    BACKGROUND INFORMATION: Budget amendments, as authorized by K.S.A. 79-2929a, are permitted to increase the original budget for “…previously unbudgeted increase in revenue other than ad valorem property taxes.” Such a budget amendment cannot lead to an increase in local taxes.

    CURRENT CONSIDERATIONS: The 2015-2016 Unified School District 443 Bond and Interest Fund payment and revenue were published using estimated numbers pending the sale of the bonds from the June 25, 2015 bond election. The bond sale is complete as of November 5, 2015. As required by statute, the amended budget was published in the Dodge City Daily Globe on Friday, December 18, 2015. The statute also requires a public hearing on the amended budget. FINANCIAL CONSIDERATIONS: The amended budget will allow the school district to expend $110,461 in the current year from the Bond and Interest Fund that otherwise would have to have been budgeted in 2016-2017. These funds result from the savings realized by USD from the capitalized interest and the lower interest rates on the bonds recently sold for district facilities projects. STAFF RECOMMENDATION: The Board of Education is respectfully requested to open the meeting for public comments regarding the amendment of the FY 2015-2016 budget for Unified School District 443. Action on the amended budget will occur later in the board meeting. RECOMMENDED ACTION: Approval Information Discussion

    BACKGROUND INFORMATION: The Board of Education purchased the properties at 1002 Central, 1004 Central and 1011 Avenue A, located immediately south of Central Elementary School, for future use by the school district. The houses on the properties will be demolished. CURRENT CONSIDERATIONS: The Community Housing Association of Dodge City has requested any salvageable items from within the houses at 1002 Central, 1004 Central and 1011 Avenue A. The Board of Education has the authority to dispose of these items in this manner.

    FINANCIAL CONSIDERATIONS: There are no financial considerations with this request. STAFF RECOMMENDATION: The Board of Education is respectfully requested to donate any requested salvageable items from the houses at 1002 Central, 1004 Central and 1011 Avenue A to the Community Housing Association of Dodge City.     BACKGROUND INFORMATION: The new KAP (Kansas Assessment Program) is in its third year. The assessments are delivered through a system called KITE (Kansas Interactive Testing Engine). To make the testing experience as comfortable as possible for students a keyboard and a headset is recommended for the coming assessments. CURRENT CONSIDERATIONS: A total of 600 wired Logitech keyboards and a total of 600 HamiltonBuhl headsets with microphones will be purchased for use with the current student iPads for this testing. Each campus will receive an allotment of headsets and keyboards for the state and ESL state testing. FINANCIAL CONSIDERATIONS: The cost associated with this purchase will be covered by the current year’s District Testing Supply account. STAFF RECOMMENDATION: The Board of Education is respectfully requested to accept the purchase of 600 iPad keyboards ($33.00 each) and 600 headsets ($19.00 each) in the amount of $31,200.00 from the current Testing Supply account.     Reviewed By: Administrative Cabinet BACKGROUND INFORMATION: USD 443 has received a request from Paul Lewis, Director of Parks and Recreation for the City of Dodge City, to use school district bus transportation to facilitate the 2016 KRPA Conference in Dodge City. CURRENT CONSIDERATIONS: Board of Education policy EDDA: Special Use of School Vehicles provides that, with the approval of the Board of Education, school district vehicles may be used on a temporary basis by “…governing bodies of townships, city or county who transport individuals, groups, or organizations…”. Diana Loera, Transportation Supervisor for USD 443 has indicated that school district vehicles are available on the dates and times requested, and that school district drivers would be available to provide the required transport. FINANCIAL CONSIDERATIONS: The expenses for the mileage and drivers will be reimbursed to the school district. STAFF RECOMMENDATION: The Board of Education is respectfully requested to approve the use of school district vehicles by the City of Dodge City to provide shuttle services for the upcoming 12016 KPA Conference in Dodge City.     Series E - Business Management

    Special Use of School BusesPolicy # EDDA

    The board may allow for special uses of district buses using guidelines established in this policy. Transportation fees may be charged to offset totally or in part the cost of approved special trips. Revenues received by the board under the provisions of this policy shall not be considered a reduction of operating expenses of the school district. Groups allowed use of buses under this policy are responsible for the care and cleaning of the buses, and for the supervision of passengers. The types of groups allowed, and the restrictions placed on the activities these groups may sponsor while using district transportation, shall be approved by the board and filed with the clerk. Groups allowed use of district buses may not travel outside Kansas.

    Special uses will not be approved without insurance coverage.

    The board may allow the following special uses for district owned buses:Parents and/or other adults when traveling to or from schoolrelated functions or activities;Students traveling to or from functions or activities sponsored by organizations, the membership of which is principally composed of children of school age;Persons engaged in field trips related to an adult education program maintained by the district;Governing bodies of townships, city or county who transport individuals, groups or organizations;Nonpublic school students when traveling to or from interschool or intraschool functions or activities;Community college students enrolled in the community college to or from attendance at class at the community college or to and from functions or activities of the community college.A fouryear college or university, area vocational school, or area vocationaltechnical school for transportation of students to or from attendance at class at the fouryear college or university, area vocational school or area vocationaltechnical school, or for transportation of students, alumni and other members of the public to or from functions or activities of these organizations;Public recreation commissions, if travel is to or from an activity related to the operation of the commission;Another school district if there is a cooperative and sharedcost arrangement with that district.Emergency Use: The superintendent is authorized to provide for emergency use of buses/vehicles to assist other school districts or to provide assistance in time of a community emergency.

    From: Paul Lewis [mailto:[email protected]] Sent: Wednesday, January 06, 2016 10:37 AMTo: DIANA LOERASubject: transportation Hi Diana, Here’s the transportation schedule for our conference the City is helping sponsor.  The shuttle service will be provided by CVB and the City using trolley’s and transportation vans. We’re needing help for the socials and tour and want to use school busses.  We will gladly pay themileage and driver rates.  The two social events have large registration numbers.  There’s about 180 registered for the Mondaysocial at the Expo Center and over 200 registered for the Boot Hill Social.  I was thinking bussescould make multiple trips but maybe it would be better to have more busses on hand.   That’scertainly open for discussion. The tour during the day on Wednesday will be smaller with only 50people attending that event.  All transportation would start from United Wireless Arena, deliver to the event, and return to UWAat the end of the activity.  With the exception of the tour, drivers could leave after making thedelivery and return for pickups unless your policies say differently. Let me know if you have any questions or need more information.  Let me know when we can gettogether, I can be available most any time. Thanks.

    BACKGROUND INFORMATION: Dodge City High School will host the 73rd Annual Tournament of Champions (TOC) sponsored by Western Plains Medical Complex on January 21, 22 & 23 at the United Wireless Arena. The Tournament of Champions is the longest running boys’ basketball tournament west of the Mississippi. This year’s tournament features the #1 Teams in both 5A (Wichita Heights) and 6A (Wichita East); along with several other state-caliber programs. CURRENT CONSIDERATIONS: Along with a competitive field of basketball teams, numerous groups will perform between games and at the half times. Those participating in this year’s T.O.C. are: Dodge City High School Drill Team, Dodge City Middle School Drill Team, Comanche Middle School Drill Team, Dodge City High School Cheerleaders, Dodge City High School Pep Band and The Pride of Southwest Kansas. Thursday evening will be the traditional Parade of Teams, and all the cheerleaders participating in the tournament will perform a combined routine between games on Friday night. FINANCIAL CONSIDERATIONS: There are no financial considerations at this time. The standards outline the characteristics of professional learning that leads to effective teaching practices, supportive leadership and improved student results. USD 443 believes Staff Development should provide learning opportunities for staff by reviewing data, preparing educators to apply researched based strategies and building the knowledge/skills of educators. CURRENT CONSIDERATIONS: “Turning Good Todays into Terrific Tomorrows,” is the theme for the PreK-8 certified staff inservice day on January 18, held at Dodge City Middle School. The day involves a smorgasbord of sessions from which the staff may select.     BACKGROUND INFORMATION: Budget amendments as authorized by K.S.A. 79-2929a are permitted to increase the original budget for “…previously unbudgeted increase in revenue other than ad valorem property taxes.” It should be noted that a budget amendment cannot lead to an increase in local taxes. The 2015-2016 Unified School District 443 Bond and Interest Fund revenue and expenditures were published using estimated numbers pending the sale of the Bond from the June 25, 2015 Bond Election. The Bond sale is complete as of November 5, 2015. To avoid a statutory violation, the Board of Education needs to amend the FY 2015-2016 budget. Kansas Statue requires publication of proposed budget changes ten (10) days prior to holding a hearing on the budget amendment. CURRENT CONSIDERATIONS: The required legal notice was published in the Dodge City Daily Globe on December 18, 2015, and the required public hearing has been held. The Board of Education can now approve the amended budget for FY 2015-2016. FINANCIAL CONSIDERATIONS: Approval of the amended budget will allow the school district to expend $110,461 in the current year from the Bond and Interest Fund that otherwise would have to have been budgeted in 2016-2017. These funds result from the savings realized by USD from the capitalized interest and the lower interest rates on the bonds recently sold for district facilities projects. STAFF RECOMMENDATION: The Board of Education is respectfully requested to adopt amended budget for FY2015-2016 as published, and authorize the Clerk of the Board to file the amended budget with the County Clerk and Kansas State Department of Education.     BACKGROUND INFORMATION: On June 8, 2015, the Board of Education directed administration to request an insurance broker for property, casualty and liability insurance coverage. On September 14, 2015, the Board approved the solicitation of a “Request for Proposals (RFP)” for an insurance broker. Requests were sent to twenty (20) insurance agents/brokers. Proposals were received from Fee Insurance Group, KFSA, and USI Midwest LLC. The proposals were analyzed by the Business Office, and interviews were held on November 10th, and 11th with the three firms. Fee Insurance Group was represented by Mary Trent, Jordan A. Fee, Allen Fee, and Margie Howard. KFSA was represented by Ashley Wheaton, Jennifer Droste, and Lee Gleason. USI Midwest LLC was represented by Ryan Henry, John London, Lori Minor, and David Hageman. Fees submitted with Proposals:

    • Fee Insurance Group Inc $40,000 • KFSA $47,000 • USI Midwest, LLC $20,000

    The Board of Education at the December 15th meeting requested the Business Office to re-bid broker services for the school district’s property, casualty, and liability insurance to include workman’s compensation insurance. CURRENT CONSIDERATIONS: Administration has completed a review of insurance commissions and premiums for the last five years. The school districts workman’s compensation premium is currently less than half what it was when KFSA had the workman’s compensation insurance and the general property, casualty and liability insurance through EMC. During the current year, KFSA commission is double the highest bid, based on a fee basis, and four times more than the low bid. Administration seeks board guidance on joint bid on the accompanying specific questions. FINANCIAL CONSIDERATIONS: There are no financial considerations until the board approves a contract. STAFF RECOMMENDATION: The Board of Education is respectfully requested to give additional direction on bidding the property, casualty and liability package, with workman’s compensation insurance.   • 1. Was the board’s intent to send bids to all 20 companies or to the three companies that responded to the original proposal?

    2. Since the school district has a board approved contract for workman’s compensation insurance with United Heartland represented by Fee Insurance through June 30, 2016, administration assumes the intent of the board to bid Workman’s Compensation July 1, 2016 through June 30, 2017. The difficulty is the school district will not receive the MOD factor until late February or early March upon which an accurate quote for workman’s compensation can be made. EMC policies expire March 12, 2016

    3. Is it the intent of the board to base the purchase of the workman’s compensation insurance on the quoted commission versus the total cost on the policy? All agents and brokers do not have access to all markets. Workman’s Compensation is handled by Mono-line Carriers, i.e. companies that specialize in and only write workman’s compensation insurance. United Heartland is such a company. Basing workman’s compensation insurance purchase only on commission fees could lead to lower commissions but higher premiums and higher overall cost.

    4. Is it the intent of the board to exclude Kansas Association of School Boards from bidding their workman’s compensation program since they do not use a local agent for their pool?
