Professor Sheila RiddellSheila Riddell is Director of the Centre for Research in Education Inclusion and Diversity, University of Edinburgh, and was previously Director of the Strathclyde Centre for Disability Research, University of Glasgow. After seven years teaching English in a Dorset secondary school, she undertook a PhD at the University of Bristol on the topic of gender and subject option choice. She moved to Scotland in 1988 and since then has researched and written extensively in the fi elds of education, employment and social care, disability studies and gender and education. Sheila has served on a number of government committees and was a member of the National Equality Panel which reported in January 2010.

Ms. Carole Sullivan, Head of the Equality Mainstreaming Unit, Equality AuthorityCarole Sullivan joined the Equality Authority in March 2000 as a Development Offi cer with responsibility for the area of equality proofi ng. She was the Campaign Director of

the European Year of Equal Opportunities for All 2007. Carole currently heads up the Equality Mainstreaming Unit within the Equality Authority. Its objective is to support and encourage education and training providers and enterprises to develop planned and systematic approaches to equality. She holds a degree in Social Science and a Master’s in Women’s Studies.

Irish University Association Equality NetworkThe IUA Equality Network has membership from all seven universities in Ireland. The IUA Equality Network, through support from the Equality Mainstreaming Unit have developed a tailored eLearning programme covering all nine grounds of discrimination under Irish Equality Legislation as part of a blended approach to generating mainstream staff engagement with diversity issues.

National Disability AuthorityThe NDA will present on a recently launched eLearning module on Disability Equality Training for public sector staff.

Dr. Pádraig Kirk, CEO, Co. Louth VECPádraig Kirk holds a Bachelor’s and Master’s Degrees in Education and Engineering from the University of Limerick and a Doctorate in Education from NUI, Maynooth. He was a teacher of Engineering and Technical Drawing at O’Fiaich College, Dundalk for seven years. He moved to Engineers Ireland based at Ballsbridge in 2000 to manage a national awareness programme on engineering, science and technology, aimed at promoting these subjects as a career choice. In 2002, Pádraig moved to the Department of Education and Skills where he worked as a Senior Inspector in the Inspectorates’ Evaluation Support and Research Unit. He took up the post of CEO of Co. Louth VEC in April 2009.

Dr. Carol Baxter, Head of Development, Equality AuthorityCarol Baxter has been Head of Development at the Equality Authority since 2006. She has focused on supporting public and private sector organisations and networks to develop equality competence. She has also developed equality tools for public and private sector organisations. She manages EU-funded projects such as Equality for All in a Time of Change (2010) and Embedding Equality in a Time of Change (2011) which involve action on equality by business, trades unions, local authorities and civil society. She worked formerly at the Department of Foreign Affairs and was desk offi cer for the Lisbon Strategy of economic and social renewal during Ireland’s 2004 EU Presidency. She worked subsequently on the negotiations for the current EU fi nancial framework (2007-2013).

The Irish Human Rights and Equality Commission will shortly be established to replace the Equality Authority and the Irish Human Rights Commission. Its purpose is to protect and promote human rights and equality, to encourage the development of a culture of respect for human rights, equality and intercultural understanding in Ireland.

The theme of this year’s annual conference on equality mainstreaming is “Think Equality, Act Equality”. The conference will showcase and share good practice in equality mainstreaming approaches that have been applied in the further education and training sector and within organisations responsible for delivering active labour market programmes. The conference will also showcase projects that have been funded to stimulate workplaces to take action on equality and to encourage employers to be planned and systematic in their approaches to workplace equality.

The aim of the conference is to identify key equality messages for mainstream policy makers and programme designers. It is intended to reinforce the message that vocational education and training providers can have a positive impact on reducing inequality across the nine equality grounds if they integrate a focus on equality in the way they plan and deliver their services. The conference will also present examples of effective partnership approaches between service providers, employers, trade unions and NGOs in challenging discrimination and accommodating diversity in the workplace. The conference is aimed at public sector staff and policy makers and all those who work in educational settings, policy, advocacy or NGOs with an interest in equality, diversity and human rights.

Equality mainstreaming enables organisations to move from avoiding discrimination to promoting equality and human rights. It encourages organisations to think about potential discrimination in advance, and potential adverse impacts of policies and practices towards groups protected by the equality and human rights legislation. The upcoming legislation on the establishment of the new body (IHREC) refers to the introduction of a positive duty on the public sector to have regard for equality and human rights. This year’s conference will include presentations on the experience and lessons learned on applying a public sector positive duty on equality and human rights in a Scottish local authority setting.

The introduction of a public sector positive duty will offer a real opportunity to advance and further embed equality and human rights practices within the public sector. This conference also offers an opportunity to share good practice in equality mainstreaming approaches that have been applied and tested in the public and private sector which can inform the development of the positive duty on equality and human rights.

This conference is supported by the Equality Mainstreaming Unit (EMU), which has been established with funding from the European Social Fund, through the Human Capital Investment Operational Programme 2007-2013, and from the Equality Authority.

Ms. Saorlaith Ní BhroinProject Management Officer, Immigrant Council of Ireland. Saorlaith has a Master’s in Human Rights and Democratisation from Venice, Italy, and has worked at national and international levels, mostly concentrating on the field of migration while working with Caritas Europa in Brussels and with UNHCR in Tanzania. Saorlaith is also an elected board member of the National Women’s Council of Ireland.

Ms. Rachel MullenIndependent ConsultantRachel Mullen is Coordinator of the Equality and Rights Alliance and an independent consultant. Rachel has over twenty years experience working as an advocate to promote equality and address discrimination. Prior to her work with the Equality and Rights Alliance, Rachel worked with the Irish Equality Authority and Women’s Aid.

Ms. Finola KeoghTeacher and Project Development Officer, Cavan Institute Finola has a wide range of experience in curriculum development and managing educational projects in a variety of private, public and community and voluntary organisations. Since joining Cavan Institute in 2009, she has actively contributed to developing the Institute’s five-year Strategic Plan and to furthering the equality agenda, by designing and managing two projects funded by the Equality Mainstreaming Unit in the Equality Authority. 

Mr. Michael BarronFounding Director - BeLonG To Youth ServicesMichael is the co-founder of BeLonG To and currently works as the organisations Founding Director. He holds a degree from TCD and an MA in Youth & Community Studies from Brunel University in London and is currently studying towards his PhD. Mr. David JoyceEquality Officer, Irish Congress of Trade Unions (ICTU)David’s areas of work include the promotion of equality at a number of levels: within trade unions and in Irish workplaces as well as at the national policy level. He also participates in various ETUC equality initiatives on gender equality and on the Parental Leave Directive.

Mr. Paul VaughanSenior Manager for Policy, Communications and Area Management Fife Council, ScotlandPaul is Senior Manager for Policy, Communications and Area Management at Fife Council. Paul’s key areas of responsibility include area management and community planning, partnership working, policy, communications and marketing, external and European Funding; and performance, research and planning.

Mr. Alastair PringleScotland Director, Equality and Human Rights Commission, United KingdomAlastair took up post as National Director of the EHRC (Scotland) in November 2012. He moved to the Commission from the Scottish Government where he led on national programmes of work on person-centred health and care, as well as equality and human rights strategy and policy for the Health and Well-being portfolio of the Scottish government and for the NHS Scotland. Alastair was a member of the EHRC’s statutory Scotland Committee from 1997 until taking up post as National Director. He has responsibility for the delivery of EHRC Scotland’s work programme, which covers legal, policy, parliamentary and project based activity.
