The EURO-Photo Project – The scenario
AT PRESENT (Current situation - Problem to be faced)
Pictures in the archives of 10 leading European News Agencies are among the most valuable historical documents of the
last century. They record major domestic and international events (political, social, cultural, sporting), celebrities and daily life from the turn of the century to the mid ‘90s. At present this common cultural and historical heritage is marginally accessible. Only a small fraction (about 2%) of the archives have been digitalised with limited availability only at a
national level and mostly to professional picture buyers.
AFTER THE PROJECT (Objectives to be reached and strategies)
The project will focus on the targeted digitalisation and fully metadata enrichment of at least 150.000 pictures from the
archives of 10 leading European News Agencies and make them available to Europeana, together with a huge number of
their historical pictures already digitalised and captioned. Pictures will be free of charge for educational or private use, duly
taking into account IPR issues.
The sustainability of the project will be based on the revenues stream coming from selling historical pictures by agencies to their current target (media industry) at an European level; a EURO-Photo Pilot commercial service will be set up for this
purpose.
The EURO-Photo Project – The “reason why”
The project is based on needs of the two subjects involved:
News agencies have vast archives of photo-journalistic and historical material
containing millions of images that are deteriorating and need to be digitalised (an
irreplaceable asset to be enhanced and appreciated) also in order to expand
business.
The European Commission has launched “Europeana” (www.Europeana.eu) to
offer and distribute on-line Europe’s most important digital libraries for
European citizens. The Agencies’ archives are part of a common European
Historical heritage that should be preserved and known by citizens.
Main objectives of EURO-Photo Project
1) Digitization of 150.000 historical pictures from the archives of 10 leading
European News Agencies (15.000 for each partner)
2) Availability of pictures through Europeana to European citizens free of
charge for educational or private use, duly taking into account IPR issues
(low/medium resolution, at minimum 400 x 600 pixel + Watermark), together
with a huge number of their historical pictures already digitalised and captioned.
3) The sustainability of the project will be based on the revenue stream coming
from sales of historical pictures by agencies to their current customers (media
industry) at an European level; an EURO-Photo Pilot commercial service will
be set up for this purpose.

To establish and maintain an organizational structure so that the overall
objective of the project will be achieved with a high level of efficiency
and sustainability.
Assessment and evaluation activities are integral part of this work package.
OBJECTIVES
The project will be managed by the co-ordinator who will be responsible of the overall co-
ordination and supervision of the project, the relationship with the EU Commission, the execution
of the contract and that all costs and milestone are in line with the budget and timescale.
The co-ordinator will be supported by the Steering Committee, where each partner has a vote,
which will handle any dispute among the partners. Other teams will be constituted dedicated to:

The main objective is the identification of content provisioning requirements.
General editorial and publishing guidelines will be decided by the Content Operational Team in
order to select photos taking into account user needs analysis and IPR issues.
Afterwards A “List of European Themes of Interest” will be defined, based on their main
historical, educational and editorial value, according to user needs pointed out by pilot users groups
and by Europeana.

Catalogue and improve the quality and quantity of metadata of pictures digitalised, according
to technical specifications and standards established in WP3 (title, caption, category, date,
place….). OBJECTIVES
T.5.1: Cataloguing and metadata enrichment
With reference to pictures selected in WP4, metadata will be added, according to standard and technical
specifications fixed in WP3 and to the state-of-the-art of historical knowledge as well. This activity is
obviously important in order to satisfy end users’ needs and reach a fully interoperability with
Europeana.
Metadata enrichment activities will be carried out by each agency according to its actual skills and
technical framework. Each agency has crucial experience in managing these kinds of activities and will
follow its own organisation and workflow scheme to reach project goals.
According to this past experience, also these activities are heavily time-consuming because journalists and
historians have to reconstruct historical events.
