The global context• The UN Secretary General started driving this agenda,

but Member States (your government) will negotiate the new framework

• The intergovernmental negotiations will take place within the UN General Assembly, where countries operate in blocks and civil society access is restricted

• Governments respond to public and political pressure. Parliamentarians at national level must show their governments that they care about this agenda and tell them what matters to them and their constituencies

• Encourage partners to communicate with parliaments and use parliamentary mechanisms to strengthen government positions: this will soon become a very political intergovernmental process
