This Addendum addresses comments from the US Environmental Protection Agency (USEPA) provided in a letter dated May 11, 2018, on the Final Remedial Design for Operable Unit 2 (OU2) of the Ringwood Mines/Landfill Superfund Site remedial action.

The USEPA comments (shown in Italics) and responses (shown in standard font) are as follows:

1. The Interim Groundwater Monitoring Program proposed in the Remedial Design Report should be revised to provide for the sampling of the following wells:

Cannon Mine Pit Area — Wells OB-3 and RW-10Peters Mine Pit Area — Wells OB-19, RW-5, RW-14S and RW-14DSally's Pond Area — Wells OB-10, OB-29 and RW-12

The requested monitoring wells will be added to the Interim Groundwater Monitoring Program.

2. The schedule presented in Figure 7-1 of the Remedial Design Report should be revised to remove specific start and finish dates for each activity, given that the start date for the remedial action is currently unknown.

A revised Figure 7-1 is attached, with the specific dates removed.

In addition to the above, the New Jersey Department of Environmental Protection (NJDEP) issued a Flood Hazard Area (FHA) Individual Permit Equivalent and Verification (No. 1611-05-0006.7 FHA170001 & 170002) on March 6, 2018. A condition of this Permit Equivalent is to work with the NJDEP Mitigation Unit to finalize the mitigation proposal for disturbance to the riparian zone of Park Brook. Since the NJDEP issued the Permit Equivalent, Cornerstone Environmental Group, LLC (Cornerstone) on behalf of Ford Motor Company has worked with representatives of the NJDEP to revise the planting plan for riparian zone restoration. Specifically, the following summarizes the revisions made to the enclosed drawings from the OU2 Final Remedial Design (Drawings OCDA-4, WL-1, WL-2A, WL-3, and WL-4):

• Drawing OCDA-4 is revised for grading in the wetlands restoration area to incorporate open water areas per input from the NJDEP;

• Drawing WL-1 is revised to include a table of riparian zone disturbance and resource types;

• Drawing WL-2A is revised to include a table of riparian zone disturbance and restoration areas and to include open water areas in the OCDA to meet the NJDEP requirements for in-kind restoration of the PMP Area pond; and

• Drawing WL-3 is revised to reflect differences in the various restoration areas to meet the NJDEP’s requirements for in-kind restoration. Also, Note 2 has been modified to allow shrub and tree planting up to the limit of the drainage swale in the PMP Area, and notes have been added for deed restricting the mitigation areas.

• Drawing WL-4 is revised to remove emergent and scrub/shrub wetland planting and substitute only forested wetland planting to meet the NJDEP’s requirements for in-kind restoration, notes have been added regarding NJDEP consultation at the time when final planting materials are known, herbivory protection/fencing details have been removed until final planting materials are known, and watering notes have been added.
