How JEE-Main came in to Picture?
“Alternative to IIT-JEE, AIEEE and State JEEs”
Acharya Committee’s Report September 1,2010
Issues with current JEE (in 2010)
• JEE changes focus of students from 10+2 science
education in School to Coaching for the JEE.
• JEE is urban centric and rural students without
access to coaching fail to qualify.
• JEE is failed to produce a merit list that can correlate
with good performance in engineering admission.
• The country has large number of Institutions with
widely varying capabilities, focus and standards.
Ref.: An interim Report submitted by the Acharya Committee to MHRD, Sep 1, 2010
Recommended Alternative
National Aptitude Test (NAT)
1. NAT should be used to capture parameters such
as raw intelligence, aptitude, general awareness,
comprehension and written communication skills.
2. To change the existing system of multiple exams
that has encouraged proliferation of coaching.
3. To consider school board result into IITs, NITs
and CFTIs for improving scholastic education
rather than coaching education.
To implement Acharya Committee’s suggestions and to analyse what would be its effect…
MHRD forms
“Ramasami
Committee” to
assess the
examination and
admission system in
engineering
programs at present
and to suggest new
alternative
Developing Alternative Admission System• Issues with considering board performance in
IITs, NITs & CFTIs admissions:
▫ 40+ School Boards in the countries
▫ Seat Matrix based on Pro-Rata is not possible
▫ Decided to prepare Common Merit List (CML)
▫ How to equate 40+ School Boards?
▫ Committee went to ISI (Indian Statistical Institute, Calcutta) for their recommendation.
Recommendation by ISI September 2011
• Treating percentile scores of students in
their respective boards at equivalence would
be the only logical and fair way to
normalize different board scores.
• Normalize Board score (using percentile
rank) should be done w.r.t. Common
Entrance Exam taken by all board students.
• School Board must give Percentile Rank
(PR)Ref.: An interim Report submitted by the Ramasami Committee to MHRD,
Sep 2011
Ramasami Committee’ Report
• The committee makes the following recommendations for the consideration of the IIT council
▫Normalized Board Scores should be used for the admission to IITs, NITs, Other CFTIs
▫One National Screening Test (NST) with two sections namely Aptitude and Advanced could be designed and developed.
Ref.: An interim Report submitted by the Ramasami Committee to MHRD, Sep 2011
44th Meeting of the Council of IITs 12 May
2012
Procedure for implementation of JEE
• JEE would be conducted in two parts:
▫ JEE-Main
▫ JEE-Advanced
• Both test will be objective and multiple choice type
• There will be same PCM syllabus for both the exams
• JEE-Main: Foundational understanding type questions
• JEE-Advanced: Problem-solving abilities type questions Ref.: MHRD, F.No.42-3/2012-TS.I
Aptitude

45th Meeting of the Council of IITs 27 June
2012
Due Weightage to Board
Invitation to State Gov. for JEE-Main
• MHRD sent proposal to State Gov. to consider JEE-Main exam instead of their own state entrance exam
• Gujarat, Madhya Pradesh, Orissa, Nagaland (2013) & Maharashtra (2014), Government accepted proposal.
• Decided to prepare common merit list based on Normalization procedure suggested by ISI (same procedure was used by CSAB in 2013 & 2014)
• ACPC merit list formula is:Ref.: MHRD, F.No.42-3/2012-
TS.I
Summary – Why Common Entrance Test?1. To avoid multiple entrance examination
2. To encourage scholastic education rather than coaching education
3. To gauge raw intelligence instead of PCM as it is already tested at board level
4. To give due weightage to board and CET for the admission of IITs, NITS & Other CFTIs

If single mark contains thousands of students then how this exam can be used to give admissions where a single merit number plays crucial role.
Mark 360 to 115
PR 99.99 to 94.41
Students 75,859 (5.59%)
Band Used 245 (68.05%)
Avg. Stu / Mark 306
Mark 80 to 10
PR 85.38 to 09.44
Students 10,30,357 (75.94%)
Band Used 70 (19.44%)
Avg. Stu / Mark 14,719
Basic Issues
•We can’t sum two quantities with different units
▫I walked 100 meter then I walked 50 meter so total I walked 150 meter
▫But I walked 100 meter then I walked for 5 minute so it is not 105 meter or 105 minute
•Board Exam’s Result is around 95% & JEE-Main’s Result is around 5% so there is no way to mix them smoothly.

3. To encourage scholastic education rather than coaching education
• Every year 2.50 Lakh students go to Kota from across the India for JEE Preparation.▫ Avg. Classroom Coaching Fees is 2,00,000 Rs.
▫ Avg. Corresponds Course Fees is 20,000 Rs.
• Moreover coaching institutes from Kota have opened their branches in all major cities of India.
• Local Players also have started JEE coaching.
• Enormous & misleading Advertising of JEE & IIT creates pressure on students & parents to join coaching classes.

What can we do at state level?
State Level Engineering Admission
• Central\Sate Government may pass resolution that
“State level engineering admission should be done using common merit list that is prepared only using PR of board.”
• It is strongly recommended that overall Theory PR should be used otherwise PCM Theory PR.
• No Competitive exam.
Board Exam evaluates students fair way• JEE Main Exam Structure:
▫30 MCQs for each subjects (Phy, Che, Maths)
▫Full length two year Syllabus
•GB Exam Structure:
▫4 Semesters Sem 1 & 3: 100 marks for MCQs
Sem 2 & 4: 50 marks MCQs + 50 marks Descriptive
•CBSE Exam Structure:
▫30 Descriptive Questions. Marks vary from 1 to 5.
