The University opened as Stanislaus State College in 1960, with a faculty of 15 and fewer than 800 students, at the Stanislaus County Fairgrounds in Turlock. The institution moved to its current location in 1965, gained university status and its present name in 1986, and opened its Stockton Center in 1998. Today, CSU, Stanislaus (Stanislaus State) serves a diverse student body of more than 10,500 at two locations in the Central Valley — a beautiful 228-acre main campus in Turlock, and less than an hour’s drive North is the branch Stockton Campus (approximately 800 students), which is located in Stockton’s historic Magnolia District. The service area of Stanislaus includes six counties located in the Central Valley of California, a rich, agriculturally-based region of the state.

The University is a critically important educational resource for our region of approximately 1.5 million people. Widely recognized for its quality academic programs, the University has 10 nationally accredited programs and approximately 340 full-time faculty. Over eighty percent of full-time faculty members hold doctorates or terminal degrees in their fields. The University offers a rich mix of 43 undergraduate majors, 24 master’s programs, 7 post-graduate credentials, and a doctorate in educational leadership. New instructional facilities have been built for the unique pedagogy of professional programs, laboratory sciences, and performing arts.Especially noteworthy is the fact that CSU, Stanislaus has the distinction of enrolling some of the highest percentages of first-generation students in the CSU—this Fall with 80% of freshmen being the first in their family to obtain a college degree. The University continues to receive national recognition with its ranking as one of the best 373 colleges in the nation by The Princeton Review. The University was one of 12 public universities in the nation to be recognized by the American Association of State Colleges and Universities

for demonstrating exceptional performance in retention and graduation rates. In addition, U.S. News and World Report ranks Stanislaus State as one of the “Top Public Universities-Master” institutions in the West in its America’s Best Colleges ratings. Washington Monthly named Stan State the No. 1 “Bang for the Buck” public college in the West Region also ranking the University 13th in the nation for the quality of its master’s programs and No. 87 in the nation for the way it serves adult learners. “Best Colleges for the Money” category, MONEY magazine ranked Stan State No. 5 among the nation’s “Most Transformative Schools.” Also, for the 14th consecutive year, Stanislaus State was selected as one of the country’s top 385 colleges by The Princeton Review. U.S. World News & Report ranked the Stan State No. 8 in the West for social mobility. It also ranks Stan State 11th among Western public universities, and 30th in the West among all universities, public or private, representing an upward movement of 18 spots from the 2018 rankings. In addition, this year, Stan State made its first appearance in the regional rankings for “Best Colleges for Veterans” at No. 17, and in “Value Colleges in the West” at No. 30. The University also was placed 50th in the publication’s list of ethnic diversity champions among colleges in the West, and Stan State’s undergraduate business program was ranked No. 380 in the nation, placing the program among the country’s elite top 20 percent. CAMPUS STATEMENT ON DIVERSITY AND INCLUSIONStanislaus State is recognized as a Hispanic-Serving Institution (HSI) by the U.S. Department of Education, and is also a MSI (Minority Serving Institution) campus. Stanislaus State has a foundational commitment to promoting, supporting and affirming the rich diversity of our students and the surrounding communities.

To this end, the President created the President’s Commission for Diversity and Inclusion (PCDI), and charged this large council composed of faculty, students, staff and others to develop an institutional Diversity and Inclusion Action Plan, here. PCDI was affirmed by the Academic Senate and the campus also implemented a formal process to assess progress on this plan annually.

In addition, Stanislaus State and the Academic Senate has approved and adopted a campus Diversity Statement that states here: Stanislaus State is a collegiate community that serves a diverse population of students, faculty, staff, and

administration. These facets of diversity encompass but are not limited to: race, ethnicity, nationality, sex, sexual orientation, gender, gender identity, creed, religion, age, social class, socio-economic status, physical and cognitive differences, political views, and veteran status. The University is intent on engaging with all of its community members in meaningful ways that support the values and strengths that each individual brings to this campus. In building a community inclusive of everyone, more than recognition, tolerance, acceptance, and celebration are required. Stanislaus State also strives to teach, incorporate, mediate, and promote issues of diversity that go beyond the surface.

The PositionThe Stanislaus community seeks a new Vice President, Business & Finance who has extensive, senior-level experience in a broad variety of management areas, with strong preference in institution(s) of higher education. He or she will have a proven record of success in comprehensive budget management and planning, project management, and problem solving, as well as managing a highly skilled, diverse professional organization with a complex fiscal structure. The successful candidate will be expected to communicate effectively and collaboratively with all University and community constituencies, to develop trust and solid interpersonal working relationships with all constituents—including students, faculty, staff, administrators on campus, as well as with Foundation and advisory board members, with regional business and other professional organization leaders, regional and state elected officials where relevant, and key CSU Chancellor’s Office leaders and staff.

Reporting directly to the President, Dr. Ellen Junn, who joined Stanislaus in July 2016, the Vice President for Business and Finance is the chief financial and senior management officer and advisor to the President on the administrative support operations of the University. Overall responsibilities include institutional budget planning in support of the University’s strategic plan; fiscal policy development; resource allocation analysis; budget development, control, and reporting;

asset management; procurement and purchasing; financial accounting and business affairs; campus master planning, facilities, plant operations and sustainability efforts; business auxiliary enterprises and revenue-generating external partnerships; oversight of philanthropic and business auxiliary endowment investments; safety, security and emergency planning; risk management; and other university-wide leadership responsibilities as assigned by the President. The position also oversees University Foundation financial accounting/reporting activities; and serves as a member of the President’s Executive Administrative Team and the President’s Executive Cabinet.

The Stanislaus State Business and Finance Division has 190 dedicated employees who have achieved excellent results for the University, which is in sound financial shape.

Reporting directly to the Vice President are the Associate Vice President, Capital Planning and Facilities Management; the Associate Vice President, Financial & Support Services; the Executive Director, Auxiliary Business Services; the Associate Vice President, Information Technology; the Chief of Police / Director of Public Safety; Director, Safety & Risk Management; and, the Executive Assistant to the Vice President.

The Vice President for Business & Finance has primary responsibilities for the following areas:

GENERAL MANAGEMENT OVERSIGHT

– Advising the President on administrative, business and finance matters in the development of goals and objectives to meet the total institutional needs across all divisions.

– Formulating, planning, improving, and implementing campus-wide administrative policies and procedures.

– Planning, developing and evaluating the University’s administrative and information technology programs and services (e.g., financial, facilities, commercial operations, information technology, auxiliaries’ operations, etc.) to both achieve the campus’ objectives and assure compliance with the policies of the California State University, and federal and state regulations.

– Working closely with and proactively supporting the Associate Vice President for Human Relations, Equal Opportunity and Compliance to implement effective employee support programs.

– Serving on relevant external and community boards and organizations as a university representative.

– Consulting and coordinating with the Chancellor’s Office as needed, including the Office of the General Counsel, regarding the interpretation and implementation of administrative policies and procedures.

FINANCIAL OPERATIONS – Directing State financial operations, including budgeting,

accounting, procurement, purchasing and cash, risk and asset management.

– Assuring that State administrative operations both serve the needs of the campus and comply with all State, Federal, and GAAP audit requirements.

– Work closely with the Vice President for Strategic Planning, Enrollment Management and Innovation, the Provost and Vice President for Academic Affairs and the Vice President for Student Affairs in developing robust budget models based on data analytics to accurately fund and assess student and faculty success.

– Advising the President on matters related to the fiscal standing and structure of the campus.

– Directing and advising the campus’ State investment activities and working closely with the VP for Advancement to optimize the Philanthropic Foundation investment activities.

AUXILIARY OPERATIONS – Overseeing auxiliary financial operations, including

budgeting, accounting, payroll, procurement, and cash risk, and asset management.

– Directing auxiliary construction and facilities operations.

– Directing the campus’ auxiliary investment activities.

– Assuring that auxiliary administrative operations both meet the needs of the campus and comply with all State, Federal, and GAAP audit requirements.

– Serving on various boards and councils, including the Foundation Board of Directors, Auxiliary Business Services Board of Directors, and overseeing Foundation endowment activities.

– Proactive in seeking, assessing and developing new, appropriate, commercial, revenue-generating activities

with external partners that align with the University strategic plan and campus values to support enhanced student and faculty success and that optimize efficiencies. and financial and personnel matter related to these activities.

FACILITIES OPERATIONS – Chairing the University Master Planning Advisory

Committee to guide and oversee new developments in envisioning and creating an updated University Master Plan with the entire campus community.

– Directing the campus physical master planning activities so that both short- and long-term campus growth are accommodated.

– Overseeing the capital planning, implementation, and maintenance activities to assure that the campus academic activities are productive. In particular, proactively plan for the renovation and replacement of old buildings and development of new faculty research space in conjunction with the campus, the CSU Chancellor’s Office, and the CSU Board of Trustees.

– Exploring and developing dynamic and innovative public, private partnerships (P3) that benefit the campus, students, faculty and the community.

– Plan and oversee the diversification and beautification of a campus landscaping and facilities plan that creates a welcoming campus environment reflecting diversity and inclusion.

– Working closely in partnership with the Provost and Vice President for Academic Affairs, the Vice President for Strategic Planning, Enrollment Management and Innovation, and the Vice President for Student Affairs, create a comprehensive budgetary and facilities and

implementation plan to better support the stability and incremental expansion of key academic programs and student service support at the Stockton Campus.

OFFICE OF INFORMATION TECHNOLOGY

– Directing, in consultation with the Associate Vice President for Information Technology and Chief Information Officer, the implementation of a comprehensive IT administrative infrastructure, business intelligence systems and initiatives including a campus information technology plan that is aligned with all divisions to support student, faculty, staff and administrative success.

– Specifically implement an overall campus IT plan that includes working to strongly support the Academic Technology plan by working collaboratively and closely with the Academic Senate, Academic Affairs, the Director of Academic Technology, the Center for the Enhancement of Teaching and Learning (CETL), and other divisions to provide robust support and training for faculty, staff and students to improve student learning.

Specifically implement a campus IT plan that includes working closely with Academic Affairs and Student Affairs to use technology tools in improve online tools, databases and other digital supports for enhanced student advisement, as well as improved accessibility and ADA compliance, and other supports as needed.

In addition, the Vice President is responsible for directing the campus public safety and risk management activities to assure that the campus remains a safe environment for faculty, staff and students, and directing the campus’s emergency and business continuity planning activities.

EXPECTED QUALIFICATIONS INCLUDE:

– A minimum of 10 years of progressively responsible administrative or professional accounting (or equivalent) experience.

– An advanced degree in Business Administration, Management, Accounting, or a closely related field.

Experience in a non-profit organization or higher education setting is strongly preferred, particularly experience with the California State University or University of California systems. The successful candidate will have working knowledge of (or ability to quickly learn) University infrastructure, policies, and procedures. He or she must have the vision and courage to break new ground, while ensuring and advancing the financial health and stability of the University. Expertise in financial and accounting management is essential.

He or she will must unquestioned integrity, a passion for excellence, creativity, an entrepreneurial spirit, political

astuteness and diplomacy coupled with the ability to maintain a high degree of confidentiality. Other characteristics the University is seeking include:
