ROXBY DOWNS…The mining town of the north certainly lived up to its reputation as one of the State’s baby capitals on Monday January 30, when 834 children went to school. Little Amelia Johnson and Lachlan Fitzsimons (pictured), both aged five, were among 17 youngsters starting school for the first time at Roxby Downs Area School. With total enrollments of 660 for 2006, and 60 new students, the school was “set for a positive and exciting new year, with lots of learning with the students,” said Helen Bennie, Deputy Principal. Meanwhile at St Barbara’s Parish there were 13 newcomers to reception, and 174 enrollments in total. “This year students at St Barbara’s will be working towards being the best students they can be,” said new school Principal Phil Holmes. The Roxby Downs students were among an estimated 250,000 school aged children throughout South Australia to begin term 1 this year. And for the 36 students attending Andamooka Area School following the blaze on January 18, classes were set up in the library and craft building, while the Child Parent Centre and administration is operating from a teacher’s vacant home near the school. There were three new reception students and two new students at Andamooka. Meanwhile, teachers across the State will use a new tool to assess the reading abilities of year 1 and 2 students this year as part of the State Government’s $35 million program to improve children’s literacy skills. SA Education Minister Jane Lomax-Smith said teachers of year 1 and 2 students would be trained to conduct Running Records, an internationally recognised assessment of children’s reading skills. In 2005, Running Records was trialled amongst more than 2,000 year 1 students in 75 schools across South Australia. For Australia Day Celebrations across the north, please see pages 5 and 12.

EditorialEditorialEditorialEditorialEditorialI write this letter to express our appreciation not onlyto the Andamooka and Roxby Downs CFS Brigadesfor their assistance at the Andamooka Primary SchoolFire on January 18, 2006, but also to their familiesand employers. I write also to express our thanks tothe Andamooka Brigade auxiliary members and tomembers of the Andamooka public for their assistanceand offers of assistance during and after the fire.Being in a country area the only “fire response”available to the townships and surrounds of thisarea is that provided by the Country Fire Service.The Country Fire Service is a completely voluntaryservice at our brigade levels.All training organisation and fire attendance is inour own time, no payment or tax rebate etc is availableto volunteers. When assistance is required by oneof these brigades, neighbouring units are called uponto attend.At 5.18am on January 18 this year an electrical firewas discovered at the Andamooka Primary School.The Andamooka brigade responded and was onscene within a very credible five minutes of callout.Unfortunately the fire in the main school block, wastoo involved to be extinguished from outside. TheAndamooka Brigade is not equipped or qualified atthis time with Breathing Apparatus (BA).At about 5.35am a request was made for the RoxbyDowns CFS Brigade to respond urgently with at leastfour x B.A. qualified members. Their response time,with four qualified members in the fire truck andpumper truck, was an amazing 40 minutes, whichreflects on their dedication to their duty and theirconstant training. One additional member was onstandby at Roxby Downs in case additional staff orresources were required.By 6am, 15 minutes after arrival, Roxby Downs Brigadebegan rotating their fire-fighters in shifts to fight thefire inside the building. By 10am, the Andamookaand Roxby Downs Brigades had the fire controlledand extinguished and an estimated $1 million dollarsof damage was done by fire and smoke.Andamooka and Roxby Downs fire fighters areemployed by a number of companies, some of whom,realising the importance of their role, pay theiremployees whilst they are responding for CFS dutiesand some of whom do not pay them for their absenttime. This again shows some of the additionalsacrifices made by the fire-fighters when theyrespond on behalf of their community.Some of the companies employing the fire-fighterswho responded during this incident are BHP-Olympic Dam, Monadelphous Engineering,Northern Earthmoving and Engineering,Broadspectrum and Chandler McLeod. Thesecompanies allowing qualified staff to respondwhenever called enabled us to control and extinguishthe fire safely and our thanks are extended to themfor them having formulated policies allowing thisresponse.The Andamooka auxiliary is an essential part of anyfire response in Andamooka, as it includes theassistance of Tom Radford who supplies water tothe responding units in a town without a mainssupply. During this fire 18,000 litres of water wasused and Tom made trips to Roxby Downs to sourcewater to supply our units. Tom’s quick response wasagain essential to our effective fire-fighting; our deepappreciation goes to Tom for this. He responds toassist with all fires in Andamooka usually withoutbeing called.The actions by the Andamooka Powerhouse werealso efficient and effective. Within minutes of beingadvised of the fire, Col Lawrie had all power to theschool block isolated, creating a much safer fire-fighting environment. Our thanks go also to him forthis assistance.Our thanks to the school staff, who althoughdevastated by the fire, before thinking of themselves,expressed genuine concern for the safety of the fire-fighters during the fire.To the BHP Olympic Dam Emergency Services whosent a representative with offers to assist and wereon standby to attend if required - our thanks indeed.And lastly but by no means least, I extend the mostheartfelt appreciation to the families of the fire-fighters - who tolerate the training, the late night,early morning, public holiday and “during thefunction” callouts. These families put up with theirloved ones returning smelling of smoke, and beingphysically spent.In conclusion I would like to encourage all employerswho haven’t already done so to assess and formulatetheir policies to take fire-fighters duties intoconsideration. These people have skills that are an

When I first raised the topic of movingto Roxby Downs with my six year olddaughter in tow – most of my friendsand family thought I was crazy.But now that we are settled in our newenvironment, I know we did the rightthing. Mad?Well, I thought spending two hours aday (that’s 10 hours a week) in trafficjams moving at a snail’s pace to andfrom work in the Adelaide CBD wasmad. As were the exorbitant car parkingprices. Grab a sandwich for lunch anda drink and that’s easily $10.Having also worked in the MelbourneCBD, where it could take 90 minutes to

drive 10km, I certainly am a greatproponent of the country townlifestyle.Some of the happiest times of my lifehave been working as a journalist inrural Australia.I love the wide open spaces, theendless blue skies, and the red ochreof the earth.We are finding Roxby Downs to be avery friendly and relaxed townshipwith a strong and genuine sense ofcommunity.I look forward to working with you tofurther develop the outback content,scope and relevance of The Monitor.

“We know we’re going to get through this,” saidAndamooka Primary School Principal, Angela Turner,in the aftermath of the fire which devastated the schoolin the early hours of Wednesday, January 18.Police fire investigators have traced the cause of thefire to a faulty computer part – which resulted in anestimated $1 million damage.Local CFS and SES officers responded within fiveminutes of the fire alarm but were unable to save themain school building, which housed the computer room,administration area and several classrooms.A lack of breathing apparatus, and enough crewmembers to support them, hampered the AndamookaCFS’s ability to fight the fire.“Although entry to the building would have beenquicker if we had breathing apparatus – meaning wecould have had the fire extinguished quicker - we stillwould have had to wait for the Roxby Downs crews toprovide adequate support,” said Andamooka CFSCaptain, Nigel Campbell.Several units from Roxby Downs CFS responded to thefire within 30 minutes and brought both breathingapparatus and members trained for their use, whichallowed the fire to be fought from within the building.“It was sad that it took a school fire to pick up whatwe’ve learned in training and put it into practice,” saidAndamooka SES administration officer, NaomiCampbell.The initial community response was disbelief that firecould strike again but attention has quickly turned torebuilding the school.“I was pretty angry initially because this is the secondfire in 18 months but we have immediately moved on towhat to do next,” said school principal, Angela Turner.“I’ve got kids and families to think about and we’vejust got to get through this,” she said.Support for the school and community has alreadyarrived from a number of sources, including Memberfor Giles, Lyn Breuer.

“I would like to praise Angela Turner and NaomiCampbell for the way they’ve handled thistragedy, especially working in the extreme heat toprepare the alternative classrooms,” Mrs Breuersaid.South Australian Education Minister, Jane Lomax-Smith, has also praised the local effort.“Andamooka is a resilient community which hasshown its ability to overcome adversity by theway it bounced back after the last fire at theschool. I have given my assurance that we willrestore facilities at the school and keep it openinto the future,” Minister Lomax-Smith said.For the immediate future the services previouslyset up in the now gutted administration buildingwill be scattered over the school grounds, withthe biggest relocation being the classrooms to anold craft room.“We’re going to be setting up the classrooms inthe old craft block which was built in the 1950’s.It’s got nice high ceilings and we’re going to putair-conditioners in the windows,” said Ms Turner.The kindergarten will be relocated in the libraryand the administration area will move to a vacantteacher’s house nearby.“Extra teaching staff arrived at the school onWednesday, January 25, to support the schoolfor the next few months and allow teachers toconcentrate their efforts on student learning,”Minister Lomax-Smith said.An Adelaide computer company, Microbits, hasgenerously offered to donate time and softwareto help replace some of the computer equipmentlost in the fire.“It will certainly take some time for the school torecover but we know there’s a silver lining toevery cloud and I know the school will get there,”Chris Downey, of Microbits, said.

police reportOLYMPIC DAM...BHP Billiton has improvedits bird deterrent systems at Olympic Damfollowing an increase in both the number of birdsvisiting the tailings retention operation, and intheir mortality rate. The tailings retention operation includes fourtailings cells and 12 acidic evaporation pondswhich are used to process tailings waste andliquor from the plant. In 2004, an environmental monitoring programwas conducted to observe the birds and otherfauna on site in the region. At first the birds weredeterred from visiting the tailings retentionsystem through the use of lights and gas guns.However the increasing number of birds madeit necessary for Olympic Dam management toappoint an independent consultant to review theexisting bird deterrent system, conduct intensivemonitoring on bird usage and behaviors, completea literature review of fauna management ontailings dams and provide advice on managementapproaches.Additional initiatives include: The employment of an officer to

coordinate the TRS fauna project Further intensive monitoring by Olympic

Dam personnel Weekly monitoring by dedicated personnel Testing a revised deterrent system using

Older residents of the north and far west of SouthAustralia will benefit from a significant fundingboost to Home and Community Care (HACC)services.The HACC program is jointly funded by the Federaland State Governments and provides services suchas delivered meals, personal care, home maintenance,social support and domestic assistance to olderAustralians, people with a disability and carers intheir own homes.Northern and Far Western Regional Health ServicesInc will receive $17,700 to provide extra homemaintenance and medication services to older peoplein the region.An allocation of $34,000 will be spent on expandingcentre-based day care in the Whyalla region.As part of the HACC funding for 2005-06 theCorporation of the City of Port Augusta will receive$39,000 for the Miriam High School Holiday andAfter Hours Respite Care project to provide centre-based development activities for children withdisabilities.

Teachers who take up work in Port Augusta,Whyalla, Coober Pedy and Mintabie schools willreceive increased cash incentives as of this year.The country placement incentives wereintroduced by the Rann Government in 2002 forteachers in the first five years of their appointmentin more than 300 South Australian schools andpreschools.SA Education Minister Jane Lomax-Smith said theGovernment supported country recruitment withscholarships to train teachers for jobs in regionalschools, cash incentives and enabling countryschools to select their own teachers, which willcome into effect later this year.The increased incentives mean that Port Augustaand Whyalla teachers in their first year of

appointment will receive an increase from $1688per annum to $3271while teachers in their fifth yearfrom $2638 per annum to $4220.Teachers based at Andamooka Primary School,Roxby Downs Area School, Stuart High, AugustaPark Primary, Hawker Area and Ceduna AreaSchool already received incentives ranging from$3271 to $4420.In Coober Pedy and Mintabie a first year teacherwill receive an increase from $3217 per annum to$5697 and one in their fifth year from $4220 to $6541per annum.The cash incentive scheme is paid annually forthe first five years of a teacher’s appointment in aparticular school or preschool, and is based onthe school’s level of remoteness.

ROXBY DOWNS…Local boys, Greg Dennisand Andrew Eberhard are the first in RoxbyDowns to complete dual-apprenticeships inthe areas of electrical and instrumentation.Finishing the dual-apprenticeship has left thelads very well qualified but it took them fiveyears to complete.“It wasn’t bad at the start but once you finishthe first apprenticeship, you kind of feel likeit’s probably enough but you just keep going,”said Andrew Eberhard.Both Andrew and Greg grew up in PortAugusta and went through the same TAFEpre-vocational course, after which they wereoffered the dual-apprenticeships.“I felt pretty excited about the opportunity at

the time because it was all new to me,” said GregDennis.“Greg and I were picked out of the entire PortAugusta class for this dual-apprenticeship and itfelt pretty good to be chosen like that,” MrEberhard said.With bright futures on the horizon both Andrewand Greg have options to consider – with Andrewchoosing to stay in Roxby Downs “for a whilelonger” and Greg “looking at his options”.“It’s not an easy thing these guys have done andthey are both great role models,” said CEG fieldofficer, Shane Thomson.“It has been great living and working in RoxbyDowns and I’d like to thank Career EmploymentGroup (CEG) for their help,” said Mr Dennis.

Thieves who stole more than $1000 worth of videoand stereo equipment from the Roxby Downs YouthCentre, nearly caused the centre to be shut down.Strong community support and the good nature ofthe Youth Centre’s staff and management allowedthe centre to open again on Friday, January 20.“So many kids asked us if we could keep it openbecause they missed hanging out together and wedecided it would be unfair to punish the good kidsfor the behaviour of others,” said Youth Worker, TomBeever.Between Friday afternoon on January 13 and Sundaymorning on January 15, someone entered the premiseson the edge of the Leisure Centre pool grounds andstole a set of surround-sound speakers, a sub-wooferand a new DVD player.Youth Centre worker, Emma Warren, 16, was “verydisappointed” by the theft but was more concernedabout the loss of services for local young people.“My heart goes out to the kids who are going to missout on using the facilities, because at this stage, itdoesn’t look like the stuff was stolen by kids,” shesaid.At an emergency meeting between management andstaff on Friday, January 20, the decision was made tore-open the facility with extra staff.Members of the public immediately offered supportwhen they found out the centre had been robbed.Local parents, Jason and Wendy Lee, whose childrenCody and Jade attend the Youth Centre, donated a 6-month old DVD player and a surveillance camera todeter future robbers.Both Mr Beever and Ms Warren were keen to extenda big thank you to the Lees for their generosity.“It’s great to have support like that, especially whenspineless jerks rip off stuff from a not-for-profitorganisation like ours,” said Tom Beaver.“We’re asking the thief, or thieves, to take a realitycheck and bring the equipment back, we don’t care -just leave it at the centre or outside my office.”The centre was opened to give local youth a place tohang out with friends and play video games, watchmovies or even have a game of 8-ball.All the stolen equipment was bought by the YouthCentre following its Monster Garage Sale, where staffraised cash by selling items donated by the public.

POWER OUTAGEAn area of the township lost power on the

evening of Wednesday 18 January 2006 from7.20pm until 7.42pm due to an overload

condition causing a main High Voltage CircuitBreaker (CB) 6 to trip. The overload was

caused by high consumption due to extremehot weather; temperature was recorded at 45

degrees Celsius.

Roxby Power investigated the outage anddetermined that due to rapid growth of the

southern township area, there was a need toredistribute the load in the main distributionzones. A section of Distribution Zone 6 wastransferred to Distribution Zone 4. This has

reduced the possibility of this fault happeningagain to negligible.

Council regrets the inconvenience and thankscustomers for their patience. Thank you alsoto those residents who telephoned to report

loss of power. Your input allowed Council staffto quickly ascertain the whereabouts of the

problem.

Council will be undertaking bi-annualinspections of all high voltage equipment

with the assistance of ETSA Utilities.Inspections will occur between 30 March

outages so the inspection work can beundertaken safely. A schedule of the

outages including locations and times willbe distributed in The Monitor Newspaper

prior to commencement.

HEALTH

A meeting of the Community Board was held onMonday 30 January. During January Board memberswere provided with copies of the minutes of all 20Forum meetings held to date. This provided Boardmembers with background information and anopportunity to review the various communitydiscussions that have taken place. Executive OfficerMichelle Hales updated the Board on the behind thescenes work that has taken place while the Boardhas been in recess over the December and Januaryperiod. Points of discussion and outcomes from theBoard meeting will be reported in the next issue.

___________________________________The first meeting of theEnvironmental Partnership will be

held on Tuesday 14 February at7.30pm in the Council BoardRoom. People who havenominated for the Partnership

have been invited to comment onthe Implementation Framework and

bring along their feedback and ideas.Strategies can be updated and

amended as required and any new strategies canbe added to the mix. As it has been several monthssince the Community Plan and ImplementationFramework were written, new factors or issues mayhave emerged that need to be reflected in the Plan.If you have an interest in environmental issuesand would like to nominate for the Partnershipplease contact Michelle Hales on 8671 0010 or byemail at: [email protected].

ARTS & CULTURE

A meeting of theForum was held on 1

February. The main topic fordiscussion was regionalbranding and the need to

create a brand for the arts thatcould also be applied to tourism.

T h e Forum workshopped a few ideas andthe outcomes from that discussion will be reportedin the next issue. The Forum also learned that a newcommunity librarian has been appointed. MarieTresize started work on 23 January and will be addingher expertise to the Forum. Interviews for the newRegional Arts Officer were held on 27 January and itis anticipated that the successful applicant will startwork as soon as possible. These new recruits willadd another dimension to the Arts and Culture Forumand members are looking forward to their input andideas.

As a result of Forum discussions a number ofinitiatives have emerged that Michelle HalesCommunity Development Officer is following upon. These include a Seasonal Health Calendar, aHealth and Wellbeing Guide, a fortnightly healthcolumn in The Monitor and a regular health segmenton RoxFM. In addition the Health Forum will be thefirst Forum to make use of the 4 page annual featurein The Monitor. This liftout will be placed in themiddle of the paper and will be supported by radioprogramming. It will provide an opportunity toinform and educate the community on issues,initiatives, services and projects relating to theHealth and Wellbeing sector. Additional copies ofeach lift out will be printed for inclusion in theWelcome Bag for new arrivals.At the next meeting Forum members will share ideasabout content to go into each of the initiatives.

In January a Welcome Team was formed to start workon the Roxby Downs Welcome Program. The teamconsists of Margaret Anchor, Tom Beever, MichelleHales and Ray Goldie. All of these people haveexperience in working with volunteers and thecommunity and bring a range of skills to the program.Discussions are currently underway with interestedparties about ways to move the program forward toan operational stage.The aim of the Welcome Program is to: ensure thatevery new individual, couple or family arriving inRoxby Downs for an extended period is personallywelcomed and is made to feel that they are happilyaccepted into, and encouraged to become part of,the community.A successful Welcome Program will have long termsocial and economic benefits for the community. Ithas the capacity to prevent people from leaving earlydue to feelings of social isolation as well encouragingpeople to stay longer and set down roots. A lesstransient population creates stability for businesses,schools and health services.

tance for young people aged from 10 years old to 20years old. An opportunity exists for an enthusiastic,

innovative and self-motivated person to develop andprovide these services to young people within this

community.

Experience in dealing with a diverse range of people,as well as strong written and verbal communicationskills are essential. A major part of this role during2006 is to develop programs and services, events

and awareness to the young people of RoxbyDowns.

Ideally you will possess a relevant tertiaryqualification and/or substantial experience in youthprogram planning and delivery. Previous experience

working from a Youth Centre base is highly desir-able. This role does have out of hours and weekend

work.

ROXBY DOWNS...In 2005 with funding from WMCResources (now BHP Billiton), Council and RoxbyDowns Youth Services assisted consultant JackWade to review youth futures in Roxby Downs.As a result of this report and changes in emphasisbrought about by the need to implement a hugelysuccessful 2005 Community Plan, Council decidedto cease the Youth Services contract at the end of2005 and employing an additional youth worker, inline with Mr Wade’s recommendations.This Roxby Downs Council’s funded position willprovide information, develop programs and events,expand assistance, and provide leadershipopportunities for young people aged 10 to 20.During 2006 a Youth Development Plan will bereviewed to align with the Community Plan by linkingwith the work of the recently established Family andYouth Forum. The redeveloped youth plan willbecome the platform from which the community willbe able to secure support for the implementation ofkey youth projects in 2006-08 and beyond.The importance of undertaking these improvementsis underscored by the future expansion of OlympicDam. It is critical that the planning for youth isfinalized and the strategies implemented as soon aspossible to ensure that the town is as prepared as itcan be for the enormous challenges of the futurethat a substantial increase in population will bring.

Water babies make a splash...ROXBY DOWNS…Teaching youngsters toswim is Jennette Felton’s calling in life.A former competitive swimmer herself, she hasspent more than 20 years as an instructor, anddescribes her work as “fun”.“I really enjoy giving something back to thecommunity and prefer to teach young children,especially babies to swim,” she said.A Roxby resident for 18 months, Jenette startedrunning private swimming lessons from herhome pool in October last year. While her poolis classified as a public pool, she only operateson a private tuition basis. The pool is routinelychecked by Council to ensure it meets watersafety specifications.Jenette’s career highlights include swimming the100m butterfly with her idol Shane Gould at theAdelaide Aquatic Centre in 1973. She has alsoswum with Gould at a fun event in Mildura in2004 – which the whole town attended inJennette’s support.“My other idol was Dawn Frazer, but these daysit’s Ian Thorpe, and I always tell the kids to watchThorpe swim” she said.The number of classes required to teach a childto swim with confidence varies from child tochild, but Jennette finds several sessions areusually necessary.Jenette instructs babies (children under three)in groups of three, but finds that older childrenthrive when they are taught privately. She is alsohighly experienced in teaching children withdisabilities to swim.She is endorsed by the Royal Life Saving SocietySA Branch, which enables her to teach thesociety’s swimming program, and issue itscertificates.As a fully qualified instructor, Jennette alsocarries the required public liability insurancecover.

Organisers of sporting events havebeen warned to take precautionsagainst the extreme summer heat toavoid participants suffering heatrelated illnesses during exercise.The State Government has fundedSports Medicine Australia (SABranch - SMASA) to work withsporting groups to implement newupdated guidelines, which haveinput from sports physicians,doctors, sports scientists andsporting groups.The updated guidelines available onwww.smasa.asn.au (SelectResources and then EnvironmentalConditions) provide information tominimise the risks of coming downwith a heat related illness.“Without taking care in the sun,people can easily be affected by heatexhaustion, dehydration, and heatstroke, a potentially fatal conditionthat must be treated immediately,”said Recreation, Sport and RacingMinister Michael Wright.“Many things can lower our risk ofheat stroke, such as drinking plentyof water, wearing lightweightclothing and, where possible,exercising during the cooler parts ofthe day,” he said.Organisers of events such as funruns and bike rides need to take extra

precautions, because people tended topush themselves beyond their normalboundaries of activity, forgetting thepotential dangers of soaringtemperatures.The Bureau of Meteorology websitewww.bom.gov.au/products provideshourly temperature readings forregional areas.The SMASA website warns that at anytime, high intensity exercise in a hotenvironment, with the associatedelevation of body temperature, can leadto heat illness. Heat illness in sportpresents as heat exhaustion or the moresevere heat stroke.To avoid dehydration, SMASArecommends that:Athletes drink approximately 500millilitres (two glasses) in the two hoursprior to exerciseAthletes exercising for more than 60minutes drink 500-700 millilitres (two tothree glasses) of cool water or sportsdrink. This should be sufficient for mosttypes of exercise.After exercise, fluid deficits should bereplenished to ensure athletes are re-hydrated but not over-hydratedThe SMASA website also providessimple table guidelines offering adviceon whether to cancel events underextreme environmental conditions.
