LAWSOFTHEGAME 2010Effective:15July2010
Thisdocumentisaimedatprovidingaquickreferenceguideforplayers,coaches,teamofficialsandvenue
managerswithregardtothechangesmadetotheFIFAFutsalLawsoftheGame2010,basedonthe2008.
Manyofthechangesbringsomeofthephilosophyoffootballtofutsal.
Thisshouldenablefootballplayersto
moreeasilyadaptwhenmovingtofutsal.
ThesechangeswillcomeintoeffectforanyFootballNSWFutsalcompetitionbeginningfrom1stAugust
2010.
MAJORCHANGES1.Thematchisnowallowedtostartwhenbothteamshavethreeormoreplayers
LAW3 THENUMBEROFPLAYERS
Players
Amatch
may
not
start
if
either
team
consists
of
fewer
than
three
players.
TohavetheFutsalLawsoftheGameconsistentwiththoseoffootballamatchcanbestartedwiththe
minimumnumberofplayersrequiredtocontinueamatch.
Shouldateamhavelessthanthreefitplayersat
anytimeduringthematch,thematchisabandoned.
2.TheslidingtacklehasbeenmadelegalThismeansthataslidingtackleisassessedinthesamewayasanyotherchallenge.
Ifaslidingtackleis
careless,reckless,orcarriedoutwithexcessiveforce,itisadirectfreekick(anddisciplinarysanctionwhere
appropriate).
Anytacklethatendangersthesafetyofanopponentshouldbesanctionedasseriousfoulplay.
Itis
always
good
to
remind
players
that
getting
the
ball
alone
is
not
enough
for
atackle
(any
type
of
tackle)
tobeconsideredsafe.
Therefereeisobligedtoassessifthewayinwhichthetacklewascarriedout,including
actionsthatfollowcontactwiththeball.
Ifanonballtackleisfollowedupwiththeplayercontinuingon
throughtheopponent,therefereecanconsiderthechallengetobecareless,recklessorexcessivelyforceful.
3.TheballcrossinghalfwaydoesnotallowthegoalkeepertotouchitagainnowLAW12
FOULSANDMISCONDUCT
Foulspenalisedwithanindirectfreekick
Anindirectfreekickisawardedtotheopposingteamifagoalkeepercommitsanyofthefollowing
fouroffences:
controls
the
ball
with
his
hands
or
feet
in
his
own
half
of
the
pitch
for
more
than
four
seconds
touchestheballagaininhisownhalfofthepitchafterithasbeendeliberatelykickedto
himbyateammatewithoutanopponentplayingortouchingit
touchestheballwithhishandsinsidehisownpenaltyareaafterithasbeendeliberately
kickedtohimbyateammate
touchestheballwithhishandsinsidehisownpenaltyareaafterhehasreceiveditdirectly
fromakickintakenbyateammate
LAW16 THEGOALCLEARANCE

Iftheballisinplayandthegoalkeepertouchestheballagain(exceptwithhishands)beforeithas
touchedanopponent(exceptifithasaccidentallytouchedanotherplayerinhisteam):
anindirectfreekickisawardedtotheopposingteam,tobetakenfromtheplacewherethe
infringementoccurred(seeLaw13 Positionoffreekick)

Thegoalkeepercannotreceivetheballbackinhisownhalf,ingeneralplayorafteragoalclearance,unlessit
hastouchedanopponent.
Itisallowedforthegoalkeepertoreceivetheballdeliberatelyintheopponents
halfbeforeithasbeentouchedbyanopposingplayer.
MODERATECHANGES4.Agoalcanbescoredwiththelastkickofthematchaftertimehasexpired.
LAW7 THEDURATIONOFTHEMATCH
Endingtheperiodsofplay
Thetimekeeperindicatestheendofeachperiodwiththeacousticsignalorwhistle.Afterhearingthe
timekeeper'swhistleoracousticsignal,oneoftherefereesannouncestheendoftheperiodormatch
withhiswhistle,bearinginmindthefollowing:
Iftheballhasbeenkickedtowardsoneofthegoals,therefereesmustwaitforthekicktoendbefore
thetimekeepermaysoundthewhistleoracousticsignal.Theperiodendswhen:
theballgoesdirectlyintothegoalandagoalisscored
theballleavestheboundariesofthepitch
theballtouchesthegoalkeeper,thegoalposts,crossbarorground,crossesthegoallineand
agoal
is
scored
theballtouchesanyplayerotherthanthegoalkeeperafterithasbeenkickedatthe
opposinggoalandnoinfringementhasbeencommittedthatrequiresadirectfreekickora
penaltykicktoberetakenor,duringthetrajectoryoftheball,oneoftheteamsdoesnot
commitaninfringementthatissanctionedwithadirectfreekick,beginningwiththesixth
accumulatedfoul,orapenaltykick
thedefendinggoalkeeperstopstheballoritreboundsfromthegoalpostsorcrossbarand
doesnotcrossthegoalline
Thischangeworkslikebasketball.
Thematchdoesntenduntilthefinalkickreleasedbeforetimeexpireshas
aresult.
Theballcangoinoffthegoalkeeperorposts,howeverifANYotherplayertouchesitaftertimehas
expired,thatistheendofthematchandanygoalscoredisdisallowed.

Agoalmaynotbescoreddirectlyfromthekickoff.
Thischangemeansthatplayerislesslikelytofeeltheneedtoblasttheballattwodefendersstandingthree
metresaway.
6.EncroachmentatfreekicksisacautionLAW13 FREEKICKS
Infringementsandsanctions
If,whenafreekickistaken,anopponentisclosertotheballthantherequireddistance:
thekickisretakenandtheoffendingplayeriscautioned,unlesstheadvantagecanbe
appliedoranotherinfringementiscommittedthatispunishablebyapenaltykick.Ifthe
infringementispunishablebyafreekick,therefereesdecidewhethertopunishtheoriginal
infringementortheonecommittedsubsequently.Ifthesecondinfringementispunishableby
apenaltykickordirectfreekick,anaccumulatedfoulisrecordedagainsttheoffendingteam

Cominginsidethefivemetresearlywillearnyouacaution.

kick
is
taken
by
ateam
mate
of
the
player
who

indirectfreekicktothedefendingteamtobetakenfromwherehekickedtheball
LAW14 THEPENALTYKICK

If,whileapenaltykickisbeingtaken,theballiskickedbyateammateoftheplayerwhohadbeen
previouslyidentified:
therefereesstopplay,cautionhimforunsportingbehaviourandorderthematchtobe
restartedwithanindirectfreekicktothedefendingteam,tobetakenfromthepenaltymark
(seeLaw13 Positionoffreekick)
Whentherefereeaskswhoistakingapenaltyordirectfreekickwithnowall,thatplayermustbetheoneto
stepupandhittheball.
Ifanyoneelsecomesforwardandtakestheshot,anindirectfreekicktothe
oppositionteamisawardedandtheplayerwhokickstheballiscautioned.

Ifthepersonsentoffwasasubstituteatthetime,thereisnoreduction.
Thosewho
wereonthepitchwhentheendoftheperiodwassignalledareconsideredtobeplayersuntilthenextperiod
ofplaystarts.
12. StoppingattheendofyourrunupatapenaltyisnotallowedLAW

PENALTY
KICK
Procedure
Feintingintherunuptotakeapenaltykicktoconfuseopponentsispermittedaspartof
football.However,feintingtokicktheballoncetheplayerhascompletedhisrunupis
consideredaninfringementofLaw14andanactofunsportingbehaviourforwhichthe
playermustbecautioned
Itisnowrequiredtocautionaplayerwhofeintstokicktheballattheendofhisrunup,butdoesnot.
Inthis
instancethekickisretakenastheballwasnotinplaywhentheinfringementoccurred.

Ifateamneedstoexcludeaplayeratpenaltyshootouts,itcanbetheactivegoalkeeper
PROCEDURESTODETERMINETHEWINNEROFAMATCHORHOMEANDAWAY
Kicksfromthepenaltymark
Procedure
Ifateammustreduceitsnumberstoequatewiththatofitsopponents,itmayexcludethe
goalkeepersasplayerseligibletotakethepenaltykicks
Wherekicksfromthepenaltymarkarerequiredbothteamshavetohaveanequalnumberofkickers.
Ifthey
arentequal,theteamwithmoreplayersmustexcludeoneormoreplayers.
Thatsalwaysbeenthecase. The
newbitisthatwhenthishappensnow,thegoalkeeperofasidewhomustreducetheirnumbersmaybe
excludedfromtakingakick,howevermaystillactasthegoalkeeper.
ThegoalkeepercanONLYbeexcluded
whentheteammustreducetheirnumberofeligiblekickersotherwisehehastotakeakickwhenhistimecomes.
Sothatsthelistofchangesthatwillaffectthewaythegameisplayed.
