Kraft Foods – Environmental Compliance Services
Fehr Graham’s relationship with Kraft Foods (formerly Cadbury Adams andWarner-Lambert) dates back over 20 years. Our services started with
providing environmental services including permit applications and
regulatory training. More recently, the Kraft facility in Loves Park, Illinois
contracted with Fehr Graham to manage the facility’s entire environmental
compliance program, including the presence of an on-site employee

Del Monte – Flood Plain Assistance
The Del Monte Foods campus in Rochelle, Illinois includes five largewastewater treatment lagoons near the confluence of the Kyte River and the
Flagg Tributary watercourses. These lagoons were initially developed to treat
waste from the fresh food processing operations of the Del Monte facility and
have operated in Rochelle over many years. Today, the facility operations
do not require these lagoons and therefore, it is Del Monte’s hope to
redevelop this land for possible future industrial or commercial use.
One obstacle to reclaiming this land is that the lagoons are located within the
mapped Floodway of the Kyte River and the Flagg Creek tributary, as
designated on the FEMA Flood Insurance Rate Map (FIRM). Based on
historical knowledge of the area, Del Monte staff felt the identification of the
floodway on the FIRM document was inaccurate.
Del Monte hired Fehr Graham to complete a hydrologic & hydraulic analysis to
determine the accuracy of the information on the FIRM. The submittal to
FEMA required an up-date of hydrologic data and calculations. Fehr Graham
prepared a hydraulic model based on the original work performed in this area
using updated data and the
HEC-RAS program as required by
FEMA. Discrepancies within the
original maps were identified.
Based on the results, Fehr Graham
filed a Conditional Letter of Map
Revision (CLOMR) to request
lagoon dike certification. The
submittal also requested permission to soil-fill the lagoons. Once approved,
the land area will no longer be mapped as a special flood hazard area on the
FIRM, and can be redeveloped as desired.

Crest Foods - Industrial Hygiene Services
Crest Foods is a multi-division company with over 60 years of experience indairy stabilizers, manufacturing and contract packaging. Located in
Ashton, Illinois, Crest Foods employs over 550 employees in three divisions,
including the Dairy Ingredient Division, Contract Packaging Division, and
Consumer Products Division. Fehr Graham was hired to assist Crest Foods with the evaluation and update
of the facility’s Hearing Conservation Program, as well as Air Monitoring
Services. Our professional staff conducted an initial assessment of the
facility’s operations, identifying specific areas and job functions which
required a noise assessment. We conducted personal noise monitoring and
area assessments to support and document the facility’s current Hearing
Conservation Program.
Fehr Graham provided the following Noise Monitoring services:

Fehr Graham also assisted Crest Foods with air monitoring services in order to
determine and evaluate the amount of airborne dust present during
manufacturing operations. Personal Breathing Zone samples were collected
from multiple employees performing a variety of jobs in several locations.

Sara Lee – Site Development Engineering
Sara Lee expanded their Rochelle, Illinois facility, adding 135,000 squarefeet and a new 15,000 square foot two-story office addition. Tippmann
Group had recently completed a successful Macon, Georgian project for Sara
Lee, and the global manufacturer enlisted their services for this expansion.
The Tippmann Group hired Fehr Graham to complete the following Site
Development Engineering services for the Sara Lee expansion:
» Determination of existing conditions and supplied applicable code sections,
requirements, and plans/exhibits
» Preparation of code summary & applicable permitting agency list
» Provision of preliminary site plan» Completion of a soil investigation
» Final engineering services:
» Dimension Control Plan
» Topographic Plan
» Site Mass Grading, Drainage, and Paving Plan
» Site Utility Plan
» Erosion Control Plan and Stormwater Pollution Prevention Plan
Three years later, the second phase expansion began, including a 132,000 square foot cold storage warehouse facility, a
179,000 square foot truck staging area and a new entrance. The new entrance allows incoming trucks to stack up at the
guard house without impacting free flowing traffic on Wiscold Drive.
This project presented some unique challenges. The storm sewer system was
designed to run below an existing British Petroleum (BP) Pipeline, between the
proposed building and several detention pond expansions. Coordinated efforts
with BP Pipeline resulted in over-sizing the storm sewer at multiple crossings of
the pipeline in order to accommodate BP Pipeline separation requirements. The
second challenge was the design of the warehouse construction over a portion of
an existing detention pond. The portion of this pond was dewatered and
backfilled to support the warehouse expansion. The remaining pond area was enlarged to compensate for the filled area
and accommodate increased flow from the proposed expansion. This work was done without impact to the properties
upstream by allowing offsite flows to pass through as required by Illinois Drainage Law. Altering the detention pond
required revision of the existing drainage easement. Effective coordination efforts between Sara Lee, the City of Rochelle,
the Illinois State Tollway Authority, Tippmann Group, and Fehr Graham allowed for easement revision without project
delays.
