Eureka! is seeking an Exhibition Fit-out Contractor to work with
us to create a new science centre in Merseyside that aims to
inspire curiosity, exploration and creativity in young people.
Eureka! Mersey, will be a new concept in visitor attractions, one that is focussed around
STEAM (science, technology, engineering, arts and maths) with content drawn from
stakeholders from across the region and shaped by the communities that surround it.
Eureka! Mersey won’t be a children’s museum nor a traditional science centre, or anything to
which it could be easily compared. It will have its own distinct identity that comes from the co-
creation process. It will be what this process defines it to be.

1. Executive Summary
Eureka! plan to create a world-class £11.75m visitor attraction within existing buildings on the
Wirral waterfront. Th attraction currently named Eureka! Mersey, aims to inspire children and
young people and their families to explore dynamic science, technology, engineering, arts and
maths themes through hands-on experimentation and discovery.
This document is designed to provide applicants/groups with information to enable them to
pre-qualify and be shortlisted to ultimately tender for the Eureka! Mersey Exhibition Fit-out
Contract.
In later sections Eureka! sets out the aims and objectives for the project, the proposed
structure of the delivery team and programme to take the whole project through to a public
launch in 2022. The delivery of the attraction falls under two contracts. The first is the Base
Build contract, which has already been tendered and is moving through the Pre-construction
Service Agreement (PCSA) stage, the contractor appointed for this work is Seddon
Construction Ltd. The second is the Exhibition Fit-Out Contract covered by this tender.
The Eureka! Mersey Project is currently moving through RIBA Stage 4 for both the Base Build
and the Exhibition Fit Out Contract. Eureka! now wish to appoint an Exhibition Fit-out
Contractor, with experience of delivering multi-disciplinary interactive exhibitions, to work with
the Exhibition Designers to develop the existing RIBA Stage 4 Technical Design taking the
project through RIBA Stage 5 -7. This will include taking the Stage 4 information available at
tender and developing technical construction drawings with the Client and Designers for sign-
off before constructing, installing, commissioning and handing over the Exhibition Fit-out
works.
Part of the works covered by the Exhibition Fit-out contract will include the duties of the
Principal Contractor. It is currently envisaged that the Base Build Main Contractor will hand-
over the site and the duties and responsibilities of Principal Contractor to the Fit-out Main
Contractor. Therefore, to be successful in being shortlisted at this stage a candidate will need
to be able to demonstrate their experience in carrying out this role. The role of Principal
Designer is being delivered by the Base Build Contractor who will hand over these duties to
the Exhibition Designers once the exhibition fit-out works come to site. Therefore, the
Exhibition Fit-out contractor does not need to fulfil the role of Principal Designer.

2. Background Eureka! The National Children’s Museum
The Client for Eureka! Mersey is Eureka! The National Children’s Museum based at the
existing museum in Halifax. This museum is based on the North American model of children’s
museums, with a focus on play-based learning and providing inspirational informal learning
experiences for children aged 0 to 11.
Eureka! is the only fully interactive museum totally dedicated to children aged 0 - 11 anywhere
in the UK. We love the weird and wonderful questions children ask and work hard to help them
find the answers. The existing museum was designed, informed and guided by children,
created in a child-friendly way (with child height loos, accessible exhibits and displays) and
designed to be 100% interactive with no complex instructions or “do not touch” signs.
Whilst science underlies the Eureka! experience, play is always at the heart of our immersive
galleries and varied workshop and programmes. Our aim is that all visitors, child and grown up
alike, leave Eureka! delighted, inspired and eager to come back!
3. Project Background
A prime site for a second Eureka! visitor attraction has been identified on the Wirral at
Seacombe ferry terminal, directly linked to Liverpool’s Pier Head by the Mersey Ferries and
easily accessed by road and rail. The site was occupied by Spaceport, a small visitor attraction
created by Merseytravel in 2005. After visitor numbers declined Merseytravel was keen to
explore alternative options for the site, which capitalised on the investment already made into
the buildings and supported the increasing focus on the visitor economy/leisure market, as set
out in Mersey Ferries’ long-term strategy.
In 2014, exploratory discussions began between Eureka! and Merseytravel to assess the
potential for developing a second Eureka! in the building previously occupied by the Spaceport

visitor attraction.
Initial project plans and financial projections were developed through an Outline Feasibility
Assessment in 2014, followed by a full Feasibility Study in 2016, and supported by a separate,
in-depth Fundraising Feasibility Study (2016). These studies concluded that as well as the
Spaceport Building (now referred to as the Attraction Building) the project should include the
refurbishment of the further spaces within the Terminal Building (e.g. what is currently a soft
play space and the café) that sits at ninety degree to the Attraction Building, as well as the
outdoor space in front of these two buildings, in order to make a more comprehensive
attraction.
These studies drew on extensive consultation with the Combined Authority, the LEP Boards
(Skills, Visitor Economy and Advanced Manufacturing), cultural partners, the LCR’s’ Cultural
Partnership, senior representatives from the FE and HE sectors and primary and secondary
schools, funding partners, local and regional industry and local communities.
Eureka! Mersey’s co-creation approach to development of the new attraction supports the
LCR’s commitment to inclusive growth, by empowering local communities, citizens and
stakeholders to play a crucial role in shaping the Eureka! experience from the outset.
The current proposals are fully aligned with the Liverpool City Region Growth Strategy and
Visitor Economy, Culture and Skills Strategies, and all the local strategies of Wirral Council.
4. Strategic Thinking

To continuously co-create a completely new kind of place and space where children and
young people want to engage in STEAM; a fresh and unique attraction which brings together
the playful child-centred approach of our current children’s museum with 21st century science
and discovery centre innovation
4.4 USP
Eureka! Mersey offers inspiring STEAM experiences in an environment where children and
young people are free to explore, investigate and experiment. We will support and challenge
our visitors to be curious, creative and innovative, and to develop the confidence to
understand their potential
4.5 Partners and Stakeholders
The project is being delivered with the support of a groups of partners that include, Liverpool
City Region LEP, Merseytravel and Wirral Council – drawing on expert contributions from a
network of ‘STEAM Partners’ spanning global industry brands, leading FE and HE institutions,
world-class cultural organisations. schools and local children and young people, families and
community groups.
4.6 Aims
• Reinvent the existing Spaceport visitor attraction as a world-class 21st century science
and discovery centre helping to build a critical mass of attractions across the Mersey
waterfront and driving visits to the region – delivered through an ambitious approach of
co-creation with communities
• Offer dynamic opportunities for engagement in spaces and programmes which will
inspire the next generation of innovators - empowering them to create change
• Stimulate families’ curiosity and appetite for STEAM learning, with a particular focus on
girls, underserved and underrepresented groups
• Build young people’s skills, confidence and aspirations to engage with STEAM futures
and careers, and signpost them to additional opportunity beyond age 14
• To support inclusive growth in the Liverpool City Region
• Attract c.187k visitors per year from Year 4 onwards
• Extend Eureka!’s distinctive discovery-based learning experiences to 500,000+ children
and families annually across the North West and Yorkshire sites
• Strengthen Eureka!’s overall financial performance and secure the long-term financial
resilience of Eureka! Mersey

4.7 Objectives
• Attract circa 200,000 visitors pa by:
a) Creating a unique cultural destination for the North West, by engaging local
families and young people, scientists and industry partners as co-creators of the
experience in partnership with Eureka! the recognised experts in informal and
innovative learning
b) Bringing to market a new offer for children, young people and families, engaging
them in learning linked to STEAM themes aligned with regional industry and
opportunities and key global challenges
• Work with community partners to ensure an inclusive approach whereby those most
excluded from informal science learning and cultural opportunities and those most
underrepresented within STEAM formal learning and industry participate as co-
creators, visitors, volunteers and staff
• To stimulate an interest in science among children and young people through the
provision of imaginative spaces, activities and exhibitions revealing real world STEAM
activity and careers
• To equip young people with an understanding of the range of careers open to them in
science and technology related fields
• To create jobs and develop associated skills and training which facilitate future growth
• Build complementary income streams – trading, industry partnerships, fundraising – to
secure long-term sustainability
• To support the wider regeneration plans for Wirral’s east coast, providing a further
catalyst to the developments on Wirral Waters through culture and tourism
4.8 Key Outputs

4.9 Co-creating content and design
Consultation with children and young people has always been an integral part of gallery and
programme development at Eureka! The National Children’s Museum. It is an element of our
core mission and brand, and a model which has been shared with colleagues and cultural
attractions around the world. Eureka! Mersey is being developed through - and will be
sustained by - a cutting edge approach to co-creation with local children and young people.
During the design process, groups of young people have been working alongside leading
scientists and engineers to choose the questions Eureka! Mersey will ask, the stories it will tell
and the challenges it will invite young people to explore.
The new attraction aims to stimulate engagement in sectors prioritised as the drivers of LCR’s
future economic growth. The broad themes picked from these drivers, that formed the starting
point for the co-creative development of content, are:

• Digital and Creative
• Low Carbon
• Innovation
• Advanced Manufacturing
Eureka! Mersey will offer 3 key elements:
• Permanent exhibitions: inspiring environments exploring real-life science stories
• Hands-on activities: inviting young people to ‘make and do’ and tackle practical
challenges
• Encounters with scientists and engineers: bringing young people into regular
contact with people from the world of science and work, to understand more about
careers in science
Our approach builds on a well-established and successful methodology developed by Eureka!
over many years to ensure children and young people have a real voice in shaping what we
create for them. Every gallery developed for Eureka! in Halifax benefits from the input and

opinions of our children’s advisory group, Ideas United. Every new initiative draws on the
views and preferences of the specific group targeted.
5. Project Information
5.1 Base Build Contract and the Design Team
Seddon Construction Ltd (Seddon) were appointed as the Base Build Main Contractor in the
spring of 2020. The Base Build Contract will provide the refurbished shell and core (circa
4,400sqm across the two buildings) to support the Exhibition Fit Out.
Under the PCSA, Seddon have appointed a Design Team to take the project through to
completion. This took forward the Stage 3 Design work developed by a Client appointed
Design Team. This team includes the Architects and Principal Designer, K2 Architects, the
Building Services Engineers, Tace, the Structural Engineers, Sutcliffe and the Landscape
Architects, Urban Green.
5.2 Exhibition Designer
Real Studios are the Exhibition Designers for the project. They are a key member of the
Design Team and are contracted directly by Eureka!. Real Studios have been working on the
project since RIBA Stage 1. The Exhibition Fit-out Contractor will be required to work closely
with Real Studios to complete the Technical Design Stage ensuring that all aspects of the
Exhibition Fit-out scope and specification can be met and can be delivered for the contract
budget. Real Studios will continue as Design Managers through all the following stages of the
project to completion.
5.3 Employer’s Agent and Quantity Surveyors
Walker Sime are the Quantity Surveyors for the project and Employer’s Agent for both the
Based Build and Exhibition Fit-Out Contracts.
The valuation process in connection to the Exhibition Fit-out contract will be managed by
Walker Sime with the support of the Exhibition Designers.
5.4 Overview of Project Scope and Budget
Eureka! wish to appoint an Exhibition Fit-out Contractor to act as the Principal Contractor for
the Exhibition Fit-out works. This PQQ is the first step in the procurement process which will
result in the creation of a shortlist of contractors who will be invited to tender. Ultimately the
successful contractor will work in partnership with the Exhibition Designers and Client Team to

develop the existing Technical Design for the exhibition fit-out leading to the creation of
production drawings as the initial step in taking the project through RIBA Stages 5 -7, including
prototyping, testing, fabricating, installing, and commissioning all the Exhibition Fit-out works.
The Exhibition Fit-out contract (see contract packages set out below) should either be fulfilled
by a contractor who can deliver all aspects of the project in-house or who has the experience
to lead a delivery team that includes specialist nominated sub-contractors to deliver some of
the work. It is envisaged that the Exhibition Principal Contractor role will be fulfilled by a
contractor who is either delivering the Setwork, Joinery & Scenic Work package and/or the
Interactives and Models Work package in-house.
For information on the scale of the project, scope and deliverables please refer to the RIBA
Stage 3 Exhibition Design Development Report included as Appendix 5 which can be
downloaded from the URL along with this instruction document. This provides an overview of
the exhibition fit-out scheme which is now going through detailed design. It sets out the key
zones that make up the exhibition which are listed in the table below.

Candidates response to the Contract Package Delivery Team are picked up in section E of the
PQQ with supporting information supplied as set out in Appendix 2. This should set out the
team you believe can best demonstrate that they have the skills and experience needed to
deliver all the contract packages.
You can nominate more than one contractor to deliver a work package.
In reviewing your proposals for your team, CV’s and relevant experience we reserve the right
to propose potential alternative sub-contractors if we feel they would be more appropriate to
deliver some of the specialist, creative contract packages.
5.6 Budgets The Technical Design stage is still in progress. At present the total budget allocation for the
Exhibition Fit-out is £3.6m with an estimated allocation of budget split across the exhibition
zones as follows:

contingencies etc. but exclude the exhibition design consultant’s fees.
As the Technical Design stage is still in progress these allocations are subject to change but
provide an indication of the budgets for each package.
6. Process to Procurement
6.1 Requirements
Interested parties are required to:
• Complete the Pre-qualification Questionnaire in Appendix 1
• Complete the supporting information for the PQQ which includes:
a) The proposed Delivery Team as set out in the Appendix 2
b) The day rates and OH&P schedule as set out in Appendix 3
Scoring of the submission will be undertaken as set out in the Section 6.5. Successful
applicants will be notified by July 3rd 2020.

The deadline for PQQ submissions is 1.00 pm Tuesday 23rd June 2020.
Any clarification requests must be captured and sent in one schedule by 1.00pm Monday 8th
June 2020 to the same email address. All clarification schedules will then be collated and
responses issued to all interested by Monday 15th June 2020. The key procurement and
delivery tasks are set out in the follow schedule.
6.2 Key Dates for Procurement & Delivery Note: The design information will to be sent in two batches, see ‘Tender’ section below. This is
to help streamline the tender process and provide as much time as possible for candidates to
price the work as all the design information will not be available by the time the tender period
starts. The aim is that candidates can begin the process whilst the second batch is finalised
and sent. The two batches constitute one contract.

6.5 Scoring Criteria
The PQQ document is dived into sections from A – H. Each section contains a set of questions
relating to a topic.
Initially each Questionnaire will be assessed to see if it has been completed fully and correctly,
this is a minimum requirement. Those deemed to have not been completed fully will be
disqualified from moving any further in process. Section B will then be assessed and
organisations answering positively to any of the questions in this section are unlikely to move
any further in the process.
Sections A, B, G and H will not be scored. Each question (unless indicated) in Sections C to F
and the information provided in response to Appendix 3 will then be scored according to the
following criteria.

2 Satisfactory - Limited level of relevant knowledge and experience demonstrated.
1 Weak - Very little or no relevant knowledge / experience demonstrated. Not
Answered.
The score for all the questions within each section will be added together and a weighting will
be applied on a scale of 1 – 5. This is primarily a pre-qualifying submission and the
weighting of the scoring favours those that can demonstrate the quality, scale and relevance of
their experience.
