FLEET SYNOPSIS | CITY OF HOBOKEN

THE SITUATION Current fleet age is negatively impacting the fleet operations & service to community

• 26% of the light and medium duty fleet is currently 10 years or older • 60% of the light and medium duty fleet is currently 7 years or older / past IRS Useful Life • 8.5 years is the current average age of the fleet • 2034 - The year when Hoboken would replace every vehicle in its fleet based on the current acquisition rate • Older vehicles have higher fuel costs, maintenance costs and tend to be unreliable, causing increased downtime and loss of

productivity. THE OBJECTIVES Ease the burden on capital expenditures for depreciating assets

• Leverage an open-ended lease to maximize cash flow opportunities and recognize equity. • Provide a lower average fleet cost that is predictable year over year

Identify an effective vehicle life cycle that uses the fleet equity to fund replacements; creating a conservative savings of over $871,373 in 10 years

• Shorten the current vehicle life cycle from 13.5 years to 5 years • Free up more than $20,000 in capital from the salvage of 9 vehicles in the first year • Significantly reduce Maintenance to an average monthly cost of $47 vs. current $175 • Minimize downtime, overhead expense, and free up time for city employees to focus on important city business

Increase safety with newer vehicles

• Currently: 9 vehicles predate Anti-Lock Brake standardization (2007), 21 vehicles predate Electronic Stability Control standardization (2012), 46 vehicles predate standardization of back up camera (2018)

• Modern STANDARD Safety features include – backup camera, Bluetooth, front collision warning, Electronic Stability Control • Modern OPTIONAL Safety features include – Lane departure warning, pedestrian cross-traffic alert

Improve Sustainability, Carbon Footprint, and Fleet Utilization

• Current MPG average is under 14 – moving to hybrid models decreases fuel consumption by 60% - average over 30 MPGs by 2025

• The city spends money on underutilized vehicles (insurance, extra repairs, storage, license/title) – sell underutilized vehicles and maximize efficiency with remining fleet, to cut costs

THE RESULTS By partnering with Enterprise Fleet Management, Hoboken will be better able to leverage its buying power, implement a tighter controlled resale program to lower total cost of ownership and in turn minimize operational spend. Hoboken will reduce fuel costs by 60% and reduce maintenance costs from $175 on average to $47 per unit. Leveraging an open-end lease maximizes cash flow and recognizes equity from vehicles sold creating an internal replacement fund. Furthermore, Hoboken will leverage Enterprise Fleet Management’s ability to sell vehicles at an average of 109% above Black Book value. By shifting from reactively replacing inoperable vehicles to proactively planning vehicle purchases, Hoboken will be able to replace all of its vehicles over the course of 5 years while creating an annual savings of $82,768.
