To value truck freight, we used therates reported in a September 1991 cablefrom the U.S. Consulate in Indonesiasubmitted for the Final Determination ofSales at Less Than Fair Value: CertainCarbon Steel Butt-Weld Pipe Fittingsfrom the People’s Republic of China, 58FR 47859 (Sep. 20, 1993), which was

placed on the record of this review. Weadjusted these rates to reflect inflationthrough the end of the POR usingIndonesian WPI published by the IMF.

We made currency conversions inaccordance with section 773A of the Act

based on the rates certified by theFederal Reserve Bank.

The Department shall determine, andthe U.S. Customs Service shall assess,antidumping duties on all appropriateentries. In accordance with 19 CFR351.212(b), we calculated importer-specific duty assessment rates based onthe ratio of the total amount ofantidumping duties calculated for theexamined sales to quantity of the salesused to calculate those duties. This ratewill be assessed uniformly on all entriesof that particular importer for that classor kind of merchandise made during thePOR. The Department will issueappraisement instructions directly tothe U.S. Customs Service.

Furthermore, the following depositrate will be effective upon publicationof the final results of this administrativereview for all shipments of paintbrushesfrom the PRC entered, or withdrawnfrom warehouse, for consumption on orafter the publication date, as providedfor by section 751(a)(2)(C) of the Act: (1)The cash deposit rate for the reviewedfirms will be the rates established in thefinal results of this review (except thatno deposit will be required for firmswith de minimis margins, i.e., marginsless than 0.5 percent); (2) for previously-

reviewed PRC and non-PRC exporterswith separate rates, the cash deposit ratewill be the company-specific rateestablished for the most recent period;(3) for all other PRC exporters, the ratewill be the PRC-wide rate, which is351.92 percent; and (4) for all other non-PRC exporters of subject merchandisefrom the PRC, the cash deposit rate willbe the rate applicable to the PRCsupplier of that exporter.

These deposit rates, when imposed,shall remain in effect until publicationof the final results of the nextadministrative review.

This notice also serves as apreliminary reminder to importers oftheir responsibility under 19 CFR351.402(f) to file a certificate regardingthe reimbursement of antidumpingduties prior to liquidation of therelevant entries during this reviewperiod. Failure to comply with thisrequirement could result in theSecretary’s presumption thatreimbursement of antidumping dutiesoccurred and the subsequent assessmentof double antidumping duties.

This administrative review and noticeare in accordance with section 751(a)(1)of the Act (19 U.S.C. 1675(a)(1)) and 19CFR 351.213 and 351.221.

SUMMARY: NOAA makes use of a publicInteragency Committee to assist inpreparing for meetings of theInternational Whaling Commission(IWC). The Secretary of Commerce is chargedwith the responsibility of dischargingthe obligations of the United Statesunder the International Convention forthe Regulation of Whaling, 1946. Thisauthority has been delegated to theUnder Secretary for Oceans andAtmosphere, who is also the U.S.Commissioner to the IWC. The U.S.Commissioner has primaryresponsibility for the preparation andnegotiation of U.S. positions oninternational issues concerning whalingand for all matters involving the IWC.He is staffed by the Department ofCommerce and assisted by the

Department of State, the Department ofthe Interior, the Marine MammalCommission, and by other interestedagencies.

Each year, NOAA conducts meetingsand other activities to prepare for theannual meeting of the IWC. The majorpurpose of the preparatory meetings isto provide input in the development ofpolicy by individuals and non-governmental organizations interestedin whale conservation. NOAA believesthat this participation is important forthe effective development andimplementation of U.S. policyconcerning whaling. Any person withan identifiable interest in United Stateswhale conservation policy mayparticipate in the meetings, but NOAAreserves the authority to inquire aboutthe interest of any person who appearsat a meeting and to determine theappropriateness of that person’sparticipation. Foreign nationals andpersons who represent foreigngovernments may not attend. Thesestringent measures are necessary topromote the candid exchange ofinformation and to establish thenecessary basis for the relatively openprocess of preparing for IWC meetingsthat characterizes current practices.

Tentative Meeting Schedule

The tentative schedule of additionalmeetings and deadlines, including thoseof the IWC, during 2000 follows.Specific locations and times will bepublished in the Federal Register.
