Florida Business and Labor leaders come together to oppose amendment; officially launch “No on 4” campaign

Florida business, civic and labor leaders gathered in Tallahassee on Tuesday to hear the report of a top Florida economist showing that Amendment 4 - a proposed change to the state constitution - would lead to heavy job loss and higher costs for Floridians.

“The losses of Florida jobs under the ‘Most Likely Scenario’ are very high,” reported Tony Villamil, economist for Washington Economics Group, the organization that conducted the study. “Amendment 4’s passage will have potentially devastating consequences to Florida’s economy at a time when the economic situation at both the state and national levels is uncertain and at a time when attracting new businesses to Florida is essential for the future recovery and prosperity of the state and its residents.”

The study considers a “Modest” and a “Most Likely” economic impact scenario. The study does not predict a “Worst Case” scenario. According to the study:

Under both scenarios, Florida’s economic dynamism is lost. This would permanently impact the economic growth potential for Florida, causing a steady decline in the standard of living of all Florida residents. Further, permanently impacting employment and growth within major industries and job-generating activities.

“If you like the recession, you’ll love Amendment 4,” said Mark Wilson, President of the Florida Chamber of Commerce. “This amendment will cost jobs, hurt taxpayers and make it more expensive to live in Florida.”

In an unprecedented show of unity, labor and business leaders agreed to jointly oppose Amendment 4.

“It’s not too often that a union leader and a business leader agree on something,” said Frank Ortis, President of the Florida State Council of Machinists and Aerospace Workers. “But we can all see how much Amendment 4 would hurt Florida’s working families. And we are working together to defeat it.”

Ortis and Wilson serve together on the board of Citizens for Lower Taxes and a Stronger Economy, Inc., the group formed to defeat Amendment 4. That organization is chaired by former South Bay Mayor and National League of Cities President Clarence Anthony.

“No single item on the 2010 ballot has the potential to weaken Florida’s economy and hurt Florida’s taxpayers more than Amendment 4,” said Anthony. “If passed, this amendment will trap Florida’s communities in gridlock.”

The economic study indicates that Amendment 4 will also have a major impact on Florida taxpayers. According to the study:

Additionally, Florida’s tax revenues would sharply slow as a result of Amendment 4’s passage as fewer commercial and residential properties will be developed due to the increased costs and uncertainty associated with each comprehensive land-use plan referendum. This would force local and state governments to either raise taxes or cut services. Public schools, public safety and local health care services would suffer from both the direct impact of Amendment 4 (delay construction until the next election) and the indirect impact of fewer tax revenues from which to fund needed operations and capital investments.

If Amendment 4 is adopted, Florida would become the guinea pig for a measure that has never been adopted in any other state in the country. However, the small Florida town of St. Pete Beach adopted a local version of Amendment 4 in 2006. Since then, the town has seen fewer jobs, higher tax rates and endless litigation at taxpayer expense.

“Our experiment in Amendment 4 has turned St. Pete Beach into a battleground for special interests,” said Ward Friszolowski, the former Mayor of St. Pete Beach. “And at a time of economic hardship, it has caused extraordinary damage to our economy.”

“I ask the voters of Florida to learn more about St. Pete Beach-- and to learn from our mistakes,” said Friszolowski. “Amendment 4 supporters promise that they’ll give you a ‘say on growth.’ Don’t believe it. Don’t let them do to Florida what they already did to my hometown.”

“AMENDMENT 4” LIKELY TO COST 267,247 FLORIDA JOBS, MAJOR ECONOMIC STUDY SAYS

WEST ORANGE CHAMBER OF COMMERCE

Announces Annual Tallahassee Trip Dates

The West Orange Chamber of Commerce will once again participate in the Central Florida Chamber Coalition’s “Capital Connection” March 17-18, 2010.

More than 100 community leaders from Central Florida will converge on the State Capitol as part of the Coalition’s lobbying effort in Tallahassee. The 2010 Chamber coalition includes Apopka, East Orlando, Greater Oviedo, Orlando, Inc., Seminole County/Lake Mary, Hispanic and Winter Park Chamber of Commerce, all representing over 5,000 Central Florida businesses resulting in a true regional effort. This is the only organized Chamber trip to Tallahassee this year.

The trip will include 2 private luncheons featuring top State representatives, a visit to the State Capitol with a tour of the House floor, an evening reception at the exclusive Governor’s Club with invited Central Florida delegates and networking opportunities with other members of the Central Florida business community.

“Every year this trip is a huge success,” said Stina D’Uva, president of the West Orange Chamber. “Our members have the opportunity to meet elected officials and discuss issues that are important to the growth and development of our community.”

For information on participation with this year’s trip and other Chamber activities please contact Krista Compton Carter at the West Orange Chamber office, 407-656-1304 ext. 6 or [email protected].

Orange County Government Community Action Division is looking for potential partners in a new program to promote employment opportunities between employers and job seekers in Orange County. The Earn and Learn On-The-Job Training Program has been established using stimulus money from the American Recovery and Reinvestment Act. The program offers local employers some exciting financial incentives and free services.

Orange County Government Community Action Division can offer your company job-ready, pre-screened and specifically selected applicants to match your company’s

employment needs. This free service allows your managers to focus on business and not digging through hundreds of applications and resumes. The Earn and Learn OJT Program also offers limited background and drug screening upon request.

Best of all, in exchange for your company providing employment and training the employee to do the job hired for, Orange County Government Community Action Division will reimburse up to 50% of the wages (not to exceed a maximum reimbursement of $8.00 per hour) for a newly hired OJT employee for the first three months. This allows you to pay the qualified employee as much as $16.00 per hour at half the payroll cost.

These are a few highlights of the program. Full details and discovery on how to become a participating employer, is just a phone call away. For more information, please contact: Raquel Santana at: (407) 254-9163 or [email protected]

What’s the Real Story on Commercial Lending? By Lynetta Steed, Regions Bank & Chamber Chairman-elect

Julie Kleffel - BankFIRST and Russ Salerno – M & I Bank and I were invited by the Chamber’s Economic Development Committee to speak to our members on commercial lending. We all concur that banks are willing and able to lend. However, there are two sides to the equation: Supply and Demand. Even with tighter lending standards, the basic story is that banks have plenty of money to lend, but just not many bankable applicants. It has been 35 years since businesses were this reluctant to boost inventories or consider capital expenditures because they are unsure about demand for their own products. In order to help the economy recover = new jobs, banks needs to continue to focus on small business lending and stable businesses need to be willing to jump in there and apply for loans to fund their expansion plans. Our economy needs both!

Work-out hardship situations on existing loans are very common in today’s environment. Here are the tips:

Never wait until you are late on a loan payment. It’s always best to call your banker as soon as you think you may be having some trouble. They are willing to work with you on rate, structure etc. to help you through these tough times.Show that you have made efforts to mitigate your expenses and address your reduction in revenue. In other words, be prudent and accountable to doing everything possible to help your business. Don’t live carelessly and then expect the bank to work with you.Work with your existing banker, the one who gave you the initial loan. Now is not the time to shop around. That banker has the advantage of knowing you in good times and bad. Keep in mind banks usually make decisions based on overall banking relationship. Good Character is everything. Always have it, when asking for a loan and when asking to amend it.

Pine Hills Business Redevelopment Task Force Update by Susan Fortini, Fastsigns

• Hubbard Construction gave an update on the West Colonial Drive/50 Road Widening project. The footprint of the project is from Good Homes Road to Pine Hills road and will make West Colonial a 6-lane road with all new medians, sidewalks and traffic signals. The project is currently on schedule to be finished by Sept 22, 2010

• The RFQ for the Marketing Consultant Project is almost complete. This company hired for this project will conduct grass roots marketing research and community outreach to develop a strategic and comprehensive redevelopment plan for the Pine Hills area. The consultant must have a diverse staff and must have experience in reaching out directly to the community for feedback. Several members from the Task Force will participate in the procurement process for the selection of the consultant.

• Orange County has a program called the Community Design Assistance Program that provides refunds to businesses that make esthetic improvements to their properties. Properties located along Pine Hills Road between Silver Star Rod and Colonial Drive are eligible to participate. The refund cannot exceed $5,000 and must be matched in equal value by the property owner.

Next meeting is scheduled for Feb 8, 2010 10-12noon.
