager, supervising a workforce of 56 personnel, for the newly commissioned ECOTEC (affiliated with O.B.Q. Services) strategic storage facility in Zanzibar, my responsibilities were for the safe, efficient and cost effective handling of the various fuel products delivered to the installation by tanker-ship via the offshore S.B.M. and onward distribution to the various supply companies on the island. The terminal, with a capacity of 6.5 million litres, is the largest storage facility in Zanzibar and provided diesel oil for the islands operating ferry’s together with 60% of the motor gasoline required by the island and was the sole supplier for the islands aviation fuel. I was also responsible for the stock control on a daily basis and formed and implemented the terminal safety procedures and working practices required for a modern petrochemical storage / distribution facility. Introduction of tighter controls significantly reduced pilferage losses at the terminal. Additional duties included:-

Inspection / overseeing repairs and maintenance to equipment, vehicles and facilities to enforce standards for safety, efficiency, cleanliness, and appearance.

Directed and coordinated, through terminal personnel, activities of operations department to

obtain use of equipment, facilities, and human resources

Negotiated and authorised contracts with Independent Inspection companies (for survey and calibration duties on site) as well as sourcing equipment and materials suppliers.

Overseeing process of investigation and response to customer or shipper complaints relating to

our operations department.

Recommended and authorised capital expenditures for acquisition of new equipment to increase efficiency and services of operations department.

Enforced compliance of operations personnel with administrative policies, procedures, safety rules,

and Zanzibar government regulations.

Analysed expenditures, and other financial reports to develop plans, policies, and budgets for increasing profits and improving services.

Conferred and cooperated with London management and others in formulating and implementing

Employed by Hamburg Marine as a Loss Control Superintendent/Consultant, the majority of work was situated in the northern Persian Gulf and Europe. Representing clients as a Loss Control Advisor, we worked closely with ship's staff and in an advisory capacity to the Master at load port and discharge ports as well as troubleshooting in the event of questionable outturn losses or shortage of received cargoes.

1985 – 1989 Cargo Control Consulting Ag. Zug Switzerland.

Primary duties as an Oil Loss Control specialist were to attend loading/discharges at various ports worldwide (mainly in the Persian Gulf during the Iraq – Iran war at Kharg, Sirri and Larak islands). I acted on behalf of respective clients to ensure the maximum outturn discharge volumes for their varied cargoes, similarly to ensure that the client’s interests were vigorously protected at both points of custody transfer.

1983 – 1985 S.G.S. Redwood , Jeddah, Saudi Arabia.

My duties as an Independent Chemist/Surveyor mainly focused on the Ship-to-Ship transfer operations carried out at the deep-sea anchorage off the coast of Jeddah. This involved multiple discharges from the V.L.C.C. mother vessel to small bunker barges of either Fuel oil or Diesel oil, coupled with the issuance of Bill’s of Lading. Working on contract for the Jeddah Oil Refining Company, I was also required to work as Shift/Relief Chemist in the refinery laboratory on a regular basis.

1980 – 1983 Caleb Brett, (Independent Inspectors) Benghazi, Libya.

Based in Benghazi I was initially employed as a Chemist/Surveyor, attending all of the oil exporting terminals along Libya's coast. Carrying out cargo surveys of crude oil, gasoline, gas oil, fuel oil and L.P.G. Experience also includes insurance and pre-delivery inspections together with On-Hire/Off – Hire, pre-shipment inspections and draft surveys. Work also involved a wide variety of dry goods inspections. Damage surveys were also carried out on imported containers and their contents. In 1981, I was selected to supervise the construction and commission of a mobile laboratory fabricated in Houston, Texas. The laboratory was capable of testing crude oil, gases and a wide variety of petroleum products. The completed unit was transported to Coatzacoalcos, Mexico, where it was placed on site at the PEMEX refinery. My responsibilities included the training of local manpower to operate the analytical systems; the tour lasted 4 months. In 1981 I was promoted to Manager, supervising 9 surveyors in my North African sector.

1979 - 1980 Oasis Oil Company, Es Sider, Libya. Employed as Chief Laboratory Technician based in the Es-Sider oil-exporting terminal. Responsible for a wide variety of analyses related to quality control on the exported crude oil which was delivered to export vessels on a daily basis. Other duties included the monitoring and quality control of the bases' potable water and travelling to remote wellheads to sample crude oils from various wells, analyse these oils and report the findings back to Oasis Oil Company in Tripoli.

1974 – 1979 Shell Oil U.K. Ltd., Stanlow Refinery, Ellesmere Port. As a Laboratory Technician, stationed in the oil/gas analysis laboratory, my duties included the quality control of all crude oil derivatives produced at the refinery. These products ranged from Bitumen through to the light ends of the cracking process. This work experience introduced me to a great variety of analytical hardware and techniques. Additional roles included the monitoring and analysis of waste gas and water emissions from the refinery, as part of Shell’s environmental protection policy.

1969 – 1974 Imperial Chemical Industries (I.C.I.) Runcorn. As a Laboratory Assistant I was involved in the study of the effects of micro-catalysis in the production of high grade / high yield polymers. Studies concentrated on reactions in both the Homogeneous and Heterogeneous states, using autoclave high-pressure and vacuum systems. Other work involved experimental polymer extrusion processes. Managing a modern oils and products storage dispatch terminal. Responsible for all product
