PURPOSE

The Ontario Fire Code, Section 2.8 requires the implementation of a Fire Safety Plan for this building/occupancy. The plan is to be kept in the building in an approved location. The implementation of the Fire Safety Plan helps to ensure effective utilization of life safety features in a building to protect people from fire. The required Fire Safety Plan should be designed to suit the resources of each individual building or complex of buildings. It is the responsibility of the owner to ensure that the information contained within the Fire Safety Plan is accurate and complete. The Fire Protection and Prevention Act Part VII, Section 28, states that in the case of an offence for contravention of the fire code, a corporation is liable to a fine of not more than $100,000 and an individual is liable to a fine of not more than $50,000 or imprisonment for a term of not more than one year or both. The purpose of the Fire Safety Plan is to establish minimum requirements that will provide a reasonable degree of life safety from fire and similar emergencies in the University of Windsor buildings and structures. In the occurrence of a crisis, this plan should save lives and reduce personal injuries. Furthermore, it can prevent or minimize property damage, as well as decreasing the time of return to normal activities in the building. This official document is to be kept readily available at all times for use by staff and fire officials in the event of an emergency.

SCOPE

This Fire Safety Plan will include:

location, description, and operation of fire suppression equipment present in the building.

procedures for building occupants during a fire crisis.

duties & responsibilities of key personnel during an emergency evacuation.

regulations for frequency of emergency equipment inspections, as well as fire drills.

DEFINITIONS

B.F.P.M. - Building Fire Plan Manager Exit - refers to that part of a means of egress that leads from the floor area it serves, including any doorway leading directly from a floor area, to an open public concourse or an exterior open space protected from exposure from the building and having access to a public thoroughfare. Fire Emergency - means a fire situation caused by the forces of nature or an accident or an intentional act or otherwise that constitutes a danger of major proportions to life or property. Fire Safety Plan - is a detailed procedural plan combining the elements of contingency planning and emergency response designed to reduce the effects of an abnormal and unexpected event. Person Requiring Assistance- a person who is unable to leave a building unassisted under emergency conditions. This may include persons with temporary or permanent mobility disabilities (e.g. use of crutches, walkers, wheelchairs), with hearing or vision disabilities, as well as persons who may be immobilized due to distress.

OBJECTIVES

The objectives of the fire plan are: Fire Prevention: To prevent the incident of fire by the control of fire hazards in the building and the maintenance of the building facilities provided for the safety of the occupants. Emergency Evacuation: To establish a systematic method of safe and orderly evacuation of an area or building, by and of its occupants, in case of fire or other emergency. Regulatory Requirements: To establish standards which are in compliance with the Ontario Fire Code.

DESCRIPTION OF BUILDING

Essex Hall

Essex Hall is a three-story high building, housing the Faculty of Engineering and the School of Physical Sciences. The Engineering faculty occupies the south half of the building while the Physical Sciences occupy the north half. On the main floor between the two faculties is Essex Hall Theatre. Essex Hall Theatre is managed by the School of Dramatic Art and has its own separate Fire Safety Plan, which is included within this plan. The primary function of Essex Hall is classroom/laboratory teaching and research. Essex Hall is located on the south boundary of the University of Windsor campus, at the southwest corner of Wyandotte Street and Patricia Avenue. The building has three stories (or levels) plus a full basement. The first, second, and third levels and the basement primarily consist of classrooms, laboratories, offices, electrical rooms, storage rooms, and maintenance rooms. The roof elevation, accessible by stairs and the NE elevator, can be considered a penthouse level with individual heating and ventilation systems located within mechanical rooms. The building is constructed of cinder blocks built around a steel beam frame with a flat gravel and asphalt roof. The north half of the building was opened in 1961 while the south half was under construction. The south half opened in 1963. There are 8 exits located on the perimeter of the building. The roof and mechanical penthouses’ can be accessed from two interior stairwells on the 3rd floor level (S8-3, and S9-#3). The basement level area at the north end has an access to the sub-basement mechanical area located at M-06 at the NE end. Essex Hall has a full time staff of approximately 200 employees. There is no official system of signing-in or signing-out of employees for head count purposes. The number of students, employees, and visitors within the building can vary depending upon the time of the year or the time of day. There is no accounting system in place to know how many students are within the building at any one time. Visitors are not required to sign-in or report to Campus Police before entering.

Jackman Dramatic Art Centre

The Jackman Dramatic Art Centre is attached to the Essex Hall Building. It is immediately west of Essex Hall, and is used primarily for teaching and some performances. The building is two-stories with a partial basement. The structure of the building is steel framing with load bearing concrete block walls. The exterior walls are concrete block with face brick. The floors are precast concrete/cast-in-place concrete with metal decking and steel joists. The roof is modified bitumen, with metal decking and steel joists. This building was constructed in 2003. The Jackman Dramatic Art Centre has up to 18 employees in the building during regular business hours. However, the number of students, employees, and visitors within the building can vary depending upon the time of the year or the time of day. There is no accounting system in place to know how many students are within the building at any one time. Visitors are not required to sign-in or report to Campus Police before entering during regular hours from 9:00 am until 4:30 pm. After 5:30 pm access to the building is controlled, and visitors are required to sign in.

Building Access for Fire Department

The Fire Department has a designated vehicle access route off of Wyandotte Street, on the west side of the building. The access route is the Shipping and Receiving roadway normally used by vehicles accessing the Loading Dock. Signs are posted indicating the access and parking restrictions. The Environmental Services division of Facility Services is responsible for maintaining fire access routes.

Communications

There is no Public Address (PA) system within the building. Communication under fire emergency conditions is executed by telephone, or through the UWindsor Alert mass notification system as initiated by the University’s Emergency Response Plan.

Elevators

Essex Hall

There are four elevators in Essex Hall: three personnel elevators and one freight elevator. These are located in the northeast, east (2), and southeast parts of the building. These elevators do not have the Fireman recall feature. The elevators are currently serviced by Thyssen Krupp Elevators. Jackman Dramatic Art Centre

The elevator is located in the main lobby near the west entrance of the building. This elevator does not have the Fireman recall feature. The elevator is currently serviced by Thyssen Krupp Elevators.

Ground Floor (Basement)

There are seven (7) stairwells that lead to the outside and are situated northwest, northeast, east (2), southeast, southwest and west ends of the building.

First Floor

There are eight (8) exits leading directly outside. They can be found at the northwest, northeast, east (3), and southeast, southwest and west ends of this building.

2nd and 3rd Floors

There are seven (7) stairwells that lead to exits. These locations can be found approximately at the northwest, northeast, east (2), southeast, southwest and west ends of this building. Exit Signs are posted on each floor of the building. Roof

The roof & penthouses’ can be accessed from two stairwells on the 3rd floor level S8-3 for the north penthouse, and S9-3 for the centre penthouse. Refer to Floor Plans for locations. Jackman Dramatic Art Centre Exit Routes

First Floor

There are six (6) exits on this floor. They are located at the north (1), south (3), west (1), and northwest (1) ends of the floor. Second Floor

There are two (2) exits on this floor. They are located at the north and south ends of the floor. Roof

The roof can be accessed through the penthouse mechanical room on the second floor level. Refer to Floor Plans for locations.

During power failure, exit signs will be illuminated.

A hard copy of the Fire Plan is located in Room B-40 as well as in a secure Fire Safety Plan box near the annunciator panel (main entrance on west side of building). Jackman Dramatic Art Centre

A hard copy of the Fire Plan is located in Room 200. Copies are also posted in the East and West hallways on the first and second floors.

Keys

During off hours: when the alarm becomes activated, Campus Police will meet Windsor Fire & Rescue outside the Essex Hall annunciator panel entrance (main entrance on east side) and provide appropriate keys for access into the building as well as pertinent rooms. If required by Windsor Fire, Campus Police will then proceed to Jackman Dramatic Art Centre.

Operating Hours

Essex Hall normal hours of operation are 8:00 am-5:00 pm, Monday through Friday. However, the building is accessible 24 hours a day, 7 days a week through controlled access. The Jackman Dramatic Art Centre normal hours of operation are 9:00 am – 4:30 pm. However, the building is accessible to students through controlled entry from 5:30 pm – 11:00 pm Monday through Friday, and from 9 am – 11 pm on weekends. The building is accessible to faculty and staff 24 hours a day by controlled entry.

UTILITIES

Electricity

There are a number of electrical sub-stations located within the building. Most transformers are classified as dry. There are a few oil-filled transformers that are PCB free. Shut-Offs

Essex Hall

Electrical Isolation 5KV Feeder: M3M4-6 located at the UCC and M3M4-13 in Cartier Hall. The Chemical Control Centre’s electrical isolation is a 208-600V Feeder from Essex MO7. Jackman Dramatic Art Centre

Electrical Isolation 600V and 208 V Sub Feeders from Essex M011. During an emergency, Campus Police will contact Facility Services to shut off electricity. Electrical services can be isolated in sections of the University campus. Annually, Health & Safety will forward an updated copy of the Electrical Distribution Building Power Sources to Windsor Fire & Rescue Services and Campus Community Police.

Heating, Ventilation, and Air Conditioning (HVAC)

During an emergency, Campus Police will contact Facility Services to shut down HVAC systems through Maintenance Dispatch at ext. 2850 (after hours: ECC control room at ext. 7027).

HVAC systems are located in rooms at roof level. The locations of the HVAC systems are as follows:

Jackman Dramatic Art Centre

There are two HVAC systems in this building, located in the penthouse mechanical rooms. These systems shut down in the event of an alarm.

Natural Gas

An underground natural gas line enters the Essex Hall/Jackman Dramatic Art Centre at four locations on the west side. Shut-Offs.

The gas shut-off valves are located at:

Location #1: West Wall – North end (yellow painted pipe)

Location #2: North Wall of Theatre in an open vault (yellow painted pipe)

Location #3: West Wall – South of Loading Dock (yellow painted pipe)

The gas shut-off is located at the meter at the southwest corner of the building on the north side of the divider wall (at the driveway). During an emergency, Campus Police will contact Facility Services to shut off natural gas.

Water

Shut-off

The water shut-off for the Essex Hall / Jackman Dramatic Art Centre is located in mechanical room M-09, and in the sub-basement level mechanical area in the NW corner of the building.

FIRE EMERGENCY EQUIPMENT

Annunciator Panel

The fire alarm system indicates the specific zone of the alarm at the Fire Alarm Annunciator Panel. The panels are located at the Main Floor Lobby (east wall at main entrance) and the basement west entrance (south of Chemical Control Centre).

Emergency Lighting

For both areas, in case of a power failure, there are emergency battery operated lighting packs located throughout the building, including stairwells. The packs are designed to assist personnel movement under evacuation conditions and will function for about 30 minutes.

Fire Alarm

Essex Hall and Jackman Dramatic Art Centre

Essex Hall and the Jackman Dramatic Art Centre are equipped with an Edward’s single stage fire alarm system. The Chemical Control Centre is equipped with a Simplex 4002 single stage fire alarm system. When activated, the fire alarm is sounded throughout the entire building by a ringing bell. This fire alarm is connected to A.P.I. Alarm Inc. monitoring (1-800-268-6870) by the University’s Central Monitoring System located in Chrysler Hall. Windsor Fire & Rescue will be notified by A.P.I. Activation of fire alarm can be triggered by pull-stations, heat detectors, and sprinklers. The fire alarm system is connected to an emergency battery backup in case of a power failure. The batteries will function for about 10 hours.

Fire Alarm Pull Stations

Manual pull stations are located at all required exits. Please refer to the Floor Plans tab in this Fire Plan binder for the locations of the fire alarm pull stations.

Fire Blankets

Fire blankets can generally be found in the teaching labs of Essex Hall.

Fire Department Connections

Essex Hall

The connections are located on the east building face of Essex Hall, south of the main entrance (standpipe). Jackman Dramatic Art Centre (JDAC)

Inergen System - Essex Hall

An Inergen system is located in Chemical Control Centre (CCC). This system combines CO2 and an inert gas mixture which is supplied by a bank of bottles in the corridor. It is activated by overhead detectors in the rooms of CCC.

Fire Hydrants

Seven (7) municipal water supplied fire hydrants are located outside of Essex Hall/Jackman Dramatic Art Centre on the entire perimeter of the building:

N of JDAC. (private) The hydrants are painted yellow and are manually valved. Hydrants are to be maintained free of snow and ice and must be unobstructed for use at all times.

A fire pump has been installed for the sprinkler/standpipe system in the JDAC, the Bell & Gossett Centrifugal Fire Pump is rated at 250 gpm/70psi/3500 rpm, and is located in the basement level Mechanical Room (MB-01).

Generator Emergency Power

Essex Hall

There is no emergency electrical generator located in Essex Hall. Jackman Dramatic Art Centre

There is a diesel generator located in the basement mechanical room. The Cummins Power diesel fuel emergency power backup generator is located in the basement level of the JDAC in room MB-05. The 156kva generator will provide backup power to essential equipment.

Heat Detectors

Essex Hall and Jackman Dramatic Art Centre

Heat Detectors are installed in the larger lecture rooms, mechanical rooms, janitor closets, duplicating rooms, elevators shafts, and studios.

Hose Cabinets (FHC)

Essex Hall

Fire hose cabinets are located throughout the building on all floor levels. 1st Floor: 9 FHC in the main corridors, and 3 in the Auditorium. 2nd Floor: 9 in the main corridors. 3rd Floor: 11 in the corridors. Basement: 14 in the corridors. Refer to the Floor Plans for the locations of the fire hose cabinets. Jackman Dramatic Art Centre There are no hose cabinets in this building, 2.5” valve outlets in lieu of Fire hose cabinets have been installed in the JDAC. Refer to Floor Plans for locations.

Smoke Detection Equipment

Essex Hall

Smoke detectors are found within the Chemical Control Centre. Jackman Dramatic Art Centre

Smoke detectors are located in the elevator lobby area, corridors, storage areas, the studio theater, and in the HVAC system (*duct smoke detectors). Refer to Floor Plans for locations.

Sprinkler System

Essex Hall

There is an overhead system located in the basement. The system receives water from underground pipes, vertical risers and lateral feeders and is heat activated. Jackman Dramatic Art Centre

JDAC is equipped with a sprinkler system that has been installed to NFPA 13 (Installation of Sprinkler Systems), the control room for the sprinkler system is located in the basement level in room MB-01. Refer to Floor Plans for locations.

Standpipe System

Essex Hall

The controls/valves for Standpipe System for Essex Hall and the Jackman Dramatic Art Centre is located in the basement level in room MB-01. The Essex Hall system has Fire Hose Cabinets with 1.5” fire hose, 1.5” valve, and plastic adjustable flow nozzles. Refer to Floor Plans for locations. Jackman Dramatic Art Centre

The JDAC standpipe system does not have any FHC(s), 2.5” valves in recessed boxes have been installed and are located in the corridors of the centre for use by Fire Department personnel. Refer to Floor Plans for locations.

a) Combustible waste shall not be allowed to accumulate in quantities or locations that will constitute a fire hazard.

b) All means of egress (corridors, stairways, fire escapes… etc.) shall be kept free of combustible materials and obstructions

c) Fire doors and smoke barriers shall not be wedged or blocked open. d) Fire separations** shall be inspected regularly to ensure that the integrity of the fire separation is

maintained. e) For staff who work normal business hours, at the end of the day check all electrical equipment, i.e.

coffee machines, heaters, computers, etc. to ensure they are turned off. f) All fire hazards or conditions that pose a threat to the occupants are to be reported to the Facility

Services in writing so they can be rectified. g) Identified fire routes shall be kept clear of parked vehicles and when found will be moved or towed. h) Snow and ice shall not be allowed to accumulate in such quantities that would obstruct exit doors,

evacuation routes, fire routes, fire department Siamese connections and natural gas meters. Facility Services

Special Hazards

a) Flammable liquids will not be used for cleaning purposes. b) Flammable and combustible liquids will be stored in the original manufacturers’ containers of

containers that are listed and labeled for such use. c) Approved containers used to store flammable liquids shall be stored in approved cabinets and

labeled “Flammable”. d) All greasy or oily rags or materials subject to spontaneous heating will be deposited in listed and

labeled approved metal receptacle. e) Open flames shall be securely supported in non-combustible holders or protected to prevent

accidental contact with combustible materials.

Electrical Hazards:

All electrical equipment must be CSA or ULC approved (Canadian Standards Association, Underwriters Laboratories of Canada) Extension cords must be for temporary use only (2.4.6.1. OFC) **Fire Separation means a construction assembly that acts as a barrier against the spread of fire and may or may not have a fire-resistance rating or a fire-protection rating.

Chemical Control Centre Spills

Should there be a spill of flammable or combustible liquids within the Chemical Control Centre (CCC) all spilled materials shall be directed towards the drains located in rooms B27, B28 and B29. These drains lead to a basin which is self-contained and does not lead into any waterway, sewer system or potable water source. Each lab throughout Essex Hall has a floor drain. These drains in the north wing (Chemistry / Biochemistry) feed into a basin which then subsequently pumps into the sanitary sewer. Should there be a spill of flammable or combustible liquids, this pump will be shut off to prevent these chemicals from reaching the sanitary sewer. The shut off location for this pump is found in room M-09. The drains in the south wing (Faculty of Engineering) lead directly to the sanitary sewer. Therefore, any labs in this wing containing flammable or combustible materials shall have a neoprene mat on hand to cover the drain in case of a spill. Any spilled flammable or combustible chemical which has been contained by a basin will be removed by a hazardous waste company.

CAMPUS COMMUNITY POLICE

During a fire emergency, Campus Community Police will meet the Chief Fire Official (and Building Fire Plan Manager during business hours) outside the annunciator panel entrance of Essex Hall (main entrance on the east side of the building) and if required by Windsor Fire will then proceed to Jackman Dramatic Art Centre. Campus Community Police carry the necessary keys to access the building, as well as any pertinent rooms the fire department requires to enter.

FIRE EVACUATION DRILLS

The conducting of fire evacuation drills is arranged and supervised by Health & Safety in co-operation with the B.F.P.M., the Facility Services maintenance department, and the Fire Prevention Division of Windsor Fire & Rescue Services. All occupants in the building are expected to participate in the fire drills. Facility Services is responsible for notifying the fire alarm company before and after the drill. Health & Safety shall forward a completed copy of the “Evacuation Drill Report” (OHS-4.7.1a, see Appendix I) to the Building Fire Plan Manager after the completion of each drill or incident. Records of a fire drill shall be kept for twelve (12) months after the fire drill. The Fire Evacuation Drill for Essex Hall / Jackman Dramatic Art Centre shall be held bi-annually and

shall not exceed intervals of six months.

FIRE DRILL PROCEDURES

General The purpose of the fire drill is to ensure that the staff and building occupants are fully familiar with emergency evacuation procedures as detailed in the Fire Safety Plan. This will result in an orderly evacuation with efficient use of exit facilities in the event of a fire emergency. Conducting effective Fire Drills will help the owner, on site property manager and designated supervisory staff as well as any other personnel that have responsibilities for fire safety in the building to:

Assess the effectiveness of the emergency procedures under various fire scenario conditions

Determine if supervisory personnel can respond and carry out their duties as outlined in the Fire Safety Plan

Determine if Supervisory personnel respond in a timely manner

Comply with the Fire Code requirements for conducting Fire Drills Fire drills are to be held once every twelve (12) months, and at intervals not greater than six (6) months for buildings with laboratories as required under the Ontario Fire Code (2.8.3).

Fire Drill Planning Fire drills for the Essex Hall/Jackman Dramatic Art Centre located at 491 Patricia Road should include the Owner/Manager, supervisory staff, and their alternates and any other personnel that may be required. Building tenant(s) may not be required to participate, however they must be familiar with the Fire Safety Plan evacuation procedures. Fire Drills will be scheduled and announced in advance of the date and time to all tenants. The Fire Department and monitoring agency will be notified prior to a Comprehensive Fire Drill.

Types of Fire Drills Fire Drills that comply with the Code Requirements may be Comprehensive, Silent or table Talk drills.

Participants must describe their proposed response, these responses are assessed for adequacy and where necessary, use the opportunity to reinforce correct response expectations of Supervisory Staff

Note: Fire Incidents and Accidental Fire Alarm System activation may be considered as a Fire Drill if permitted by the Authority Having Jurisdiction provided that a thorough analysis of the event occurs and that the responses by Supervisory Staff are assessed, outcomes are documented and corrective measures are implemented.

Fire Drill Record Fire drills will be held at least once every twelve (12) months, and at intervals not greater than six (6) months for buildings with laboratories to ensure efficient execution of the Fire Safety Plan. Fire drill records are to be retained for a period of one year. The documentation should identify the date and time of the drill, persons participating, type of drill, fire drill scenario and a summary analysis of the outcome of the drill.

FIRE ALARM IMPAIRMENT

When the fire alarm system is shut off, precautions must be taken to protect all occupants in the building. Notifications along with instructions must be posted throughout the building so individuals are aware of procedures to follow in the event of a fire. During testing, the fire alarm signals will sound intermittently. In case of a fire emergency, the fire alarm signals will sound continuously. Fire alarm impairment records are maintained electronically by Facility Services.

Fire Watch Procedure

If the fire alarm system is placed out of service, Facility Services will contact the appropriate agencies, as well as Campus Community Police. A member of the Fire Evacuation Committee (or designate) will be responsible for performing a fire watch by patrolling all floors of the building. The fire watch procedure is as follows:

patrol the entire building hourly (at a minimum), on all floors

during the patrol, look for fire, smoke, and other possible fire hazards (i.e. blocked fire doors, means of egress, or extinguishers)

log the time of each patrol and sign the Fire Watch Log (OHS-4.7.1e)

FIRE EMERGENCY PROCEDURES

Upon Discovering a Fire:

1. Vacate the fire area, closing doors and windows on the way out (if safe to do so).

2. Shout “FIRE, FIRE, FIRE” and activate the fire alarm pull station box, located at all building exits.

3. EXTINGUISHING THE FIRE - FIRE FIGHTING IS A VOLUNTARY ACT

In the event that the fire you discover cannot be extinguished with the use of a fire extinguisher, or smoke presents a hazard to the operator, close the door to the area to confine or contain the fire and leave the fire area per the Evacuation Process below. DO NOT attempt to extinguish fires that cannot be easily handled. Firefighting is the responsibility of the Fire Department. If safe to do so, extinguish the fire following instructions on the proper use of fire extinguishers (see Appendix III). Remember the acronym “PASS” to help you extinguish the fire:

A aim low at base of flame

S squeeze the lever

S sweep from side to side

If you put out a fire with a fire extinguisher, never walk on the area that you extinguished in case the fire reignites. Once the fire is extinguished, evacuate the fire area, closing doors behind you if safe to do so, and then evacuate the building per the Evacuation Process below. Ensure that information regarding the fire, no matter how small, is reported to the fire department and/or Campus Community Police at ext. 911.

If the fire is too large to use a fire extinguisher, DO NOT fight the fire! Leave the fire area immediately, and follow steps below.

Upon Hearing the Fire Alarm – Evacuation Process:

1. Stop all work and remain calm. If safe, turn off any equipment you are using if you have authority

2. The Instructor, Supervisor, or Event Organizer will take charge of the classroom / space and ensure everyone evacuates safely from their respective area.

3. Close doors and windows behind you if safe to do so. Follow directions from the Fire Wardens (wearing orange vests), as they will assume a lead role in building evacuation.

4. Evacuate the building via the nearest exit. DO NOT use elevators to evacuate the building. If you encounter smoke in a stairwell or corridor, use an alternate route. Only authorized persons (Windsor Fire & Rescue Services) shall be permitted to use the elevators during fire emergencies.

5. Move to a safe area away from the building. Wait for further instruction from Windsor Fire, Campus Community Police, and/or the Building Fire Plan Manager.

6. DO NOT re-enter the building until Windsor Fire has given the all-clear to Campus Community Police and/or the Building Fire Plan Manager.

7. The designated shelter area in the event of an extended and/or after-hours evacuation is the CAW Student Centre, which is open 24 hours.

8. Persons requiring assistance in evacuation shall implement their Personal Exit Plan. Please reference the Emergency Procedures for Persons Requiring Assistance in Evacuation at www.uwindsor.ca/safety/firesafety.

9. If you are unable to evacuate the building, move to a safe area if possible. This can include stairwells and Areas of Refuge per the building’s fire safety plan. Contact Campus Community Police to report your location and circumstance at extension 911, or extension 4444 from a mobile phone. Keep doors and windows closed, and attempt to seal vents and cracks with available materials to keep smoke out. If smoke enters the room, stay low as heat and gas tend to rise.

After-Hours Evacuation – Critical Reminders:

1. Fire wardens may not be present in the building after-hours. Therefore, when using the building after-hours it is important that building occupants are able to self-evacuate, and have access to a phone. Reference the Persons Requiring Assistance in Evacuation section below.

2. Working Alone-When working alone on campus after-hours, members of the campus community are encouraged to use the Work Alone Service offered by Campus Community Police. In the event of an emergency, Campus Community Police will be able to contact you and advise you of appropriate procedures to follow. For more information on the Work Alone Service, please visit the Campus Community Police website at: www.uwindsor.ca/campuspolice/workalone-service

UWindsor Alert Emergency Notification System

The University’s campus emergency notification system, called UWindsorAlert, enables fast and efficient distribution of critical information to members of the University community during a major emergency. The system sends messages simultaneously through email, text, voicemail, and other registered devices. Campus Community Police encourages all members of the campus community to register with UWindsor Alert at www.uwindsor.ca/alert in order to receive these emergency notifications.

Persons Requiring Assistance in Evacuation

Person(s) Requiring Assistance is defined as:

a person who is unable to leave a building unassisted under emergency conditions. This may include persons with temporary or permanent mobility disabilities (e.g. use of crutches, walkers, wheelchairs), with hearing or vision disabilities, as well as persons who may be immobilized due to distress. University students and staff who require assistance to evacuate a building shall discuss a Personal Exit Plan with their Supervisor or Instructor. Monitors may be assigned to assist with evacuation (see Monitors responsibilities section below). University guests who may require assistance in evacuation are responsible to check-in with appropriate building staff. For more information, please reference the Emergency Procedures for Persons Requiring Assistance in Evacuation page at www.uwindsor.ca/safety/firesafety.

Emergency Procedures for Persons Requiring Assistance in Evacuation

When a Fire Alarm Sounds: Ground Level:

Evacuate the building and move to a safe area away from the building to await further instruction from emergency responders.

Above or Below Ground Floor:

Evacuate as per the Personal Exit Plan, or seek a safe area. This can include stairwells and Areas of Refuge. Reference the building’s Fire Safety Plan for information on the building’s safe areas.

During business hours:

The building’s Fire Wardens perform sweeps of each floor and stairwell upon evacuation. If they are not able to assist you to evacuate, they will note your location, floor and stairwell and will notify emergency responders of your need for assistance.

After-hours:

Fire Wardens may not be present in the building after-hours. Therefore, when using the building after-hours it is important that you are able to self-evacuate and have access to a phone.

If you are not able to self-evacuate:

1. Contact Campus Community Police (ext. 911 from a University phone, or 519-253-3000 ext. 4444 from a mobile phone) Dialing 911 from a mobile phone will connect to the external 911 service.

2. Notify dispatcher of your building location, circumstance and intentions. Provide the dispatcher with your phone number to receive updates.

3. Campus Community Police have radio contact with emergency responders at the scene and will provide you with updates on the situation where possible. In the event your safety could be compromised, firefighters will assist in your safe evacuation.

Notify building staff and/or emergency responders once you have evacuated the building.

DUTIES & RESPONSIBILITIES

Owner, Operator Duties

In the event of a fire emergency or a hazardous chemical release / spill, the University of Windsor as the owner, operator and employer shall activate the University of Windsor’s Emergency Response Plan.

To prevent fires, the University of Windsor as the owner, operator and employer shall conduct the following general duties:

a) Ensure the Fire Safety Plans are kept current, including annual updates.

b) Ensure that the members of the Fire Evacuation Committee are knowledgeable in the conducting of their duties as detailed in the University’s Fire Safety Plans.

Fire Evacuation Committee Members

The Fire Evacuation Committee, in conjunction with Health & Safety, shall meet at least once annually to review:

the building fire safety plan;

roles and responsibilities of the Fire Evacuation Committee; and

any evacuation equipment and/or devices that are found within the building.

The Fire Evacuation Committee Meeting/Training form in Appendix I can be used to document this annual review.

Building Fire Plan Manager Duties

The Building Fire Plan Manager is in charge of overseeing the emergency evacuation from the point where the alarm is activated until the emergency services arrive.

When The FIRE ALARM Sounds:

a) proceed to the fire alarm annunciator panel at the main floor entrance wearing the orange vest;

b) ensure that evacuation of building has commenced;

c) ensure that appropriate emergency services have been notified;

d) gather and record all incoming information from the Fire Wardens on the progress of the evacuation, the location of injured or trapped occupants and of evacuees needing assistance;

e) gather and record all incoming information on the location and extent of the fire.

When the Windsor FIRE & RESCUE SERVICES Arrives:

a) liaison with the Fire Department upon their arrival;

b) explain nature of the emergency, the location and extent of the fire;

c) explain the progress of the evacuation, the location of injured or trapped occupants and of evacuees needing assistance;

d) provide information on the elevators and elevator controls, standpipe, and fire extinguisher locations, and evacuation routes if available; and

e) provide information on special hazards or valuable properties, radioactive or classified areas which require special consideration by the Fire Department during firefighting operations.

General Responsibilities:

a) understand the Emergency Evacuation Procedures, its objectives and basic concepts, and promote fire safety awareness among the building occupants;

b) assist with instructing Fire Wardens in Emergency Evacuation Procedures before they are given any responsibility for fire safety.

c) when advised, ensure Fire Wardens keep records of persons requiring assistance in the building and the designated persons (monitors) responsible for their evacuation.

d) be aware of:

fire safety procedures and practices;

fire and safety notices and information bulletins;

the location of pull stations and fire extinguishing equipment within the building.

e) attend applicable training sessions or meetings requested by building Fire Wardens or the Associate Director of Health & Safety, and any seminars, courses, or meetings on Fire Safety supported and recommended by Health and Safety.

f) ensure all changes to the Building’s Fire Plans are forwarded to Health & Safety. Health and Safety will forward a completed copy of “Evacuation Drill Report” (See Appendix I) to the B.F.P.M after the completion of each drill or incident.

Fire Warden Duties

Fire Wardens are responsible for the evacuation of individual workplaces or areas of a workplace.

When the FIRE ALARM Sounds:

a) in pre-assigned area: shout “FIRE, FIRE, FIRE” and instruct all persons to leave building;

b) wearing the orange vest, check the exit stairwells to see that they are clear for evacuation, and choose an alternate route should egress be blocked by fire or smoke;

c) direct the flow of people to the nearest and safest exit;

d) advise the evacuees NOT TO USE THE ELEVATORS;

e) ensure the evacuation plan for persons requiring assistance is properly executed.

f) knock on any closed doors in your area after checking for warmth or smoke, and attempt to open the door to ensure proper evacuation of all personnel. Check washrooms, lunch, mail, and copy rooms last, and advise occupants in these areas to leave immediately;

g) Do not remain or argue with persons refusing to leave. Note the person’s name and location and report the matter to the Building Fire Plan Manager;

h) close all doors, if safe to do so;

i) when possible, assist all injured evacuees to ground level exits if safe to do so;

j) ensure all persons have evacuated the building(s); and

k) report to the assigned Building Fire Plan Manager:

the progress of the evacuation;

the location of injured or trapped occupants and of the evacuees needing assistance;

the location and extent of the fire; and

the names and/or room numbers of individuals who caused any problems.

when possible, report any further information and/or comments to the Building Fire Plan Manager, Campus Community Police, or Windsor Fire & Rescue Services.

IT SHOULD BE EMPHASIZED THAT THE PRIMARY ROLE OF FIRE WARDENS IS NOT TO

COMBAT FIRE & EMERGENCIES, BUT TO ENSURE AS FAR AS IS PRACTICABLE THE SAFETY OF OCCUPANTS AND THEIR ORDERLY EVACUATION FROM THE BUILDING.

General Responsibilities:

a) understand the Emergency Evacuation Procedures, its objectives and basic concepts, promote fire safety awareness among the building occupants;

b) Fire Wardens shall be instructed in the Emergency Evacuation Procedures by the B.F.P.M. or Health & Safety before being given any responsibility for fire safety;

c) be aware of:

fire and safety notices and information bulletins;

the location of pull stations and fire extinguishing equipment within the building;

fire safety procedures and practices on a day-to-day basis, such as:

accumulation of combustible material, rubbish or flammable liquids

dangerous ignition sources, i.e. worn extension cords, oily rags, overheating equipment

exit lights in good order and adequate lighting in public corridors and stairwells

fire and exit doors and their self-closing hardware in good operating condition (doors should not be wedged under any conditions.)

fire hose and portable extinguishers not obstructed, in good order and ready to use

exit routes are unobstructed

d) in writing, advise the Building Fire Plan Manager, Dean of Faculty, Department Head, or Associate Director of Health & Safety of any other potential fire hazards;

e) attend applicable training sessions or meetings requested by other building Fire Wardens, the B.F.P.M. or the Associate Director of Health & Safety, and any seminars, courses, or meetings on Fire Safety supported and recommended by Health and Safety.

Traffic Officer Duties

Traffic Officers are in charge of guarding re-entrance into the building during emergencies.

When the Fire Alarm Sounds:

a) proceed directly to designated area, outside of building, wearing the orange vest.

b) direct occupants away to ensure the entrance is free of people and to facilitate fire department operations.

c) DO NOT ALLOW anyone to go back in the building under any circumstances until the Building Fire Plan Manager has given permission to do so.

General Responsibilities:

a) understand the Emergency Evacuation Procedures, its objectives and basic concepts, promote the fire safety awareness among the building occupants;

b) Traffic Officers shall be instructed in the Emergency Evacuation Procedures by the B.F.P.M. or Health & Safety before being given any responsibility for fire safety;

c) be aware of:

fire safety procedures and practices;

fire and safety notices and information bulletins;

the location of pull stations and fire extinguishing equipment within the building;

After-Hours Evacuation Duties

The Faculty member or Instructor will take charge of the classroom during an after-hours emergency and ensure everyone evacuates safely.

Persons Requiring Assistance for Evacuation

Person(s) Requiring Assistance is defined as:

a person who is unable to leave a building unassisted under emergency conditions. This may include persons with temporary or permanent mobility disabilities (e.g. use of crutches, walkers, wheelchairs), with hearing or vision disabilities, as well as persons who may be immobilized due to distress.

Persons requiring additional assistance to evacuate a building shall discuss a Personal Exit Plan with their Supervisor. Monitors may be assigned to assist with evacuation (see Monitors responsibilities section below).

Monitor Duties

Monitors are pre-assigned to aid persons requiring assistance to safety during an emergency.

When the Fire Alarm Sounds:

a) help persons requiring assistance to evacuate the building.

b) if physically unable to evacuate the person requiring assistance, notify emergency response personnel of the person’s location. DO NOT USE THE ELEVATOR.

c) Unless imminent life-threatening conditions exist in the area occupied by a person requiring assistance, relocation of the individual should be limited to a safe area on the same floor, in proximity to an evacuation stairwell.

General Responsibilities:

a) understand the Emergency Evacuation Procedures, its objectives and basic concepts, promote the fire safety awareness among the building occupants;

Smoke Control Measures

Horizontal penetration of smoke can occur in the building. Doors for stairs, service and storage rooms shall be kept closed at all times to prevent smoke from migrating throughout the floor levels. HVAC systems will be shut down as required to prevent the spread of smoke in a fire emergency.
