1. Opening of the meeting The Chair Fabio Gargantini opened the meeting and welcomed the delegates to Busan, Republic of Korea. Mr. Gargantini thanked the Republic of Korea National Committee for hosting the meeting, and then he commenced the 98th meeting of TC 61.

Recognizing the significant number of attendees registered for the IEC TC 61 meeting and considering the layout of the meeting room in which only two screens were available, Mr. Gargantini explained that each National Committee may have a maximum of five delegates seated in the country’s designated space in the front rows of the room.

In order to more effectively manage attendance at future plenary meetings, TC 61 requests that each National Committee limit the number of delegates attending each meeting to a maximum of five delegates per day. Delegates may switch based on the interest for different items in the Agendas. In addition, it was noted that, e.g. at this meeting there were 169 delegates registered to attend whilst on the first meeting day only 76 attended. This will enable a host committee to better manage TC 61 meetings with respect to arranging meeting space and related meeting costs.

This matter will be discussed on the last day of this meeting in order to agree on specific procedures to be followed.

This week, we are pleased to welcome the IEC Young Professionals to the TC 61 meeting. Their presence, meant to be in the morning of October 23rd, will be announced. In addition, we will have numerous Affiliate Countries that should attend our meeting this week. Please help us welcome these groups to our meeting.

The latest list of tabled documents and green papers were circulated and added to the agenda for discussion at the appropriate times during the course of the meeting. The Chairman also reminded all that these green papers are available on the IEC Collaboration Platform and the UL collaboration site.

3. Note the confirmation of the minutes of the meeting held in Wellington, New Zealand, 61/5694/RM

Inasmuch as no written comments were received concerning corrections to the Wellington, New Zealand minutes, they were confirmed as written.

4. Information from IEC Central Office Mr. Christophe Boyer, Technical Office, of the IEC Central Office will attend the TC 61 meeting on 21st, 22nd and 27th October. Mr. Boyer provided a report from the IEC Central Office. Included in the report were the following:

In more detail we discussed downloading documents on the new Collaboration Platform, whilst it noted at the meeting and mentioned by some participants that the zipping and consequent downloading of requested files may take significant time, in some cases some minutes. Additionally, regarding ZOOM meetings, it was noted that there does not appear to be a limit on the number of attendees for a meeting

Mr. Derek Johns, Convenor of the IEC TC 61 Editing Committee, expressed appreciation for the work performed by editor, Maria-Elena Volet. Ms. Volet provides quick responses and quality input on editing.

Mr. Boyer was thanked for his presence at the meeting and for the presentation.

5. Reports of the Chairman, Secretary, Vice-Chairman, ACOS representative, ACEC representative and CTL liaison member

5a. Chairman’s Report 61(Busan/Chairman)02a Mr. Gargantini’s chairman’s report included discussion on the matters arising since the meeting in Wellington, and confirmation on the next steps to be taken.

Regarding the response sent to ACEA on its survey on Circular Economy, the definition of circular economy and the responses provided on behalf of TC 61 were discussed.

Under other matters, it was discussed that the rinsing agent Plurafac RA 43, which is referenced in annex AA of IEC 60335-2-5:2012, is no longer available. The chemical term for the brand product Plurafac RA 43 is POLYOXYETHYLENE 4 LAURYL ETHER. TC 61 will issue an Interpretation Sheet to explain that Plurafac RA 43 is no longer being produced and as a result, Table AA.1 – Detergent composition in 60335-2-5 will be updated to replace the commercial term Plurafac RA

43 with the chemical term and delete the note to Table AA.1. The modification to be made to 60335-2-5 is referred to the TC 61 Editing Committee.

5b. Secretary’s Report – [61(Busan/Secretariat)02b] Ms. Randi Myers provided the secretary’s report.

5c. Vice-Chairman’s Report – [61(Busan/Vice-Chairman)02c] Mr. Dejun Ma provided the vice-chairman’s report.

There was support for the TC 61 WG 44 to continue its work and report on progress and recommendations during the next meeting of TC 61 in Bled in June 2019. When the activity of WG44 will be further developed, it may be useful to consider if a kind of informal or a formal liaison with ISO/TC299/WG 2, Personal care robot safety would be needed to avoid unnecessary overlapping, and if the SMB should be asked to give guidance on coordinating parallel activities on robots. In addition it was mentioned that, apparently, a new TC on robotics matters is being set-up in IEC. WG44 should investigate the situation and report at next TC 61 meeting

The vice-chairman’s report mentions it may be necessary to form an ad hoc group to consider custom made or customized products. It was confirmed that the 60335 standards do not address customization of products; instead, such considerations are covered by local authorities and jurisdictions and from the testing point of view they should be covered by the relevant testing and certification agencies applying the concept of selection of models within a family or series of products having the same fundamental technical characteristics. It was noted that in the IECEE scheme a specific OD 2041 "Guide on product families, family ranges or series of products" exists to guide on the selection of tests.

5d. ACOS Representative Report – [61(Busan/ACOS Representative)02d] Mr. Jørn Tychsen provided the report in his role as TC 61 representative to ACOS.

With regard to the update that IEC TC 96 is taking responsibility for coordinating the clarification on Switched Mode Power Supplies introduced by TC 61, the comments of the AUNC in 61(Busan/AUNC)54 were discussed. To provide greater awareness of the ACOS decision, it was agreed that TC 61 will contact TC 108, along the lines of the document 61(Busan/AUNC)54 to confirm the decision of ACOS in ACOS/892/RM and ACOS/258/INF and to seek agreement from TC 108 to apply the ACOS decision in their standards.

Later during the TC 61 meeting, when providing the TC 61 response to enquiries received in the CTL liaison report, it was discussed that the provisional decision sheet DSH 2069A regarding USB ports was issued to revise the previous sheet. DSH 2069A does not address that IEC 62368-3 is not applicable to power supplies associated with household and similar appliances and toys because the requirements in 62368-1 do not cover the basic principle safety requirements covered by the IEC 60335 series standards and IEC 62115-1. As a result, the Convenor of CTL ETF1 will contact CTL regarding the need to modify DSH 2069A to align with the requirements in the IEC 60335 series of standards and IEC 62115-1. Similar to what TC 61 provided to ACOS on the subject of Switched Mode Power Supplies, TC 61 is clarifying that USB ports and relevant supply used in or with household and similar appliances or in or with electric toys shall always be tested considering the requirements in the series of standards IEC 60335 or IEC 62115 for USB ports and relevant supply used in or with household and similar appliances, as applicable.

On a related matter, it was also noted that it appears that only IEC TC61, with the significant involvement of some experts in the AHG42: Safety requirements for USB power supplies for appliances for household and similar use, gave feed-back on a request from ACOS for input earlier in 2018. ACOS should be invited to implement procedures that guarantee due feed-back from other TC involved in their requests and should ensure, considering the importance of this matter that all TCs give suitable feed-back to the roadmap for safety requirements for USB power supplies” (ACOS/839/INF).

Mr. Tychsen’s report indicates that ACOS documents are not distributed to TCs. To ensure TC 61 is informed about documents issued by ACOS, the officers of TC 61 will contact the ACOS secretary to request to receive ACOS documents.

Regarding where it is stated that the TC 61/MT4 Touchable Surface Temperature Limits in Normal Use Guide was briefly presented to ACOS, TC 61 will clarify to ACOS that the MT4 Guide is an internal guide for MT4 that reflects the progress in its work activity and, therefore, should not be circulated.

Finally, regarding the Test Finger – Findings of KAN (German safety organization) and data supporting increasing the test finger length from 80 mm to 120 mm, it was decided that TC 61 officers will email the ACOS secretary on the subject. The letter will explain that TC 61 has had successful field experience with the current test probe and ask ACOS to give careful consideration to the data presented and eventually to collect further detailed info and due justification prior to engaging TC 70 in a revision of IEC 60529 which may have significant impacts on many IEC TCs/SCs and different products.

5e. CTL Liaison Report – [61(Busan/CTL Liaison Person)02e] Enquiries will be discussed under Agenda Item 36, Questions of Interpretation.

5f. ACEC Representative Report No report was provided as ACEC has not met since the TC 61 meeting in Wellington.

During the meeting it was agreed that given the review of comments on 61/5691/RVC by AHG 45 which was set up at the last meeting for that specific purpose and presentation of that review in 61/5691A/RVC, the discussion in plenary would concentrate to those identified by AHG 45 as warranting discussion.

The Chairman advised that in July 2018 a request was received from ISO TC 136 to arrange a liaison between ISO/TC 136 “Furniture” and IEC /TC 61. It was agreed at the time to accept the liaison request and Mr. Gert Bukkjaer was identified as the TC 61 representative to liaise with ISO TC 136. ISO TC 136 identified Mr. Tomas Ekstrom as the liaison to IEC TC 61. The liaison was confirmed at the meeting.

ISO TC 136 identified some key points for consideration in light of the liaison arrangement, and the responses to be provided by IEC TC 61 to ISO TC 136 were confirmed during the meeting:

1. the IEC draft is for electrical safety, for example the strength test is only to check the protection of electrical parts - not the strength of the furniture. This is not clearly explained in the draft TC 61: The scope of IEC 60335-2-116 states that additional requirements apply for the mechanical parts of non-motorized parts of furniture.

2. the draft does not address all hazards. TC 61: IEC 60335-2-116 covers hazards as outlined in the Introduction and scope and Note 3 in the Introduction states that “Furniture is also covered by standards developed by ISO/TC 136”.

3. it is neither acceptable nor possible to exclude children. Most accidents with furniture are with children. Children are not excluded from IEC 60335-2-116 which foresees to apply the test probe 18 relevant to children of more than 36 months and less than 14 years. Children of less than three years shall be monitored by parents or a caretaker.

4. all types of furniture, e.g. children's furniture, adults, domestic, contract, office) cannot be covered by the proposed requirements TC 61: See lines 85-89 in the scope of IEC 60335-2-116 which indicates these are covered.

5. durability can be relevant for safety (when it leads to sudden fracture, e.g. of a chair leg) TC 61: Durability is covered by the standards developed by ISO/TC 136.

TC 61 to provide the updated draft of the new Part 2 standard to the ISO TC 136 liaison Mr. Tomas Ekstrom, requesting specific review by ISO TC 136 on any aspects benefiting from their perspective and also including a comment compilation form for presenting such input back to TC 61. We will request a response from ISO TC 136 by end of 2018.

Pending completion of the updated draft by EG1 in Seoul, it will be determined whether the draft of 60335-2-116 will proceed to FDIS according to the established project schedule or will be delayed pending the receipt of any comment from ISO TC 136 by 31 December 2018. The CTL report also includes the provisional decision sheet DSH 2069A regarding USB ports that was issued to revise the previous sheet. DSH 2069A does not address that IEC 62368-3 is not applicable to power supplies associated with household and similar appliances and toys because the requirements in 62368-1 do not cover the basic principle safety requirements covered by the IEC 60335 series standards and IEC 62115-1.

As a result, the Convenor of CTL ETF1 will contact CTL regarding the need to modify DSH 2069A to align with the requirements in the IEC 60335 series of standards and IEC 62115-1. USB ports and relevant supply used in or with household and similar appliances or in or with electric toys shall always be tested considering the requirements in the series of standards IEC 60335 for USB ports and relevant supply used in or with household and similar appliances or IEC 62115 USB ports and relevant supply used in or with household and similar appliances.

38a. Reports from TC 61 Maintenance Teams

MT 4 – Temperature limits and resistance to heat and fire [61(Busan/MT15)58]The MT 4 convenor noted that Mr. Ferraris is no longer serving as the TC 61 liaison to TC 89. A new liaison will need to be identified.

The updated scope of MT 4 as covered in the report will be submitted for the IEC website.

Concerning item 4 in the report, it was agreed that the time to be considered for the application of the test probe shall be 30 s, as indicated during the discussion of 60335-2-9 (see Agenda item 11) earlier this week, and this should be the time to be considered for all Part 2 standards for which the use of the test probe is indicated.

Regarding item 5, as covered in the MT 4 report, where children can access, test probe 18 shall be applied. Test probe 19 shall not be required unless determined applicable for some specific Part 2 standards based on MT 4 specific analysis and recommendation.

All SCs, WGs, MTs, etc are reminded that when proposals are developed on the subjects covered by MT4, the latter should first be addressed in order to ensure a cohesive approach.

In addition, the report notes that a final decision on the new guidance document on safety of home appliances with respect to cyber security and remote software updates will be made during the face to face meeting to be held in Singapore next week.

Given that significant decisions are discussed in MT23, TC 61 requests MT23 that the decision should be made in order to ensure highest participation by the members of MT 23, by using whenever possible the web meetings tool.

Based on the point that MT 23 will meet next week in Singapore, the chairman used the opportunity to remind all groups (WG, MT, PT, etc) that, as agreed in the meeting in Toronto, meetings shall be arranged to strive for participation by all members. Accordingly, when meetings are held by teleconference, the scheduled times shall rotate amongst the members given the time of day by time zone. While face to face meetings are beneficial depending on particular topics, virtual meetings that should last no more than three hours to allow for equal participation by all members and are an efficient means for accomplishing the work of the group as has been demonstrated recently by several MTs, PTs and WGs.

The chairman is awaiting a reply from the convenor of WG 30 regarding when 60335-2-113 will be transferred to MT 16. The understanding from some members of WG30 participating to the meeting and MT16 Convenor is that the transfer will happen when WG 30 completes its work on amendment 1, but this needs to be confirmed by the convenor of WG 30.

WG31 – Batteries [61(Busan/WG31)33]The report was noted. Members of WG33 acknowledged that the WG operated effectively and efficiently with the use of web meetings and applying the approach outlined earlier by the chairman.

WG40 – Fires on dishwashers and other wet household appliances [61(Busan/WG40)56]Mr. Seiffert provided the report, and the group was thanked for the work on this matter that, as indicated in the report, will result in DCs submitted for discussion at next IEC TC 61.

WG43 – IEC 60335-2-116 Particular requirements for furniture with electrically motorized partsNo report was submitted, but see the report from AHG45.

WG44 – Service robot appliances for household and similar use [61(Busan/WG44)53]The convenor, Mr. Dejun Ma provided the report from WG 44. The chairman noted that in an upcoming meeting, perhaps in Bled or Shanghai, TC 61 will determine which type of standard will be developed as outlined in the report. In addition, as standards for similar types of functions are under discussion in the TC (e.g. Part -2-117: Particular requirements for automatic floor treatment machines for commercial use under SC 61J and Service robot appliances for household and similar use under discussion in WG44) it is needed to clarify in one of the next meetings, when the activity of WG44 will be more advanced, which term is more appropriate to be used: automatic or robot.

38d. Report of Ad-hoc Groups

AHG 45 – Particular requirements for furniture with electrically motorized parts [61(Busan/AHG45)64]The convenor Gert Bukkjaer provided the report, including an overview of the project and that WG43, IEC 60335-2-116 Particular requirements for furniture with electrically motorized parts, will resume the work on 60335-2-116 once the defined assignment of AHG 45 is complete.

39. Reports of TC 61 Subcommittees

SC 61B – Safety of microwave appliances for household and commercial use [61(Busan/SC61B)55]The secretary, Mr. Rupert Steiner provided the report. The report was noted and the secretary thanked.

SC 61C – Safety of refrigeration appliances for household and commercial use Although SC61C met on 19-20 October, no report was provided. The SC is invited to deliver their reports and other needed information (e.g. P members participation for the report to SMB) in time before the meeting of the TC.

The Chairman, who attended the meeting of SC 61C informed that the main item discussed for the increase of the allowed flammable refrigerant limit in 60335-2-89. The relevant document will proceed to FDIS.

SC 61D – Appliances for air-conditioning for household and similar purposes [61(Busan/SC61D)72]The report was noted. The Chair, Mr. Matthias Meier was thanked for providing the report.

SC 61H – Safety of electrically-operated farm appliances

[61(Busan/SC61H)26]The chair of SC 61H provided the report. No meetings were held after the last meeting of TC 61. The sub-committee will resume its work in 2019 to align the SC 61H standards with the Edition 6 of Part 1.

SC 61J – Electrical motor-operated cleaning appliances for commercial use [61(Busan/SC 61J)42]Ms. Michelle Andersen provided the report. There was concern expressed about the seventh dashed paragraph under item C where it is stated that for warnings "any size would be ok since these people would still not understand it" and " all operators are made aware of the hazards/warnings/caution signs and also should read the manual" was considered to be allowable. TC 61 confirmed that warnings are also important for appliances used by professional and the Chairman underlined that 7.14 in Part 1 requires that warnings shall be clearly legible for any persons. TC 61 invites SC 61J to revise this to align with 7.14 in Part 1.

With regard to IEC 60335-2-117, Particular requirements for automatic floor treatment machines for commercial use, it was discussed that within TC 61 we need to consistently use the terms automatic, autonomous and robot. The coherence of terms shall be considered in WG 44 so that TC 61 will make a decision and then use appropriately across the standards covered by the TC.

Regarding the P-member participation, the criteria for determining a persistently inactive P member was reviewed and Mr. Boyer explained that the criteria is as specified in the Directives but the SMB allows TCs and SCs to decide what is considered acceptable participation for P members as they are the most appropriate to detect if, in spite of figures that appear from the statistical data on voting or commenting or the presence in WGs or MTs, the NC is giving some contribution. For SC 61J, since no concerns about P member participation were identified in the report, the situation where a P member does not comment or participate at meetings and does not appoint experts was considered acceptable.

40. Proposed agenda for the next meeting – [61(Busan/Secretariat)05]The draft Bled agenda was noted. Regarding the due dates for documents relating to the meeting in Bled, refer to 61(Busan/Secretariat)48. Stability Date for IEC 60335-2-30 to be revised to 2020 to allow for circulation of a DC from Germany that was missing from the DCs circulated for Busan. The DC is available as 61(Busan/DENC)18 and will be formally circulated as a DC for discussion at the meeting in Bled to allow NCs to review and consider the proposal. It was introduced at the meeting by the German delegation and was shortly commented on at the meeting, to allow the German NC to better define and eventually review the DC.

During the meeting it was announced that a new alternate liaison to IEC/TC89 is needed to replace Mr. Mattia Ferraris, IT who is no longer involved with TC 61. Mr. Luca Cecchinato nominated Ms. Silvia Togni, IT for consideration and it was noted that she is also a member of TC 89. TC 61 confirmed that Ms. Togni will serve as the alternate liaison.

As announced in the prior day of the meeting when discussing item 35 in the agenda, the liaison request from ISO TC 136 was confirmed during the meeting in Busan.

Report of the liaison person from TC61 to ISO/TC22/SC38, TC149/SC1 and IEC/TC69 [61(Busan/ TC69-TC149-ISO TC22 Liaison) 65]The liaison representative, Mr. Ichiro Koba provided the report. Mr. Koba was thanked for providing an update on the various activities of ISO/TC22/SC38, TC149/SC1 and IEC/TC69.

On a related subject, the chairman explained that a new TC has been proposed by the BENC for E-assisted transport modes and that a web conference has been set-up to discuss the scope of that TC and eventual overlapping with other activities on this field. The Chairman will verify the possibility to attend the web conference to discuss the setup of the TC, representing TC 61. Mr. Boyer added that he has contacted the BENC to ensure they are aware of IEC 60335-2-114, and the response was that the scope of the TC will be broader. The Chairman will monitor the new TC for now, and will engage Mr. Murdoch if applicable, as Mr. Murdoch was convenor of the PT that worked on IEC 60335-2-114, Particular requirements for self-balancing personal transport devices for use with batteries containing alkaline or other non-acid electrolytes.

46. Any other business

As noted in 42, Review of stability dates a DC from Germany was inadvertently omitted from the agenda for the Busan meeting. Accordingly, the DC was circulated as 61(Busan/DENC)18, and will be formally circulated as a DC for discussion at the meeting in Bled to allow NCs to review and consider the proposal.

Ms. Andersen referenced the discussion of agenda item 36, Questions of Interpretation from the Chairman’s Advisory Group and the CTL liaison and in particular that it is routine to receive requests for IEC 60335-2-14, Particular requirements for kitchen machines. Ms. Andersen suggested that TC 61 form a new MT or WG for guidance in applying the requirements in the standard and to consider how the requirements in clauses 3 and 11 can be clarified by the development of a flowchart, figures or other updates. Delegates at the meeting supported the proposal and it was agreed to form a new MT since the work of this group would be ongoing. Ms. Andersen agreed to serve as convenor and the following NCs volunteered to participate: AU, CA, CN, DE, FR, IT, NL, NO, SI, US, and ZA. A call for members will be circulated to allow NCs to identify experts to participate.

To allow for equal participation by all members of the MT, the chairman requested the team hold virtual meetings that last no more than three hours and the scheduled times of meetings shall rotate amongst the members given the time of day by time zone.

47. Date and place of next meeting [61(Busan/SINC)62]

Mr. Danilo Kraner provided an update on the next meeting of TC 61 in picturesque Bled, Slovenia. The invitation of SINC was enthusiastically accepted.

The Chairman took the opportunity to state that as TC 61 looks to plan future meetings, including the first meeting in 2020, National Committees are encouraged to give consideration to how many years it has been since the NC last hosted a meeting of TC 61. To aid in the exercise, the list of TC 61 meetings dating back to the first meeting in February 1967 in New York is posted as 61(Busan/Secretariat)75.

The invitation from SINC to host the first meeting of TC 61 in 2019 in Bled, SI was presented the day before, and the chairman reminded NCs of the discussion on the preceding day around NCs considering whether it will be possible to host a future meeting of TC 61. To aid NCs in confirming when they last hosted a meeting of TC 61, a list of every meeting of TC 61 held to date was circulated as 61(Busan/Secretariat)76.

In 2019, TC 61 will meet in Bled on 3 – 7, June and in Shanghai on 21 – 25, October during the IEC General Meeting. In planning for the TC 61 meetings in 2020, the officers of TC 61 will request an invitation to meet during the General Meeting planned for Stockholm, Sweden on 5 – 9 October. We are accepting invitations for the first meeting of 2020.

48. Close of meeting

The Chair thanked the National Committee of the Republic of Korea for hosting TC 61 during this successful General Meeting. The Chair further thanked the delegates for their participation and contributions for a positive meeting throughout the full meeting time. He thanked the Vice-Chair (Mr. Dejun Ma), the Secretary (Ms. Randi Myers), and the Assistant Secretary (Ms. Valara Davis) for their support during the meeting. Mr. Christophe Boyer, IEC Technical Officer, was thanked for his attendance, support and contributions.

Mr. Thabo Mabena congratulated the chair on leading a successful and productive meeting and provided thanks to the other officers as well.

Mr. Gargantini then closed the meeting at noon.
