THE OPPORTUNITY

!e position of Chief Financial O"cer/Director of Administrative Services creates an extraordinary career opportunity for an experienced professional to provide leadership and strategic #nancial and administrative management to support an ambitious system of open space preserves in the San Francisco Bay Area. !is newly created critical executive position provides strategic direction and general management of the District’s #nancial and other internal support functions. !e position reports to the General Manager. !e successful candidate will possess the ability to plan and direct District initiatives, implement goals, oversee and motivate sta$, evaluate service delivery, prioritize multiple projects and tasks, and foster a positive and collaborative work environment. !e successful candidate will have a proven track record of e$ective program and sta$ leadership.

THE ORGANIZATION

!e Midpeninsula Regional Open Space District is a regional greenbelt system near busy Silicon Valley in the San Francisco Bay Area. Founded in 1972 with a mission “to acquire and preserve a regional greenbelt of open space land in perpetuity; protect and restore the natural environment; and provide opportunities for ecologically sensitive public enjoyment and education,” the District now comprises over 62,000 acres of land in 26 open space preserves protected for public enjoyment. Consistent with the District’s Strategic Plan, the agency takes a balanced, #scally-prudent, and sustainable approach to implementing its three-part

mission. District lands re%ect the diverse and unparalleled natural beauty of the Bay Area and include redwood forests, chaparral-covered hillsides, sensitive bayfront wetlands and vast coastal grassland that extend to the Paci#c Ocean.

In 2014, the District adopted an ambitious 30-year Vision Plan based on extensive constituent engagement and secured broad public support to implement the plan with the passing of Measure AA, an initiative that brings $300 million in bond capacity to implement the plan’s elements. !e District has committed to pursue the preservation of an additional 47,000 acres and provide 180 new miles of public trails, and is positioned to develop additional facilities and to open new preserve areas for public enjoyment.

To plan for this dramatic growth, the District embraced a #nancial and operational sustainability plan that antici-pates signi#cant increases in capacity, #nancial readiness and organizational systems and technology. !e plan calls for substantial growth in the organization in both the short- and long-term and presents an exciting opportunity to shape the future of open space preservation, education and access for generations to come.

Headquartered in Los Altos, the District is divided into seven geographic areas, each represented by an elected Board member for a four-year term. As an independent spe-cial district, the District enjoys the bene#ts of a politically stable environment, a dynamic Board of Directors, reliable long-term funding, and a highly-competent and dedicated sta$ of approximately 140 employees.

THE POSITION

!e Chief Financial O"cer/Administrative Services Director is a new position and key to the successful growth and e$ective long-term management of the District. !is position will serve as a member of the Executive Team, directly supervising division managers who exercise special-ized responsibilities for #nance, human resources, and information systems and technology.

!e new CFO/ASD will oversee all District #nancial activi-ties, ensuring the development and administration of ap-propriate accounting policies, #nancial planning, #nancial forecasting and reporting systems and serving as the chief #nancial advisor to the General Manager. !e position will also oversee the District’s human resources activities, including labor negotiations, and Information Systems (including GIS), multi-media and telecommunications systems, development of the District’s operating and capital improvement budgets, and #nancial audit activities. !e CFO/ASD will oversee preparation and presentation of cost accountability reports for the Bond Oversight Committee, Board of Directors, and the public. He or she will develop and direct the implementation of goals, objectives, poli-cies, procedures, and work standards for the department and District-wide, taking into account changes in laws, regulations and technology that may necessitate policy and procedural changes. !is position will work closely with the General Manager, Controller, Assistant General Managers, and other department heads on a variety of projects and initiatives and may chair or serve on key management work groups that provide critical input on long-term operational and #nancial plans and strategies to District leadership.

THE SUCCESSFUL CANDIDATE WILL:• Implement goals, objectives, policies, procedures, work

standards, and internal controls.

• Provide strategic and professional leadership and direction.

• Compile and administer large and complex annual work plans and budgets.

• Interpret, apply, explain, and ensure compliance with applicable federal, state, and local laws, rules, regulations, policies, and procedures.

• Train, motivate, coach, mentor and evaluate sta$.

• Look for ways to streamline existing procedures and re-search, analyze, and evaluate new service delivery methods, procedures, and techniques.

• E$ectively administer special projects with contractual agreements and ensure compliance with stipulations.

• Conduct e$ective negotiations and e$ectively represent the District and assigned programs in meetings with governmental agencies, contractors, vendors, and various businesses, professional, regulatory, and legislative organi-zations.

• Create clear and concise reports, correspondence, policies, procedures, and other written materials.

• Embrace an active role in conducting complex research projects, evaluating alternatives, making sound recommen-dations, and preparing e$ective technical sta$ reports.

• Use tact, initiative, prudence, and independent judgment.

• Establish, maintain, and foster positive, e$ective and col-laborative working relationships.

MINIMUM QUALIFICATIONS• A Bachelor’s degree or equivalent in public or business administration, #nance, accounting, economics, information

systems and technology, human resources or a closely related #eld is required; a master’s degree is preferred.

• Five (5) years of experience at the department director level. Public sector experience is desirable.

• Be a seasoned manager with experience and a record of solid accomplishment in #nancial management and expenditures oversight.

COMPENSATIONSalary: Annual range of $143,592 to $179,328, dependent on quali#cations (anticipated 2-3% salary increase in July 2016 and again in July 2017, based on the Consumer Price Index [CPI] for the Bay Area).

Retirement: CalPERS retirement; 2.5% @ 55 for classic members; 2% @ 62 for new members; employee contribution is currently 8%.

Annual leave: Vacation leave of 15 days; personal leave of 36 hours; administrative leave of 64 hours, sick leave of 12 days with no accumulation cap; and 11 holidays

In addition, the District provides an employee assistance program; life and AD&D insurance; and short and long-term disability insurance. !e District pays the premium on dental (Delta) and vision (VSP) plans; and the majority of premiums for choice of HMO or PPO CalPERS medical plans. Deferred compensation plans with optional employee contributions and a Flexible Spending Plan is also available. !e District does not participate in Social Security; however it does participate in Medicare.
