BackgroundBackground

• 2008-09 CE’s Policy Address:“I propose reserving $150 million under the Environment and Conservation Fund to partially subsidise building owners to conduct comprehensive energy and carbon audits. I propose reserving another $300 million to offer building owners partial subsidies for energy efficiency projects“

Background (ContBackground (Cont’’))• The Environment Bureau has

entrusted the Electrical and Mechanical Services Trading Fund (EMSTF) to implement the following schemes under Environment and Conservation Fund (ECF) - Energy-Cum-Carbon audit (ECA) for

a maximum sum of HK$150 million- Energy Efficiency Projects (EEP) for

a maximum sum of HK$300 million

Background (ContBackground (Cont’’))• Established in 1994 under the

Environment and Conservation Fund Ordinance (Cap. 450)

- To provide financial support for educational, research and other projects and activities in relation to environmental and conservation matters

Background (ContBackground (Cont’’))• Carbon Audit

- refers to the quantification of the Greenhouse Gases (GHG) directly and indirectly emitted

- can be able to measure GHG footprint for managing GHG emission

- provides an indicator to derive a pragmatic approach to reduce GHG emissions

Background (ContBackground (Cont’’))• Energy Audit

- reviews the energy system- ensures energy is being used as efficiently as

possible - provides an indicator to drive a pragmatic

approach to reduce unnecessary energy use

Background (ContBackground (Cont’’))• Advantages

- Social Responsibility – to develop in a sustainable way and limit the impact on the environment

- Cost Saving – be reducing carbon emission, fossil energy consumption

• Scope- Communal areas of commercial, residential,

industrial buildings or composite buildings comprising any two of these three types

• Eligibility of Applicants- Owners’ corporations- Owners’ organisations or residents’

organisations- Application could also be submitted by

a property management company or a qualified service provider on behalf of the above organisations

• Qualified service provider- A Registered Professional Engineer in Building

Services, Electrical, Mechanical or Environmental discipline registered under the Engineers Registration Ordinance (Cap. 409); or

- A corporate member of the Hong Kong Institution of Engineers in Building Services, Electrical, Mechanical or Environmental discipline, who has no less than 1 year relevant post qualification working experience; and

- To ensure the smooth running of the scheme, the certifier should have attended seminar/training related to this scheme to be announced by the Government

• Guidelines on carbon audits- Latest edition of the “Guidelines to account for

and report on Greenhouse Gas Emissions and Removals for Buildings (Commercial, Residential and Institutional purposed) in Hong Kong

• Guidelines on energy audits- Latest edition of the “Guidelines on

Energy Audit”

• Submission of Audit Reports- 1st audit to commence within 6 months after the

approval of the application- Includes recommendations or programmes to

improve GHG emission and energy efficiency and conservation of the building

- Certified by qualified service provider and signed off by the person-in-charge

• Submission of Progress Reports- 3 subsequent annual progress reports before the

date agreed with Government- Includes major follow up actions taken to improve

GHG emission and energy conservation of the building

- Certified by qualified service provider and signed off by person-in-charge

• Amount of Grant- for a single building – a limit of 50% of total actual

expenditure, subject to a maximum of HK$150,000 per application

- for application involving more than 1 building – a limit of 50% of total actual expenditure without a maximum cap.

• Procurement of Capital Items, Goods and Services (Cont’)- HK$5,000 < Aggregate Value ≤ HK$10,000⇒obtains Tenders from at least 2 suppliers

- HK$10,000 < Aggregate Value ≤ HK$200,000⇒obtains Tenders from at least 3 suppliers

- HK$200,000 < Aggregate Value⇒obtains Tenders from at least 5 suppliers

Should select the supplier the lowest bid or otherwise,full justifications are required

- Alternation, addition or improvement works to upgrade the energy efficiency performance of building services installations for communal use in commercial, residential, industrial buildings or composite buildings comprising any two of these three types

- Building services installations⇒Lighting, electrical, air-conditioning,

lift and escalator⇒Comply with or be more

energy-efficient than the BuildingEnergy Codes (2007 edition)issued by the EMSD

Vetting Criteria (ContVetting Criteria (Cont’’))• Priority to applications with high potential of

energy saving and reduction in carbon emission• Priority to applications with other initiatives to

promote environmental protection• For energy efficiency projects

- priority will be given to buildings that have conducted energy or carbon audits or the energy-cum-carbon audits

- due considerations will be given to repeated applications for individual building(s)
