questions as it would apply to your own specific project.
Section 7 includes all the charts and diagrams you need
to complete that relevant question.
Section 1. Before you start. Planning, evaluating, responsibilities & deciding if
owner-building is right for you.
1.1 Owner-builder options
One option you do not need to become an owner-builder for is when buying a
house. What other 3 options require you to have an owner-builder licence?
1.2 Pros and cons of owner-building
List 2 advantages and 2 disadvantages for each of the 3 options you listed above.
1.3 Funding the project
Do you require a loan for your project? How do plan on financing your project?
1.4 Impact of your current liabilities
What financial liabilities do you currently have? (ie; car loan, mortgage, annual
holiday). Have you considered your exposure to delays, hidden costs, disruption
to your normal lifestyle?
1.5 Your personal skills
What skills (ie; painting, tiling, project management) can you bring to your
project that will enable you to minimise costs?
1.6 Roles of the owner-builder
Name 3 of the roles you as an owner-builder may be required to adopt
throughout the lifetime of your project. Give a brief description of each role.
1.7 Responsibilities of the owner-builder
What responsibilities are you taking on as an owner-builder?
1.8 Choosing land or where to extend
If you are building a new house or extension, how did you come to the decision of
where to build or extend?
1.9 Professional help & outside consultation
Name 2 types of consultants that you could use on your project. List 2
advantages of engaging a consultant.

Section 2. Design, drawings, available materials.
2.1 Materials to be used
What essential structural materials have you decided to use for your project?
List 2 advantages and 2 disadvantages of using these materials.
2.2 Sequence of work
Identify the general sequence of work for your project.
2.3 Obtaining Quotes
How many quotes should you request before making a final decision? What
factors should contribute to your final decision?
2.4 Setting Goals
Do you have a specific timeline for your project? How do you intend on keeping to
this timeline? Provide a list of general goals and the time frame for completion of
each goal. See diagram 7.24.
2.5 Interpreting codes & their purpose
What do the following acronyms stand for and what does each mean?

Section 3: Finance, costs, hidden fees, payments, budgets.
3.1 Costing & budget control
How much do you estimate your total project to cost? How did you calculate this
amount? (ie rate per square meter, previous project experience, etc)
3.2 Progress chart
Draw up a bar chart which outlines the estimated time frame and sequence for
each stage of construction for your project. (See diagram 7.32)
3.3 Estimating
What is estimating?
How will you ensure that your estimations are accurate?
3.4 Obtaining the finance
Why is it important to approach more than one lending institution when
obtaining finance for your project? What factors should you consider when
choosing a lending institution?
What documentation should you provide to lending institutions to improve your
chances of approval?
3.5 Tracking payments
What column entries do you have in your cash book? Provide a completed sample
of a cash book with at least 2 entries. Be sure to complete all columns (See
diagram 7.34)

Section 4: Statutory requirements, insurance, government rules and
regulations, tax.
4.1 Insurance obligations
What 3 types of insurance you should be aware of? Which insurance is mandatory
before you starting your project?
Does the BSA's Statutory Insurance Scheme extend to work performed by an
owner-builder?
Before any Trade Contractor commences work on your site, what should you
insist from them?
4.2 Mandatory Signs
What specification guidelines must you follow when erecting the sign for your
owner-builder project?
4.3 Warnings to purchasers of owner built houses
How often can you be issued with an owner-builder licence for land having
separate titles?
Under the QBSA Act, what must you provide to any subsequent purchaser, if you
sell your property within six years?
As set out in the QBSA Regulation 2003, what must be included in the notice if
you sell your property within six years?
Who is responsible for providing a suitability statement about the investigation of
your site and the uses for which the land is suitable?
4.4 Approvals, Inspections & Inspectors
Name the 4 stages at which you will require a mandatory inspection by a certified
inspector?
In the construction of an entire home, what plumbing inspections are compulsory
under the Metropolitan Water Supply and Sewerage Act 1909?
Who is responsible for carrying out each inspection stage listed above?
4.5 Safety & environment
Under the Environmental Protection Regulation 1998, when are you (or any
contractor you employ) NOT allowed to carry out work on your project that will
cause any noise disruption to others?
What obligations, under the Workplace Health & Safety Act 1995, does an owner-
builder (as the person in control of a workplace) have?
List 2 regulations that either prohibit exposure to a risk or prescribe a way to
prevent or minimise exposure to a risk.
There are 3 types of Workplace Health & Safety (WH&S) standards that outline
how to manage risks in the workplace. Which one of these 3 standards MUST be
strictly followed as is?

How would you minimise your impact on the environment?
4.6 General Safety
Owner-builders must ensure that any employers or self-employed persons coming
on-site have what general induction evidence with them.
Which document details what work your sub-contractors will carry out and how
specific risks in the workplace will be managed?
4.7 Tax
Does GST have to be included in the total price given for a contract, invoice,
receipt or quotation?
As an owner-builder, do you have to pay “portable long service leave levy”?
Whose responsibility is it to report GST and PAYG to the Australian Tax Office?

Section 5: Certificates, licences, contracts, progress payments, support and
continued administration.
5.1 Different types of contracts
List the 3 different types of contracts provided for free by the QLD BSA?
5.2 Contractors
Why is it important for you, as an owner-builder, to have a written specification?
The Domestic Building Contracts Act 2000 (DBC ACT) regulates contracts for
domestic building between building contractors and homeowners for what value
amount and over?
5.3 Value of work
For what value is a licence required if an individual or company wants to carry
out or supervise building work (both labour and materials)?
5.4 BSA licence check
How would you ensure that all workers on your site are licensed for the work they
are carrying out?
5.5 Supplies & payments
What arrangements have you made with your suppliers for delivery and payment
of materials?
What measurements do have you in place that will protect your supplies from
being damaged or stolen?
5.6 Record Keeping
How will you ensure your files are kept in order and that no documents are lost?
5.7 Progress payments & record keeping
Complete diagram 7.57, by showing at what stage you would make progress
payments to trade contractors for completed work.

Section 6. Monitoring & control, disputes & resolution, payment schedule,
pitfalls.
6.1 Conflict prevention
Identify 3 measures you will have in place to prevent any conflicts or pitfalls
occurring on your project.
6.2 Conflict resolution
If unable to resolve your dispute after organising an onsite meeting or by sending
a letter advising of issues, whom should you contact?
6.3 Connection of services
Name 3 general and 3 specific items that you need to consider before moving in?
6.4 Estimated vs. actual cost
Complete diagram 7.64 which outlines the different stages/categories of
construction and the estimated and actual costs associated with each stage. Be
sure to include all totals.
6.5 Maintenance
Have you put in place, systems that will ensure on-going termite protection,
vermin proofing and fire prevention? Name 3 other items that you will have in
place to ensure your project is maintained?
