VISIT
Mr. Polycarpe Masupa Kambale, the Projects Manager of Reforestation and Forest Management of ITTO visited the Secretariat of ITTO Project PD 586/10 Rev.1 (F) in Dipterocarps Research Centre, Samarinda, Indonesia on 20-22 July 2011. The main objective of the visit was to diseminate the Project On Line Monitoring System (POLMS). POLMS program is provided to support project operation to run smoothly, especially for reporting of the project progress, both activities and finances. Day 1: The first day of the visit was used as a meeting to introduce the project team to the Projects Man-ager. The meeting was chaired by the Director of Dipterocarps Research Centre, Dr. Ir. Rufi'ie, M.Sc. The meeting also discussed general rules and procedures in ITTO project implementation. Mr. Masupa and project team also visited facilities in DIREC: ITTO project secretariat, (Figure 1), nursery of Dipterocarpaceae seedlings, especially observing activities of land-dose treatment of the parent tree Tengkawang (Figure 2), and library with a collection of about 3700 books (Figure 3).
Dalam rangka sosialisasi Project On Line Monitoring System (POLMS), Project Manager bidang Reforestation and Forest Management, ITTO, Bapak Polycarpe Masupa-Kambale, melakukan kunjungan ke Secretariat ITTO PD 586/10 Rev.1 (F). POLMS dibuat untuk menunjang kelancaran kegiatan proyek, khususnya pelaporan baik kegiatan maupun keuangan. Hari 1 : Kunjungan hari pertama diawali dengan perte-muan untuk memperkenalkan anggota tim proyek kepada proyek manajer. Pertemuan ini dipimpin oleh Kepala Balai Besar Dipterokarpa, Dr. Ir. Rufi’ie, M.Sc. Dalam pertemuan ini juga didiskusikan aturan dan tata cara dalam pelaksanaan proyek ITTO secara umum. Bapak Masupa dan tim proyek juga meninjau beberapa fasilitas yang ada di Balai Besar Dipterokarpa, diantaranya ; ruang kesekretariatan ITTO (Gambar 1), koleksi bibit Dipterocarpaceae di persemaian, terutama melihat kegiatan perlakuan dosis tanah pohon induk Tengkawang (Gambar 2), dan diakhiri dengan kunjungan ke perpustakaan yang memiliki koleksi sekitar 3700 buku (Gambar 3).

The first meeting was to discuss some of the Tengkawang research results that has been done by DIREC researchers, including the type of activity, location and output has been achieved through financial year 2010. Documenting the information is also applied to the ongoing activities in 2011, as well as activities to be implemented next year (Figure 1&2). This important information is expected to provide initial information and also to assist in determining the location of the project activities so that they would not overlap with other similar activities. The information gathered showed that there were about eight Tengkawang species which still has the potential to be found in three provinces (East Kalimantan, West Kalimantan and Central Kalimantan), with the most dominance species exists in some areas in West Kalimantan. The results of this meeting are recorded in a summary as a basis for consideration, where the majority of activities of ITTO PD 586/10 Rev.1 (F) will be implemented in West Kalimantan.
Dalam rangka mendukung program kegiatan ITTO PD 586/10 Rev.1 (F), setiap bulan diadakan pertemuan teknis di antara anggota tim proyek. Pertemuan pertama membahas tentang beberapa hasil penelitian Tengkawang yang telah dilakukan para peneliti B2PD, termasuk di dalamnya jenis kegiatan, lokasi dan output yang telah tercapai sampai dengan tahun anggaran 2010. Pendataan informasi tersebut juga berlaku untuk kegiatan yang sedang berjalan di tahun 2011, maupun kegiatan yang akan dilaksanakan pada tahun berikutnya (Gambar 1&2). Informasi penting ini sangat diharapkan dapat membantu menyediakan informasi awal dan juga membantu dalam penentuan lokasi kegiatan proyek agar nantinya tidak terjadi tumpang tindih. Dari hasil pertemuan ini didapatkan informasi bahwa ada sekitar 8 jenis Tengkawang yang masih berpotensi untuk ditemukan di 3 propinsi (Kalimantan Timur, Kalimantan Barat dan Kalimantan Tengah), dengan dominasi jenis terbanyak ada di beberapa daerah di Kalimantan Barat. Hasil pertemuan ini dicatat dalam suatu rangkuman yang menjadi dasar pertimbangan, dimana sebagian besar kegiatan ITTO PD 586/10 Rev.1 (F) akan dilaksanakan di Kalimantan Barat.

Day 2: POLMS training
The training activity began with a detailed explanation of responsibilities, obligations and rights of the party concerned: Indonesia government (host government), DIREC (executing agency) and ITTO (donor), as written in the project document. The explanation was intended to support smooth implementation of the project in accordance with the approved schedule and budget.
The main subject of the training was project online monitoring system (POLMS). The system is an online system that allow project staffs to create and send progress reports, (activities and budget) during project implementation, and to provide facilitation to ITTO Projects Manager for monitoring.
Several key project documents including project proposal, inception report and yearly plan of operation were used as the means of case study of the Project on this system. Some important data and information (project key personnels, logical framework matrix, work plan and budget), were filled in the system and disscussed. The discussion was also complemented with case study of other ITTO project report as examples. In addition, the submission of additional documents, approval by the project manager were discussed as well.
Kegiatan pelatihan ini diawali dengan penjelasan secara rinci mengenai tanggungjawab, kewajiban dan hak masing-masing pihak terkait, yaitu; pemerintah Indonesia (penyelenggara/tuan rumah), B2PD (pelaksana proyek) dan ITTO (donator proyek), yang telah tertuang dalam dokumen perjanjian kerjasama. Pemaparan ini ditujukan agar pelaksanaan proyek nantinya akan berjalan lancar serta sesuai dengan jadwal dan anggaran yang telah ditentukan.
Materi inti pelatihan adalah sistem monitoring proyek ITTO. Sistem ini berupa system on line yang memudahkan staf proyek untuk membuat dan menyerahkan pelaporan perkembangan kegiatan dan anggaran berjalan proyek tersebut, sekaligus memudahkan pihak ITTO untuk memonitoring.
Beberapa dokumen diantaranya proposal, laporan awal dan rencana operasional tahunan, merupakan dokumen kunci untuk praktek pelaporan pada system ini. Beberapa data dan informasi penting (data anggota tim proyek, matrik kerangka kerja logis, rencana kerja, dan anggaran) diisi dan dibahas bersama, sampai pada studi kasus pelaporan proyek ITTO lain sebagai contoh. Selain itu, cara penyerahan dokumen tambahan juga dibahas, sampai pada dokumen pengesahan oleh manajer proyek jika semua pelaporan dianggap telah sah dan sesuai dengan aturan yang telah disepakati.

Day 3: Field visit
A field observation to the prospective location of Tengkawang ex-situ plot was carried out at the end of the visit of Mr. Masupa to Samarinda. Considering the ease of access, security and strong commitment, the research forest of Tropical Forest Research Centre, Mulawarman University in Grand Forest Park (Tahura) Bukit Suharto, Samboja, Kutai Kertanegara, East Kalimantan, served as a strong candidate for the location of ex-situ plot. The 24,000 Ha research forest has the best forest condition among the 60,000 Ha total area of Tahura. 200 Ha of the research forest will be used as ex-situ conservation plot. The plot will be used as base populations for breeding programs of Tengkawang tree. The visit began with an explanation of general conditions including land use planning of the overall site by the representatives of PPHT, Mulawarman University (Figure 1). Activities continued with an observation at the condition of the special nursery for main Dipterocarpaceae spesies of East Kalimantan (Figure 2). Further, the visit continued to the location of ex-situ plot candidate to examine site conditions and vegetation cover/ canopy, interspersed with dscussion (Figure 3&4).
Peninjauan lapangan untuk calon lokasi ex-situ
Tengkawang dilaksanakan di akhir rangkaian kunjungan Mr. Polycarpe ke Samarinda. Atas dasar pertimbangan kemudahan akses, keamanan dan komitmen yang kuat, maka Hutan Penelitian milik Pusat Penelitian Hutan Tropis, Universitas Mulawarman di Taman Hutan Raya (Tahura) Bukit Suharto, Samboja, Kutai Kertanegara, Kalimantan Timur, dijadikan sebagai kandidat kuat untuk lokasi ex-situ. Hutan penelitian ini mempunyai luas 24.000 Ha dan merupakan hutan yang paling baik kondisinya diantara 60.000 Ha luas keseluruhan kawasan Tahura. Seluas 200 Ha akan dijadikan plot konservasi ex-situ. Plot ini nantinya diharapkan dapat dimanfaatkan sebagai populasi dasar untuk program pemuliaan pohon Tengkawang. Kunjungan diawali dengan penjelasan tentang kondisi umum lokasi meliputi land use dan perencanaan penggunaan lokasi secara keseluruhan lewat peta lokasi oleh perwakilan dari pihak PPHT, UNMUL (Gambar 1). Kegiatan dilanjutkan dengan melihat kondisi persemaian khusus jenis-jenis Dipterocarpaceae andalan Kalimantan Timur (Gambar 2), kemudian langsung menuju lokasi calon ex-situ untuk melihat kondisi tapak dan penutupan vegetasi/tajuk, diselingi dengan diskusi (Gambar 3&4).
