Introduction
This year marks the 26th Annual New Mexico Children’s Law Institute (CLI). For twenty-six years, the Children’s Law Institute has focused on new and emerging trends and best practices in ever changing child welfare and juvenile justice environments. Through the CLI, the child welfare and juvenile justice communities have successfully advocated for blending systems and preserving connections. We have learned the importance of a trauma-informed approach, acquired skills for enhancing practice, and deepened our service to children and youth by focusing on empathy and compassion.
This year’s conference included 35 unique workshops that provided attendees an opportunity to deepen their impact through the development of leadership, advocacy, and community engagement skills, while broadening their understanding of others’ lived experiences related to addiction, abuse, and overcoming adversity. The conference planning group continued to include six featured speaker presentations offered in two different time slots. The presentations covered topics to help improve how systems address substance use, domestic violence, diversity, inclusion, and maintaining connections through creativity and technology. Workshop topics included a continuation of conversations started in the featured speaker presentations, provided information on the legal processes of child welfare and changes in the legislature, and highlighted successful programs such as Peer2Peer and the Juvenile Detention Alternatives Initiative. Other workshops promoted diversity and inclusion through topics related to children with disabilities, cultural humility, community engagement, and immigration. Our skill building workshops included topics related to wellness and resiliency, cultivating leadership, trauma informed practices, and building awareness around sexual abuse and human trafficking. Three workshops, led by youth, spoke to advancements and recommendations regarding youth services. Opening keynote speaker, Natalie S. Burke, reminded us, we are the system we are trying to change, and the words, actions, expectations, and perceptions we choose every day, make the difference between our intent verses our impact. Dr. Victor Rios, the closing keynote speaker shared his own moving personal journey and challenged us to project our vision of a brighter tomorrow as a beacon for others. Conference attendees had the opportunity for rest and reflection in the provided Quiet Room and were also given the option of attending professionally led yoga at the start and finish of each day of workshops. The Children’s Law Institute is a multi-agency and organization collaboration, led by the Court Improvement Project of the NM Supreme Court. The annual conference was planned and coordinated by the New Mexico Administrative Office of the Courts, the Southwest Regional Training Center at New Mexico State University and the UNM Institute of Public Law, Corinne Wolfe Center for Child and Family Justice. Major contributors to the planning process include the New Mexico Children, Youth, and Families Department’s Divisions of Juvenile Justice, Protective Service, and Behavioral Health; NMCAN; Pegasus Legal Services for Children; and a contract attorney, a Court Appointed Special Advocate(CASA), and State and Tribal Judges. Major financial sponsorship of the 2018 CLI was from the NM Supreme Court, The Children’s Justice Act Advisory Group, Casey Family Programs, and the New Mexico State Bar. The 2019 Children’s Law Institute took place January 9-11, 2019 at the Hotel Albuquerque, located in Old Town Albuquerque, New Mexico. 1152 registered with 1090 in attendance. The breakdown of persons registering and attending, as well as those responding to the evaluation survey follows.

Overall Conference Evaluation Report All attendees of the 2019 CLI Conference were sent an email with the online satisfaction survey on January 22, 2019. The survey was available until February 8, 2019. Of the 1090 participants at the conference, 446 (40.9%) responded to the survey. Participants were asked to identify what sessions they attended and answer a set of questions about each session each on a 5-point scale where 1 is low and 5 is high. Narrative feedback about each session was also collected. The responses about the general conference and overall feedback are summarized below. Responses about Pre-Session, Keynote and Workshop sessions is provided to the individual presenters of those sessions and CLI planning committee members and may be provided to others upon special request.

As is evident in the tables that follow, the conference was well received and highly regarded. Overall Conference Narrative Feedback Summary The majority of the comments provided in the evaluation reflected overall satisfaction with the organization and content of the conference.
Overall Organization of the Event
Many people expressed appreciation for those involved in the planning and organizing of the event, for the convenience of the Crowd Compass App, and for the breakfast and coffee provided. Many people also appreciated the opportunity to network with interdisciplinary professionals. Concerns were raised about the size of the crowd being too large for the venue and difficulty accessing parking. People also commented on there not being enough seating available in some workshops.
Speaker and Workshop Content
Most comments reflected positively on the presentation and content of the workshops with several comments highlighting the diversity of topics offered. Those dissatisfied with the workshops’ content requested that CLI focus on more local speakers and provide more tangible tools and resources. Several comments also spoke to the challenge of meeting professional training requirements regarding cultural and ethical continuing education units. Several attorneys also mentioned there being few trainings tailored specifically towards legal skills. The request was also made that more workshops be repeated.

Continuing EducationContinuing Education Credits (CEUs) for social workers are available for most workshops at CLI. Please see documentation form for approved session hours. CYFD Foster Care licensing and the NM Counseling Board honor Social Work CEUs. Some workshops also qualify for cultural competence CEUs. To receive a CEU certificate for the sessions you attend you must sign-in each day of the conference and submit a CEU documentation form at the end of each day of the conference. Failure to sign-in or submit the form each day will result in a loss of credit hours. Certificates will be emailed after the conference.
Continuing Legal Education Credits (CLEs) for attorneys and judges are available for most workshops at CLI. Please see documentation form for approved session hours. To receive CLE credits, you must complete the CLE form and return it to the registration table.
Heart Gallery Project The Heart Gallery Project began in New Mexico in 2001 and has since spread to 42 states. The collection includes photographic portraits of current children in CYFD custody who are dreaming of finding their “forever families” through adoption. The portraits are created and donated by some of the region’s most talented photographers. They are displayed in government buildings, hospitals, airports, galleries and other venues across the state. The Heart Gallery has resulted in numerous adoptions of the children and youth who appear in amazing portraits in this program. For more information, visit heartgallerynm.org

Presenter: Dr. Victor Rios, University of California, Santa Barbara
Dr. Victor Rios is a Professor in the Department of Sociology at the University of California, Santa Barbara. He received his Ph.D. at the University of California Berkeley in 2005. Using his personal experience of living on the streets, dropping out of school, and being incarcerated as a juvenile—along with his research findings—Dr. Rios has developed interventions for marginalized students aimed at promoting personal transformation and civic engagement. These programs have been implemented in Los Angeles, California (Watts); juvenile detention facilities; and alternative high schools.
