2013-2014

ONLINE SUBMISSION OF ADMISSION DATA

INSTRUCTION TO PRINCIPALS The Principals of all Engineering Colleges were informed

through DOTE circular No. 54200 / ECA1 / 2012, dated : 27.8.2013 that

for the year 2013-14 it is proposed to get admission data online for

First year B.E / B.Tech / B.Arch Degree courses. In this regard the

unique User-id and Password allotted to your institution has been

communicated in the same circular.

The admission data for the year 2013-14 can be fed online only.

The procedure for installation of Application Package designed for

the purpose is given in a detailed manner in the following pages. The

Application package can be accessed through Internet from 10.9.2013

till 30.9.2013 only.

The Principals are therefore requested to make arrangements for

installation of package, Feeding data and generating reports before

30.9.2013.

Guidelines regarding the following are enclosed.

There are two ways to install the Application Package: 1) Using Windows XP Operating System and Internet

Explorer 2) Using Windows 7 Operating System and Flock Web

Browser (Links are provided for downloading Flock)

The simplest and easiest way of installation is

through the first option noted above i.e. Using Windows

XP and Internet Explorer. The Principals are advised to

adopt the proper procedure.

The list of students allotted under Government

quota who have opted for AICTE TFW can be

downloaded from the application package. The

selection of students under AICTE TFW should be done

as per guidelines issued during the year 2012-13.

APPLICATION PACKAGE

INSTALLATION PROCEDURE

USING WINDOWS XP Operating System and Internet Explorer 6 (Web Browser)

The steps given below are to be followed in sequence to install the application package

developed for entering admission data for First year B.E / B.Tech. / B.Arch. Degree

programmes for the year 2013-14.

Basic System Requirements :

1) Windows XP Operating System 2) Internet Explorer 6 3) Adobe Reader

For successful installation Unclick “Block Pop-Up” in the Internet Explorer 6. Follow these steps:

1) Open Internet Explorer 6 2) Go to Tools Menu 3) Select “Internet Options” 4) Select “Privacy” 5) Unclick “Block Pop Ups”

Installation to be Done:

1) Installation of Oracle Jinitiator The steps to be followed for installation of the above mentioned program are detailed below:

The following Pop up Message will appear “This site might require the following Active X control : Oracle JInitiator from Oracle Corporation. Click here to Install

4) Click “Install Active X Control” Install Active X Control – Oracle J Initiator

The following message will be displayed “Do you want to install this software” – Oracle Jinitiator

5) Click “Install”

Oracle JInitiator Setup Wizard will be displayed

6) Click “Next” Creating JAR files 7) Following Message will be displayed “Oracle Jinitiator installation is complete” 8) Press “OK’ Loading Java applet

Once the Installation detailed above for Oracle Jinitiator is complete, use the following steps

to access the application package to make data entries and taking reports.

1. Open Internet Explorer 6

2. Open the following link in the Web Browser

The steps given below are to be followed in sequence to install the application package

developed for entering admission data for First year B.E / B.Tech. / B.Arch. Degree

programmes for the year 2013-14.

Basic System Requirements :

1) Windows 7 Operating System 2) Adobe Reader 3)

Installation to be Done :

1) Installation of Flock (Web Browser) 2) Installation of Oracle Jinitiator

The steps to be followed for installation of the above mentioned programs are detailed below:

1) Installation of Flock (Web Browser)

Step Action Remarks 1) Double Click the following link sent to your e-mail

Downloading flock.exe

2) Click “Save” File Save the Flock.exe file in any destination folder (for example, Desktop) or any default folder shown.

3) Click “Yes” Allow the program to make changes in your computer

4) Open “Flock” saved in Destination Folder Displays flock 1.2 Setup Wizard 5) Click “Next” 6) Click “ I accept” and Press “Next” 7) Click “Next’ Destination Folder will be shown as

C:\Program Files\flock 9) Click “Install”

10) Click “Finish” 11) Select browser installed on your computer Import option 12) Select Home Page of your default browser Import Home Page 13) Click “Finish” Flock Web Browser will be installed.

You can go through Start up Menu and verify.

2) Installation of Oracle Jinitiator Step Action Remarks

1) Go to ”Start Menu” on your computer and Click on “Flock” icon.

Open “Flock” Web Browser Program

2) Copy the following link location sent to your e-mail http://115.249.106.191:8889/forms/frmservlet?form= dote_2013&config=webutil

Place cursor on the link, right-click and choose “Copy Link location”

3) Paste the link in the Address Bar of the Web Browser and click “Go’ button

Open the web page through Flock

4) Click “Install Missing Plugins” Addl. Plugins will be installed 5) Click “Manual Install” Install jinit-applet 6) Click “Download Oracle JInitiator 1.3.1.22” The link will be displayed in the

Oracle Jinitiator Download Page 7) Click “Save” File To save jinit.exe. File will be

automatically downloaded to your Desktop or “Downloads” folder.

8) Close all Windows 9) Double Click on “jinit” on destination folder.

(Desktop or Downloads folder or any other destination folder.

To run Oracle Jinitiator Setup

10) Click “Next” Creating JAR files 11) Following Message will be displayed :

“Oracle Jinitiator installation is complete”

12) Press “OK’ Loading Java applet

Once the Installation detailed above for 1) Flock and 2) Oracle Jinitiator is complete, use the following steps to access the application package to make data entries and taking reports.

1. Open “Flock” browser from “Start Menu”. 2. Open link

3. Login Page will be displayed. For successful installation Unclick “Block Pop-Up” in the Flock Browser . Follow these steps :

Login Procedure: Open the Login Page of the Application. Follow these steps.

1) Open the appropriate Browser (Internet Explorer or Flock) 2) Open the link http://115.249.106.191:8889/forms/frmservlet?form=

dote_2013&config=webutil in the web browser 3) Oracle Forms will be initiated and Login Page will be displayed. Entry in Login Page: 1) Type TNEA College code and press TAB 2) College Name will be displayed. 3) Enter the User-id (TNEA College Code) allotted to your Institution 4) Enter the password allotted to your Institution (all lowercase letters) 5) Click “Login” 6) Common Window For data feeding will appear.

GENERAL INSTRUCTIONS The online submission application package is designed to feed data in the following order:

The Common Window consists of the following Three buttons.

• Press College Details button in the Common Window

• TNEA Counselling code, Name and Address of the Institution will be displayed Entering College Details

Entering Intake Details

• Double click on the Course Name in the above tabulation displayed

• The No. of seats included under Counselling will be displayed.

• Enter details of 2012-13 intake, 2013-14 intake and NBA ACCR. – Yes or No.

Press “SAVE” button, Confirmation will be obtained from the user and you will get message that the details are updated successfully. Editing Intake Details If you want to edit the Intake details already entered follow these steps.

• Double click on the Course Name in the above tabulation displayed

• 2012-13 Intake, 2013-14 Intake, Counselling Intake, NBA ACCR. Details will be displayed.

• Make necessary changes in the above details.

Press “SAVE” button, Confirmation will be obtained from the user and you will get message that the details are updated successfully. Adding a Course If you want to add a course name follow these steps.

• Select the Course to be included in the “Course Name” Drop down box above the Tabulation.

• The No. of seats included under Counselling will be displayed.

• Enter details of 2012-13 intake, 2013-14 intake and NBA ACCR. – Yes or No.

• Press “SAVE” button, Confirmation will be obtained from the user and you will get message that the details are updated successfully.

Deleting a Course

• Double click on the Course Name to be deleted in the tabulation displayed • Press “DELETE” button, Confirmation will be obtained from the user and you will get

message that the details are updated successfully. Note: Press “BACK” button to go to the Main Window.

STUDENT DETAILS

Data Entry - Government quota

• There is no need to enter Data for Government quota students. The TNEA Data for GQ students will automatically be displayed. Corrections if any in the data displayed alone should be made through editing.

Data Entry – Management / Minority / GQ Lapsed / Minority Lapsed / NRI / Foreign National / Government of India quota

• All details in the form should be entered.

The students details are to be entered in the following Three Frames 3A – General 3B – Marks 3C – Scholarship and Others

• Each Frame can be accessed through separate buttons displayed in the student window.

• If you want to switch between these frames, Press the appropriate buttons. i.e. General / Marks / Scholarship and Others.

• You can also switch between frames through TAB • Pressing the “BACK” button will take you to the main window.

1) Entering a New record

A) Government quota - Follow these steps (No need for Data Entry, Only

Edit and Save)

• Go to the frame 3A – Press “General” button in the student window • Select the Course name

• Press “New Student” button

• Sl. No. of the student will be displayed in the tabulation shown on the side

• Enter TNEA Register No. in the left most text box • Press Tab

• The details of the GQ students of the respective TNEA Number will be displayed.

• Verify the details in Frames 3A, 3B and 3C (Switch from one frame to another through TAB buttons or pressing General / Marks / Scholarship buttons)

• Press “SAVE” • Confirmation will be asked. Press “Yes”

• If the record is successfully saved, the name of the students will be displayed in the tabulation list given on the side of Frame 3A – General.

B) Management quota - Follow these steps

• Go to the frame 3A – General

• Select the Course name • Press “New Student” button

• Sl. No. of the student will be displayed in the tabulation shown on the side

• Enter Consortium Application No. in the left most text box

• Press Tab

• Enter all details in Frames 3A, 3B and 3C • Press “SAVE”

• Confirmation will be asked. Press “Yes”

• If the record is successfully saved, the name of the students will be displayed in the tabulation list given on the side of Frame 3A – General.

2) Editing a Record (Government / Management quota etc.)

• Go to the Frame 3A - General • Select the Course name

• The list of students already entered will be displayed in the tabulation list in Frame 3A – General.

• Click on the name of the student in the tabulation list for editing

• The details of the student will be displayed • Make necessary corrections in frame 3A, 3B and 3C

• Press “SAVE” button. Note: The mark in respect of GQ students – HSC (Vocational) Stream cannot be edited.

3) Deleting a Record (Government / Management quota etc.)

• Go to the Frame 3A - General

• Select the Course name

• The list of students already entered will be displayed in the tabulation list.

• Click on the name of the student in the tabulation list for deleting

• The details of the student will be displayed • Press “DELETE” button. Confirmation will be obtained before deleting.

4) Common Errors

• Trying to insert a new record / deleting a record / editing a record without

selecting Course name

• Trying to enter a new record without pressing “New Student” button

• Trying to insert a new record which is already entered through “New Student” Button (Data already entered can only be edited and not entered using “New Student” button

• Selecting quota wrongly i.e.

o Government quota selected, but TNEA number wrong o Management quota selected, but TNEA number entered

Sub : Technical Education - Engineering Colleges - Admission to First Year B.E / B.Tech Degree Courses - 2012-2013 – AICTE Tuition Fee waiver Implementation – Guidelines for the year 2012-13 issued – reg.

Ref : AICTE Approval Process Hand Book 2012-2012 – Pages 50, 51 ---------- x ---------

The guidelines issued by AICTE in its Approval Process Hand Book 2012-2013 under Chapter II – Item No. 11 for Mandatory provision of supernumerary seats for Tuition fee waiver – Pages 50, 51 are reiterated below for reference (selective portions only) 11.0 Tuition Fee Waiver Scheme (TFW)

11.1 a Scheme shall be applicable to all approved Technical Institutions offering Bachelor Programs of Three / Four Years duration

b Seats up to maximum of 5 percent of sanctioned intake per course shall be available for these admissions. These seats shall be supernumerary in nature.

c The Competent Authority for admissions shall be the same as for regular admissions.

d The scheme shall be mandatory for all institutions approved by the council 11.2 Eligibility

a Sons and daughters of parents whose annual income is less than Rs.4.50 lakhs from all sources shall only be eligible for seats under this scheme.

b The waiver is limited to the tuition fee as approved by the State Level Fee Committee for self-Financing institutions. All other fee except tuition fees will have to be paid by the beneficiary.

11.4 c In the event of non-availability of students in this category, the same shall not be given to any other category of applicants.

d State Admission authority shall invite applications under this category, make a separate merit list for this category and effect admissions on the basis of the merit list so generated.

e. The Institutions shall publish in their brochure and website the details of this scheme.

f. Competent Authority for admission shall submit a separate list of students admitted under this category to the institute to which they are admitted for compliance.

The Principals are requested to follow the eligibility as prescribed above while selecting candidates for granting AICTE TFW.

The procedure to be adopted for implementing the AICTE Tuition fee waiver (AICTE TFW) for the year 2012-13 is given below:

Phase I : Sl. Description Authority Procedure 1) List of Candidates who

opted for AICTE TFW TNEA, Anna University

i. Candidates attending Counselling under Government quota through single window counseling will give their option for fee concession under AICTE TFW scheme at the time of Counselling.

ii. Accordingly the list of eligible candidates who opted for AICTE TFW in the institution in which they are allotted will be furnished branch wise / merit wise (cut-off mark) to the institution concerned by TNEA, Anna University,Chennai-25

Phase II : 2) Selection of candidates

under AICTE TFW Concerned Institution

i. Based on the list of students allotted to your institution who opted for AICTE TFW furnished by TNEA, Anna University , the Principal shall select candidates branch wise from the TNEA list up to a maximum of 5% of the sanctioned intake of the respective branch in the order of merit (descending order of rank).

ii. Candidates for whom First Graduate amount claimed cannot be selected.

iii. Candidates selected as per (i) above shall be given Tuition fee concession – i.e Rs.20,000/- per annum.

3) Admission against Supernumerary seats permitted under AICTE TFW scheme

Concerned Institution

i. Institution can admit students under management quota against supernumerary seats equal to number of tuition fee waivers granted in that branch (subject to maximum of 5% in the branch)

General Instructions :

1. Candidates who wish to avail AICTE TFW should apply to Government quota. Therefore, only students admitted under Government quota are eligible to avail AICTE TFW.

2. Candidates should be selected only from the merit list furnished by TNEA, Anna

University.

3. Candidates for whom First Generation Graduate fee concession is awarded, cannot be selected under AICTE TFW.

4. In case sufficient number of candidates are not available in the TNEA list or sufficient

number of candidates who opted for TFW have not reported to your institution then the institution can seek option from other eligible students allotted under Government quota if available in that branch as per merit subject to the production of Income certificate in the format enclosed and select them for AICTE TFW, subject to a maximum of 5% sanctioned intake of the branch.

5. Under no circumstance, AICTE TFW concession be granted to student admitted under Management quota.

6. Supernumerary seats should be utilized in a branch equal to the number of Tuition fee waivers granted in that branch as per the above said guidelines

* In such cases, Rule under (4) above can be applied and suitable number of candidates can be selected subject to a maximum of 3 students in which case maximum possible intake can be 63. At the time of approval, Institutions should furnish the AICTE TFW list communicated by TNEA, Anna University. Selection of candidates under AICTE TFW will be verified with the list furnished by TNEA. The Principals are requested to strictly adhere to the above guidelines. Utilisation of supernumerary seats in deviation from the above guidelines will be treated as “excess admissions” and approval cannot be accorded for supernumerary seats and AICTE will be informed in this regard.
