1 Requirements of Fitting-out Designs 1.1 Introduction

1.1.1 The Fit-out Guide is provided by Roads and Transport Authority (RTA) to enable the following parties with requirements and guidelines to design and fit out their kiosks / shops to a high standard and in a safe manner.

1.1.1.1 Tenants;

1.1.1.2 Fit-Out Contractors employed by tenants.

1.1.2 The Fit-out Guide must be followed by all tenants in their fitting-out designs and works.

1.2 Station provision and site inspection

1.2.1 Typical station’s provision of kiosk / shop shall refer to Appendix A.

However Tenants have an obligation to carry out site inspection,

measurement and validation to establish actual site conditions and as-

built provisions before commencing preliminary design work. 1.3 Statutory requirements

1.3.1 Tenants are responsible for obtaining and satisfying all necessary statutory requirements from all jurisdictional Authorities

1.4 Formal contacts

1.4.1 All formal contact for the fitting-out and occupancy of kiosk/shop should be directed to the Representative of RTA.

1.4.2 Tenant shall provide RTA with a single point contact name with details on the design proposal for necessary coordination and follow up during design and fit out approval

1.5 Discussion before design submission

1.5.1 All designs are subject to the approval of the Representative of RTA, tenants are required to discuss specific design ideas or concepts with the Representative of RTA before commencing preliminary design work.

1.5.2 Tenant to submit Pre-qualification document for proposed Consultant/ contractor for RTA approval during the tenant briefing session. The proposed consultant / contractors shall be registered with the relevant statutory bodies within the country

1.6 Before fitting-out work begins

1.6.1 Before any fitting-out work begins, tenants must submit the fitting-out

designs to the Representative of RTA for examination and approval. The

designs must be appropriate to the location and trade. The Representative

of RTA reserves the right to reject a submission that appears to be

unsuitable for any reason.

1.7 Fitting-out Submission for Approval

1.7.1 The Tenants are required to follow the requirements of the Fit-out

Guide to prepare fitting-out submission for approval. The fitting-out

submission shall include, at least but not limited to the following:

1.7.1.1 Fitting-out drawings

a. The Tenants shall submit nine sets of hardcopies and softcopies, of all fitting-out drawings prior to commencing the fitting-out works. The proposed design drawings shall be submitted on Auto Cad release-14 / compatible software only

b. Every fitting-out drawings shall be dimensioned in millimeter (mm) and to scale.

c. Every fitting-out drawings submission shall include the following:

- drawing number, revision letter, scale and title - basic layout plans, flooring layouts, furniture layouts,

detailed drawings, sections, all internal and external elevations, reflected ceiling with setting out dimensions

- types of materials and kinds of colours to be used in the

fitting-out works - layout, type, rating and location of electrical and mechanical

equipment and installation details - layout and types of lighting, power socket outlets/electrical

equipment/telephone outlets/ data outlets, etc. with numbered

positions indicated on the fitting-out drawings - layout and types of air conditioning units, ventilation fans,

air curtains, exhaust hoods, ductworks, air grilles/diffuser, pipeworks (including condensate drain pipe), isolation valves, balancing valves, etc.

- fittings attached to station walls or soffits - types and positions of actual fastenings - details of false ceiling and Fire Services Installation (FSI) - details of access panels to station services, drainage, air-

conditioning, etc. - details of storage cupboards and furniture - details of equipment installations and supports, services

penetration through wall / ceiling / floor of kiosk or shop - existing and proposed FSI, e.g. smoke detectors and

sprinkler heads - schematic diagram of E&M works, and - combined service drawings - Existing services layout to be also provided by tenant - Details of the used anchors used for installing MEP, false

ceiling, interior walls showing the Drilling depth inside the structural elements (floors, walls, columns) ( Max allowed drilling inside the structure shall be 40mm)

- Submit details for the proposed water proofing of wet areas

1.7.1.2 Materials and samples submission

a. The tenants shall submit three sets of each of

the samples which are proposed/intended to be used in the fitting-out works, and they shall have been approved prior to ordering

b. The samples submitted shall comprise materials

and finishes in their final form.

c. The submitted samples shall be with full technical

certificate and documentation to prove their

compliance with the specification and requirement.

1.7.1.3 Artist impression submission

a. The tenants shall submit three copies of each artist

impressions to illustrate the concept, theme and design approach of fitting-out design.

b. Each artist impressions shall be in color and

printed A3 size paper.

c. The artist impressions shall be included the following: - drawing title and date

- external perspective for shop front design

and tenant’s signage

- internal perspective for kiosk/shop and furniture layout

- shop front signage of tenant’s logo and shop

name.

1.7.1.4 All Documents should have a unique number for easy referencing and quality control. Example: RLM-R01- C- 40.1- ABC (Metro ref- Stn ref- Concourse / Pod Ref- Retail Unit Ref-Tenant ref)

2 Shop front Design 2.1 Introduction

2.1.1 The Shop front Design covers the following:

2.1.1.1 Demise line

2.1.1.2 Standard shop frontage

2.1.1.3 Roller shutter

2.1.1.4 Shop front sign

2.1.1.5 Other requirements. 2.2 Demise line

2.2.1 The demise line for all kiosk/shop areas is defined as the maximum extent to which display/merchandise can be placed without jeopardising the Fire Safety Strategy.

2.2.1.1 No objects are allowed to be placed beyond this line at any time, as they will jeopardize the overall safety of the station.

2.2.1.2 No display, promotion counter or any other retail activities shall cause obstruction to passenger circulation.

2.2.1.3 A 20mm wide hairline stainless steel channel to be

provided by Tenant at demise line for shop demarcation.

2.3 Standard shop frontage

2.3.1 Unless prior approval is obtained from the Representative of RTA, no alteration is to be made to the standard shop frontage. All the structural fixing details of any shop front alteration works shall be designed and certified by a qualified Structural Engineer in order to ensure structural safety. Additional shop front glass panels/entrance glass door shall be subject to the approval of the Representative of RTA.

2.3.2 Shop front design may be rejected if it is considered incompatible with the station architecture and aesthetic appearance.

2.4 Roller shutters

2.4.1 A fire rated shutter will be provided by the Station and the security shutter will be provided by the Tenant as follows:

2.4.1.1 A fire rated roller shutter of 2 hours fire resistance

period to meet the Fire Safety Strategy is provided and a security shutter shall be provided by the tenant “if required”

2.4.1.2 The security shutter provided by the Tenant will be a

transparent type to allow for a high degree of visibility to maximize passenger awareness even when the unit is closed. The technical specification and requirements shall refer to Appendix C1.

The security shutter is required to be provided with a manual operation device to allow the tenant to close or open the shop in case of power failure.

2.4.1.3 The roller shutter path shall not be obstructed by the

tenant’s fixtures and fittings. Display fixtures/items should be set back from any part of the guide rail by 100 mm.

2.5 Other requirements

2.5.1 No opaque portion of the Tenant’s shop front shall exceed 20% of the shop front width

2.5.2 Sales promotion material such as flyers, advertisement, stickers should

not be allowed on any part of the shop front. Poster stands or notice

boards should be designed for the purpose. The design of the said

stand/notice boards shall be submitted for approval.

2.5.3 Stickers/logos/silk screening is not allowed on any part of the shop front panels/glass door/glazed panels/roller shutters.

2.5.4 Showcases and display cabinets should be adequately lit and ventilated.

3 Signage and Graphics Design 3.1 Introduction

3.1.1 The Signage and Graphics Design cover the following:

3.1.1.1 Shop signage

3.1.1.2 Tenant signage 3.2 Shop signage

3.2.1 The light box for the shop sign shall be provided by the landlord. The technical specification and requirements shall refer to Appendix C2-A. 3.2.1.1 The electrical connection /conduiting for the shop sign

(light box) till the isolator shall be responsibility of the tenant; to implement DEWA and IEE regulations which shall be the guide for all wiring works

3.2.1.2 The tenant shall install the sticker with their name /logo

on the shop front sign box and remove the same subsequently when their tenancy contract has been completed

3.2.2 The provision of shop signs for kiosks / shops are described below:

3.2.2.1 The Tenant shall provide a shop numbering sign (size

90mmW x 84mmH) at the side of the shop front to indicate

the shop number. The technical specification and

requirements shall refer to Appendix C2.

3.3 Tenant signage

3.3.1 Rules pertaining to tenant signs for retails are described below

3.3.1.1 Railway signage always has the highest priority. Tenants’ signs must not compromise the visibility nor compete with these signs.

3.3.1.2 Tenants are encouraged to use their corporate logo,

trading name and colour, which are provided and maintained by the tenants.

3.3.1.3 Notwithstanding 3.3.1.2 above, shop sign letters shall be

backlit in white colour only. Tenants are allowed to choose

only one colour as the background colour for the shop sign.

Please refer to Appendix B for reference.

3.3.1.4 Appendix B1 shall be followed for shop sign letter size.

3.3.1.5 The logo and shop name shall preferably be positioned in the centre of the shop front, subject to RTA approval.

3.3.1.6 Tenants shall submit their proposed shop front

signage arrangement with tenant’s logo and shop name to the Representative of RTA for the approval.

3.3.1.7 Cloth, paper, flashing lights, formed plastic, noise making stickers or decals, moving or rotating signs and exposed labels of sponsors are not permitted.

3.3.1.8 No displays or signs are permitted outside the demise line.

3.3.1.9 The luminance of all commercial facility signs shall not exceed 500 candela / square metre (cd/m

2).

4 Interior Design Guidelines 4.1 Introduction

4.1.1 The interior design guidelines cover the following:

4.1.1.1 Integrity of fire compartment

4.1.1.2 Glass and glazing

4.1.1.3 Ceiling

4.1.1.4 Furniture and heavy loads

4.1.1.5 Fire precautions

4.1.1.6 Lighting

4.1.1.7 Facades and aisles 4.2 Integrity of fire compartment

4.2.1 Tenants must ensure that:

4.2.1.1 The fire compartmentation of the retail unit does not infringe the Fire Safety Strategy.

4.2.1.2 No damage is done to openings, floors, walls, columns, or roof of retail units.

4.3 Glass and glazing

4.3.1 Tenants must ensure that:

4.3.1.1 All glass partitions or screens are tempered glass and

can either withstand or be protected from impact by passengers, baggage or trolleys, etc.

4.3.1.2 They have conclusive proof of safety in terms of

impact and abrasion resistance in accordance with BS8200 & BS3900

4.3.1.3 Full height clear glazing is permanently marked to

indicate the presence of glass, e.g. by using dots or bands at average of eye level (1500mm above FFL) to the approval of the Representative of RTA.

4.4 Suspended false Ceiling

4.4.1 Tenants must ensure that:

4.4.1.1 The suspended false ceiling design within their areas will

not infringe the requirements of the Fire Safety Strategy

4.4.1.2 The suspended false ceiling should be readily demountable type for maintenance and inspection.

4.4.1.3 All materials used at or above suspended false ceiling

level are non-combustible and all wiring is installed in metal ducting, conduit or trunking.

4.4.1.4 Proper, safe and convenient access to all valves,

switches and other mechanical equipment requiring maintenance is provided.

4.4.1.5 All equipment within the ceiling void is supported by a

suitable suspension system independent of the ceiling.

4.4.1.6 No supports for false ceilings or any other tenant equipment above false ceiling void including ducts shall be hanged from the main building services supports /supporting structure

4.5 Furniture and heavy loads

4.5.1 Tenants must ensure that:

4.5.1.1 All furniture is manufactured from non-combustible components.

4.5.1.2 The furniture and cupboards must be provided with doors

and in sufficient quantity to contain all envisaged needs of

the tenants so that only items intended for sale or display are

visible to the general public.

4.5.1.3 Any upholstery is fully fire retardant in accordance with BS 7176 and meets all necessary statutory requirements.

4.5.1.4 Heavy loads bear on either an independent structure or the partition adjacent to any demise wall.

4.6 Fire precautions

4.6.1 Tenants must ensure that:

4.6.1.1 Emergency exit doors and routes are kept free of obstruction at all times.

4.6.1.2 No gas or flammable liquids are used or stored.

4.6.1.3 All fittings, fixtures and displays do not restrict the free circulation of ventilation and air conditioning supply.

4.6.1.4 Fire Safety Strategy, e.g Close Cabin Concept shall be taken into consideration and should comply with DCD (Dubai Civil Defence) regulations.

4.7 Lighting

4.7.1 Tenants must ensure that:

4.7.1.1 No glare from their fittings affects the public areas or the adjacent Station signage.

4.7.1.2 The following criteria for Display Lighting (Shop front Window Zone) are met:

a. Lighting source shall have a colour rendering

index of 85 or better. b. No exposed or coloured lamps shall be used.

c. No flashing strobe, spinner, or chase type

lighting shall be used.

d. High intensity discharge lamps which do not meet the colour rendering criteria shall not be used.

e. A level of lighting in excess of 500 lux measured

vertically at eye level; in the shop front window zone

shall be maintained throughout opening hours of the

Station. Tenants are advised to shut down the lights

during the closing hours of the Station.

4.7.1.3 The following criteria for Interior Lighting (all o ther

areas of the retail open to public view) are met:

a. All light fittings shall be of the low brightness type.

b. All light sources (lamps, bulbs) for direct fittings (downlights, track lights, soffit lights, etc) or indirect fittings (coves, etc.) shall be shielded.

c. Fluorescent fitting shall have low brightness

parabolic diffusers, metal or aluminized plastic, lampshade type.

d. No lensed fittings shall be used.

e. Recessed downlights shall have specular or semi-specular aluminum reflectors or other low brightness shielding devices.

f. Self-contained interior emergency lighting shall

be provided to maintain 10 lux over the emergency exit routes.

g. Emergency EXIT signs shall be provided and

shall be conformed to the design guideline and be installed to meet all necessary statutory requirements. Back up electrical supply to the signage should also be provided.

4.7.1.4 Use energy saving light fittings. Apply CIBSE

standard for lux level 4.8 Facades and aisles

4.8.1 Tenants must ensure that:

4.8.1.1 Open facades are designed so as to facilitate passenger flow and visibility.

4.8.1.2 Aisle widths are adequate, wherever possible, for persons in wheelchairs and passengers with baggage.

4.9 Colour and material

4.9.1 Colour Requirements

4.9.1.1 Colours used should generally follow and be in harmony with the soffit/station colours. Certain neutral colours may also be used subject to the approval by the Representative of RTA.

4.9.1.2 External ducting and piping installed above the kiosk/shop and public area should be painted in a colour matched with the soffit/station colours as appropriate or agreed by the Representative of RTA.

4.9.2 No alterations to panel

4.9.2.1 Alterations, paintings, etc. are prohibited on the following panels:

a. Station wall panels

4.9.3 Floor material

4.9.3.1 The floor material chosen should be:

a. non-flammable b. hard-wearing, and c. non-slippery

4.9.4 Painting on timber surface

4.9.4.1 In general, painting on timber surface should be avoided and laminates should be used. If timber surfaces that are not clad with Class 1 flame retardant laminates, they should be coated with 2 layers of an approved Class 1 flame retardant paint.

4.9.4.2 On completion of the painting work, painting details list should be submitted to the Representative of RTA.

4.9.5 Prohibited materials

4.9.5.1 The following materials are prohibited from being used in the fitting-out works of kiosk/shop:

a. acrylic and inflammable plastics b. foam cushions, and c. other untreated inflammable materials.

4.9.6 Carpet requirements

4.9.6.1 When carpets are to be installed, the following requirements should be fulfilled:

a. pile depth must not exceed 10mm, and

b. gross floor area covered by pure wool carpet

must not exceed 10%

c. If the carpeting area exceeds 10%, the carpet must

either be pure wool with fibres pre-treated by the

“ZIRPO” process, or pure wool post-treated with a

fire retardant solution to achieve a Class 1 spread of

flame according to BS476 : Part 7 : 1987 (1993).

5 Fire Services Installation 5.1 Portable Fire Extinguisher

5.1.1 The portable fire extinguisher is to be provided by the Tenant and its

location should be clearly shown on the fitting out drawing and the

position of it must be prominent and easily accessible. Standard provision

of type and size of portable fire extinguisher should be stated on fit out

design by tenants as advised by Retail Consultant; and should be

approved by DCD (Dubai Civil Defense).

5.2 Fire Roller Shutter

5.2.1 Kiosk/shop fitting-out must be at least 200mm clear in plan from the path of any fire roller shutter

5.2.2 All fire roller shutter access panels must be visible and accessible all the times

5.3 Emergency Exit Door and Route

5.3.1 The emergency exit door must have a clear route equal to its width, i.e. not less than 915mm and must be permanently available to both customers and kiosk/shop staff

5.4.3 Other Requirements

a. Sprinkler head coverage is 12 square metres. b. Sprinkler heads shall be of quick response type, general 68 °°°°C.

c. Sprinkler distribution pipes shall be as close to the

perimeter as possible so as to maximise the area at the centre of air conditioners and other services.

d. Depending on the hood dimensions, additional sprinkler

head near or below shutter hood may be necessary. 5.5 Additional Smoke Detectors or Sprinklers

5.5.1 Any additional smoke detectors or sprinklers must be of a type approved by the following authorities and comply to NFPA 72 (2002 edition) and NFPA 13 (2002 edition)

a. the Representative of RTA b. Dubai Civil Defence Department

5.5.2 Installation of additional smoke detector(s) and relocation of

smoke detector(s) must be carried out by the assigned smoke detector’s supplier(s). It needs 4-6 weeks to check and approve software modification for the Automatic Fire Alarm system.

5.5.3 The approval of additional smoke detector(s) is subject to the

capacity of station fire panel.

5.6 Alterations to FSI

5.6.1 Any alterations to the Fire Services Installation (FSI) must only be undertaken by a registered fire services contractor of appropriate class with the approval of both the Representative of RTA and Dubai Civil Defence Department.

5.7 Important

5.7.1 All FSI, modifications and application of flame retardant paint MUST be undertaken by a registered fire services contractor of appropriate class. He/She will submit all required duly endorsed forms to local Authorities.

5.8 Other Requirements

5.8.1 Minimum one emergency light, complying with BS5266: Part 1, shall be provided by the tenant. He/She will submit all required duly endorsed forms to local Authorities.

5.8.2 For any escape door, exit sign shall be installed above the door way. He/She will submit all required duly endorsed forms to local Authorities for the installed emergency light.

5.8.3 Maintenance of the above-mentioned equipment shall be responsible by the tenant and in compliance with requirements of the local Authorities. A copy of duly signed form shall be submitted to the Representative of RTA for record.

5.8.4 Each year, the complete electrical installation shall be checked and tested by registered electrical contractor. A copy of such test report shall be submitted to the Representative of RTA for record.

5.8.5 A copy of the approved design drawings, fire load assessment

form, test reports for electrical installations, duly signed forms for all FSI modified or provided by the tenant shall always be kept inside the shop and ready for inspection.

5.8.6 The tenant to obtain Dubai Civil Defence (DCD) approval and related aspects of Dubai metro to comply the existing system as it all one system

6 Electrical Services Installation 6.1 No Alterations to Station’s Equipment

6.1.1 Alteration to existing Station’s electrical and mechanical services and equipment is NOT permitted and kiosk/shop fitting-out must:

a. not be attached to or suspended from the existing

Station’s equipment

b. not obstruct access to those soffits and wall areas where essential services, monitoring points and drainage of Station are laid

c. not obstruct both the supply and return of conditioned air d. not cover the fan coil unit e. provide adequate access for equipment maintenance

6.2 Electrical Installations

6.2.1 The electrical installations of kiosks/shops are not exempted from the provisions of the local Electricity Ordinance. For making any changes of the power loading or modifications to the existing kiosk/shop installations, tenants should:

6.3 Electrical Equipment

6.4 Important

6.4.1 All electrical works MUST be undertaken by a registered electrical contractor of appropriate grade. He/She must submit a duly endorsed copy of the following before/during the final fitting-out inspection to the Representative of RTA

7 Air Conditioning and Mechanical Ventilation System 7.1 Air conditioning

7.1.1 The type of air conditioning system provision shall generally include the following:

7.3 Mechanical Ventilation

7.3.1 Mechanical ventilation is provided for food and beverage kiosk/shop. Depending on the site conditions, the provisions are generally as below:

7.3.2 Emissions of steam, odor, or hot vapor from workplace or equipment of

the food and beverage kiosk / shop shall NOT be released to the station

areas. Tenants shall provide odor and / or vapor eliminators within the

kiosk/shop to avoid any smell or moist air to be released from the self-

contained exhaust system. Exhaust hood shall be provided to fully cover

and exhaust such emissions.

7.4 Smoke Control

7.4.1 Closed cabin concept is adopted for the station kiosk / shop. Smoke generated from the kiosk / shop shall be extracted out from the Station through the station main smoke exhaust system.

7.5 Ventilation and Air Conditioning Control

7.5.1 For kiosks/shops in Station, the tenant shall connect the air conditioning

and mechanical ventilation (ACMV) equipment to a connection box

which provides a control signal to automatically switch off the tenant’s

ACMV equipment when fire is detected.

8 Plumbing and Drainage Installation 8.1 Plumbing installations

8.1.1 Potable Water Supply

8.1.1.1 The type of potable water supply shall generally include the following:

connection from a meter box comprising a water meter and isolation valves on upstream & downstream side provided by the Station. Tenant to extend the water pipe and install internal piping and fittings within the kiosk/shop.

8.1.2 All station water supply pipes are of PPR to standard ASTM F2389. Use the same for retails.

8.1.3 Hot water where required shall be provided by means of local electric hot water units branched from the potable water supply. Hot water piping shall be suitably insulated.

8.2 Drainage Installations

8.2.1 Drainage system

8.2.1.1 The drainage system is an independently piped drainage network used for drainage of the following types of discharge: -

8.2.1.2 The drainage system shall generally include the following:

8.2.1.3 All station drainage pipes are of uPVC to standard BS

4514 & BS 5520 & BS 5526. Use the same for retails.

8.2.1.4 Tenants are required to provide all local air-seal stainless

steel grease interceptors for any drainage from equipment

producing greasy waste and interconnecting pipework

within kiosk/shop. All greasy water drainage pipework

shall be of the same material as for drainage pipework.

8.3 Important

8.3.1 All plumbing and drainage works MUST be carried out by a registered plumbing and drainage contractor of appropriate grade. He/She must submit a duly endorsed copy of the following before/during the final fitting-out inspection to the Representative of RTA
