VICE-CHANCELLOR'S MESSAGE
In the developing world ODL is a promising and practical strategy to
address the challenge of widening access, thus increasing participation
in higher education. It is increasingly being seen as an educational delivery
model which is cost-effective without sacrificing quality.
Undoubtedly the biggest university in Indian sub continent, IGNOU is
unique in the sense that it is a dedicated distance education institution
that is ideally placed to play a leading role in increasing access to higher education for
marginalised communities.
The stark inequalities and stratification in the Indian society remain features of economic and
social life. Against the backdrop of these inequalities and stratification, IGNOU sees its central
mission as that of influencing change in society for the betterment of all. This is based on the
assumption that the legitimate aspirations and reasonable expectations of Indian citizens to
enjoy the fruits of democracy and a free society should be fulfilled. Thus the university regards
itself as an institution that aims to open up more opportunities for people to further their
studies by removing possible barriers (geographical distance, time constraints and funding) to
accessing higher education by offering flexible learning, providing comprehensive student
support, and charging reasonable study fees that make higher education more affordable.
IGNOU promotes its open access policy by providing opportunities while its materials, quality
assurance and student support based on best practices in open and distance learning ensure
success for the marginalised learners. Thus, ODL can operate over long distances and cater
for widely scattered and differing student bodies. In this document we are presenting details of
the students support services network of the university which is catering to the 2.98 million
learner community across the country.
I am very pleased to record special appreciation for Dr. Neelam Chaudhary, Sr. Analyst and
Sh. Girija Shankar, Sr. Research Officer of Planning and Development Division to bring out
this document titled " Expanding Access to Higher Education through ODL" . I am also happy
with Prof. T. U. Fulzele, Director (P&DD) who is creating such a congenial environment to
promote such initiative. It is hoped that the policymakers and researchers will find this work
useful.

FOREWORD
We have witnessed a tremendous growth of Distance and Open Learning
(ODL) system in the country in recent years. The system is receptive to
changes and has absorbed very successfully emerging capabilities of
information and communication technology to ensure wider access of
quality education at sustainable costs. The system has also responded
extremely well to a very fast growth in contemporary knowledge and
new areas of education, relevant to national development because of
some inherent dynamism in the system. The system has also ensured successful interventions
in fairly wide areas of educational training and skill up-gradation requirements from awareness
programmes to advanced research programmes for a variety of target groups of learners.
In the background of a very encouraging and swiftly growing the number of programmes and
learners, it is essential to review the status of the system and take pro-active measures from
time to time for ensuring quality. It is therefore, important to have a reliable Data base for the
University. Therefore, we have prepared a huge database in which year-wise, programme-
wise, level-wise ( i.e. certificate to Ph.D.) distribution and percentage share in the total students'
enrollment is given since the inception of the university. Graphical presentation of total
enrollment of year-wise, Programme-wise and level-wise is also depicted. Moreover, analytical
report of each Regional Centre, in which year-wise growth and percentage share of that Regional
Centre in total enrollment of IGNOU is also explained. Here, an attempt has been made to
consolidate the Regional Centre-wise database of University (IGNOU). This "Expanding Access
to Higher Education through ODL" data book is third volume of different kind of database
prepared by Planning & Development Division.
I am extremely thankful to the Hon'ble Vice-Chancellor Prof. Ravindra Kumar for his consent
encouragement, guidance and support in bringing out this volume. I would like to record my
sincere appreciation to Dr. Neelam Chaudhary, Sr. Analyst and Sh. Girija Shankar, Sr. Research
Officer and other staff of P&DD for their stupendous efforts in compiling and analysing the
database. I am sure that this volume will work as a valuable source of information for educational
professionals, administrators, teachers, academics and researchers but also to students for

PREFACE
Distance education is based on the philosophy of
bringing education to the door step of the learners.
India being a stratified society, egalitarianism refers
not merely to numbers but also their socio-
economic profile. This human capital has to be
developed specially so as to become self-reliant
and self-esteemed contributors to national
development. IGNOU provides educational opportunities to a vast number of people. Need
based programmes and courses are provided. Due to the absence of face-to-face teaching,
support services are provided to the learners through a huge network of Regional Centres and
Study Centres. The programmes range from academic to vocational and from professional to
certificate courses. In order to formulate policies for the University, there is a need to maintain
a data bank of student's enrollment and programmes offered at Regional Centres of IGNOU.
Managing data as a resource is an important function of management. Reliable and relevant
data is the source of valuable information and by managing data efficiently, sound management
decisions can be made. It also increases research efficiency since researchers will be able to
save time. It will prevent duplication of effort by enabling other researchers to use the data
rather than trying to collect and collate the data themselves. Keeping this in view, P&DD has
taken up the task of preparing a database of IGNOU students Regional Centre wise since
1985-86 to 2015-16 and came out with a Database Book titled "Expanding Access to Higher
Education through ODL". This database will be upgraded from time to time as and when
further information is made available. The present report is based on the IGNOU Annual
Report, Profile, Vice Chancellor's Report, and information provided by SRD. We are thankful
to SRD, SED, RSD, MPDD and other divisions for their co-operation to bring out this document.
The contribution of Mr. Deepak Mehra in database management is greatly acknowledged. We
are also thankful to colleagues in Publication Unit for timely bringing out the publication. A
special thanks to all the staff members of P&DD for their support and encouragement.

Planning & Development Division has prepared Regional Centre wise Database Book. In this DataBook, we have compiled and analysed the student enrollment at Regional Centres from 1985-86 to2015-16, which has two volumes in which Regional Centres have been segregated based on theiryear of establishment (given below) :

Volume - II - RCs Established between 2001-02 to 2015-16
The Data Book contains :
Year wise growth rate of student enrollment at each Regional Centre. Overall averagegrowth- rate of each Regional Centre. Share of each Regional Centre in the total enrollment ofIGNOU till 2016. Year wise enrollment of each programme at each Regional Centre since its launch.Level wise distribution of student enrollment at each Regional Centre. Most popular programmes ateach Regional Centre.

Looking at the popularity of the programmes offered at each Regional Centre, some interestingfacts have come to light:
� In Raipur Regional Centre, Diploma and Certificate programmes are most popular. Morethan 50% enrollment is in Diploma and Certificate programmes at Regional Centres.
� In Agartala and Guwahati Regional Centres, Certificate programmes are doing as good asMasters and Diploma programmes.
� In Ranchi Regional Centre, though Bachelor programmes are most popular, Diplomaprogrammes are at par with the Masters programmes.
� In Srinagar Regional Centre, more than 58% enrollment is in Master's Degree programmes,but PG Certificate and Diploma programmes are also in demand.
� In Darbhanga Regional Centre, though Bachelor Degree programmes are most popular,Diploma programmes are also doing well in comparison to Master's and Certificateprogrammes.
� In Koraput and Port Blair Regional Centres, Master's Degree programmes are laggingbehind Bachelor Degree programmes.
� Bachelor's Degree programmes constitute 77% in Koraput, 75% in Port Blair and 76% inRaghunath Ganj of the total enrollment at these Regional Centres.
� In Madurai Regional Centre, Certificate and Diploma programmes are doing much betterthan Master's Degree programmes, though Bachelor Degree programme are most popular.
� If we look at the popularity of the programmes in terms of enrollment across RCs, BachelorDegree programmes are leading at 42 RCs, Master's at 13 RCs & Diploma Levelprogrammes at 1 RC.
� Bachelor Degree programmes have more than 50% share of the enrollment at 24 RegionalCentres and more than 70% share in 8 RCs.
� Master's Degree programmes have more than 50% share of the enrollment at 7 RegionalCentres.
� North Eastern States have 6.7% share in the total enrollment of IGNOU till 2015.

Khanna RC was established in 2001-02 with the enrollment of 8118 students. Up-to 2006-07, theRC did quite well and in this year the enrollment increased by 61.79%. But during the next fiveyears, the enrollment declined continuously, though again it picked up by 5.6%, 3.1%, 6.81% and12.20% % in 2012-13, 2013-14, 2014-15 and 2015-16 respectively. The average overall growthrate at this RC is 2.96% and it has 1.59% share in the total enrollment of IGNOU. At This RC,Bachelor Degree Level Programmes are leading with 53.17% share in total enrollment of RC, followedby Master Degree Level of Programmes with 33.29% share.

Gangtok RC was established with the initial enrollment of 384 students. During the subsequentyears, we find consistent upward mobility in the growth rate till 2014, but the enrollment declinedcontinuously in 2014-15 by 6.42% and by 11.40% in 2015-16. The most significant growth rate wasin the year 2002-03 and 2003-04 with 49.47% and 53.136% respectively. This RC has maintainedthe average growth rate of 22.02% till 2015-16 and it has 0.46% share in the total enrollment ofIGNOU. At this RC, like at some other RCs, Bachelor Degree Level Programmes are very popularhave 66.42% share in total enrollment in comparison with other level of programmes.

Agartala RC was established with the initial enrollment of 872. The table shows decline in theenrollment by 18.23%, 58.41%, 34.5% and 26.52% in 2002-03, 2006-07, 2010-11 and in 2015-16.The table shows significant growth in the enrollment 2005-06 and 2007-08 by 372.58% and 107.59%respectively. During the subsequent years also we find sustained growth in the enrollment pattern.The Agartala RC has 36.19% overall average growth rate from 2001-02 to 2015-16. Out of the totalcumulative enrollment of IGNOU, Agartala RC has share of 0.58%. At this RC, Bachelor DegreeProgrammes are leading with 40% share in total enrollment of RC, while Certificates and MasterDegree Level Programmes are having approximately equal share in the enrollment.

Itanagar RC was established in with the enrollment of 633 Students. This RC maintained sustainedgrowth rate till 2014. The enrollment declined only thrice during the whole span. The enrollmentcame down by 22% in 2003-04, by 2.63% in 2004-05, and 1.60% in 2014-15, the enrollment increasedby 44.95% in 2015-16. The average growth rate at this RC is 25.67% since the time of its establishmentand it has 0.39% share in the total enrollment of IGNOU. At this RC, Master Degree Level Programmeswith 37.94% share to Bachelor Degree Level Programmes are leading with 34.44% share in totalenrollment of RC and followed by Diploma Level of Programmes with 24.48% share.

Raipur RC was established in 2002-03 with the enrollment of 3037 students. It established of welland the growth rate continued to increase till 2006-07 but it came down by 80.28% in 2007-08. Wefind zigzag pattern in the growth rate of enrollment during the subsequent years. In 2008-09 and2009-10, the growth rate increased by 138.11% and 23% but again went down by 62% in 2010-11.The data shows upward mobility in growth rate for the next two years and again it came done by9.32% in 2013-14 and 15.42% in 2014-15. The overall average growth rate at this RC is 34.95% andit has 1.09% share in the total enrollment of IGNOU till 2016. At this RC, it is very interesting tonote that the Diploma Level of Programmes are popular (with 32.82% share) in comparison to theother levels of the programmes such as Bachelor Degree, Master Degree and Certificate level whichhave 23.86 %, 23.20 % and 16.58 % share in the enrollment of the RC respectively

Port Blair RC was established in 2005- 06 with the enrollment of 1768 students. The data shows thatexcept for 2007-08 and 2009-10 when the enrollment dipped by 19% and 13.82% respectively, thegrowth rate shows upward mobility till 2015-16. The overall average growth rate at this RC is5.70% and it has 0.35% share in the total enrollment of IGNOU. Jabalpur RC was established in 2007-08 with the enrollment of 3879 students. There was 40.78%growth in enrollment in 2008-09 but during four subsequent years i.e. from 2009-10 to 2012-13, theenrollment is continuously declining. The data shows that enrollment went up again in 2013-14 by19.76 %, in 2014-15 by 13% but in 2015-16the enrollment declined by 17.98%. The overall growthaverage rate at this RC is 3.75% and it has 0.44%, share in the total enrollment of IGNOU. At thisRC, Bachelor Degree Level Programmes are leading with 45.48% share in the total enrollment atRC, followed by Master’s Level Degree Programmes with 35.09% share.

Rajkot RC was established in 2007-08 and the initial enrollment was 1655 student. The enrollmentincreased by 203.69% in 2008-09 and the upward trend continued up to 2012-13. The enrollmentdeclined by 0.68% in 2013-14, 23.03% in 2014-15 and 27.06% in 2015-16. The RC has 0.73% sharein the total enrollment of IGNOU. It has 31.06% overall average growth rate. The enrollment increased significantly in2008-09 by 375.32% and continuously went up during the next two years but after that the enrollmentdeclined in three subsequent years i.e. 2011-12, 2012-13 and 2013-14 by 5.39%, 8.53% and 25.29%respectively. The enrollment increased slightly in 2014-15 by 3.85% but again it came down by32.30% in 2015-16. The RC contribute 0.70% share of student enrollment in total enrollment ofIGNOU with 47.35% overall average growth rate.
