1. Introduction

The migration pressure from the African continent towards Europe remains high. Employment

opportunities for youth in most countries are limited, which often push many young men and

women to consider irregular migration to Europe in search of greener pastures.

This led the Dutch Ministry of Foreign Affairs to issue the LEAD tender (Local Employment in

Africa for Development). The main objective of the LEAD programme is to create employment for

young men and women in eight African countries. This will be done by supporting African youth in

acquiring sustainable income, by undertaking business start - ups or development/grow existing

businesses/companies. It is expected that this intervention will contribute to reduced irregular

migration and a lower risk of radicalization and conflicts.

IOM’s main contribution under the Labour Mobility and Human Development Division will be the

creation and implementation of a Job Centre in Borama in Somaliland. This will be done in

conjunction with IOM’s partners on the grounds that are carrying out similar projects. This job

centre will take into account the recommendations of recent research conducted by different

organization and the Somaliland Government’s youth empowerment priorities. Furthermore, IOM

will seek synergy with its Migration for Development in Africa (MIDA) and Temporary Return of

Qualified Nationals (TRQN) programmes to provide technical expertise and contribute to an

enabling employment environment for youth on a national and local level.

For its outreach to youth, a variety of methodologies will be employed, such as debates,

mentoring sessions in secondary schools, career days, large-scale radio, Short Message Service

(SMS) and television (TV) campaigns as well as community outreach both in Borama, private

sector, surrounding environs and the diaspora communities, so as to reach a wide audience.

Messages are intended to mediate the available local opportunities and form linkages between

organizations with similar objectives of minimizing irregular migration, creating entrepreneurship

opportunities and jobs.

2. Partnerships and Coordination

Partners for this project will include Local organizations in Borama, the government, Migration for

Development in Africa(MIDA), Oxfam Novib, Butterfly works, VC4A, the Somali diaspora, who will

be included in different aspects of the 27 month project. Implementing partners will be selected

to engage in community outreach. IOM will also inform the local authorities of the

implementation of the project and engage them in the identification of the skill gap in the

employment sector and the curriculum with the Ministry of education. IOM’s Hargeisa Office will

be responsible for the overall implementation of the activities in the job centre and will report on

a monthly basis on the progress to IOM Nairobi and IOM The Hague offices. IOM Nairobi on its

part will ensure that the activities executed are in line with the project’s objectives and

embedded in the overall IOM activities in Somalia. IOM The Hague will coordinate with Oxfam

Novib on project level and LEAD programme level.

3. Objective and outcomes of the Call

To contribute to the Youth having alternative livelihoods and employment by partnering with a local existing NGO

Access to information on self-employment and training to acquire skills

Increased engagement amongst different organizations to address the gap in skills

Awareness rising on the risks and dangers of irregular migration.

4. Aim of the Job Centre

Provision of technical and vocational training, internship and out-reach activities for the youth.

The centre will offer the following services:

Career advice;

Accessibility to free ICT usage and training in basic computer packages (with certification);

On line Vacancy Listing;

Mentoring and counselling on irregular migration;

Vocational Skill Training.

Matching the youth with apprenticeship opportunities and internship for graduates;

Information about the services by the other project partners related to business start-up, ICT skills courses, etc.

Engagement with the Diaspora Community.

Co-ordination with other Educational Institutions and Potential Employers.

Career advisors will be available to assist young people in identifying their career and business

options by providing them information on current market needs in Somalia, training where

appropriate, and educational requirements. This will include graduates and young people who

have not gone through mainstream education.

The expected results of the project are;

Youth job centre established and functioning sustainably

Youth have access to internship opportunities and permanent jobs

More young men and women have found paid jobs or are running their own enterprises

Youth are better informed about and the risks and dangers of the perilous journey to

Europe and also on the various livelihood and job opportunities at home in Somaliland

Youth have acquired technical knowledge and skills that will help them to find suitable

jobs or start a business.

3. Which location is eligible?

An LNGO that has an existing job centre that is based in Borama, Somaliland

4. What is the Time Frame of Projects Implementation?

The proposed project should have duration not more than 27 months.

5. Who are the target beneficiaries?

The main beneficiaries are: un-employed youth, IDPS, potential individual migrants in Somaliland,

vulnerable groups such as asylum seekers and minors.

6. What type of LNGO can apply?

An existing registered one who have experience in working with the youth, has previous

knowledge of Undertaking technical and vocational training, has held outreach activities

using different outreach activities,

Has an existing premises with teaching equipment on site

Can sustain the project after the 27 months of funding is over.

7. What is the available budget?

Budget for the project should not exceed a total of USD $ 270,000 for 27 months (Overhead/ office costs and training)

8. Evaluation Criteria

IOM shall evaluate the Proposals on the basis of their responsiveness to the above mentioned activities, compliance to the requirements of the Call for Proposals and by applying an evaluation criteria and point system. Each responsive proposal shall be given a technical score. IOM will conduct an objective physical verification of the organization for those proposals which scored high marks.

8.1. Experience in similar projects (10 points)

The proposal needs to demonstrate how much experience each organization or LNGO has on the similar interventions by explaining;

Number and outcomes of similar projects implemented,

Methodologies of implementing similar activities,

Collaboration with key stakeholders such as government entities, including line ministries, the private sector, religious leaders, and the Diaspora

Experience working with migrants and mobile populations as well as crisis affected host communities

8.2 Clear situation analysis, and problem solving strategy with sustainable actions

(35 points)

The proposal needs to clearly identify issues and problems affecting the target beneficiaries in the specific geographic area and understanding of the lack of jobs amongst youth, entrepreneurship and clear outreach activities which should bare results. It should:

Demonstrates a clear strategy to address the problems identified in a manner that ensures sustainability with a presentation of clear exit strategy.

Should justify why the selection interventions are the most relevant to address the issues/needs identified.

Explain how the project ensures inclusive participation of all socio economic groups including minorities, vulnerable households and community ownership

8.3 Clear and Cost Effective Budget (15 points)

The budget proposal will give a detailed overview of all costs against activities as per the attached budget template. Please draft the budget as realistic and competitive as possible (i.e. cost efficiency and effectiveness).

8.4 Cross-cutting, coordination, M&E and visibility issues (20 points)

The proposal should include how to address the below issues;

Adherence to the existing guidelines and co-ordination with the stakeholders to be engaged

Include the gender and social inclusion of minorities Monitoring and Evaluation – how the project plan to monitor and evaluate impact,

relevance, effectiveness, and efficiency. Innovative ways to promote visibility of IOM and the donor

8.5 Organization Capacity (20 points)

The organization should demonstrate both physical capacities (e.g. Physical presence, human resource capacity, financial condition) and technical knowledge and expertise

9. Which LNGOs are eligible to participate in this call for proposal?

They should have full access to all the areas mentioned in

section 3 above.

They should be legally registered in Somaliland.

They should have a working office and an organizational profile.

They should have extensive working experience in similar interventions.

They should have endorsement letters from the Government, local authorities and international NGOs and/or UN agencies.

They should have good understanding and working relationship with the relevant line ministries, local authorities, local communities and/or international NGOs.

They should have financial capacity and adequate staff in relation to the needs required for the proposed project.

They should have financial capacity to pre-finance part of the activities.

10. Reporting Requirement

Provide monthly reports outlined in the contract with IOM: narrative reports on the

progress of the project.

Provide financial reports before receiving the next installment of funds.

Submission of a final narrative and financial report, including all activities undertaken within the project implementation period no later than 30 days, and 10 days, respectively after the end of the project.

12. How to apply and where to send proposals?

The Proposals must be delivered by hand or through mail to IOM Somalia Office in Nairobi, Kenya or sent by email by 18:00 (Kenya Local Time) of 18 th May 2016. No late proposal shall be accepted.
