Dear Ms. Westerman:

EHI was onsite January 14 and February 12, 2015 to collect bulk samples and document

hazardous material presence in the unoccupied spaces at the west end of the building located at 7

Tide Street located in South Boston, Massachusetts. Sampling was conducted in areas consistent

with renovation plans.

I was the lead inspector, (Inspector AI033814), Matthew King (Inspector AI000258) and Jesse

Williams (Inspector AI000384) assisted. Work was limited to the ground floor suite located on

the west side of the building. The space consisted of an office area, warehouse, garage and

mezzanine.

Sampling and Analysis

The samples were placed into clear closable bags and then double bagged. They

were then hand-delivered to Asbestos Identification Laboratory located in

Woburn, MA for analysis. Asbestos Identification Laboratory is a Massachusetts-

licensed and NVLAP-accredited laboratory. All standard chain of custody

procedures were followed during the delivery and transfer of the samples. The

samples were analyzed by polarized light microscopy.

Asbestos Findings:

The black mastic under 12”x12” floor tile located in the northwest corner office is ACM. The

mastic in the northwest corner office is a different material than all of the other black mastic in

the building. The ACM mastic is a lot darker in color and thicker than the non-ACM black

mastic. The black mastic in all other rooms was sampled and is not ACM. All of the other

materials sampled are not asbestos-containing materials. The EPA defines ACM as a material

with an asbestos content greater than 1%. The Massachusetts DEP defines ACM as a material

with the content greater than or equal to 1%.

Limitations:

No demolition was performed during the survey. Areas of uncertainty include cavities inside

walls, behind bathroom walls and behind the any hidden mechanical chases.

Hazardous Materials Findings:

The building was surveyed for hazardous materials including fluorescent bulbs, ballasts, lead

acid and nickel cadmium batteries, mercury-containing items, Freon-containing items and

miscellaneous hazardous materials.

The Light bulbs listed below were observed in storage shelves and on pallets.

161 new-style fluorescent bulbs

32 halogen bulbs

5 Venture Lighting bulbs that contain mercury

258 compact fluorescent bulbs

41 metal halide bulbs

Additionally, 287 New-style fluorescent bulbs were in use in the building. Twelve old-style

fluorescent bulbs with 6 ballasts that may contain PCBs were in use around the building.

Lead Acid and Nickel Cadmium Batteries are often found in the following items observed in

the building.

11 emergency exit signs,

13 fire alarm pull stations

10 emergency lights.

Thermostats in the building did not appear to contain mercury.

Miscellaneous Hazardous Materials are items observed that need special disposal or recycling.

The following is a list of these items:

1 propane cylinder

24 cans of paint

(2) 5-gallon buckets of paint

2 bottles of herbicide

2 electric garage motors

Electric water heater

3 CPUs

There is an elevator in the building but there was no access to the elevator machine room during

the inspection. Elevators have oils and other hazardous materials that require special disposal or

recycling.

Lead-Based Paint Survey Procedure:

Lead-based paint was tested on a representative number of painted surfaces

utilizing an XRF instrument to identify the presence or absence of Lead-

Based Paint (LBP). The primary emphasis was in the office area,

warehouse, garage and mezzanine of the west suite. 70 XRF readings were

taken in the afore mentioned locations. All sampled surfaces were accessible

with no demolition; large scale demolition may expose hidden painted

surfaces that have not been sampled. The XRF instrument was checked for

calibration according to the manufacturer’s specifications.

For purposes of OSHA compliance, any measurable amount of lead could pose a health hazard to

workers involved in dust or fume generating removal of lead painted components. In some cases,

OSHA might require personal air monitoring to determine the level of respiratory protection and

medical monitoring for workers involved in such work. It is beyond the scope of this survey to

determine if such measures would be required for any planned renovations or demolition at the

site.

Lead-Based Paint Survey Results:

An XRF reading greater than or equal to 1.0 mg/cm2 is considered lead based paint. A reading of

0.0 or negative has no lead in the paint. A reading of 0.1 to 0.9 is considered having trace levels

of lead. All surfaces sampled had no lead detected in their paint.
