2 Organic Sector of Sri Lanka

2.1 Overview

Sri Lanka, affectionately called the pearl of the Indian Ocean, is a tear drop shaped

island of 65,000sq KM, located just 30 KM South-East of the Indian subcontinent.

Moderate climate throughout the year, fertile soil, freely available ground water

with a well distributed river network in most parts and two monsoons which bring

rains for the two main cultivation seasons are the key ecological factors of the

country. With these ideal conditions, the agriculture sector has always performed

as a major economic force in Sri Lanka, making a significant contribution to the

national economy, food security and employment.

Agricultural production

The primary form of agriculture of Sri Lanka is rice production. Tea is cultivated in

the central highlands and is a major source of foreign exchange. Coconut,

vegetables, fruits, and spices are also cultivated in the country. Around eighty

different varieties of fruits and vegetables are grown in Sri Lanka's varied agro-

climatic areas.

The cool and salubrious climatic conditions in the hill country are ideal for

temperate crops such as carrot, leek, cabbage, cauliflower, salad leaves, beet,

bean, bell pepper, and salad cucumber. The well-demarcated low country and dry

wet areas are suitable for a variety of tropical fruits and vegetables ranging from

green chili, red onion, pumpkin, bitter gourd, melon, sweet and sour banana types,

queen pineapple, papaya, mango, lemon and gherkins. Sri Lanka produces more

than 800,000 metric tons of fruits and vegetables annually and exports both fresh

and processed varieties to many destinations in the world.

Organic production

For more than 30 years, Sri Lanka has exported a range of certified organic

products. The country is considered one of the organic pioneers in the Asian

region, introducing organically certified tea and cinnamon to the world market.

According to “The World of Organic Agriculture” statistical yearbook of 2020,

Sri Lanka was the Asian country with the second highest organic share of the total

organic agricultural land in 2018, amounting to 77,169 hectares. 591 hectares of

organic land focuses on tropical and subtropical fruit. 129 hectares of land have

been converted to organic land for vegetable farming.

The official total number of organic producers amounted to 1,416 in 2018,

although it is estimated that the actual figure of organic producers is much higher

(the National Organic Control Union NOCU assumes that there are 12,000 organic

producers in the country). In 2019, 155 new producers were organic certified.

There are also 313 exporters and 879 processors of organic produce in Sri Lanka.

They engage in their own cultivation or are involved in out-grower systems, often

with smallholder producers. Organic tea and coconut are mainly produced on

large-scale farms while organic vegetables are mainly produced by smallholders.

Organic fruits and spices are produced by both large farms and smallholders.

Organic exports

The volume of organic exports from Sri Lanka increased from 4,200 MT in 2007 to

44,300 MT in 2018. Organic exports from Sri Lanka to the world increased from

EURO 171.63 million in 2014, to EURO 258.67 million in 2018. The European Union

(EU) imported 26,570 MT of agri-food products from Sri Lanka in 2018, and the

country holds the 26th position among countries supplying organic foods to the EU.

The EU has been an important trading partner and continues to be a key

destination for Sri Lankan exports.

Major export destinations of organic produce from Sri Lanka in their order of

importance are USA, Germany, UK, Japan, France, Sweden, Australia, Canada,

Belgium, Austria, and the Netherlands. In 2017, Sri Lanka gained access to the

GSP+ (Generalized Scheme of Preferences) arrangement which provides tariff-free

market access to the European market. This scheme will continue until 2023.

Furthermore, Sri Lanka has signed Preferential and Free Trade Agreements with

India, Pakistan and Singapore. The country has also signed the Asia Pacific Trade

Agreement, the Global System of Trade Preferences among Developing Countries

(GSTP), the South Asian Free Trade Agreement (SAFTA), and the South Asian

Preferential Trade Area (SAPTA).

Political support

The National Policy Framework “Vistas of Prosperity and Splendor” from 2019

explicitly mentions initiatives to promote the production of organic agriculture

products in Sri Lanka, to cater to domestic and export markets. These initiatives

include introducing an internationally accepted organic product certification

system in Sri Lanka, producing organic fertilizer of high standards, developing two

million home gardens, and significantly expanding the organic agriculture land.

In line with this trend, positive yield developments, increased production and

value-addition of organic agricultural products are expected.

In June 2020, the government issued a gazette notification, declaring the

Moragahakanda-Kaluganga Mahaweli “F” Zone in the Central Province as a

sustainable agricultural development area. The objective is to promote organic

vegetables, fruits and other field crops in this zone, free from agrochemicals and

pesticides; to ensure sustainable usage of soil through soil conservation methods

of setting stone bunds and biological hedges, and to promote water conservation

in farming for the preservation of irrigated water and its efficient use.

Food Category Description

Organic Tea Sri Lankan tea, recognized globally as Ceylon Tea, is renowned for its high quality, aroma and taste. The first organic tea estate worldwide was certified organic in Sri Lanka. The country is the second biggest organic tea producer and exporter in the world. It has a multitude of smaller, organic single-origin tea producing estates throughout the country.

Mostly found in Dimbula and Uva regions, organic tea cultivation is still in the fledgling state in Sri Lanka compared to the larger Ceylon Tea Industry, which is one of the most valuable in the world. Currently, approximately 365,000 operators are cultivating tea in Sri Lanka, with a total of 21 export-oriented companies specializing in organic Ceylon tea.

Most of the organic tea producers in Sri Lanka have also adopted fair trade agriculture practices and are committed to building a thriving community among its plantation workers. The Organic Ceylon Tea industry specializes in producing black, green, silver tip teas in bulk as well as processed, value-added and flavoured teas. Organic Coconut

Coconut is another main export product of Sri Lanka. About 10,000 ha of coconut plantations have been certified as organic to date. Major organic coconut-based products include desiccated coconut, coconut chips (raw, toasted), coconut milk, cream coconut, (virgin) coconut oil, coconut water, flour and coconut milk powder.

As of 2018, the total land area used for coconut cultivation amounted to 443,528 hectares. Total production was 2623 million coconuts. At present, there are 167,000 coconut growing operators with export-oriented plantations.

Organic Spices

Sri Lanka is well known for the variety and quality of spices it provides. From Pure Ceylon Cinnamon to cardamom, pepper, cloves, nutmeg, ginger, turmeric, vanilla and various others, the spice exports of Sri Lanka are at an all-time high.

Spice products also include mixtures, essential oils such as cinnamon oil and oleoresins. The major export destinations for spice products from Sri Lanka are India, Mexico, USA, and Germany.

Organic Herbs

Sri Lanka is a country full of biodiversity, gifted with many plant resources. It has been reported that there are close to 3,800 flowering plant species grown in Sri Lanka. Out of them, 1430 species are considered to have medicinal value. Around 250 species are commonly used in traditional medicine.

A wide variety of herbs is grown in the country, including Lemongrass, Katarodu (Clitoriaternatea), Hathawariya (Asparagus racemosus), Welpenela (Cardiospermumhalicacabum), Gotukola (Centellaasiatica), Eramusu (Hemidesmusindicus), Belimal (Aeglemarmelos flowers), Ranawara (Senna auriculata), Garcinia leaves (Garciniacambogia) and Soursop leaf. Some of these are turned into essential oils (e.g. lemongrass oil, citronella oil, cinnamon leaf oil…).

Organic Fruits and vegetables

Produced by autonomous clusters of farmers, around eighty different fruit and vegetables are grown in Sri Lanka. They collectively produce 800,000 MT of fruit and vegetable annually, which is exported overseas.

Sri Lankan organic fruit exports (mainly tropical fruits like mango, papaya, pineapple, banana, passionfruit, lime, jackfruit, and mixes of these fruits) include fresh fruits, dehydrated fruits, fruit cocktails, fruits in brine, fruit juices, fruit pieces in natural juices, fruit sauce, fruit smoothie, fruit pulp, fruit puree, pickles, chutneys, frozen fruits, cubes, etc.

Organic vegetables grown in Sri Lanka include carrots, beets, broccoli, cabbage, Chinese cabbage, tomato, capsicum, red cabbage, leeks, kohlrabi, potato, radish and green chilies.

The country also offers super foods such as Moringa leaf (powder, tea, capsules), Bitter gourd (powder, tea, capsules), pumpkin seeds and powder, as well as coconut treacle / Kithul products.

The supply base consists of small farmer networks, commercial farms, agro-zone projects, central collecting centres, and provisional wholesale markets. 65% of the fresh produce from Sri Lanka is exported to the Middle East and the Maldives, and about 98% of processed fruit and vegetable products are exported to the European market.

2.3 Certification, Standards, and Quality Schemes in Sri Lanka for Organic Food

Exports (to the EU)

Organic Certification

Organic producers and processors in Sri Lanka are certified according to EU, USDA

NOP and JAS organic regulations. A few operators are also certified according to

the Korean, Indian and/or Chinese Organic Standards.

Several internationally accredited certification bodies operate in Sri Lanka:

• Control Union, Sri Lanka / The Netherlands

• Ecocert, India / France

• NASAA Certified Organic (NCO), Australia

• Lacon, Germany

• QAI, Quality Assurance International, USA

• OneCert, USA

• MayaCert, Guatemala

Some operators are additionally certified according to private standards such as

Naturland, demeter, BioSuisse and Soil Association, and may also bear a fair-trade

label.

Other Certifications

In addition to the organic certification, many organic operators are certified

according to several other quality schemes / standards:

• ISO 22000 Food safety management scheme

• Hazard Analysis and Critical Control Point (HACCP) certification

• Good Agricultural Practices (Global GAP) Certificate

• Good Manufacturing Practices (GMP) certification

• British Retail Consortium Global Standard (BRCGS)

Organic operators in Sri Lanka also possess the necessary Phytosanitary Certificate,

Fumigation certificate (as far as permitted under the various organic regulations

and required by the importer) and Health Certificate. Furthermore, where

applicable, they follow the EU marketing standards for fruit and vegetables.

3 Procedure for importing organic agriculture produce from Sri Lanka

3.1 Export Regulations in Sri Lanka

The organic exporter will provide the following certificates which are considered

mandatory when importing organic agriculture produce to the EU from Sri Lanka:

Items under License Control in Sri Lanka

Items that are prohibited or restricted for exports from Sri Lanka include protected

plants listed under the Fauna and Flora Protection Ordinance.

Sampling

To ensure that the products comply with stipulated health and safety regulations

and quality requirements, a sample of a product can be sent before the transaction

for a specified quantity takes place. Trade samples that amount to Rs 50,000

(equivalent to approx. 220 EUR) or less can be imported from Sri Lanka to Europe

without restrictions and the exporter will only be required to submit a customs

declaration form.

Certificate of Inspection

The electronic certificate of inspection (e-COL) is issued by the control bodies

designated by the EU. The issuing of the certificate can be initiated by the

importer, the exporter or the control body of the exporter.

Sri Lanka Customs Procedure

Customs Goods Declaration

Depending on the product to be exported, applicable customs levies include EDB

Cess, Rubber Development Levy, Coconut Development Levy, Tea Board Cess and

export duty. The exporter indicates the Customs Procedure Code (CPC), which will

be used in the calculation of the customs levies. Further, the exporter declares if

the CPC is an outright export, export under Temporary Import for Export

Processing (TIEP) goods scheme, export under rebate scheme, temporary export,

re-exports, BOI-re exports, re-exports of TIEP goods, or re-exports of Investor

Facilitation Center (INFAC) goods.

Commercial Invoice

The invoice presented by the exporter will state the selling price, the costs

involved in freight, insurance, packing, terms of delivery and payment. According

to the value of goods stated, the government will be able to determine the true

value of goods assessing customs duties.

Packing List

The foreign customs officials use the packing list to check the cargo and thus the

commercial invoice should reflect the information shown on the packing list.

EU Customs Procedure

Certain EU Member States will have specific custom requirements when importing.

Accordingly, the custom procedures, documents, laws, and regulations will differ

somewhat from each EU Member State. Service providers that offer freight

forwarding and custom broker services will complete the customs process for the

Sri Lankan exporter (please see Annexure 2 for a list of service providers).

3.2 Infrastructure of Supply Chains

Storage and Warehouse facilities

Specialized freight forwarders will offer cold-chain management services, including

refrigerated warehousing, storage and transport for perishable agriculture

produce. 3PL and 4PL freight forward providers based in Sri Lanka offer cooling

and warehousing facilities for exporters. Additionally, service providers offer

services such as the collection of goods and transportation to the warehouse for

relevant customs procedures, preparation for shipment, handling of international

haulage, shipping and air freight, and the transportation of goods to the

destination. A list of freight forwarders operating in Sri Lanka and their contact

details can be found in Annexure 2.

Sea Cargo

Sri Lanka is located at the intersection of major international shipping routes and is

considered as a transshipment hub in the Asian region, where many global

shipping companies consolidate and de-consolidate their cargo for re-export. The

major ports include Colombo (West, largest port in the country), Hambantota

(South), Trincomalee (East; fifth largest natural harbour in the world) and Galle

(South).

Air Cargo

Sri Lanka has two international airports: Colombo (Bandaranaike International

Airport) in the West, and Hambantota (Rajapaksa International Airport) in the

South. Several international airlines service the country daily, e.g. SriLankan,

Turkish, Emirates, Qatar, and Etihad.

4 Support of importers through the develoPPP.de Programme

The develoPPP programme was set up by the German Federal Ministry for

Economic Cooperation and Development (BMZ) over 20 years ago to foster the

involvement of the private sector in areas where business opportunities and

development policy initiatives overlap. To this end, BMZ offers financial and

technical support for companies that want to do business or have already begun

operating in developing and emerging market countries. The programme and the

company wishing to engage in such a project will equally share the costs of the

project.

The BMZ supports the company’s innovative projects and commercial investments

in developing and emerging-market countries, provided that they offer long-term

benefits for the local community.

Projects typically cover a wide range of themes – from training local experts and

piloting innovative technologies and demonstration units to protecting value

chains and improving a company’s environmental and social standards.

The applying company will work with one of the two official partners

commissioned by BMZ to implement the program on its behalf: DEG – Deutsche

Investitions- und Entwicklungsgesellschaft mbH, or the Deutsche Gesellschaft für

Internationale Zusammenarbeit (GIZ) GmbH.

events and training materials on organic agriculture and conversion, setting up

Examples of Public Private Partnerships in the organic sector in Sri Lanka

Api Jamu GmbH (2018-2019), a German startup importing processed jackfruit from

producers and cooperatives around Jaffna to Germany. Through this partnership,

55 farmers were able to obtain organic certification, enabling them to supply to

the EU market through a local processing company, Orient Lanka Pvt Ltd.

MERIS GmbH (2018-2020) and their premium organic spices brand Soul Spice:

The project aims at creating market linkages for small-scale organic spice

producers in Uva province. Through the partnership, Meris GmbH and GIZ worked

on the business strategies, branding, marketing, budgeting, developing an ideal

product portfolio and ensuring access to markets.
