FATO Congress
I remember the day, 7 years ago (2004) when Mister Masse NIANG came in my office (Show Me) in Dakar-Senegal saying : "Assane, I have a very clear vi-
sion on the communication of the FATO and the management of its Congresses and I would like to be able to count on your expertise for an accompaniment. I But let us be clear, we have no budget, the FATO is the patrimony of all.” Seduced by his approach, I mobi-lized all my staff blindly to en-gage with FATO in the process of renewing the look of the FATO Congresses. Dakar 2005 was the starting point. Today, after Dakar
2005, Kigali 2007 and Hamma-met in 2009, I’m impressed by the visionary dimension of the Presi-dent of the FATO but it is clear that challenges remain to be faced. After the official opening by Tanzanian Deputy Minister of Health and Social Welfare, The Hon Dr. Lucy Nkya, the ses-sions as well as the strategic meetings were revalued in a laudable way by the presence and the participation of two other Ministers : Minister of Social Affairs and Solidarity, of Central Africa Republic, The Hon Mrs. MARGUERITE PETROKONIZEZE and The Minister of Labour & Social Services of Zimbabwe, The Hon Mrs Paurina MUPARIWA. Present from the beginning, the Minister of Social Affairs & Solidarity, of Central Africa
Republic, remains humble, followed all the presentations even the most technical, show-ing a will to understand, to analyze, to look for solutions about the preoccupations of the persons with disability of her country, the Hon Mrs Margue-rite PETROKONI ZEZE de-serves our congratulations and all our attention. The Minister of labour and So-cial services of Zimbabwe, the Hon Mrs Paurina MUPARIWA, wrote a very
short phrase but fully significant to be proposed as an official
slogan. She said : “it should never be business as usual until the rights of persons with disabilities have been fully achieved”. This note is enough to demonstrate her commitment for this cause. She inspired the discussions during the FATO congress. In fact, the platform of this congress was the best place for such a decla-ration.

By proceeding to the official closing of the FATO congress ,on September 24th, 2011 in Arusha, Professor Claude LECOUL-TRE, President of ICRC Special Fund for Disabled . " I was impressed at the opening of the congress by the presence of the significant number of participants with a great variety. And I am also impressed at the closing by the large number present which is very rare in congresses where, at the end we rarely see 1/3 of the participants. I encourage you and congratulate you on the success of the Congress and inform you of my availabili-ty to strengthen our partnership ".

were addressed: national
strategies / policies and
cerebral palsy manage-
ment. In addition, the first
open session was held.
In the session “National
Strategies and Policies”,
which was chaired by Max
Deneu, 8 countries
(Rwanda, Ethiopia, Mada-
gascar, Togo, DR Congo,
Burkina Faso, Burundi and
Ivory Cost) presented their
strategies / policies for the
development of the reha-
bilitation sector. In addi-
tion to country presenta-
tions, the development of
physiotherapy and CBR in
Benin and the ADPK
Kenya inclusive approach
activities were presented.
Masse NIANG, key
speaker of the session,
opened the session with an
overview of the situation
and raised the idea of im-
plementation a body to
follow-up the development
of national strategies / poli-
cies and to monitor their
implementation.
The management of cere-
bral palsy is a challenge
for the rehabilitation sec-
tor. During the session
“Management of Cerebral
Palsy”, the subject was
addressed under three as-
pects: Background and
Theory, Spasticity and
Postural Seating. During
the session, chaired by
Harold Shangali, the
speakers not only pre-
sented basic principles, but
also shared their experi-
ence.
During the “Open Paper”
session, several aspects of
the rehabilitation sector
were addressed. Madame
Marguerite Petrokonizeze,
Minister of Social Affairs,
Solidarity and Gender pre-
sented the rehabilitation
sector in Central Africa
Republic. In addition, dur-
ing the session, technical
and clinical subjects were
addressed. The session
closed with a presentation
from the India delegation
attending the congress.

INTERVIEW WITH THE PRESIDENT OF ISPO INTERNATIONAL Professor Jan HB GEERTZEN
P ro f ess o r J an HB GEERTZEN President of ISPO affirmed in his inter-view that collaboration with the FATO should now go beyond the limits of the event towards a permanent and sustainable work. He will not fail to note that given the strategic position that the FATO in Africa, studies and investigations
should be better exploited through the involvement of all. To do this, exchanging e-mails are not enough but it is urgent to work for the coordination of pro-grammes much more ori-ented to technical meet-ings, as well as strategies for implementation. Pro-f e s s o r J a n H B GEERTZEN remembers
his first visit to Africa that coincided with the first steps of the organization of the Congress of the FATO in Arusha where he plans to have constructive meet-ings with rehabilitation professionals but also with partners in order to strengthen international collaboration.
Training, education, develop-ment and recognition are the most important pre-requisite of
qualifying techni-cal orthopaedic professionals to practice profi-ciently, adequately and efficiently with the other members of the rehabilita-tion team. It does
enable one to provide optimum quality of rehabilitation ser-vices, measuring the outcome
of the services rendered, adapt-ing skills and their knowledge in environments with different conditions, coping up, imple-menting and improvising alter-native and advanced technolo-gies as well as carrying out research aimed at elevating the quality of services provided. The Congress of the FATO was also en-riched by the presence of exhibitors from partners who had shared information with participants to further strengthen collaboration in the service of people with disability. It was in this friendly atmosphere during coffee breaks that meetings were con-ducted which we think will benefit all.
