4CITE Master Plan Four Corners Intermodal Transloading Equinox Policy Advisory Committee/ Technical Working Group Kick-Off Meeting March 15, 2016
The 4CITE Master Plan will be a comprehensive approach to coordinate the planning and delivery of projects that would improve multi-modal access to the Gallup Industrial Park, the Navajo Inland Port, as well as regional connections to the existing and future transportation infrastructure.
4CITE Master Plan Objectives:
▲ Evaluate Transportation Planning Issues ▲ Gather existing data on land use, economics, environmental ▲ Consider future transportation conditions ▲ Evaluate impacts of growth ▲ Develop prioritized recommendations for transportation needs ▲ Build consensus and support for 4CITE

Technical Approach-Transportation Analysis
Land Use
• Study team will identify and confirm appropriate land use assumptions for each scenario.
TripGeneration
• Daily and peak period trip generation will be estimated using ITE trip generation rates.
Trip Distribution
• Anticipated origins and destinations of generated trips will be derived based on review of community demographics and travel patterns from the 2040 NMDOT statewide travel demand model.
Trip Assignment
• Origins and destinations from generated trips will logically be assigned to the roadway network.
Background Traffic
• “Background” traffic anticipated on the study area roadways will be defined based on the traffic forecasts from the existing 2040 NMDOT statewide model and combined with generated traffic volumes.
Analysis
• Performance of the network will be computed through a comparison of daily traffic volumes and roadway capacities (v/c ratio) and through a peak hour assessment in Synchro
