PrefacePurpose

The purpose of this exercise is to discuss an active shooter event occurring at a healthcare facility. Play will proceed according to an exercise script, and players will have ample time to discuss the information presented, explore response options, and participate in group discussions.

HSEEP Compliance This SITMAN follows much of the guidance set forth by the Homeland

Security Exercise and Evaluation Program (HSEEP) of the US Department of Homeland Security.

Exercise OverviewObjectives The 2018 Facility Style Active Shooter Full Scale Exercise will focus

discussion on an active shooter event so that players may evaluate emergency response procedures, identify areas for improvement, and foster collaboration between facility stakeholders and first responders. This exercise will focus on the following objectives:

● Discuss operational coordination and response between facilities, first responders, and public safety agencies based on your plans.

● Discuss operational communication issues, capabilities, and roles and responsibilities in a dynamic situation between internal and external stakeholders.

Structure This exercise begins with a slide providing information about an individual enters a healthcare location and begins shooting. Play will continue based on a predetermined scenario with a facilitated question and answer time during each module. Players can request additional information at anytime from the Exercise Facilitator to seek further details or to clarify any misunderstandings. Play will be divided into two distinct modules:

● Module 1: Incident Notification ● Module 2: Response● Hotwash

SITMAN Job Aids This SITMAN is divided into modules that complement the exercise modules. These sections list the information the players receive from the Exercise script and supporting information to capture the player’s thoughts, notes, and information to guide actions.



Module 1- Incident NotificationAt 9:05 am a person enters the front door of your health care facility with a gun. They make their way to the front desk and open fire striking a nurse who had her back to the gunman.

A visitor witnessed the shooting and called 9-1-1 - “There is a man with at rifle and he just shot a nurse in XYZ Nursing Home, I am running for my life” The call abruptly ends and local police and fire begin their response

Module 2- ResponseHelp ArrivesWithin minutes Law Enforcement and EMS/Fire begin arriving on scene. Law Enforcement officers are recommending a full lockdown of facility and asks for assistance from your management.

Police find the shooter in the facility and engage the gunman. The shooter is shot but not killed by police and taken into custody.

9:30 am Status● One victim is dead – the nurse● Three patients with serious wounds● Three visitors with moderate wounds● Some computers and medical equipment have been destroyed, and multiple windows have

been shot out● Many people are in shock and are still in disbelief

10:45 am Status – 1 hour and 15 minutes later● Police determine facility is clear of further threats● Crime scene investigation commences
