Disclaimer
These expression of interest (EOI) documents is provided to the applicants solely for use in
preparing and submitting applications for shortlisting for engagement of a consultant to carry
out the Assignment as further detailed in these EOI documents. These EOI documents are
being issued by Project Management Unit, Koh-e-Suleman Improvement Project, Government
of the Punjab (the “Agency”), solely for the use of the Applicants in considering the Assignments
enumerated hereunder.
Unless expressly specified otherwise, all capitalized terms used herein shall bear the meaning
ascribed thereto in the glossary of these EOI documents.
The evaluation criteria have been laid down for the purpose of shortlisting of the Applicant. The
Agency or its affiliated entities, nor its consultants, advisors, employees, personnel, agents, may
make any representation (expressed or implied) or warranties as to the accuracy or
completeness of the information contained herein, or in any other document made available to
a person in connection with the tendering process for the Assignment and the same shall have
no liability for these EOI documents or for any other written or oral communication
transmitted to the applicants in the course of the applicant’s evaluation of the Assignment.
Neither The Agency, nor its employees, personnel, agents, consultants, advisors and
contractors etc. will be liable to reimburse or compensate the recipient for any costs, fees,
damages or expenses incurred by the recipient in evaluating or acting upon these EOI
documents or otherwise in connection with the Assignment as contemplated herein.
The EOI submitted by any Applicant shall be upon the full understanding and agreement of any
and all terms of these EOI documents and such submission shall be deemed as an acceptance to
all the terms and conditions stated in these EOI documents.
Any EOI submitted by any Applicant shall be construed based on the understanding that the
Applicant has done a complete and careful examination of these EOI documents and has
independently verified all the information received from The Agency (including from its
employees, personnel, agents, consultants, advisors and contractors etc.).
These EOI documents shall neither constitute a solicitation to invest, or otherwise
participate, in the Assignment, nor shall it constitute a guarantee or commitment of any
manner on the part of The Agency that the Assignment will be awarded. The Agency reserves
its right, in its full discretion, to modify these EOI documents and/or the Assignment at any
stage during the procurement process to the fullest extent permitted by law, and shall not be
liable to reimburse or compensate the bidder for any costs, taxes, expenses or damages
incurred by the Applicant in such an event. Similarly, The Agency reserves the right, in its full
discretion, to cancel the EOI process at any stage and shall not be liable to reimburse or
compensate the Applicant for any costs, taxes, expenses or damages incurred by the Applicant
in such an event.

Expression Of Interest (EOI)
For Short Listing Of Consulting Firms/NGOs
Koh-e-Suleman Improvement Project (KSIP) (hereinafter referred to as “THE AGENCY”) has been
established by the Planning and Development Board, Government of Punjab, with a total cost of
Rs.5,712 Million and envisages improvement of social and physical infrastructure of tribal areas
situated in Dera Ghazi Khan and Rajanpur Districts, thereby reducing poverty and enhancing the
income generating capacity of the tribal inhabitants.
The Project Management Unit, Koh-e-Suleman Improvement Project, Government of the Punjab
invites Expression Of Interest (EOI) from the consulting firms /NGOs who are on Active Taxpayers
List of the Federal Board of Revenue for the services of for improvement of social and physical
infrastructure of tribal areas situated in Dera Ghazi Khan and Rajanpur Districts. Method of
selection will be Quality and Cost Based Selection.
The interested candidate can acquire Expression of Interest documents containing detailed terms
and conditions, etc. from the office of Project Director KSIP D.G Khan Applicant are required to
apply within fifteen days from the date of publication of this advertisement. NO TA/DA will be
admissible for submission of EOI documents.
The expression of interest, prepared in accordance with the instructions in the EOI documents,
must reach at (Maqbool Ahmad Project Director KSIP D.G Khan on 21-10-2021 at 12:00 (noon) or
before. The expression will be opened the same day at 12:30 pm. This advertisement is also
available on PPRA website at www.ppra.org.pk.

1. Definitions
Section - I
General Provisions
In these documents, the following terms shall be interpreted as defined below:-
Agency: - Project Management Unit, Koh-e-Suleman Improvement Project,
Government of the Punjab.
Applicant: - Means any consulting firm/NGO, that is eligible, has the expertise
and ability to undertake the Assignment as per the requirements of
these EOI documents and has not been blacklisted/debarred by any
public sector organization or department in Pakistan.
Assignment/Scope of
Work:-
Means the works to be undertaken and services to be provided by the
Applicant in accordance with these EOI documents upon being
selected as a successful consultant after the bidding process to be
conducted after shortlisting.
Consortium:- Where the Applicant is comprised of a group of
firms/companies/consultants/advisors etc. who have submitted an
EOI as per the requirements of these EOI documents, all members, if
awarded the contract, shall individually sign and be jointly and
severally liable for the entire Assignment and such an association may
be known as a Consortium for submission of the EOI.
Lead Consultant/Advisor:- If the Applicant is a Consortium, then one of the entities of such a
Consortium shall be designated as the Lead Consultant/Advisor in the
EOI to perform a lead role who has been duly appointed by all
Consortium members to submit and sign on their behalf all
documents required hereunder to bind the entire Consortium to the
contents thereof.
Due Date:- The date is mentioned on advertisement of EOI.
EOI:- Expression of Interest to be submitted by the Applicants containing
the information as set out and required under these EOI documents.
Power of Attorney:- The Power of Attorney to be provided by the Applicant in the form
appended in Annexure V to these EOI documents.

2. Introduction
Koh-e-Suleman Improvement Project (KSIP) (hereinafter referred to as “THE AGENCY”) has been
established by the Planning and Development Board, Government of Punjab, with a total cost of
Rs.5,712 Million and envisages improvement of social and physical infrastructure of tribal areas
situated in Dera Ghazi Khan and Rajanpur Districts, thereby reducing poverty and enhancing the
income generating capacity of the tribal inhabitants.
The tribal belt is spread over an area of 10,350 Sq. Km bordering Dera Ismail Khan District of KPK
on Northern side, Kashmore District of Sindh on Southern side and Districts of Barkhan and Mousa
Khail of Baluchistan on Western Side. The area serves as a buffer zone between these districts and
settled areas of Punjab. The tribal belt is situated on Koh Suleman range of mountains and the
terrain is very difficult to access due to the mountainous nature. The difficulty in access has caused
serious flaws in service delivery of Health, Education, Agriculture and Livestock Sectors. This belt
with tribal administration is divided in 9 Tumans (Tribal Chief’s) “six tumans of D.G. Khan include
Qaisrani, Khaitran, Buzdar, Lund, Khosa, Leghari and of Rajanpur are Gurchani, Dareeshak &
Mazari” with the total population of 246,660. (as per 2017 Census)
Community Development Consultant (NGO) would be main implementing partner of the Project
for working in tribal areas of project Districts. The Community Development (NGO) would mobilize
the tribal communities with special focus on empowerment of tribal inhabitants and would
organize in forming/ designing small community sub-projects e.g. Tube wells, Solar Tubewells,
Deep Wells, Pipe Lines for Irrigation, Barbed wire Fence, Orchard, Play Ground, Cattle/ Goat &
Sheep Shed, Water Regulatory Structures, Earthen/ Pacca Bunds, Water Reservoirs, Water Storage
Tanks, Protection Bunds, Protection Walls, Silt trap structures in areas where water source is
available & income generating projects etc.
In addition to above, Community Development Consultant (NGO) would identify 2000 suitable
candidates for vocational skill training.

3. Scope of Work
A. Scope
Scope of consultancy include but not necessarily limited to following:
i. The Applicant will act as a bridge between the Community Organization (CO) and all
implementing partners of the KSIP;
ii. The Applicant will be responsible for interacting with the Community Organizations,
help in registration with competent authorities, hold meetings and to assist COs for
record keeping as per statutory requirements;
iii. The Applicant will assist the community organizations to identify their valid executable
needs;
iv. The Applicant will assist the community organization to design/ formulate workable
projects to address the community needs;
v. The Applicant will verify the benefits accruing from these needs and would recommend
prioritized valid executable projects to PMU for assistance;
vi. The Applicant will facilitate and monitor the execution of the community development
sub projects approved by KSIP;
vii. The Applicant will identify willing suitable candidates for skill generation training to be
imparted through Punjab Skill Development Fund (PSDF);
viii. The Applicant will strictly follow conditions prescribed by KSIP and would ensure the
target given by KSIP are achieved within time;
ix. The Agency will have a right to increase or decrease the scope of work during the
execution;
B. Duties and Responsibilities
The Applicant will undertake the following tasks particularly but would not be limited to:-
i. Community Mobilization
a. To organize the beneficiaries in the project area at the community level so that they are
able to actively participate for their development, as per design of KSIP.
b. To introduce the concept and methodology of KSIP to organized communities and
involve them in a process of awareness and identification of key community needs
c. To orientate the CO’s in processes and procedures that are required to link the CO’s
with KDIP and other Government agencies.
d. To do capacity building of CO’s/ members to make them able to plan and implement
KSIP activities and initiatives.
e. To motivate and recommend suitable candidates for skill generation trainings by PSDF
and their willingness to utilize the same for enhancing their incomes.

ii. Asset Creation and Training
a. To assist the COs in the identification of all KSIP beneficiaries based on the criteria
designed in revised KSIP;
b. To ensure equitable distribution of interventions of KSIP on the basis of population,
area & assessed need;
c. To ensure the inclusion of remotest communities for all key project activities and
help COs;
d. To establish coordination and logistics mechanisms to ensure implementation of
target project interventions;
e. To train the office bearers of community organization in making necessary
arrangements such as forming different committees within the COs for
procurement, audit and implementation ultimate operation & maintenance of the
scheme;
iii. Community Physical Infrastructure
a. To be overall responsible for implementation of community development projects of
KSIP and to help the tribal communities to identify and implement all schemes;
b. To organize/ arrange trainings in Operation & Maintenance and Development Planning
for the community activists so that they are able to take care of village community
development schemes.
iv. Linkages with Other Service Providers
To link the community organizations through a signed Terms of Partnership (TOP’s) with
the concerned line agencies and facilitate them in implementation;
v. Monitoring, Evaluation and Knowledge Management
a. To conduct periodic focus groups meetings with the beneficiaries of the different
activities under KSIP and provide feedback to the PMU in specially designed formats
form the community;
b. To prepare case studies to identify how the communities have utilized the assets,
training opportunities, investments and technical knowledge provided by the Project;
c. To conduct CO Managers Conferences so that CO managers are able to share their
development experiences and issues;
d. To prepare annual work plans and budgets and ensure their timely submission for the
Annual Work Plan and Budgeting;
e. To submit monthly and quarterly progress reports on all activities and outputs achieved

and prepared quarterly and annual progress reports which are based on the KSIP log-
frame;
Section-II
Instruction to Bidders
1. Eligibility
a) The Agency shall not hire a consultant for an assignment in which there is possibility of
conflict of interest. If a consultant has been engaged by the Agency to provide goods or
works for a project, it shall be disqualified from providing consulting services for the
same project. Similarly, a consultant shall not be hired for any assignment which by its
nature, may be in conflict with another assignment of that consultant.
b) The Firm / NGO should fulfil the eligibility criteria provided in Section IV of these EOI
Documents.
2. Fraud & Corruption
a) The Agency requires that the Applicant observes the highest standard of ethics in relation
to the submission of the EOI for shortlisting and further documents required for
shortlisting and thereafter.
b) The Agency will reject a proposal for shortlisting if it determines that the Applicant has
directly or through an agent, engaged in corrupt, fraudulent, collusive, coercive or
obstructive practices in competing for the contract in question and will declare the
applicant debarred, as per Punjab Procurement Rules.
3. Clarifications in relation to the EOI Documents
a) An Applicant requiring any clarification in relation to the EOI documents shall contact
The Agency in writing at the address indicated in these EOI documents.
b) The Agency will respond in writing to any request for clarification provided that such
request is received no later than seven (7) days prior to the deadline/due date for
submission of the EOI.
4. Amendments in EOI Documents
a) At any time prior to the deadline for submission of EOI, The Agency may amend the
EOI documents by issuing an addendum.
b) Any addendum issued shall be part of the EOI documents.
c) To give Applicants reasonable time to take an addendum into account in preparing
their applications, The Agency may, at its discretion, extend the deadline for the
submission of applications.

5. Cost of Application
a) The Applicant shall bear all costs associated with the preparation and submission of
EOI. The Agency will in no case be responsible or liable for those costs, regardless of the
conduct or outcome of the shortlisting process.
b) The Agency will not be responsible for any costs or expenses incurred by the Applicant in
connection with the preparation or delivery of proposals
6. Documents Establishing the Eligibility Of Applicant
To establish its eligibility, the Applicant shall attach the relevant documents to prove its
eligibility.
7. Documents Establishing the Qualification of Applicant
To establish its qualifications the Applicant shall provide the information requested in the
corresponding sheets, shortlisting criteria etc.
8. Signing the Application
The Applicant shall prepare and submit the EOI as described in this document. The EOI
shall be signed by a person authorized on behalf of the Applicant.
9. Sealing and Identification Of Application
The Applicant shall enclose ONE Original and FIVE duplicate copies of its EOI in a
sealed envelope that shall:
bear the name and address of the Applicant,
be addressed to (Maqbool Ahmad Project Director KSIP D.G Khan
bear the specific identification of this shortlisting process indicated in the EOI
documents and shall be clearly marked the subject title.
Each EOI shall be in English accompanied by the supporting documents. Should
any original supporting documents not be in English, a certified translation of
the same in English shall be provided by the Applicant.
Applicants are also required to state, in their proposals, the name, title, fax
number and e-mail address of their Primary Contact and Secondary Contact,
through whom all communications shall be directed until the procurement
process has been completed or terminated.
The Agency will accept no responsibility for not processing any envelope that
was not identified as required.

10. Late application
Any application received by The Agency after the deadline/due date for
submission of applications will not be entertained
11. Opening of Applications
The Agency shall open all application(s) on the 21-10-2021 at 12:30 pm
12. Confidentiality
Information relating to the evaluation of Applications, and recommendation for
shortlisting, shall not be disclosed to the Applicants or any other persons not officially
concerned with such process until the notification of shortlisting is made to all Applicants.
13. Clarifications of Applications
a) To assist in the evaluation of applications, The Agency may, at its discretion, ask any
Applicant for a clarification of its application which shall be submitted within a stated
reasonable period of time. Any request for clarification and all clarifications shall be in
writing.
b) If an Applicant does not provide clarifications of the information requested by the
deadline, the application shall be evaluated based on the information and documents
available at the time of evaluation of the application. Failing of which may lead to
disqualification of application.
14. Responsiveness of Applications
All applications not responsive to the requirements of the EOI document shall be
rejected.
15. Notification of Shortlisting
The Agency shall promptly notify each Applicant as to whether or not it has been
shortlisted after completing the process and procedure of shortlisting. The Agency will
on request inform the applicant about the grounds of rejection.
16. Interpretation & Final Determination
The interpretation and final determination of any matter relating to the EOI documents, the
EOI, all enclosed documents, sections, compliance documents etc. as well as any
additional or supplementary information required by The Agency will be at Agency’s sole
discretion which shall be final and binding on the Applicants.

17. Use of Information
Permission for disclosure of information submitted by an Applicant as part of the EOI is
not required for the release of information to The Agency, its governing
bodies/departments, its consultants, advisors and personnel for the purpose of
shortlisting and evaluation.
18. Governing Law
These EOI documents will be governed by and construed in accordance with all applicable
Laws in Pakistan.
19. Consortium
a) If the Applicant is a Consortium, there must be a Lead Consultant appointed through a
Power of Attorney executed by all Consortium members but such Consortium is
limited to maximum of 4 members only. If the Applicants are a Consortium each
firm of the Consortium (including the Lead Consultant) shall furnish a Power of
Attorney authorizing an authorized representative of the Lead Consultant on their
behalf. One member of the Consortium may submit only one EOI and if one member
submits more than one EOI, The Agency shall reject all such EOI;
b) Power of Attorney to be printed on stamp paper signed and notarized. A a copy of
Attorney’s national identity card (“NIC”) should be attached with the Power of
Attorney.
c) In the event the Applicant is a Consortium, all communications and correspondence
shall be routed through the Lead Consultant. The Agency shall only correspond with
the Lead Consultant and as such delivery of any notice, information or other
correspondence to the Lead Consultant shall be considered deemed delivery to all
the members of Consortium.
20. General Instructions
a) Application for Expression of Interest one (1) original and five (5) copies must be received in the sealed envelope to be delivered by hand or through registered mail to; Project Director, Koh-e-Suleman Improvement Project, (KSIP) House No. 347, Opposite Govt. Girls High School, Quetta Road, Dera Ghazi Khan.
b) The application for Expression of Interest be delivered not later than 12:00 noon on

October 21, 2021 (Expression of Interest Application Deadline date) and be clearly marked as “Application for Expression of Interest for Community Development Consultant”.
c) Application shall be submitted using Application Form (Section-V) annexed with the
document
d) The name and mailing address may clearly be mentioned/ marked on the envelope
e) Application must be submitted in English Language and all relevant forms may be filled out in English, or English translations be annexed. Non-compliance of the same would result in disqualification of the applicant.
f) Applicant must respond to all questions and provide complete information as advised
in this document (Application Forms (Section-V). Failure to provide the information may result in disqualification of the applicant.
g) The Agency reserves the right to cancel the Expression of Interest process and reject all
applications as per Punjab Procurement Rules.
h) The process will be governed under Punjab Procurement Rules 2014 as amended from time to time and instructions of Public Procurement Regulatory Authority received during the completion of the process. Moreover, the EOI documents shall be construed and interpreted in line with these Rules and Regulations.
i) Applicants must ensure that they submit all the required documents indicated in these
EOI documents. Proposals received without valid documentary evidence, supporting documents and the manner for the various requirements mentioned in these documents or certificates are liable to be rejected at the initial stage itself. Valid documentary evidences for the critical services rendered as detailed hereinafter should be submitted by the Applicant for scrutiny. It is intimated that no objection shall be entertained regarding the terms and conditions of these EOI documents at any later stage during shortlisting process.
j) Annual audited statements of accounts for the last three years of the Applicant duly
certified from a registered chartered accountant shall be submitted with the EOI.
k) The Applicant, and if applicable, must be registered with the all the concerning revenue authorities and a copy of the NTN (National Tax Number) must be submitted with the EOI.
l) The Agency will evaluate the EOI as per evaluation criteria provided hereunder and
will prepare a shortlist of the Applicants as per the Rules.
m) The Agency may confirm the status of the Applicant for the sake of conflict of interest before completion of the shortlisting process. For this purpose, the Applicant shall be required to provide this information in specific terms and any misrepresentation shall be made a ground for rejection. Applicants may note that in case of their

selection, any such links, if detected during the currency of their contract, may lead to their blacklisting.
n) The Agency will not reimburse any cost or expenses incurred in connection with the
preparation or delivery of the EOI or visits to any office or site.
o) The Agency shall be under no obligation to return any EOI or supporting materials submitted by the Applicant.
p) Any misinformation forged statements etc. will lead to disqualification from
shortlisting and any other action as per law.
q) The Applicant must immediately report to The Agency in writing any change in the information provided in its EOI (including any information relevant to any Consortium). The determination of whether the change is material shall be in Institution’s sole and exclusive discretion and any material change could also lead to disqualification of such Applicant. Any failure to report change by the Applicant shall constitute grounds for disqualification.

Section – III
List of Documentary Evidence
1. Eligibility Documents
Availability of the following documents in the EOI shall be checked to shortlist the
Applicants:
a) Copy of registration with Security & Exchange Commission or Registrar of Firms.
b) Copy of registration with FBR (must be included in the active taxpayer list of FBR)
and Punjab Revenue Authority.
c) List of permanent professional staff along with C.Vs of relevant staff showing project
wise experience with exact time and duration of each project
d) Certificate/ affidavit that the firm has not been blacklisted or debarred by any
Government/ Autonomous Body.
e) RFP shall be issued to only shortlisted firms
f) Firm must have experience in working in the relevant filed
g) Memorandum & Article of Association, if required.
h) Organizational Chart and a detailed company profile.
i) List of similar works completed by the firm during last five (05) years and similar
works in hand, duly certified by the employer that the work was successfully
completed.
j) Audited statements of accounts for last five (05) years.
k) Demand draft of Rs.5000/- in favour of the Project Director, Koh-e-Suleman
Improvement Project (KSIP), Dera Ghazi Khan or copy of cash deposit receipt of EOI
documents charges from PMU office in the said account
2. Qualification Documents
a) Details of similar consultancy contract(s) completed in similar environmental and climatic conditions. Summary list of projects handled by the Applicant. If the Applicant is a Consortium, the details for each of the Consortium members have to be provided.
b) Copies of reference letters (if any).
c) Details, in the format provided at Annexure II hereto, of similar Works/ Project contracts
completed during the last five years. If the Applicant is a Consortium, the details for each of the Consortium members have to be provided.

d) Details, in the format provided at Annexure III hereto, of works completed by the
Applicant during last five years, indicating total cost of such works and cost of consultancy services received against those works along with date of start and completion or expected date of completion shall be provided. If the Applicant is a Consortium, the details for each of the Consortium members have to be provided.
e) The Applicant shall provide audited statements of accounts and annual turnover for the
past three years duly supported by audited statements. The audited statements and annual turnover shall be that of the Applicant and not of any parent company, subsidiary or any affiliates of the Applicant, any non-compliance shall constitute as grounds for disqualification.
f) List of professional staff along with CVs, in the format provided at Annexure IV, of relevant
core staff showing Assignment wise experience with exact time duration for each Assignment. If the Applicant is a Consortium, the CVs of relevant core staff for each of the Consortium members have to be provided.
g) Documents to substantiate the formation of Consortium (if formed).
h) The Applicant shall have infrastructure and equipment required for carrying out similar
projects. Duly completed information form in the format attached as Annexure I hereto. If the Applicant is a Consortium, the information form has to be duly completed by and submitted for each of the Consortium members.
i) The Applicant must have mobilized and formed more than 300 community organization in
the tribal areas.
j) The Applicant must have capacity to monitor evaluated participatory community development sub project.
k) The Applicant will not be political, discriminatory, ethnic, sectarian etc.

Section – IV
Evaluation Criteria

a) Registration with SECP/ Registrar of firms.
b) Registration with Pakistan Engineering Council (If Applicable)
c) Income tax registration
d) Active tax payer
e) Not currently blacklisted
f) Punjab sales tax registration
( if the Applicant is not registered with Punjab Revenue Authority , in case of successful
firm, the registration with PRA will be compulsory before the issuance of award letter)

i. Any applicants who do not submit the requisite information or those that are
non- compliant with the terms laid out in the EOI document and EOI may be removed
from the list being considered; remaining applicants will be evaluated according to
the following criteria.
ii. From the time the Proposals are opened to the time the Contract is awarded, any
effort by Consultants to influence the PSC in the examination, evaluation, ranking of
Proposals, and recommendation for award of Contract may result in disqualification.
iii. The decision of the procurement committee regarding relevance of experience/
qualification of personnel/ firm shall be final.
