APPEAL TO THE CONSCIENCE OF T’HE HUTU
1. Introduction
In October 1990, Rwanda was subjected to an external attack launched by Tutsiextremists with the support of the Ugandan Army.
Those assailants were relying on:
the action of infiltrators within the country and the complicity ofTutsi within the country;the reduced number of men in our National Army;the unflinching support of the Ugandan Army, made up essentially ofTutsis.
With this, they hoped to conquer the country and establish a regime based on theirfeudal monarchy, within a few days.
Fortunately, Rwanda was able to tope with the war and succeeded in repelling theassailants thanks to the cohesion of the Rwandan people and especiaUy the Hutumajority and through the sheer determination of the Rwandan Armed Forces. Butthe threat was not averted for ail that. The enemy is still there, among us, and isbiding his rime to try again, at a more propitious moment, to decimate us.
Therefore, Hutu, wherever you may be, wake up! Be firm and vigilant. Take ailnecessary measures to deter the enemy from launching a fresh attack.
2. The Tutsi ambition.
The Tutsi are bloodthirsty and hanker after powerin order to impose theirhegemony on the People of Rwanda, through the barrei of the gun.In reality, the Tutsi have continued to propound their ideology of Tutsi dominationover the Hutus for a long rime now. Remember 17 may 1958, when 12 Tutsi chiefsand major dependents of the great MWAMI drafted a document the tenor of whichread as follows: "...the relationship between us [Tutsis] and they, the [Hutus], bavealways been, throughout the ages, and even now, based on serfdom. There aretherefore no grounds for fraternity between they and us...since our kings conqueredthe land of the Hutus by killing their monarchs and thereby reducing the Hutus toslavery. How can they now become our brothers?"

3. Implementation of the Tutsi plan in Rwanda.
