I don’t know what I would have done otherwise. I couldn’t have gone into a care home. I would have advertised for someone in the end, but then you don’t know who you’re getting.”

FEBRUARY 1916The great Battle of Verdun began on 21 February 1916 when the city was shelled and the Germans captured the French frontline. Fort Douaumont fell to the Germans on 25 February. The fighting around Verdun lasted ten months and in total there were over a million casualties. Marshal Petain was given command of the defence of Verdun which was never captured by the Germans. The Royal Flying Corps formed its first single-fighter squadron (No 24) flying DH22s. At sea, the P&O liner Maloja sank after hitting a mine in the Straits of Dover. 155 died. The sloop Aribis was sunk by a German destroyer and the Harwich Force flagship, Arethusa, despatched to search for the enemy, struck a mine and sank. In Africa, German troops in Cameroon surrendered to a joint British, French and Belgian force.

In Wendover, the main business of the February Parish Council concerned a pamphlet from the Board of Agriculture which stressed the importance of food production. Counsellor Blake proposed the following resolution: “That the Council, having considered the Board of Agriculture leaflet, are of the opinion that whilst it might be desirable in many localities to adopt the suggestions contained therein, the solution of the food problem would be to a large extent solved if arrangements were made for easier and cheaper methods of transit of surplus supplies such as those invariably produced in a district like Wendover; they therefore urge the Government to take immediate steps to lower the present prohibitive railway rates, and also to arrange for the collection of surplus supplies from those persons who do not produce enough to make it worth their while to obtain a market for it”. He remarked

that “the allotment holders did their best in the production of vegetables. Wendover was in the position of having grown more than the requirements, but the difficulty has been to find a profitable market for their

produce. Now that the railways were under government control, they should ask them to give such facilities in the matter of transit as would ensure a better distribution of food products”. The Parish Council also considered the following letter: “Sir, As a visitor may I call the attention of the Council to their apparent indifference in protecting the locality against the visitation of Zeppelins? I observe many of the tradesmen with large out-side lamps and lighted windows. Also public lamps with light shooting upwards. Protection is better than cure. Yours, Observer”.

Three Wendover soldiers were home on leave during February. The Bucks Herald of 19 February reported that: “Pte. F Slade (RAMC) formerly deputy organist at St Mary’s Church has been home on furlough, looking remarkably fit and well. He attended the services on Sunday, taking his accustomed place in the choir. Pte F. Matthews and Pte A. Dell, also members of the RAMC, were home with him”.

The Bucks Herald of 12 February reported that Sidney Scott, landlord of the King and Queen public house, was summoned for selling brandy adulterated with water 4 degrees below the limit. In his defence Mr Scott stated: “I purchased the brandy from Messrs Gulliver of Aylesbury to the quantity of two gallons as proof spirit. I diluted it myself. I did not measure the brandy when I received it from Messrs. Gulliver. I diluted it by adding five pints of water, which I boiled first, and allowed to get cold. I did not add more”. He also stated that he took his directions from the Licensed Victuallers Hand-Book. The defendant, giving evidence on oath, said he had kept the King and Queen public house for three years and a half. He purchased a two gallon jar of brandy, and then proceeded to “break it down” by adding five pints of water. If there was excessive diluting it was certainly quite a mistake. The Chairman said: “It was evidently quite a technical offence, the justice of which would be met by the defendant paying costs 16s (inclusive of analyst’s fee) without a conviction”.

Consultation Or Confidence Trick?We refer to the recent so called Consultation by CEG Developers on the proposed 175 house development in the field bounded by World’s End Lane, Aylesbury Road and Halton Lane.

Anyone attending who was not familiar with the background to this proposal could be forgiven for thinking that all was “cut and dried” apart from our preference of house styles. They did not mention that no Planning Application had been submitted or that the field is designated as “Unsuitable for Development” in the draft Vale of Aylesbury Local Plan. It could also be interpreted that this development could be needed for the Vale to meet its target of 31,000 houses. It also states that Wendover is one of the most suitable locations for sustainable development but nowhere does it consider, or invite comment on, the impact of such a development on our infrastructure, already compromised by Princess Mary Gate.

There are also “convenient” errors and omissions; drainage of the southern portion of the field, which is towards Halton Lane and often holds standing water is not mentioned, air quality is totally misleading as the

prevailing southeast wind does not reduce noise from RAF Halton but dictates that most take-offs will be over the development and there has, to my knowledge, been at least one forced landing in the field as a result of engine failure after take-off. There is no mention of construction traffic routes, a vital

consideration when HS2 construction could be underway at the same time.

Finally, there is the questionnaire. The only questions invite opinions on the nature of the development as a range of tick box “preferences”, in fact you cannot enter any “further comments” until you have entered your “preferences” in the on line version even though the message you wished to convey was “no development”. No doubt CEG will use the “preferences” in analysing the responses even though the overriding response was “No Development”.

I suggest that if you have not yet responded, you refrain from doing so until we have the opportunity to respond to a Planning Application, and that we respond in numbers!

HS2 carries on and on. After having a very short petitioning period for the Additional Provisions 5 with a cut off of 8 January for petitions to be lodged, it appears there are about 20 petitions from Wendover against AP5/SES4. The latest news is that they will be heard on 2 February.

Now you may wonder what is going on. We are still waiting for the Select Committee to tell us if we have or have not a bored tunnel. Given that, why are we being asked to respond to a silly proposal about 6m high barriers. A good question? Either it means the Select Committee have decided not to give us a tunnel but are reluctant to go public, or they are still thinking. However, you have to consider that if time is of the essence then you may figure the sooner HS2 are given direction the better. We can but hope.

So on 2 February a goodly collection of Wendover organisations and people will be appearing. The first thing they will have to face is whether they will be heard and

this revolves around the question of locus standi. That is, the petitioners interests are directly and specifically affected by the Additional Provisions (AP). It is not enough that the AP does not improve the situation enough. While the Select Committee were more relaxed about the initial petitions they have been fairly strict on the subject of AP petitions. Their thinking must be that they do not want to have a rerun of the original petition hearing. So we are all going to talk about the proposed 6m high barriers being promoted by HS2 Ltd. It does not make it easy as depending on which petitioners they don’t want to listen to, they will have to argue they should be heard and then argue their case. It will be interesting to see how we all get on.

It appears we are drawing towards the end of one phase of the HS2 Hybrid bills journey through the Houses of Parliament. I suspect their report at the end of the session will set out their position on HS2. So we have to keep going until we know what they have in store for us.

Chiltern Way FederationAnother really busy term has passed by and as always the staff and pupils have worked hard and achieved great things. At the end of term we put on our annual pantomime, this year it was “Snow White and the Other Dwarves”. It was a resounding success and extremely well supported by the school community. It is wonderful to see our young people, many of whom have complex social and communication difficulties, take a massive step forward and to be able to perform in front of a large audience of parents, governors, staff and other pupils. The same must also be said of course for those young people behind the scenes that took on the responsibilities of sound, lighting, music and front of house. It’s certainly moments like this that make us all take stock of the work we do and why we do it. Everyone involved deserves huge congratulations and the pride that comes with a job well done.

We also have a date for your diaries! As many of you know we put on a barbeque at

the end of the summer term last academic year and we were delighted to welcome members of the community through the doors to meet our pupils, have a tour of the school and a bite to eat. Those that came along were extremely complimentary about the beautiful school site and the openness and welcome from our young people. We will be doing the same again this year and we would greatly love to see more people from the local community pop in and say hello. You may hear negative things about schools such as ours and we really look forward to showing you how wonderful our pupils are and dispelling the myths. That said, we don’t have to do that as the pupils can do it for themselves! 5pm on Wednesday 13 July – make a note in your diary – we are looking forward to meeting you!

Running for SightNow that the Christmas overindulgence is over and weighing a stone more than I did before the festive period, I thought I better do something about this. What better way to shred the pounds than to run it off. 26.2 miles of running!

London 2016 will be my 3rd marathon, but my first in the capital. What better way to embark on the greatest marathon in the world than to run the London Marathon in fancy dress, riding an ostrich. As you can see the ostrich is raring to go and cannot wait to compete with the greatest athletes on earth. Maybe by mile 20 I will be regretting this (stupid) idea...

What are you waiting for?A foster care agency, still run by its co-founders 21 years after it started, is urging people in Wendover and across Buckinghamshire to make 2016 a positive year for change and consider becoming a foster carer.

Foster Care Associates (FCA) has launched a recruitment campaign for the New Year called ‘what are you waiting for?’ It’s inspired from the moment in 1994 when FCA’s co-founder, Jan Rees, experienced what she calls her ‘light-bulb moment’ after reading an article on fostering. This led to her life-changing decision to care for young people in need.

In Buckinghamshire there are approximately 435 looked after children and young people in local authority care, many of whom are waiting for a secure and nurturing foster home in 2016.

Jan Rees, co-founder of Foster Care Associates, said: “We’re 100% committed to changing the lives of children and young people in

In the last few years there has been a significant amount of attention paid to the problem of falling in the elderly population. This is not least because of the cost implications on the NHS for treating the injuries sustained from falls, estimated to be around £2.3 billion per year. This figure is only set to rise with the ageing population and increasing levels of inactivity.

Falls and fractures in people aged 65 and over account for more than 4 million hospital bed days each year in England, are a major cause of disability and the leading cause of mortality resulting from injury in people over 75 in the UK. In real terms however, falls destroy confidence, increase isolation and reduce independence, often meaning that a person who has sustained a fall becomes too afraid to leave their home in case they fall again.

Research now recommends that a specifically tailored exercise programme can reduce the fear of falling together with actual falls by as much as 54%. Although all exercise is good, only a Falls Prevention Exercise Programme

has been shown to decrease the risk of falling. This is because it provides progressive development of strength, balance, mobility and flexibility, tailored to an individual’s needs. This, together with education, has been proven to help preserve independent living, postponing age-associated declines in balance and co-ordination thereby reducing risk of falls.

Our classes are organised in to 12 week courses in order to gain the most out of each stage, build on skills learned and develop new skills. The strategies used in the classes can then be practised in later blocks, allowing for long-term changes to be achieved. Classes provide a safe environment to exercise and practise new skills and just as importantly, the opportunity to socialise in a friendly and comfortable environment. RAF Rugby PresentationThe John Colet School welcomed some special guests to their final 2015 assembly as they were joined by Wg Cdr Gordon Ferguson & Sqn Ldr Clare Lambert from RAF Halton.

The RAF representatives attended the school to present a framed RAF rugby shirt as a token of their thanks to the John Colet and a number of students who acted as ball boys at the Defence Rugby Competition in October. Max Milham, Sam Garson-Pilbeam, Dan Garson-Pilbeam, Louie Cass, Ben Pope, Ollie Jenkins, Nathan Dover, Jack Holmes, Max Brewer and Josh De Monte were the John Colet students who helped at the event and all the boys agreed it was an exciting and memorable occasion.

Head teacher Christine McLintock said: “It was an honour to receive this special gift from the RAF. We were delighted to assist with their Rugby Competition, I know the boys had a fantastic time on the day.

“Our continued connection with the RAF is hugely important to us and is something we will continue to strengthen. We always warmly welcome RAF personnel to the John Colet and are delighted to receive this special award.”

Owls At RAF HaltonConservationists Dave Short and Brian Walters took two very special visitors to the Supply & Movements Training Wing at RAF Halton recently.

Two owls called Lilly and Elly visited students on an Environmental Protection Course. The reason for the visit was to teach the students about how they can help the owls, bats and peregrine falcons on their own Stations. Dave said: “Lilly and Elly were very well received and the students were fascinated to learn how to help and encourage them. We will be going regularly now to advise on this course.”

Tribute: Donald Bedford Wendover News regrets to inform readers that Donald Bedford, former manager of the Chilterns MS Centre, passed away peacefully in hospital on 5 December 2015, aged 91. Tragically, just a few days after his wife, Irene.

Donald had a background in Pathology and Immunology and worked for many years in medical research. He became manager of the Chilterns MS Centre, not long after it was founded in 1985 to provide hyperbaric oxygen treatment (HBOT) to people with Multiple Sclerosis (MS) in the local area. As the members grew he managed to find the resources to expand services and set high standards for the provision of those additional services such as physiotherapy. Donald made sure the Centre was inclusive to anyone who had been diagnosed with MS who needed support, he also understood that a diagnosis impacted on their family and friends, so welcomed them too. He always encouraged and supported initiatives to expand knowledge, understanding and care through courses, networking and communication. During the 1980’s and 1990’s Donald was very active at a national level within ARMS (Action into Research MS), that later became MS National Therapy Centres (MSNTC). He had a ‘winning way’ of attracting help and fundraising, often supported by his wife Irene. Here Centre members and supporters, past and present, remember Donald.

Donald Bedford was dedicated to helping people with MS in the region. He ran the MS Centre with the ethos “helping people to help themselves”. He was keen that nobody with MS should be turned away from the Centre even if they could not afford to make a contribution to costs. Donald was instrumental in the very early negotiations with the Ministry of Defence which later paved the way for the new premises we moved into in 2012.

I first met Donald in May 1999 when I was advised by my sister, also an MS sufferer, to attend my local MS Therapy Centre. She told me I was fortunate as my local Centre was managed by Donald Bedford who was highly thought of within ARMS. His words of advice to me at the age of 31 were ‘ Julie you can put a blanket over your knee and feel sorry for yourself or embrace life and accept your condition’. These were very wise words and ones that have stuck with me for the last 17 years. Donald worked tirelessly for the Centre, often late into the night, chatting away to members and listening to all their problems.

He was always there for advice and comforting words for colleagues like me, the patients, their friends and relations. His sense of humour and humility was

the very basis for the Centre as it grew bigger and p ro v i d e d care to m o r e

members in our area; it was this that made our centre so special. We made it our motto that we gave a very professional service in an informal manner. He was ALWAYS there to listen and to give advice.

Donald served the Centre from the year after it opened. He did it with a light touch and had infinite patience with users, carers and staff alike. It was not unusual to see Donald working late into the night and whatever was needed to improve the centre was provided and nobody but Donald knew how the Centre grew and flourished. He was like a wise father; this gentle man will be missed by all who knew him.

Local Faces: Belinda & Belinda moved to Buckinghamshire from Surrey for her first teaching post at John Hampden First School after qualifying as a teacher in 1973. Peter, a Building Inspector, moved from Wimbledon to Aylesbury after Local Authority reorganisation in 1974. They met in 1975 at Group 20 (an organisation for people aged between 20 and 35 years) where Peter was the treasurer. Together they both helped to arrange speakers and events for the Group’s programme.

They were married on 12 February 1977 at Woldingham in Surrey. Snow fell that morning on the North Downs and Belinda was worried that Peter would not be able to get up the steep hill to the village but luckily the snow quickly thawed leaving wet slush everywhere. The bottom of her wedding dress was quite wet by the time the photographs had been taken!

Later that year Belinda and Peter moved into Bryants Acre having decided that they

wanted to continue living in Wendover. Originally, they planned to stay about three years but they are still there. Peter, with the help of local builders, extended the house as their family grew. They valued (and still do) the friendship of all their neighbours and quickly joined the Bryants Acre babysitting circle when Denise was born in 1979 and Alison two years later.

Belinda stopped teaching to raise her family and started attending the Mothers and Toddlers at the Memorial Hall where she was quickly involved in the committee. As the children grew up she became involved in the Memorial Hall playgroup (now Wendover Preschool) where both children enjoyed the various activities.

In 1983, Belinda helped to form Wendover Wallabies, an after school gym club for children from 3 to 7 years. At this time there were very few out of school activities except swimming and ballet. Wendover Carnival

approached them to run the Fancy Dress parade. Peter also took an active part in helping to set up the field for Carnival days.

Summer Sunday mornings were spent at the recently opened Wendover Swimming Pool, where one changed in the John Colet School, then briskly walked to the open air pool. Many friendships were formed at these sessions. They both soon became helpers at the pool, Peter sitting in the wooden shed taking the money whilst Belinda as lifeguard sheltered from the blustery weather in the overhang of the shed roof.

Peter joined the committee of the Friends of John Hampden when Denise started as a pupil there. Belinda returned to teaching in 1985, initially, at the John Hampden and then at the newly formed Halton Combined school. Here she helped form a PTA and introduced residential environmental study weeks to Shortenills having seen the benefits that these had on children. Peter came and

stayed if there was an insufficient adult ratio overnight, leaving for work when the Shortenills’ staff came on duty for the day.

While their daughters enjoyed Brownies and then Guides, Belinda would willingly help at meetings, Pack Holidays and Guide Camps often in the role of first aider or cook. Meanwhile Peter was involved with the maintenance of the Wendover Guide Hut.

When Denise and Alison progressed onto the Wendover Middle School, Peter became a governor for four years before becoming a member of the Aylesbury High School PTA after the girls had transferred to that school.

Belinda returned to the John Hampden in 1990 where her interest in computers increased. She can recall how in the 1980’s the school’s first computer had programmes loaded by a cassette tape recorder which could take twenty minutes. As IT co-ordinator she slowly built up the numbers of computers in each classroom. Then she was involved in fitting out and equipping the new IT room with fifteen computers and finally she saw the introduction of interactive whiteboards & teachers’ laptops for every class.

Peter retired in 2003 and started volunteering at Pitstone Green Farm Museum where he frequently cut the grass in summer and helped restore artefacts during the winter. He also became a member of Wendover U3A, enjoying many

of the group activities. Two years later Belinda decided that she would retire so that they could spend more time together but soon realised that she missed the buzz of school life and took a part time job at Thomas Hickman School in Aylesbury and later worked at Wendover Junior School.

As Belinda became involved in Wendover

U3A she was invited to join the Travel Team, she likes finding interesting places to take a group for the day or a holiday. She helped with the day to day running of the newly constructed U3A website and with support, taught herself some very basic HTML. She

continues her interest in computing by running a U3A Computer Group and the Wendover U3A website.

With friends Belinda created the Wendover History Walks (a journey through Wendover’s history from Norman times to the Second World War) to raise money for St Mary’s Church Refurbishment. After an introduction in the Church, Peter would lead the participants to meet their first costumed interpreter.

Through the U3A Peter and Belinda started to play bowls and they now enjoy membership of the Wendover

& Chiltern Hills Bowls Club. They love outside activities and looking after their grandchildren.

In their retirement they both appreciate that Wendover is a wonderful, friendly village with so much to offer and they are very pleased that they decided to make their home here 39 years ago.

View from the Chair…. of the Finance Committee

Residents will be pleased to know that for the 4th year running the Council has decided not to increase the Precept. This means the contribution you make to us in your Council Tax will not increase. This has been achieved by offsetting the impact of increasing costs through savings and efficiency, including obtaining external funding for some of our larger projects.

The future presents increasing challenges as the Parish Council is expected to take on some of the services currently provided by the County Council and the support grant received from the District Council, which has been decreasing over the last four years, will end completely in 2017/18.

As Chairman of the Finance Committee and of course a resident of the Parish, I am confident that your Parish Councillors and Council staff have the skills and motivation to successfully meet any new challenges.

Parish Council Grants 2016/17You may be aware the Parish Council is considering the future of grant allocation to local charities and community organisations and will be consulting with the community as this will be funded from the local Council Tax.

Some organisations applying for grants are already business planning for 2016/17 so we have decided to accept applications for the 2016/17 financial year in line with our existing policy.

Applications to be paid in April 2016/17 must be received before 5pm on Friday 19th Feb 2016. The maximum amount that can be applied for is £5000. Grants are evaluated against a scoring system and there is no guarantee the applicant will, if successful, receive the full amount. Please phone or email for a copy of the application form and the Council’s Grant Policy.

Heron PathWe had fully expected the works to the railings along the path to have been completed by the beginning of January but this was not possible as we have been let down by the Canal and River Trust.

Although railing maintenance is the responsibility of the Trust, to facilitate completion of the works the Council agreed to pay for the installation if the Trust provided the materials. Unfortunately only half the materials needed were received and it has taken six weeks for the rest to be delivered. We hope that by the time of this edition the work will be completed.

Land Development The Council is aware of plans by CEG (Commercial Estates Group) to develop land, bordered by Aylesbury Rd, Halton Lane and Worlds End Lane, within the Parishes of Wendover and Weston Turville. Parish Councillors and residents attended Public Meetings about the plans to build 180 houses.

AVDC has stated in the Draft Aylesbury Vale Housing and Economic Land Availability Assessment (Oct 2015) that the land is unsuitable for development. The site is outside the built up limits of Wendover where there would be poor accessibility to services and facilities. It would represent a cramped and visually intrusive form of development in the open countryside to the detriment of the appearance and character of the area and the development would result in coalescing with Weston Turville and the garden centre, encouraging urban sprawl.

If the Housing and Economic Land Availability Assessment (HELAA) is adopted the planning application would not automatically be refused but it would be an important material consideration for AVDC. The developers’ plans are in their early stages, If an application is made the PC will be asked its opinions and residents will have the opportunity to comment directly to AVDC. See also p 10.
