1.1 INTRODUCTION This Manual guide business partners, consultants and contractors through the fit-out related process, rules, regulations and requirements. This manual should be read in conjunction with the fit-out guidelines by Dubai Creative Clusters Authority (DCCA), which will precede the particular requirements in this manual in case of any dispute in terms of the statutory requirements. The purpose of this manual is to accomplish fit-out phase of buildings life cycle within TECOM buildings involving review, inspections & documentation of business partners’ fit-out design submissions & installations, in accordance with the stipulated quality standards and meeting business partner’s requirements. Business partners are responsible for ensuring that their consultant and fit-out contractors have a copy of this manual and they comply with the requirements detailed within. This Manual is intended to be used by below listed stakeholders:

Business Partners of TECOM Group.

Existing Business Partners undertaking minor upgrades or retrofits or shifting their premises

All Interior Design Consultants and Fit-out Contractors who design and execute the fit-out works for TECOM Business Partners.

1.2 FIT-OUT CATEGORIES 1.2.1 MINOR FIT-OUT WORKS The fit-out works at any premises which do not have any impact on the existing building structure and main distribution system by any manner, but minor modifications to the existing building services. The scopes covered under this category are listed below:

o Retrofit / modification work other than painting, carpeting and replacement of existing finishes. o Low height partitions (minimum 20% clearance of total ceiling height without addition / relocation of

MEP devices only.

1.2.2 GENERAL FIT-OUT WORKS All new and modifications to existing fit-outs other than those detailed in minor category will fall under this category. The proposed works associated with general fit-out will require approval from relevant authorities according to the scope of works. This category covers but not limited to the following scope of works:

o Erecting partitions to full height of the ceiling (or clearance less than 20% of ceiling height) with modification to MEP services.

o Proposed modifications that require local authority approvals such as DCCA, DEWA, and DCD etc. o Addition of major equipment and installations such as Transformers, MDBs, AHUs, Data Centre etc. o Fit-out works involving any structural demolition / addition / modifications

1.3 NOCs, PERMITS and CERTIFICATES As part of the process it is mandatory to obtain below listed NOCs and Permits prior to execution of work at site. 1.3.1 Fit-Out NOC Business Partner appointed contractor shall apply for fit-out NOC for both categories of fit-out at Technical Services customer counter prior to fit-out permit submission. In case of minor fit-out submission, fit-out permit will be issued by Technical Services.

1.3.2 Fit-Out Permit Business Partner appointed contractor shall apply for fit-out permit from Dubai Creative Cluster Authority (DCCA) for general fit-out category at DCCA customer service counter. For minor fit-out works, DCCA’s permit is not applicable. 1.3.3 Mobilization Permit Contractors will receive fit-out mobilization permit (valid for 7 days ) issued from Technical Services customer counter along with fit-out NOC. Mobilization permit allows activities such as protecting common areas, materials delivery and other preparatory works. 1.3.4 Access Permit Business Partner or his contractor must obtain building Access Permit from facility management representative available at respective Business Park to execute all activities at site. Access Permits shall be issued upon obtaining mobilization permit or fit-out permit along with approved drawings. It is prohibited to furnish the fit-out premise prior to obtaining fit-out completion certificate from DCCA. A separate Access Permit is required to furnish the fitted out premise upon receiving fit-out completion certificate. 1.3.5 Services Isolation Permit Contractor must obtain service isolation permit from facility management representative available at respective Business Park if live services (power, water, firefighting and fire alarm) requires to be isolated to facilitate site activities. 1.3.6 HSE Permit Refer to HSE section for activities require HSE Permit and approach Facility Management Representative available at respective Business Park who will do necessary arrangements to issue the HSE Permit. 1.3.7 Fit-Out Final Document Clearance Contractor should apply for Final Document Clearance at Technical Services customer counter by submitting necessary documents such as (As-Built Drawings, Testing and Balancing Reports, DCD approval and DEWA approval).

1.3.8 Fit-Out Completion Certificate

Contractor shall apply for fit-out completion certificate from Dubai Creative Cluster Authority (DCCA) for general fit-out category at DCCA customer service counter. This document is mandatory to furnish & occupy the premise and refund security deposit. 1.3.9 NOC/Permit Issuance Timeline Duration required to issue the NOCs and Permits are as detailed below. The time listed is excluding the submission day.

1.4 PROCESS STAKEHOLDERS 1.4.1 Business Partner The Business Partner is responsible for making sure all requirements under the lease terms are met. This Manual will guide to achieve the requirements related to the Fit-out. The BP is also responsible for the selection of appropriately competent and insured Consultant/Contractors. 1.4.2 Fit-Out Contractor Fit-out contractor appointed by the Business Partner will act as their Fit-out representative and executes the work as per drawings till completion of the project. 1.4.3 TECOM Development & Technical Services (DTS) TECOM Development & Technical Services Department is responsible for all technical management at TECOM Group who will be overseeing the fit-out requirements of the Business Partner starting from issuance of Fit-Out NOCs, conducting site inspections, verifying testing & commissioning documents and issuance of Fit-Out completion NOC. Technical Services customer counter will be the point of contact for NOCs submission and issuance. 1.4.4 Dubai Creative Clusters Authority (DCCA) Dubai Creative Clusters Authority (DCCA) is the regulatory for free zone clusters. General fit-out works within its jurisdiction to ensure compliance with the regulations and local/international standards to obtain fit-out permit and completion certificate. 1.4.5 Facility Management Representative (FM) Facility Management Representatives of respective Business Parks are the focal point for issuing Access Permits for Minor & General Fit-out works and site coordination works such as services isolation, services reinstatement, site logistics and coordinate with HSE department for necessary HSE permits as and when required during Fit-out works. 1.4.6 Health, Safety & Environment (HSE) HSE is responsible for review and issuance of HSE permit which is mandatory for demolition, hot works, mechanical lifting, use of scaffolding height above 2 meters, confined space entry, hazardous materials handling, isolation of fire safety systems for more than 8 hours, spray painting and LPG related activities. 1.4.7 TECOM Security Department

TECOM Security Department is responsible to provide necessary access based on the Access / HSE permits issued and ensure the adherence with preliminary measures through relevant checklists before and after commencement of the works. Security personnel is authorized to stop works at site if any non-compliance noticed during execution of fit-out works. 1.4.8 FM Services Provider FM Services Provider appointed by TECOM Group will provide all necessary coordination for connection and disconnection of existing building services such as electrical power, fire alarm, water supply, drainage, sprinkler system etc. to facilitate fit-out works as and when required based on Services Isolation Permits obtained from the Facilities Management Representative. It is mandatory to execute the following works through TECOM Group’s appointed service provider:

o Fire Alarm System o Firefighting system o Central Battery Emergency Lighting system o BMS o MDBs

FM services provider shall engage the respective specialized vendor to execute those activities on Business Partner’s cost.

1.5 MANDATORY INSPECTIONS All fit-out or modification works at the premises are subject to inspections at various stages by relevant authorities and fit-out contractor shall submit inspection requests as and when applicable as detailed below:

2.1 FIT-OUT PROCESS

2.1.1 Preliminary Planning

Receive ‘Fit-out Pack’ containing the fit-out manual, as-built drawings, regulatory authority guidelines, related forms & check lists and TECOM Facilities Management Representatives contact details will be handed over to Business Partners at the time of handing over the premise

Appoint your Fit-out Consultant /Contractor for the design and execution of the fit-out works and follow the procedures. TECOM Development & Technical Services team is available with pre-notice to assists about the fit-out requirements and processes.

Applications for utilities such as electricity, telephone and water to relevant Utility companies/Government departments are the responsibility of the Business Partner and shall obtained during fit-out procedures

2.1.2 Fit-out Submittals

Fit-out Contractor to submit for fit-out NOC with relevant applicable documents at Technical Services customer counter

Follow up and obtain Fit-Out NOC and stamped MEP drawings. Submit for Fit-out Permit to DCCA in accordance to their guidelines.

2.1.3 Fit-out Mobilization

Fit-out Contractor to co-ordinate with TECOM Facility Management Representative of respective Business Park, obtain necessary Access Permits.

Complete precautionary measures required to protect the smoke detectors, covering of service elevator and common area floor & walls up to 2 meters height.

Arrange temporary power requirements and site logistics with TECOM Facility Management

2.1.4 Fit-out Works Execution

Display the fit-out permit at the entrance of the premise and arrange approved drawings available at site all times.

Execute the works in accordance with approved drawings. As and when applicable, notify TECOM facility management representative about services isolation

requirements, HSE permit requirements and tests & commissioning of MEP systems. Ensure a supervisor who is competent in applicable discipline and safety requirements is available at

the premises during the fit-out works. During impairment of Fire Safety system for more than 8 hours, a competent fire watchman to be

appointed throughout the impairment period Follow HSE / DCCA rules and regulations while executing the works Prior to close the false ceiling follow “First fix completion inspection” procedures and obtain first fix

inspection approval. Obtain signed testing and commissioning of MEP systems and air balancing document from TECOM

facility management representative. In case of inspections by government authorities, notify TECOM facility management representative

two days in advance.

2.1.5 Design Revision

In case of any revision on the approved drawings for General fit-out works, the contractor should submit a Design Revision Request to Development & Technical Services Department. The design revision request will follow the same workflow of the fit-out NOC request including Dubai Creative Clusters Authority (DCCA) approvals. If the revision is exclusively on the MEP services only, the drawings will be reviewed and approved by DTS directly and a NOC will be issued for execution.

2.1.6 Completion & Occupancy

Upon completion of fit-out work, submit Fit-out Completion Document Verification Requests with relevant documents to Technical Services customer counter.

Upon receiving TECOM’s NOC, contractor shall follow DCCA’s procedures and apply for DCCA’s final inspection and completion certificate.

Upon receiving fit-out completion certificate contractor to obtain Access Permit for furnishing the premise from TECOM Facility Management Representative.

2.2 Fees and Security Deposit

Business Partner or his contractor should pay the required fees calculated with respect to the request type and category as detailed in the Fit-out Fee Matrix.

In order to recover any cost of damage to Landlord’s assets, a security deposit shall be paid by the Fit-out Contractor as detailed in the Fit-out Fee Matrix. The security deposit for General Fit-out shall be released by DCCA to the contractor upon successful completion and obtaining the Fit-out Completion Certificate and Minor Fit-out, the deposit shall be released by DTS along with issuance of the completion certificate. Note: All security cheques furnished by the Fit-out contractor shall be in the mode of undated cheques from any bank in the UAE.

2.3 Important Notes on Fit-Out Submission and Approval

Fit-out Submittal is subject to the approval of Dubai Creative Clusters Authority (DCCA) and other regulatory authorities. The Business Partner and Fit-out Contractor are responsible for ensuring compliance of the design and execution of work at site with relevant codes and regulations given in Section 4: Fit-out Technical Information within this Manual and in accordance with DCCA’s fit-out guidance.

The Fit-out approval, inspection comments and permit issued does not relieve Business Partner or Fit-out

Contractors from their obligations related to fulfilling the design liability of Civil and MEP design of the fit-out project.

Final approval is given for design intend only. It shall be the Business Partner’s responsibility to ensure that the leased premise is designed and constructed in accordance with relevant codes and current industry standards and the specific business requirements and all relevant local authority approvals are obtained accordingly.

TECOM Development and Technical Services Department will not be responsible in the event that the

premises is not handed over to Business Partner within the grace period, due to delay in design submission, resubmission, execution and handover of the works by their Fit-out Contractor.

Kitchen layout drawings for Restaurant & Beverage outlets must be approved by Dubai Municipality Food

& Hygiene Department and Dubai Civil Defence Authority prior to submitting to TECOM for the design review and approval.

2.4 Important Notes on Execution and Completion

Any deviation from the approved drawings shall be considered a defect and must be rectified at business partner or his contractor’s cost.

Air-conditioning system shall not be turned on while fit-out work is in progress and all inlet/outlet louvers shall be properly sealed to avoid any fit-out debris/dust entering the air-conditioning system.

Slabs, columns, walls and beams shall not be drilled, cored, cut, chipped or chased under any

circumstances. Anchors into slabs & beams such as required for relocated sprinklers, ductwork, suspended ceiling, etc. will be permitted but such anchors shall be fully described in the drawings and specifications.

It is prohibited in any circumstances to join electrical wires or cables directly without using proper joint

ferrules, PVC connectors or cable joints.

TECOM Field Inspectors will conduct routine site visits to the premises and issue instructions / comments

on the activities where appropriate and inform the Contractor’s Site Supervisor and BP of any irregularities which could cause major delays or safety concerns.

Upon completion of first fix MEP works for general Fit-out works, the Fit-out contractor shall submit first fix inspection application at Technical Service customer counter prior closing the false ceiling & drainage pipes (if any) using Fit-out Inspection Request form. TECOM Field Inspectors shall fix appointment with contractor and inspect accordingly. The contractor is responsible to provide necessary access above ceiling void and under floor.

General Fit out works are to be completed within the validity period as stipulated by DCCA Fit out permit. In case of expiry the permit to be renewed.

Testing, adjusting and balancing (TAB) of all the MEP services especially HVAC installation, Firefighting and

Fire alarm installations for General Fit-out shall be carried out by a third party testing and commissioning agents. For minor fit-out works, the testing and balancing could be carried out by the Fit-out contractor.

Notify TECOM Facility Management Representative of respective Business Park the Testing &

commissioning schedule, who will arrange for random verification and validate TAB Reports.

Business partner shall maintain valid annual maintenance contracts with competent service providers for maintenance of illuminated signage, LPG installation, kitchen ecological unit, grease trap, kitchen hood cleaning, firefighting system for kitchen hood and firefighting system for server rooms.

During the construction period, it is required to display the Fit-Out and Access Permits on a clear signage

(A2 size).

This section of the Manual outlines the general rules and regulations to be followed by the Business Partner and their Fit-out Consultants / Contractors during execution of fit-out works at the premises. In addition to the listed rules and regulations, fit-out contractor is required to follow the regulations set by the DCCA as illustrated in Section 5 of DCCA’s Fit-out Guidelines. By getting Access Permit to execute Fit-Out works, the contractor is confirming they obliged to comply with the rules and regulations detailed in this section.

3.1 WORKING HOURS Fit-out work shall be carried out within regular working hours. However activities which generate noise, unpleasant odours and/or disturbance to occupants must be planned and carried out after normal business hours in coordination with TECOM Facility Management Representative of respective Business Park.

3.2 CONTRACTOR’S CONDUCT Fit-out contractors and their subcontractors must follow by the following code of conduct during the fit-out works at the premises:

o Utilize only the site latrine/ablution facilities identified for their usage. Any person found abusing the premises would be removed from site immediately.

o Smoking on site is strictly prohibited and adequate ‘No Smoking’ signs should be posted in visible areas on site.

o Cooking on site is strictly prohibited. o There will be no sleeping allowed at the premises.

3.3 PROTECTION MEASURES It is contractor’s responsibility to protect the below listed assets during the fit-out period:

o Floors and walls (up to 2 meters height) leading from the service elevator lobby to the fit-out premise entrance(s) that are used

o Curtain walls (where applicable) to minimize the risk of damage to the glass, its coating, and to the sills and mullions.

o The fixtures and finishes in the common areas

3.4 EMISSIONS FROM WORK AREA In order to avoid nuisance to other occupants:

o The door of the fit-out premises must be kept closed at all times while the work is in progress. o All glass partitions and doors separating the premise from public spaces must be neatly covered on the

inner side with a white opaque material. Dust and odours created by the works must be contained within the premise. Noisy works and wet operations shall be controlled as per TECOM and DCCA Health and Safety standards.

o Avoid causing inconveniences to the occupant by blocking access routes / common corridors while erecting hoarding. Adequate entry and exit routes shall be maintained at all times. Fit-out contractor shall erect a temporary hoarding, after approval from TECOM Facility management Representative of respective Business Park.

3.5 MATERIAL DELIVERY, STORAGE and HANDLING Fit-Out contractor should follow below rules during materials delivery:

o Delivery vehicles shall be parked at designated parking facilities only during standard operational hours.

o All materials and debris to be transported to and from the premise using the designated service lifts and service passageways only.

o Only rubber-wheeled carts and trolleys are allowed to be used to deliver goods and materials within the building.

o All material shall be stored within the fit-out premise or in an agreed place with TECOM Facility

management representative. It is not permitted to store materials in common areas and unauthorized places.

o Obtain prior approval from Facilities management representative for shifting heavy equipment /

materials (e.g. safes) via service lifts. Contractor shall provide dimension and weight of the heavy equipment when making such a request. In cases where the lift contractor presence is required, charges will be borne by the Business Partner / fit-out contractor

o Avoid causing inconveniences to the occupant by blocking access routes / common corridors while erecting hoarding. Adequate entry and exit routes shall be maintained at all times. Fit-out contractor shall erect a temporary hoarding, after approval from TECOM Facility management Representative of respective Business Park.

o Obtain prior approval from Facilities management representative when bringing any hazardous

materials to the site.

3.6 WASTE DISPOSAL No accumulation of waste will be tolerated inside and outside of the premise. Contractor to provide a skip and to be placed at TECOM approved location for waste disposal. The skip must be regularly emptied to avoid overflow of waste materials. Contractor is not allowed to dispose their waste in TECOM’s waste receptacles.

3.7 WET AREA WORKS Where contractors carry out work involving wet trades, a suitable waterproof membrane shall be laid to ensure that moisture does not penetrate to other work areas. Proposed materials and method statement shall be submitted to Technical Services customer counter for approval. In case the Business Partner wishes to construct a wet area (toilet and/or pantry) within his office or retail area, the following requirements have to be adhered to and shall form part of the design submission to DCCA along with NOC from Technical Services customer counter

o Walls shall be constructed from 100mm thick hollow block or moisture resistant gypsum/calcium silicate board only

o Waterproofing works shall be carried out by a specialized contractor and a 10 years minimum guarantee shall be submitted against workmanship and material.

o No penetration allowed through roof slabs.

3.8 HSE Requirements

o The contractor / business partner are responsible by Law under Ministerial Decision No. 32 of 1982 and

other Federal / State Regulations for the protection of their staff from risks at work, injuries, disease, fire

etc. and they must take appropriate precautions to the satisfaction of the Authorities.

o The contractor / business partner is fully liable to comply with all applicable legal requirements, any injury

/ illness to personnel, penalties, property damages, and interruptions. The works can be resumed only

after settling such issues to the satisfaction of TECOM / Authorities.

o The work shall not commence until all the permits and approvals has been duly completed and signed by

respective personnel

o Statutory authorities / TECOM might conduct a compliance check of the activities / facilities and any non-

conformance noticed may lead to penalties and/or other remedial actions.

o All contractors / sub-contractors appointed by the main contractor / business partner must work in

accordance with TECOM HSE / statutory requirements. Effective compliance shall be demonstrated by:

a. Selection of contractors with appropriate competence, experience and standards. b. Contract management; for example, defining responsibilities and use of a formal contract c. Effective and sufficient monitoring of contractor performance, behaviours and compliance with

site rules. d. Effective communication between contractors and those involved in operations. e. Adequate identification and control of hazards and risks

o The contractor shall, before the commencement of any on-site work, ensure that a competent person

performs an activity specific risk assessment. The risk assessment shall form part of their HSE plans and

shall include at least:

a. The Identification of all hazards in execution of the processes and activities to which people may be exposed, or that may impact the environment.

b. The analysis and evaluation of risks relating to the identified hazards. c. A documented plan of safe work procedures to mitigate, reduce or control the hazards and risks

that have been identified. d. A reassessment of the residual risk, taking into account the risk reduction measures documented

in the plan. e. A plan to monitor and review compliance to the risk reduction measures

o The contractor shall be responsible for ensuring safe condition of tools and equipment used by employees,

and they are trained in proper use and handling of tools and equipment.

o Copy of NOCs and Valid permit must be available in the vicinity of the job for verification during inspections

o An additional HSE permit (other than the usual access permit) will be required and shall be obtained from

the respective HSE in charge prior to commencement of following activities:

a. Entry in to confined spaces

b. Work at height – Use of scaffold (more than 2 meters)

c. Hot work

d. Spray painting

e. Mechanical lifting (Crane, boom lift, cradle, cherry picker etc.)

f. Isolation of services

g. Excavation

h. Demolition

i. Film shooting

o HSE permits issued shall be invalidated if conditions change or if any incompatible work processes need to

be carried out due to priority and/or safety/other violations. During these situations, the applicant shall

notify TECOM Security and TECOM HSE.

o All Fit out activities involving the impairment of a fire alarm and/or protection system requires approval of

the facility management representative for the property.

a. Smoke detectors are the primary concern of false alarms in fit out activates due to dust

generation, in lieu of disabling the detector and /or fire safety system, the detector shall be

covered with appropriate cover, similar to packaging covers of the new detectors at the start of

work each day. The cover shall be removed at the end of each shift, at no time shall smoke

detectors be covered in an unoccupied space.

b. Where any fire protection or fire alarm system is out of service for more than 8 hours in a 24-hour

period, the impairment responsible shall arrange for competent fire watch(s). A fire watch shall be

a trained personnel who continuously patrol the affected area, has ready access to fire

extinguishers and has the ability to promptly notify concerned personnel in the event of an

emergency.

o The occupant / business shall appoint at least one emergency coordinator for each workplace. The

emergency coordinator shall be aware of and address the HSE requirements of the work area. A competent

safety officer shall be available full time at all works where the total number of workforce (including sub-

contractors, if any) exceeds 50 personnel.

o The contractor / business partner is responsible to report all incidents and emergencies to TECOM security

and relevant authorities. TECOM Emergency contact number 04-3601 777

o TECOM Security is not authorized to provide Emergency Medical, Fire or Police service. However, they help

to:

a. Facilitate and assist you in activating emergency services appropriately. b. Meet and guide emergency service to the scene of the incident. c. Immediately respond to secure the site and prevent as far as practicably possible, any further

damage. d. Provide immediate temporary care within the limits of their training. e. Evacuate the premises if deemed necessary according to set procedures.

o The role of emergency hotline is not to provide emergency service but to facilitate the arrival of necessary

emergency services to the incident site at the earliest

o The contractor / business partner is responsible to investigate all incidents and provide reports to TECOM

and relevant authorities.

o It shall be the duty of the contractor / business partner to maintain safety requirements throughout the job

performance.

o Common areas including elevators shall be protected against damages during mobilization, transportation

of materials and execution of works.

o Outdoor height work shall be suspended during inclement weather such as rain, storm and/or if wind

speed is above 18 mph or 16 knots

o All contractors / sub-contractors to the premises of an occupant / business in TECOM shall abide by the

HSE requirements as well as the conditions that may be issued by the occupant / business during the

period of his visit and/or work at the premises.

o It is prohibited to dispose, place, abandon or discharge any materials, wastes in public, communal, private

areas (e.g. roads, sewers, open lands, roofs, etc.). All the wastes should be disposed off in accordance to

Dubai Municipality requirements at the appropriate locations.

o No activities shall be carried out that shall cause potential hazards or nuisance to the community and/or to

the public. Such instances could be air pollution/emissions, noisy operations, improper storage, poor

housekeeping, waste discharges, odorous releases etc. Contractor / Business Partner shall ensure that their

operations are carried out safely and in an environmentally sustainable manner with due consideration to

their community and public health.

o Smoking is prohibited in all indoor locations of TECOM facilities and its Business Entities, including owned

or contracted sites, except within clearly designated smoking areas

o first aid box to be kept in the facility and ensure at least one qualified first aider is available on site all times

o It is the responsibility of the contractor / business partner to maintain proper waste management

practices, housekeeping in their premises / work areas and to keep the areas clean, tidy and hygienic

o Adequate welfare arrangement shall be made available for the personnel engaged in the fit out works

This section of the Manual outlines the particular design requirements and compliances in terms of Architectural, Structural and MEP aspects to be followed by the fit-out consultant and contractors.

4.1 ARCHITECTURAL & STRUCTURAL WORKS The designer/contractor should consider and comply with the following key architectural and structural elements in their interior design and during the fit-out works at site. 4.1.1 ARCHITECTURAL

o Dubai Municipality (DM) regulations for internal spaces and Food & Hygiene must be followed during interior fit-out design and installations.

o Dubai Creative Clusters Authority (DCCA) requirements for internal spaces, clear floor heights, lighting & ventilation openings, and food outlets etc. as per their fit-out guidelines must be complied.

o All internal partitions terminated to the glass curtain walls shall be aligned to the aluminium mullions as far as possible in order to protect external aesthetic view.

4.1.2 STRUCTURAL

o Obtain NOC/approval from landlord and the base built consultant for any changes in the existing building structures as per the requirements by Dubai Creative Clusters Authority (DCCA) Fit-out Guidelines.

o No drilling, chipping, chiselling or coring in the structural members such as slabs, columns, core walls, shear walls and beams etc.

o No extra loads to be added to the existing structure other than the approved ones during the original approval of the building.

o All materials to have a fire rating as prescribed by the codes and standards. o The gross weight of the partitions, furniture, fixtures, landscaping, water fountains and any new

features not to exceed the loads assumed during the original approval of the building. o No demolition of the structural members is permitted. o All fit-out works to have sufficient allowance for movement of structural members. o No pre fit-out works such as hammering, cutting, assembling etc. to be carried out inside the building

during execution, which may impair the structural safety and stability of the building. o Changes of wall cladding, floor finishes, thickness of screed, raised floors is all to be clearly mentioned

in the drawings to check the conformance of load with originally approved ones. o Creation of new opening or closing of existing openings to be clearly mentioned and highlighted in the

fit-out drawing submittals. o Partition loads not to exceed 1kN/m2 for office use and for other usage of buildings it has to confirm

with the originally approved ones. o If fit-out proposal includes any new columns, such columns shall be shown clearly and the structural

adequacy of the supporting members to be checked and all the supporting calculations to be submitted along with the necessary drawings stamped and signed by the main consultant of the building.

o Any structural connection of fit-out works with the building’s existing structural members to be highlighted on the drawings and subject to NOC/approval of main consultant only.

o Any modification or change of usage of building or part of building to be clearly highlighted and mentioned in the drawings.

o Addition of unplanned mezzanine floors is not at all to be done. o Any drilling beyond the depth of 25mm is to be clearly mentioned and highlighted. o In case of post tension slabs, sufficient precaution is to be taken and well coordinated with the

structural consultants of the building while drilling holes or coring for fit out works. o A written NOC/approval is to be submitted from the main consultant or the post tension consultant,

whenever deemed necessary. o Coring drawings to be submitted to DCCA structural department and obtain necessary approval prior

to site execution. o Structural inspection to be submitted to DCCA for same works after the work completion at site level.

4.2 MECHANICAL, ELECTRICAL & PLUMBING (MEP) 4.2.1 HVAC WORKS

o Air-condition services in the building is provided for human comfort only. If any special requirement related to equipment and materials storage shall be the responsibility of the business partner and such requirements to be addressed in their fit-out proposal.

o All the HVAC installations works should comply with relevant ASHRAE standards o The indoor environmental condition including the noise level in each zone should meet the functional

requirement of the space. o Substantiate with cooling load calculation the chilled water and cool air distribution for each zone. o Modification to controls, BMS, VAVs, Thermostat etc., should be coordinated with the FM Services

Provider o Chilled water system should not be tapped to introduce additional cooling equipment without

landlord approval. o Additional cooling (if required in critical areas) could be provided with DX units considering the

availability of electrical power subject to TECOM approval. o Adequate VCDs shall be provided in the duct work to facilitate air balancing. o All the materials and controls used are shall be matching with the existing ones. o System design brief and method statement shall be submitted wherever applicable. o All the duct works should comply with DW142 standards and flexible ducts should not exceed 1.5m in

length. o Chilled water pipes should be re flushed if drained for modification. o Proper access panels shall be provided for all the equipments, valves and controls located above false

ceiling. o Location of condensing units of additional A/C equipment and the refrigerant pipe routes shall be

coordinated with existing services and building elevation. o Additional toilets, pantries etc shall be ventilated with a standalone fan if the Premises are not

provided with an exhaust fan. o A/C works shall be commissioned, tested by a 3rd party testing agent. The reports shall be validated by

TECOM Facility Management. 4.2.2 FIRE PROTECTION WORKS

o All the Fire Protection installations should comply with relevant NFPA code of application and to be approved by Dubai Civil Defence Department.

o All the Rooms / Spaces except IT rooms should be covered with Sprinkler system if the building is provided with Sprinkler System.

o Computer server rooms and critical equipment rooms shall be provided with Dry Automatic Fire Extinguisher System. (FM 200 or equivalent).

o If the building is not provided with Sprinkler System then adequate numbers of hand held Fire Extinguisher should be provided at easily accessible locations.

o Each room shall be provided with adequate numbers of smoke detectors and connected to the building fire alarm system as per Civil Defence regulations.

o Kitchen extract hood shall be provided with wet chemical suppression system. o Double layer sprinkler installation is to be carried out where ceiling void exceeds 800mm as per DCD

regulations o If a slave fire alarm panel introduced in the proposal, such panel shall be integrated with building main

fire alarm panel for alarm monitoring. o Modification to Fire Alarm, Firefighting, and Central Battery Emergency Lighting shall be carried out by

the specialized system vendor who maintain those systems through the FM Services provider. o During impairment of Fire Safety system for more than 8 hours, appoint a competent fire watchman

throughout the impairment period

4.2.3 ELECTRICAL WORKS

o The design and execution of electrical installations must be in accordance with DEWA regulations, in general

o Comply with relevant standards during the design and installation of electrical services. o Component and parts of the installation such as Cables, Apparatus, Equipment and Accessories shall

comply with the relevant BS standards. o Switches and sockets shall generally be fixed in accordance with the mounting heights and the

measurement recommended in relevant standards. o Recommended lighting intensity shall be as per CIBSE Standards o All the electrical symbols used shall be as per BS standards. o It is prohibited in any circumstances to join electrical wires or cables directly without using proper joint

ferrules, PVC connectors or cable joints.

4.2.4 PLUMBING & DRAINAGE WORKS

o All the installation should comply with relevant industry standards and practices o Coring on floor slab for drain pipe is prohibited if the lower floor is meant for leasing. TECOM approval

shall be obtained to core the slab in permissible area. o Alternatively drain pump with pipe works connecting to existing drain pipe at higher level should be

proposed where coring is prohibited. o All the wet area should be water proofed and tested. o Insulated Condensate drain from additional AC units (if any) should be routed with proper slope and

connected to existing waste system and shall never be hooked up with soil system. o Proper access panels shall be provided for all the equipment and valves located above false ceiling. o DEWA water meter is to be installed where applicable. o Hazardous waste shall not be discharged in building drainage system. o DM-Drainage standard notes are to be complied for all DWV installations

4.2.5 KITCHEN INSTALLATIONS

o Prior to submitting to TECOM, obtain Dubai Municipality Food & Hygiene Department approval for all kitchen/restaurants design drawings & layout drawings

o Wet chemical fire suppression system for the kitchen hood if gas fired kitchen equipment is used. o LPG system with gas leak detection, auto shut down during a gas leak and emergency stop etc should

installed by Civil Defence approved contractor. o Obtain DCD approval if new LPG system proposed. o Proper kitchen Extract and make up air system shall be provided with necessary duct works, cleaning

access etc. Extract and make up air flow rate to be substantiated with design calculations. o Double skin type range hood is to be used in conjunction with the above make-up & extract system o Ecological system or equivalent system to be connected to the kitchen extract system as per

authorities’ regulation. o Every kitchen ventilation system should be aligned with the existing building ventilation system

4.2.6 RETAIL INSTALLATIONS

o Submit perspective view drawings to obtain approval from the business unit management for the look and feel view of shop front and signage.

4.2.7 WAREHOUSE AREA INSTALLATIONS

o Prior to submitting to TECOM, obtain Dubai Municipality approval if below activities involved.

a. Storing hazardous materials b. Setting up paint booth c. Installation of stack for furnace

o Obtain DCD approval of “rack sprinklers” if rack height exceeds 3.6 meters. o Machinery and equipment layout shall be part of the submission. o Suitable fire detection device shall be proposed to avoid false alarm generation due to dust / smoke

emission from equipment and modification to existing fire alarm/firefighting system to be proposed. o Submission shall include method statement for disposing hazardous waste, Evacuation plan and MSDS

of chemicals if any to be stored o Details of secondary containments for chemicals & flammable materials shall be shown in the drawing

and to be provided. o Evacuation plan and MSDS to be displayed at appropriate locations during occupancy period
