2010 Floods - background

13.000 people in 16 districts affected,1.085 flooded households

Adverse economic impact on GDP of about 0.15 percent

Total damage and losses estimated at USD 41.9 mln (damage – USD 18.3 million; losses – USD 23.6 million)

Damage sustained in the infrastructure sector was 67 percent and in the productive sector was 26 percent of total

Damage concentrated in housing (USD 6.5 million or 36% of the total), transport (USD 4.8 million or 26 percent), and agriculture (USD 4.4 million or 24 percent)

Structure of losses concentrated heavily in the infrastructure (70 percent) and productive (24 percent) sectors

Human dimension critical in terms of lost incomes and property making the affected population especially vulnerable (13,000 persons affected)

Short and medium term needs produced by the flood equal 77.5 mln USD or 1.4% of 2010 GDP

PDNA Action Plan

Action Plan to be approved by Government Decision and incorporated into line ministries reporting system

Short- and mid-term recommendations from the PDNA exercise combined with long-term priorities elaborated internally.

Main components:

Infrastructure (reconstruction of dams, housing, energy, transport, water and sanitation)

Productive sectors

Social

Cross-sectorial (environment, disaster risk management, cadastre system, scientific basis)

Legal and regulatory framework

Coordination and reconstruction measures

Commitment at all Government levels. Major stakeholders inside the Government:

Reconstruction actions

Housing: 703 houses to be built; contracts awarded and works started for the construction of 694 houses. Contracts amount – 16.9 mln USD.

Transportation: 10.8 mln USD allocated for roads reconstruction. Railway already reconstructed.

14 companies involved in works, creating around 2000 jobs, most of them for locals.

Committed from Government resources (contracts signed): 27.7 mln USD, out of which 3,04 mln USD paid in advance for Contractors. Sources not yet fully allocated.

Social infrastructure – funds allocated to LPA.

Water and sanitation, natural gas supply – design works under way.

Further action

Financial deficiencies in funding the 77,5 mln USD needs spanning to mid-term (long-term needs higher)

Tighten monitoring and coordination of reconstruction efforts

Improve transparency of funds use from the Special Account – regular detailed reporting of incoming funds and their destinations

Finalize and approve the Action Plan with Government Decision, incorporate it in the line Ministries’ programs and reporting systems
