questions posed at the 5/ 13/ 2014 City Council meeting on the Affirmed Housing GroupDevelopment & Loan Agreement in the Creek District agenda item.

ORAL COMMUNICATIONS

KIRBY CHALLMAN, Del Mar Fairgrounds, provided a presentation on the upcoming fair and invitedthe City Council to attend.

CHARLES BUCKLEY, San Marcos, requested the City Council direct staff to renegotiate the Sheriff' sDepartment contract to obtain additional deputies to improve response times.

DOUG LOGAN, San Marcos, expressed concern relating to the length of time it took San Elijo Hillsresidents to evacuate during the Coco' s fire and requested the City Council direct staff to conduct

public workshops to find ways to improve evacuation times and potential future access routes. He

stated that traffic enforcement would have improved evacuation timeliness.

PHIL BYSTOM, San Marcos, commented the fire response effort was flawless and he proposed the

City raise the required funds to erect a firefighter statue at Double Peak Park in appreciation of theirefforts.

RONALD KETCHAM, San Marcos, thanked the firefighters for a good job during the Coco' s fire butstated concerns relating to public workshops held in 2012 in which property owners were educatedin clearing brush from their property. He stated that he reported a property in Coronado Hills inneed of brush clearing to fire department administration and followed up as the property was notcleared. He was informed by the fire department that the property was in a trust and nothing couldbe done. He recommended the City clear properties of excessive brush so that adjacent and/ ornearby properties aren' t at risk and place a lien on the property for reimbursement.

NORA LOGAN, San Marcos, stated it took her three hours to evacuate due to traffic congestion on

Questhaven Road and that she did not receive the reverse 9- 1- 1 notification to evacuate.

NEW BUSINESS

6) RESOLUTION NO. 2014-7321 —SAN MARCOS BOULEVARD COMPLETE STREET MULTI-WAY

BOULEVARD PROJECT CONCEPT PLAN SELECTION. Consider approving the San MarcosBoulevard Complete Street Multi-Way Boulevard Project Alternative B concept plan forfurther planning and engineering.

CITY ENGINEER/ PUBLIC WORKS DIRECTIOR EDWARDS provided staff report dated 5/ 27/ 14.

Staff recommended the City Council adopt a resolution selecting Alternative B concept planfor further planning and engineering efforts for the San Marcos Boulevard Complete StreetMulti-Way Boulevard Project.

STAFF responded to INDIVIDUAL COUNCILMEMBER questions as follows: 1) twenty-sixpeople attended the public workshop; 2) the project will be built by developersincrementally over time and the concept plan is to be used as a guide for redevelopment; 3)the project area may be the first in the city with metered parking; 4) the biggest challengewith Alternative B is safety issues which are solvable; and, 5) ensure vehicle infrastructure is

in place before moving forward with the project and STAFF clarified that otherdevelopments have triggers that require certain improvements are made.

MIKE HUNSAKER, PODL, stated what is being seen is a computer simulation and that transitand parking issues need to be developed further.

CHARLES BUCKLEY, San Marcos, stated the dangers of lane sharing and urged the CityCouncil to not allow the State or any outside entity to dictate what is done with city streets.

APPLICANT: EI Dorado II, LP and Orange Housing Development CorporationLOCATION: Focus Area 4 of the 2012 General Plan Update

PRINCIPAL PLANNER KOLLER provided staff report dated 5/ 27/ 2014. Staff recommended

the City Council approve resolutions and an ordinance for EI Dorado II allowing theconstruction of 120 affordable apartment units and 7, 000 square feet of retail, approve a

general plan amendment, and adopt a mitigated negative declaration.

TODD COTTLE, C& C Development and Orange Housing Development Corporation,Applicant, provided a Power Point presentation. MR. COTTLE responded to INDIVIDUAL

COUNCILMEMBER concerns as follows: 1) 7, 000 sq. ft. of retail will be located alongMission Road; 2) his company owns, builds and manages the apartments; 3) the families willbe relocated from the 12- plex during construction and will not have an increase in rent; and,4) the affordability aspect is a 55 year term.

MIKE HUNSAKER, PODL, stated he is in favor of the project' s appearance and additional

parking; however, he feels affordable housing should be distributed throughout the city.

CITY ENGINEER/ PUBLIC WORKS DIRECTOR EDWARDS provided staff report dated

5/ 27/ 2014. Staff recommended the City Council consider approving the City' s 2014 RegionalTransportation Improvement Program ( RTIP) list of projects for Fiscal Years 2015 to Fiscal

Year 2019.

STAFF clarified that the email received from a resident relating to the RTIP excludingbicycle/ pedestrian projects in the city was followed up with conversation of the additionalimprovement projects included in the Capital Improvement Project budget, as well as some

other grant funded projects, that include bicycle and pedestrian alternative transportation

improvements.

SARA KENT, San Marcos, commented she was pleased to hear that not all the bicycle and

pedestrian serving infrastructure projects are contained in the RTIP list. Ms. Kent requestedthat the City Council direct staff to consider more region- wide, inter-connected projectsrather than having silo projects that could be considered in a more integrated fashion. Sherequested staff speak to law enforcement officials and request they be more lenient in theinterim of those traveling by bicycle on San Marcos Boulevard allowing them to utilize thesidewalks after dark until bike lane infrastructure improvements are installed on some of

the main thoroughfares.

The City Council expressed their gratitude and pride during the fires and the numerous agenciesthat assisted and worked well together. Vice Mayor Jones announced the appreciation event

scheduled for Saturday, May 31st, at Mission Hills High School, from 11 a. m. to 3 p. m.

Councilmember Jenkins Sharon reported she recently spoke to Mr. Osen regarding the San MarcosMiddle School students who attended the Model U. N. event and found out they were one out offour middle schools who attended from the State of California.

Councilmember Orlando stated the City Council toured the fire burn areas and recommendedeveryone keep defensible space on their property.

ADJOURNMENT

Vice Mayor Jones adjourned the meeting at 8:53 p. m.
